Hyvä kysymys. Marokko on kuitenkin aikalailla sivistysvaltio, joten valvovat varmaan omia rajojaan ja lakejaan, jolloin salakuljettajien bisnes vaikeutuu ikävästi. Kun Libyasta poistettiin hallinto luotiin hyvä toimintaympäristö kaikenlaiselle hämärälle toiminnalle, joten fiksu kuljetusyrittäjä siirsi toimintansa sinne. Voisin myös veikata, että näitä Gibraltarin/Kanarian yms. "pakolaisia" on edelleen hieman, mutta ne unohdetaan koska Libyasta tunkee meren yli moninkertainen määrä populaa.

Pakolaistulvan taustalla Syyrian tilanne

Mäkelän mukaan Syyrian pahentunut tilanne näkyy pakolaistulvana. Lesbokselle saapuu saman verran pakolaisia muutamassa päivässä kun Suomeen saapuu kiintiöpakolaisia vuodessa. Vaikea tilanne ruokkii ääriliikkeitä.

– Osa antaisi vaikka paidan päältään, mutta on ihmisiä, jotka ovat suorastaan fasistisia. He haluaisivat mennä rantaan ampumaan tulijoita, kauhistelee Mäkelä.

Mäkelän mukaan tilannetta ei voi pysäyttää millään muulla tavalla kuin ottamalla kiinni ihmissalakuljettajat Turkin puolella. Myös pakolaisleirien oloja Turkissa ja Jordaniassa olisi parannettava.

– Eurooppa ei tunnu tajuavan mikä niitä odottaa. Täältä on tulossa satoja tuhansia ihmisiä kohti Eurooppaa, sanoo Mäkelä.

Valtaosa tulijoista on nuoria miehiä.

– Perheet ovat keränneet rahaa voimakkaimmalle yksilölle, heille joilla on parhaat mahdollisuudet selviytyä ensin merimatkasta ja sitten pitkästä kävelystä. Perheen kesken on kerätty rahaa sille yhdelle tyypille, jonka he uskovat selviävän, sanoo Mäkelä.

Pakolaiset leireilevät Kosin rannalla risteilyaluksen ajaessa ohi

Kreikkalaisella Kosin lomasaarella sattuneiden poliisin ja pakolaisten välisten yhteenottojen jälkeen aikoo Ateena nyt rauhoittaa tilannetta hotellilaivalla, sekä lähettämällä saarelle lisää hallintovirkamiehiä ja turvajoukkoja. Hotellilaivassa on tilaa 2.500 henkilölle ja se tullaan lähettämään matkaan "välittömästi", ilmoitti hallitus keskiviikkona. Saksalainen vihreä poliitikko Claudia Roth kertoi vierailtuaan saarella, että Kosilla vallitsi "täysi kaaos".

Tiistaina poliisit pitivät pamppujen ja paloletkujen avulla aisoissa pakolaisjoukkoa, joka yritti tunkeutua ulos jalkapallostadionilta päästäkseen eräälle poliisiasemalle rekisteröitymään. Osa maahanmuuttajista oli Turkista saavuttuaan yöpynyt jo useiden viikkojen ajan saaren rannoilla ja kaduilla ja heidän piti nyt sinnitellä edelleen jalkapallostadionilla paahtavassa kuumuudessa. Pormestari Giorgos Kiritsis on varoittanut, että uhkana on "verilöyly".

Noin 40 valmiusjoukkojen poliisia on jo saapunut saarelle. Lisää yksiköitä siirretään muilta Egeanmeren saarilta Kosille, kertoi poliisin tiedottaja keskiviikkona. Ateenan hallituslähteiden mukaan hotellilaiva ei toimi vain pakolaisten majoitustilana, vaan he voivat myös rekisteröityä laivalla, jotta heidän uudelleenjakoaan tavallisiin vastaanottokeskuksiin voitaisiin nopeuttaa. Pormestari Kiritsis oli havainnut keskiviikkona jo lievää "rauhoittumista", vaikka tilanne pysyi "jännittyneenä". Claudia Roth esitti raskaita syytöksiä pormestaria vastaan. Hieman vakavammin puhuen, en pidä siitä ajatuksesta, että kaikki nuo pakolaiset/maahantunkeutujat ovat jotain roskasakkia. Jos asiaa ajattelee heidän näkökulmastaan on se hyvinkin ymmärrettävää. Luultavasti jos olisin heidän asemassaan, yrittäisin minäkin paeta roskavaltiosta parempiin kuvioihin.

Turistit keskittyvät auringonottoon, eivätkä he Hurme-Leikkosen mukaan ole siirtolaisia pahemmin noteeranneet. Hän uskoo kaikkien, jotka huomaavat mitä ympärillä tapahtuu, tuntevan itsensä hieman typeräksi.

– Luulen, että turistit ovat osittain aika tietämättömiä tästä tilanteesta ja ehkä ihmettelevät sitä. He keskittyvät auringonottoon, syömiseen ja juomiseen ja käyvät vähän shoppailemassa.

Valtamediajournalismi on siis vasemmistolaisen ideologian mukaisia narratiiveja, joiden taakse jää paljon asioita. Tämä taas tarkoittaa, että eurooppalaisella siviiliväestöllä ei ole tarpeeksi tietoa oikeiden poliittisten päätösten tekemiseen. Tällä tosin ei ole paljon väliä, koska kansalaisen vaikutusmahdollisuudet ovat käytännössä menneet EU:n myötä. Poliittinen näennäiseliitti, media ja koulutus ovat muuttuneet yhä järjettömimmiksi vuosikymmenien ajan eikä hukassa oleva väestö tiedä, mihin pitäisi juosta.

Ymmärsinkö oikein? Edulliset tai maksuttomat lentoliputko Turkista Kreikkaan ratkaisee hautapaikat? Eli kun ruumiiden lukumäärä on n+1 lisätään ruumiiden lukumäärää vielä n+1kpl niin ruumisongelma poistuu? Työvoimapula saavutetaan kun paikalle völjätään tarpeeksi paljon työttömiä? Sama funktio?

Kreikan Turkin vastaista merirajaa yritetään valvoa yhdessä EU-rajaturvallisuusvirasto Frontexin kanssa, kertoi Kreikan ulkoministeri maanantaina Ateenassa. Ei ole keinoja voimatoimin estää pakolaisvirtaa. Vt. ulkoministeri Nikos Xydakis tulee kertomaan tämän Itävallalle, Slovakialle ja Unkarille. Hän tulee saapumaan Wieniin vielä maanantain aikana.

Makedonia rakentaa aitaa

Nämä kolme Keski-Euroopan maata painostavat Ateenaa valvomaan tiukemmin rajojaan. Muussa tapauksessa Makedonian rajat voidaan sulkea täysin. Monet Turkista Kreikkaan saapuvat maahanmuuttajat kulkevat sitä kautta matkallaan Keski-Eurooppaan.

Makedonia rakentaa aitaa pysäyttääkseen pakolaisvirran. Ateenan mukaan rajalla on myös Keski-Euroopan maiden turvallisuusviranomaisia. Diplomaatit varoittavat, että ulkomaalaisten poliisien läsnäolo Balkanin valtioiden välisillä rajoilla voi laukaista uudelleen Jugoslavian hajoamisen ajan vanhat jännitteet.

Satoja maahanmuuttajia pelastettu Egeanmereltä

Egeanmerellä on sillä välin viikonlopun aikana pelastettu merestä kovissa tuulissa 573 maahanmuuttajaa. Asiasta kertoi Kreikan rannikkovartiosto maanantaina. Oli "hyvää onnea", että kukaan ei hukkunut, sanoi eräs rannikkovartioston upseeri DPA-uutistoimistolle. Maanantaina saarilta saapui Pireukseen 530 uutta maahanmuuttajaa. Suurin osa heistä haluaa jatkaa matkaansa Keski-Eurooppaan.

Kosin saarella, ja lähellä Pireusta ja Thessalonikia jatkuivat mielenosoitukset rekisteröintikeskuksen (hotspot) rakentamista vastaan. Thessalonikissa mielenosoittajat tukkivat kulkutien hylätylle kasarmille, johon on suunniteltu keskusta 4.000 maahanmuuttajalle.

Yksi hotspot on jo valmiina

Keratsinin oikeistosuuntautuneet mielenosoittajat protestoivat Pireuksen alueelle rakennettavaa keskusta vastaan. Autonomit organisoivat vastamielenosoituksen, jota näytettiin televisiossa. Kuukausia kestäneen viivyttelyn jälkeen Kreikka kiirehtii nyt rekisteröintikeskusten rakentamista. Neljän uuden keskuksen pitäisi valmistua kuun loppuun mennessä Khiosin, Samoksen, Leroksen ja Kosin saarille.

Ihmiset odottavat ahdistuneina tietoa kohtalostaan

YK:n pakolaisjärjestön edustaja Lesboksella kuvailee pakolaisten olevan ahdistuneita ja turhautuneita, koska he eivät tiedä mitä heille tulee tapahtumaan.

– Jännittynyt tunnelma keskuksessa on noussut selvästi viime päivänä jopa väkivallan partalle. Tilanne kuitenkin rauhoittui nopeasti, Boris Cheshirkov kertoo.

Morian pakolaiskeskus muutettiin suljetuksi pidätyskeskukseksi EU ja Turkin palautussopimuksen voimaantulon jälkeen maaliskuussa. Kolmisen tuhatta ihmistä odottaa keskuksessa päätöstä kohtalostaan.

EU-sopimuksen mukaan Turkista Kreikkaan saapuneet pakolaiset otetaan kiinni ja palautetaan Turkkiin, jos he eivät saa turvapaikkaa Kreikasta. EU-maat taas vastaanottavat jokaista palautettavaa kohden vastaavan määrän syyrialaisia Turkista.

Kreikka palautti eilen 49 pakolaista Kosin, Chioksen ja Lesboksen saarillta Turkkiin. Tämä oli kolmas palautuskerta.

Kolme viikkoa sitten Turkki otti vastaan kahdessa erässä 325 pakolaista. Suurin osa palautettavista on ollut pakistanilaisia ja afgaaneja.

Representatives of non-governmental organizations have been evacuated from the camp, and police special forces are preparing to carry out an operation to restore order, the newspaper reported.

The violence in the camp was reportedly triggered by an incident which took place earlier in the day between two groups of migrants and refugees of Syrian and Afghan origin following a notification on over 400 asylum applications being rejected in Greece.

Some 3,000 to 4,000 migrants have been evacuated from the Moria camp on the Greek island of Lesbos after a large fire destroyed tents and prefabricated homes.

Social media images showed huge flames. No injuries have been reported.
Police are investigating whether the fire was started deliberately.
According to the UN Refugee Agency, some 5,600 refugees currently live on Lesbos, but the island only has capacity for 3,600.
According to Greek state news agency ANA, a brawl started on Monday after a rumour that refugees would be deported to Turkey en masse.

Officials on the popular holiday island last night demanded the immediate evacuation of all migrants who they claimed had brought recurrent problems.

Christiana Kalogirou, governor of the region that includes Lesbos, said she had repeatedly warned the Greek government that camps on the Aegean islands were dangerously overcrowded.

'Residents are complaining refugees have converted the beach and the palm tree forest into a wasteland,' added Evangelos Violatzsis, the president of the nearby village of Panagiouda, told MailOnline.

He added: 'They are also concerned about possible damage to buildings and petty thefts. We demand the immediate decongestion of Moria and Kara Tepe [nearby village].'

Many of the refugee families will now be moved to a vessel which will be moored in the port and will arrive on Wednesday.

Greece's Shipping Minister Thodoris Dristas said: 'The ship will have a capacity of over 1,000 and it will be used as a hostel in order to ease the situation after yesterday's incident.

He said refugees travelling as families would be housed first and another ship will be needed, but did not mention if there were plans to charter one.

Teams of riot police were dispatched to the Greek island following the brawl which sparked the camp fire.

Police said the men taken into custody came from Afghanistan, Iraq, Senegal, Syria and Cameroon.

Locals in Moria gathered outside City Hall on Monday morning to protest against the new arrivals.

Nikos Trakellis, village president, told MailOnline: 'We have had enough. Nothing - except for a police presence - has been done.

'Everything is in chaos. The sewage has ended up in the river once again.'

At this time, police eventually intervened and detained 15 people who started the fight.

As part of the police crackdown, these migrants will be put in a camp for those awaiting deportation.

Earlier in the day, about 50 Algerians staged a protest in which they erected barricades, blocking the entrance of the camp with dining tables and chairs, and turned over trash bins.

This comes as nearly 300 more migrants arrived on the Greek island migrant reception centres on Thursday.

The Greek Prime Minister Alexis Tsipras is expceted to join nine of his European counterparts, including German Chancellor Angela Merkel, in Vienna on Saturday to discuss the migrant crisis.

Komissaari aneli EU:n jäsenvaltioita, jotta ne tarjoaisivat uudelleensijoituspaikan ja turvasataman pakolaisille.

Vaikka Turkki-sopimus on vähentänyt tulijoiden määrää Kreikkaan, suurin koskaan nähty pakolaiskriisi edellyttää kollektiivista vastuuta Euroopalta, Avramopoulus sanoi ja peräsi nopeita toimia akuuttiin hätään.

Myös EU:n puheenjohtajamaa Maltan pääministeri Joseph Muscat vetosi keskiviikkona vahvasti eurooppalaisiin, jotta EU löytäisi pikaisesti yhteisen ratkaisun pakolaisongelmaan ja kaikki osallistuisivat taakanjakoon.

Euroopan parlamentissa Strasbourgissa keskiviikkona puhunut Muscat totesi, että muurit eivät ole ratkaisu: niitä ei voi rakentaa mereen.

Muscat sanoi ymmärtävänsä ideologiset erot pakolaiskysymyksessä ja sen, että toiset näkevät asian humanitäärisenä kriisinä, toiset turvallisuusuhkana. Silti hän vetosi yhteisen ratkaisun puolesta. Sillä on hänen mukaansa kiire, muuten on riski, että ratkaisut tehdään pakon edessä, selkä seinää vasten.

Muscatin mukaan aika ei hoida ongelmaa, päinvastoin, "pitkällä aikavälillä olemme kaikki kuolleita", hän sanoi.

Athens is worried that a number of refugees will choose Crete as an entry point. There is concern that the major wave will arrive on the island during the tourist season. The Greek government is trying to restore relations with Libya, with Foreign Minister Nikos Kotzias visiting Tripoli to discuss the reopening of the Greek Embassy in the country, while expecting initiatives from Europe as well.

Violent protests and deaths are traumatising the youngest and most vulnerable refugees, whose families say they are too scared to let their children play out of sight in case they are hurt or abused.

Save the Children staff report that some unaccompanied children live in "24-hour survival mode" and sleep in shifts to try to stay safe, while others disappear or pay smugglers to leave the Greek islands.

"The EU-Turkey deal was meant to end the flow of 'irregular migrants' to Greece, but at what cost?" said Andreas Ring, Save the Children's humanitarian representative.

"Many of these children have escaped war and conflict only to end up in camps many of them call 'hell' and where they say they are made to feel more like animals than humans."

Since 20 March 2016, all migrants arriving on Greek islands have been held, under threat of deportation to Turkey, while their asylum applications are processed, but legal blocks have slowed transfers and left refugees in overcrowded tent camps for up to a year.

Reza, a 23-year-old migrant from Afghanistan, arrived on Lesbos the day after the deal came into force and remains on the island, where three men died over just six days in January.

"I feel I am nothing and that I don't have control over my life anymore," he told Human Rights Watch (HRW).

No one can say how many have made it. A Greek government spokesman was not immediately available for comment.

More than a million refugees and migrants arrived in Europe in 2015, landing in Greece from Turkey and then streaming through the Balkans, heading north to Germany or Austria.

But that route shut in March last year following an agreement between the EU and Turkey, stranding about 60,000 people in makeshift and formal camps across Greece.

In the abandoned trains where Khaleuf and others live, conditions are grim, without electricity or running water. For food, they queue up at a nearby camp in a former toilet paper factory.

People come and go, leaving piles of garbage behind. Some carriages burnt down in accidents when migrants tried to warm up in freezing winter temperatures.

"Here we live like animals," said Habib, a 22-year-old Algerian who crossed from Turkey to the island of Rhodes and then hid under a truck on a ferry to Athens.

Together with a friend, he had made an attempt to leave Greece days earlier, leaping onto a train with his blue rucksack. Without documents, the pair were arrested in Macedonia and sent back.

Despite the dire conditions, many migrants choose the carriages over the camps as they can keep an eye on passing trains, they said.

Mustafa, a 32-year-old Algerian who arrived in Greece last October and in Thessaloniki in March, hoped to get out of there soon. "Tomorrow I hope to be in Macedonia!" he said.

Only 5 percent of refugees currently living in Athens want to remain in Greece, with the rest all keen to continue their journeys toward western and northern Europe, particularly Germany, according to survey carried out by Public Issue on behalf of Athens City Hall's observatory for refugees and made public on Wednesday.

The same research showed that most Greeks want authorities to show solidarity to refugees and provide them with schooling and healthcare, but do not want them to stay in the country permanently.

At a press conference on Wednesday, presenting the findings of the research, Athens Mayor Giorgos Kaminis said municipal authorities have already gone beyond the call of duty.

Meanwhile, European Union auditors said in a report released on Tuesday that the centers set up in Greece and Italy to fast-track the registration of migrants are in urgent need of more expert help – particularly with regard to children – as they are overcrowded.

"There are still more migrants arriving at the hotspots than leaving, and they are seriously overcrowded," the report said, adding that children are being held in "restrictive conditions" for more than three months.

The auditors called for the improvement of facilities on the Greek islands and said two more hotspots are needed to process migrants in Italy.

Hotspots in Greece and Italy, the report said, are designed to process some 8,000 people but routinely deal with 15,000-16,000 migrants.

It is a very serious matter that 2.5 million euros in European Union funding for the development of housing units for unaccompanied young refugees is going to waste due to opposition from local residents to having such a unit in their area, but also major delays by the state in putting the funds to their proper use. We're talking about a program that is paid for with European funds from the Directorate-General for European Civil Protection and Humanitarian Aid Operations (ECHO).

It is meant to be carried out in conjunction with the International Organization for Migration (IOM), which has already signed the contract for its implementation with the Hellenic Red Cross. The funding is supposed to be spent on the development of four housing units for unaccompanied minors. Two of the units are in Athens, one in Larissa and the other in Kalavryta.

They will house them for six months, meaning the youngsters will be housed until the time that they are relocated to an EU country where they have family members. Though the funding has been secured and the needs are urgent, the difficulties involved with its implementation are many.

Private buildings

The IOM has requested the buildings the Hellenic Red Cross funds be privately owned, given that they will need to be refurbished in order to be suitable for housing minors.

In September 2016, the Hellenic Red Cross began work at a building at 4 Alkiviadou Street in central Athens. However, in early February it was occupied by an activist group, which invited refugees to stay there.

The takeover happened despite the fact that the Red Cross had informed the chief of the Omonia police station that it was presiding over the refurbishing of the building to house refugees. For more than 40 days, there was no police intervention, and the activist group continued to host about 150 refugees in the building unhindered. After the Red Cross had resorted to legal action, an evacuation operation was finally carried out on March 13. During the occupation, the building had suffered damage and it was revealed that the conditions the refugees were living in did not meet any health and safety standards.

Up in the northern suburb of Kifissia, objections were raised to the announcement that a Red Cross-owned building on Georganta Street would be used to house unaccompanied minors.

Kifissia Mayor Giorgos Thomakos made it clear that "the municipality is not directly involved, nor does the law stipulate that it should be questioned. We have asked for written assurances from the Red Cross that the unit will house children under the age of 12, at most 10 individuals and for a period of time lasting six months."

The mayor says the Municipality of Kifissia is not offering to host refugees, saying it doesn't have large spaces such as military bases. He realizes, however, that the space that is expected to operate as a housing unit is currently in a dire state.

Strict guidelines

Housing units for child refugees operate under very strict guidelines. The children receive three meals per day and live in a safe, secure environment. Medical and psychological care is provided, as is schooling. This is how it is assured that on the one hand they are protected and have their basic needs taken care of, and, on the other, no problems are caused for the local community.

"It is shocking that the local community objects when it is announced that there will be a special housing center because it means there will be a responsible body and that certain standards will be enforced. Characteristically,the owner of the former hotel City Plaza in central Athens — which is occupied for over a year now and hosts 250 to 400 refugees and migrants — has been sent a water bill of 81,500 euros. Authorities told the owner that even though the occupation of her property is illegal, they cannot do anything about it because it is a delicate political issue.

Athens Mayor Giorgos Kaminis told Kathimerini that the municipality estimates that 2,500 to 3,000 refugees and migrants are being housed in squats. The residents of the occupied buildings are outside the legal framework that applies to migrants and refugees and cannot be processed. At the same time the hygiene and safety conditions in the squats can not be checked by the authorities.

In the case of an occupied building that belongs to the Hellenic Red Cross and is to become a center for hosting unaccompanied refugee children funded by the EU, police said that they will evict the squatters but not before there is a place ready to host the refugees who live there.

In a similar case of another Red Cross building that had been occupied by migrants and was evacuated in order to become a proper refugee hosting facility, it was found that the building was in squalid condition.

The thousands of refugees and migrants which are living in various buildings occupied by so-called solidarity groups is causing a major headache for the city, both in terms of security and in unpaid utility bills. Sadly it is becoming a vicious cycle with the response property owners or their lawyers receiving when they go to police stations in a bid to get the problem dealt with is that the current status quo is being tolerated for now as a 'political decision'.

Kaminis has been outspoken in his pleas to the government to act fast on the matter, but in any case he has also began dialogue with his counterparts in Rome and Paris to try and find a way to tackle the issue with the EU's direct help.

He concluded: "What exactly is the country's plan for this? How will we deal with it? From my side, I have taken the initiative to speak with the mayors of Rome and Paris and we are preparing to make a move to the European institutions, in particular to Mr [Dimitris] Avramopoulos (European Commissioner for Migration and Home Affairs). We are fortunate enough to have a Greek Commissioner in the EU on this issue, so that there is a systematic European policy on this issue, which is one which will affect the whole bloc for the next decade and beyond."

Three separate attacks on migrant workers living in the industrial town of Aspropyrgos near Athens were reported on Monday, as rights groups said there has been a spike in racially motivated assaults in recent months.

The Athens-Macedonia News Agency (AMNA) on Monday reported two assaults having taken place on Sunday night on the residences of Pakistani workers as well as an attack on a lone factory worker, also a Pakistani national.

Its report confirmed claims made earlier in the day by Left.gr, which quoted members of the Pakistani Community of Greece as saying that a group of men who are known in the area threw stones at two houses in the neighborhood of Gorytsa, smashing windows and shouting racist slogans.

The website also claimed that at least 40 attacks have been reported against migrants workers in Aspropyrgos by the same group of men since last August. It added that the anti-racism group KEERFA is planning to hold a press conference on Monday afternoon at Athens police headquarters to demand that more be done to bring the assailants to justice.

A Greek court has sentenced 15 people to terms ranging from three to 17 years in prison in connection with one of the largest migrant smuggling gangs in northern Greece.

According to the case file, the gang had been active at least since July 2014, transporting migrants and refugees from the Vardari area of Thessaloniki to the Greek border with the Former Yugoslav Republic of Macedonia (FYROM), from where they would head to Serbia and then Western Europe.

The smugglers received a total fee of 1,500 euros.

The route through FYROM and Serbia was dubbed the "route of Jamal the Palestinian"  after one of the gang's leaders who is being held in England, where he was arrested in 2014 as he entered the country hiding in a truck.

His lawyers are currently fighting a Greek request for his extradition. The unraveling of the gang began in 2014 with the arrest of a man in Austria for smuggling 14 people.

Many of them slept at the port of Piraeus, at Hellinikon and at another improvised camp on the northern Greek border for months before organised camps could be created with the help of volunteer groups and EU funds.

A total 173 migrants crossed to the North Aegean islands from Turkey in the past 48 hours, while another 29 were found stranded on Ro islet on Wednesday.

The migrants landed on the islands of Chios (58) and Samos (115), with Lesvos registering no arrivals in the past two days.

According to the General Police Directorate of North Aegean, currently there are 8,892 migrants and refugees on the islands, in official camps and other structures. Of those, 3,083 are on Lesvos, 3,889 on Chios and 1,920 on Samos.

Meanwhile, a Frontex vessel detected 29 migrants stranded on Ro islet, in the Eastern Aegean, on Wednesday morning. The Hellenic Coast Guard was notified and officers arrested one man who is suspected to have been their trafficker.

The 29 foreigners were transferred to Kastellorizo where Port Authority detained a 19-year-old whom they believe to be a migrant trafficker.

Research seen exclusively by The Independent shows 39 per cent of displaced people living on Chios – of whom there are an estimated 3,782 – have witnessed a death on the island, with 87 per cent of these saying it had occurred due to self-harm or suicide.

The report by the Refugee Rights Data Project (RRDP), based on 300 interviews with refugees on Chios, found that seven in ten (71 per cent) respondents had experienced mental health problems since arriving, and that less than a third of them (29 per cent) had been able to access medical care.

The figure was even higher for women, who made up 12 per cent of those interviewed, with 94 per cent of them having experience mental health problems since arriving and less than a third (30 per cent) having been able to access support.

The findings are of particular concern following reports that thousands of refugees in Greece are at risk of losing vital support as charities prepare to withdraw services from the country's "hotspot" islands, such as Chios, as changes to EU funding are set to leave them out of contract by the end of July.

Eighty-five per cent of refugees said they "never feel safe" or "don't feel safe" on Chios, while only three per cent saying they "feel perfectly safe". Nearly a quarter (24 per cent) of respondents said they had experienced police violence, and many told researchers the police treated refugees "like animals".

A similar proportion (22 per cent) said they had experienced violence by Greek citizens on Chios, often from anti-immigrant groups staging demos on the island, which have been known to escalate into violence against refugees.

Thirty-seven per cent meanwhile said they had experienced violence by other refugees – often described as the result of exhaustion and tensions in overcrowded camps, combined with an absence of adequate security measures in and around the camps.

Half of the children interviewed were unaccompanied, with nearly three quarters (73 per cent) saying they didn't feel safe in the camp and more than a quarter (29 per cent) saying they had witnessed someone dying on the island, according to the report.

More than a third of the under-18s interviewed were recorded as having experienced mental health problems, but just 18 per cent had received medical care, and only 17 per cent had been offered access to advice about their rights and possibilities to change their situation. Nearly three quarters (73 per cent) said they had family somewhere in Europe.

The RRDP interviewed approximately 10 per cent of the refugee population on Chios. Of the respondents, 88 per cent were male and 12 per cent female, and the average age was 27, with 10 per cent being children aged 17 of under, including some female minors.

The average time respondents had spent on Chios was three months, with seven per cent having been there for a year or longer, and only a third of respondents residing on the island with family members. Seven in 10 of respondents told researchers they had family elsewhere in Europe.

The majority of refugees interviewed said there was a severe lack of access to information, with 86 per cent saying they had no access to information about their legal rights and opportunities to change their situation, while 78 per cent said they couldn't access information about European asylum law and immigration rules.

Almost half (41 per cent) of refugees questioned had not yet been able to submit their asylum application at the time of the study, while five per cent of them had had their application rejected and were awaiting deportation.

Almost all (95 per cent) of respondents said they were unable to go back to their home country due to fears of war, persecution or other. When asked about how they felt about being in Europe currently, seven in 10 said they felt "very bad" or "bad".

Commenting on the findings, Johanna Puhakka, RRDP research coordinator, said it was evidence that the island of Chios is "at breaking point", and urged that the proposals for NGOs to withdraw from providing services was "misguided" and required "urgent" reconsideration.

"Our research indicates that Chios is currently at breaking point. This small island is overcrowded, and the organisations and agencies operating there are clearly struggling to provide some of the most basic services required," said Ms Puhakka.

"The decision of humanitarian organisations to withdraw from the island in June therefore appears critically misguided and needs to be urgently reconsidered."

Sarah Story, co-founder of charity Refugee Info Bus, echoed the urgency of the situation, saying: "The health, safety and human rights of the displaced people arriving on Chios must be our highest priority right now.

"Increased resources and services need to be allocated – not reduced. Any further withdrawals of services will have a detrimental and inhumane effect on people's lives on Chios, given that this island is indeed, at breaking point.

She added: "If new services are not introduced, then transfers from Chios to mainland Greece must be accelerated. Moving families and vulnerable people off the island must be urgently prioritised."

The slow progress of EU's relocation programme makes migrants and refugees more vulnerable to exploitation from the smuggling networks."

In 2015, more than 857,000 migrants arrived in Greece, most of them through Turkey, according to the International Organization for Migration. But, this figure fell by more than 79 percent to just 177,000, the following year.

In a bid to curb the refugee influx, Turkey and European Union signed a deal in 2016. They envisaged a "one-for-one" formula under which failed asylum-seekers in Europe would be returned to Turkey, while documented Syrian refugees would be resettled in EU states under a quota system.

The agreement, backed by tighter coast guard patrols on the Aegean Sea to stop the illegal smuggling of immigrants, led to a significant decline in the number of migrants. With the peak tourism season about to set in and Greek travel associations forecasting record arrivals this summer, hoteliers on the scenic and sun-kissed island of Chios say they are wary of renting rooms to refugees, trying, instead, to claw back thousands of vacationers and rid the island's image of a landing zone for bedraggled refugees.

"This stance isn't motivated by racism or hatred towards foreigners," said George Misetzis, president of the island's estimated 100 hotel owners. "If anything our local community as a whole has been very receptive and supportive of these people and their tragedies."

"But we have to reclaim our top-selling product: tourism," he said.

The move comes as the Greek state and the United Nations' refugee agency (UNHCR) embark on a new and ambitious plan to relocate asylum-seekers from squalid, overcrowded camps to host families and housing units, including hotels. The scheme follows fierce criticism waged against the Greek government for its failing refugee accommodation and worse yet, for leaving asylum-seekers to "freeze to death," when the continent was gripped by a deadly cold snap earlier this year.

"Urgent and emergency action was needed," said UNHCR spokesman Boris Cheshirkov. "Hotels were the first option."

To support the new accommodation plan, authorities have since then amended legislation, allowing asylum-seekers to move to the mainland. More than 12,000 refugees and migrants remain trapped on five Aegean islands, including popular holiday destinations like Chios, Lesbos and Kos, following a landmark European Union migration deal that kept them confined in detention camps pending review of their asylum requests.

On Chios alone, a total of 175 asylum-seekers, classified as vulnerable cases, have been moved into 44 housing units on the island. What's more, a first batch of about 50 were also shipped to new accommodation facilities on the mainland last week, according to a UNHCR spokesman.

Still, with refugees continuing to wash up on Chios' shores - more than 800 have reached the island since the start of the year, double the number recorded in 2016 - the global agency said it was looking for at least another 60 housing sites on the island.

Greece hosts about 9,550 hotels with as many as 40,000 rudimentary room-and-board hostels sprinkled across its mainland and islands, operating during the summer season only.

"The camps on Chios are already teeming with people. They have exceeded their capacity," said Cheshirkov. "But even if that were not the case, the working assumption of the new accommodation scheme is that some of these people will inevitably have to stay here and integrate within local communities."

"We are past the emergency [refugee crisis phase]," he said. "We're well into the post-emergency phase. And it will take time and a great deal of investment for integration to take place."

Tourists put off by refugees

The task is daunting.

Although record daily inflows of as many as 10,000 people in 2015 have dropped dramatically over the past year, local communities are still reeling from the fallout of the refugee crisis.

Small but vocal and at times violent opposition groups have sprouted nationwide, stoking passions among far-right nationalists who want to keep the country clear of foreigners and Muslims. Meantime, recurring scenes of violence, protests and crime waged by angry and frustrated migrant youth have dealt a devastating blow to local economies on Greece's eastern Aegean islands, tarnishing their reputation as serene, sunny holiday destinations.

"Let's be serious," says Misetzis, "which traveler and which visitor will book a holiday at a hotel, or other accommodation, knowing that a family of Muslim refugees is being housed right next door?"

"I've lost count of the times I've seen tourists move out of an establishment just because of that. When you're on holiday and you've planned a trip for months, the last thing you want to see are scenes of human suffering around you. Or waking up to the sound of Muslim prayers by the families hosted next door to you."

Chios' struggling hoteliers estimate a 50 percent drop in stays over the summer, forcing many of the island's small-scale hostel owners to drastically cut down costs and expenditures. Losses reached a crippling 80 percent last year, forcing some owners to shed their money-losing digs altogether, dealing a devastating blow to the local economy.

On the neighboring island of Lesbos, opposition to the accommodation scheme grew so intense that in April, authorities and the UNHCR vacated hundreds of refugees from an estimated 300 hotel rooms, relocating them either to the mainland or apartments or camps on the island.

"It's high time we get back to business," said Pericles Antoniou, president of Lesbos' hoteliers association. "It's high time for other local communities to starting bearing some of the burden that we shouldered entirely, for years now."

Last month, local communities on Crete, among the country's most popular holiday destinations, agreed to join in the UNHCR accommodation plan. It remains unclear how many units will be leased and how soon the project will kick off. Hoteliers, however, have already opted out.

QuoteOn Friday night in Greece a wooden vessel carrying 120 migrants was discovered in the marine area of Karpathos. A passenger on the boat made an emergency 112 call that alerted authorities that the vessel and its passengers were in danger of sinking.

In the rescue effort three port vessels located the distressed boat, which had experienced mechanical problems and was towed to the port of the island. There was no further information available as to the origin of the migrants. There are currently over 60,000 migrants bottle-necked in Greece since other EU countries have shut their borders over one year ago.

Refugees are condemned to live in one of two camps. Vial camp is situated adjacent to a village at the end of a dusty track not far from the town. Souda camp is in the town itself, adjacent to the castle, and spilling on to the shore.

On this and other Greek islands ­ ­— notably Lesbos, Samos and Leros — refugees submit asylum applications to the government but mostly wait, losing all hope and fearing the worst. Most are refused sanctuary. A small percentage have been allowed to proceed to mainland Greece.

AROUND 1,500 people could be trapped after a fire broke out at a migrant camp on the Greek island of Lesbos.

Images from the scene show huge, bright orange flames licking the edges of buildings at the Moria Refugee Camp as migrants flee from their makeshift homes.

Thick black clouds are also seen rising from the buildings, while witnesses reported hearing explosions and claim they started to smell smoke before being evacuated.

It is believed some migrants living in the camp had been told they were going to be deported before the fire broke out, with some involved in an altercation with police.

Authorities on the Greek island confirmed the fire broke out following a protest at the site.

And reports from the scene suggest some have even stopped fire fighters from attending the scene, throwing rocks at them to force them to back off.

Police said no injuries were reported and that the fire continues to burn.

Officers say a small group was involved in the protest at the camp, that caused damage to a large area of trailers, containers and tents surrounded by razor wire fences.

There were no immediate reports of arrests.

An amendment submitted to Parliament that would have seen refugees and migrants who don't have valid passports banned from owning cell phones in Greece was withdrawn on Saturday after an outcry and the intervention of Migration Policy Ministry officials.

The amendment stipulated that refugees and migrants would have to possess a valid passport in order to be granted the right to have a cell phone. This would have made it next to impossible for them to get a phone because hardly any of them have a valid passport.

The amendment had been signed by Interior Minister Panos Skourletis, Digital Policy Minister Nikos Pappas and Citizens' Protection Minister Nikos Toskas.

An international human rights organization is looking to provide education passports for refugees wishing to receive higher education and plans to test the efficacy of these projects in Greece.

The Council of Europe along with Norway, Britain, Greece and Italy's national qualification centers have joined together in an effort to provide education passports that were initially introduced in Norway in 2015. The initiative comes after European officials declared 20 years ago that university studies should be evaluated fairly per the 1997 "Convention on the Recognition of Qualifications concerning Higher Education in the European Region."

Masoud Burhani — an Afghan refugee who fled from the Taliban in 2016 — met with the Ministry of Education in the Greek city of Skaramangas to support the project aiming to provide continued education opportunities to refugees, News Deeply reported Monday.

"I couldn't continue my studies in Afghanistan because I had to make a living for my family," said Burhani, a civil engineer. "But now I want to go to university."

Burhani hopes he'll be able to get a "European Qualifications Passport for Refugees," which will not only certify his academic transcript but will also list language proficiency and professional work experience. Higher education institutions generally require applicants meet their own specific requirements, but the new passport initiative would make it easier for refugees to meet these requirements and transfer their work and education experience across borders.

Fourteen refugees were given qualifications passports in March, one of which was a 29-year-old Palestinian Syrian, Mahmoud Alkoko.

"When I first heard about this paper, I thought, this is what I need," Alkoko said, adding that he had left his transcripts behind when he left the country in 2011. The initiative now aims to give all rather than just a few refugees these new passports.

The initiative has faced road blocks however, because administering education passports to refugees is not only expensive but also time consuming given that European countries have differing systems by which they process information as well as unique qualifications for admission into higher education programs. Refugees have typically waited months and or years before universities recognize their degrees or education qualifications.

If the "Education Passport" initiative succeeds, refugees will be issued a passport listing their qualifications a day or two after they have their interview for admission into the country as an asylum seeker. While the passport will not guarantee them any kind of entrance into a university, it will provide a clear break down of the skills that refugees possess with the hope that this resume of sorts will make it much easier for refugees to continue their education after fleeing their home countries.

As the law currently sits in Greece, refugees must get a bachelor's and then take a national higher education entrance exam, meaning that refugees would also have to learn Greek in order to advance or continue their studies and professional work.

The IOM program is subsidized by the European Union.

Most of the deported migrants were from Albania (872) and Pakistan (297) with another 98 from Algeria, 51 from Bangladesh, 46 from Afghanistan, 40 from Georgia, 37 from Iraq and 36 from Morocco.

In total 11,083 migrants have been repatriated since the beginning of the year.

A group of 10 migrants escaped from the Amygdaleza detention camp, north of Athens, in the early hours of Friday, Kathimerini reports.

The migrants, said to be Argentine and Tunisian nationals, were staying in a room designated for returnees under the voluntary return process.

It was not clear how the ten managed to escape the facility.

Police later managed to locate and arrest five of the escapees. The search is ongoing.

The UN Refugee Agency on Friday expressed concern at deteriorating conditions on Greece's eastern Aegean islands, as the number of new arrivals, which accelerated in August, is putting pressure on overcrowded reception facilities.

Speaking at the Palais des Nations in Geneva, UNHCR spokeswoman Cecile Pouilly said the situation is most worrying on Lesvos, Chios, Samos and Leros, which have received the largest number of arrivals, including many children. More than half come from conflict-hit Syria and Iraq, she noted, adding that arrivals in August came to 3,695 against 2,249 in July.

"While there has been progress to date, UNHCR is calling for robust action to improve conditions in reception facilities. We are also calling for the urgent deployment of additional national services staff, especially in the areas of health, psychosocial support and protection of unaccompanied children," Pouilly said.

"Arrivals on Lesvos, Samos and Leros have now outpaced the rate at which people are being authorized by the authorities to transfer to the mainland, further worsening already very challenging living conditions. Estimated departures for the mainland last month were 2,561 against 3,695 arrivals, based on data from the authorities," she added.

The UNCHR further stressed the physical and mental strain sustained by migrants and refugees who have been trapped at reception and protesting centers for months. "The threat of violence, self-harm and sexual assault is extremely worrying and more security is needed," Pouilly warned.

According to the agency, the situation is most critical in Samos, as more than 1,900 people remain "crammed into an area meant for 700" at the reception center in Vathy, despite the recent transfer of some 640 people to the mainland. Among them there are more than 600 children as well as pregnant women, serious medical cases and people with disabilities, the UNHCR added.

Chios saw more than 500 arrivals in August, according to the UNHCR, and the Vial center currently has over 1,100 people, including more than 100 who lack proper accommodation.

On Lesvos, tension remains high at Moria, the agency warned, pointing to two riots that broke out in recent weeks "in protest at the slow pace of registration and asylum processing for certain nationalities, as well as the crowded conditions." The island is currently hosting some 5,000 people,  Pouilly said.

On Leros, the number of migrants and refugees on the island came to 649 on Friday, according to UNHCR figures, with more than 290 arrivals being recorded in August.

Five hundred migrants landed on Greek islands in the past 48 hours, sounding the alarm for Greek migration authorities. The five reception and registration centres (hotspots) on Lesvos, Chios, Samos, Kos and Leros in the northeast Aegean, are already overcrowded and tensions are rising, as the hospitality centres are unable to offer the bare minimum in living conditions.

According to a Kathimerini report, there are administrative problems that do not allow for the proper operation of these camps. A hotspot employee has informed the newspaper that there is a lack of communication between the director of the coordinating agency of registration centres, Anthi Karaggeli, and the Deputy Minister for Migration Policy, Yiannis Mouzalas. According to the report, the employee said that Karaggeli has been absent from her office for a month now, and the hotspots are in a bind, as there are many documents that need to be signed by her.

The biggest problems appear on Lesvos, where there are 6,102 enclaved migrants and refugees, according to official data. About two thirds of them are at the Moria reception and registration centre, where it has become impossible to host so many people. Tents have been set out on the neighboring fields to accommodate the new asylum seekers who arrive on a daily basis.

Afganistanilainen Fahim katsoo syvälle silmiin yrittäessään kuvata, miltä viisitoistavuotiaasta tuntuu loputon odottaminen.

Fahim on ollut Kreikassa kaksi ja puoli vuotta. Ateenalaisessa Estian nuorisokeskuksessa Fahim on asunut kaksi vuotta ja odottanut pääsyä isosiskonsa luokse Itävaltaan.

– Odottaminen on vaikeaa, mutta on vain odotettava. Kyllä tämä menettelee, tosin enää minulla ei ole samaa kärsivällisyyttä kuin aluksi, Fahim toteaa.

Fahimin molemmat vanhemmat ovat kuolleet.

Isä oli poliisi, jonka Taliban-joukot tappoivat. Tämän jälkeen Fahim oli kotimaassaan hengenvaarassa. Alkoi neljä kuukautta kestänyt pakomatka Pakistanin, Iranin ja Turkin kautta Kreikkaan.

– Tulo yksin vieraaseen maahan ei tuntunut pahalta, koska halusin vain jonnekin turvaan, Fahim kertaa muistoja.

Äidin ja isän ikävä

Estian nuorisokeskuksessa hyörii kaksikymmentä erimaalaista, 13–17-vuotiasta poikaa. He ovat kaikki yksin tulleita pakolaisia ja siirtolaisia. Osa on anonut turvapaikkaa Kreikasta, loput odottavat perheenyhdistämistä ja lähtöä muualle Eurooppaan.

Maan hallitus on pääosin tyytyväinen nyt päättymässä olevaan siirto-ohjelmaan, jonka avulla turvapaikanhakijoita on jaettu Kreikasta muihin EU-maihin. Se kuitenkin kritisoi EU-maita, jotka eivät ole osallistuneet taakanjakoon turvapaikanhakijoiden jakamisessa Kreikasta muihin EU-maihin.

Tällä hetkellä jumissa Kreikassa on jumissa noin 50 000 pakolaista ja siirtolaista, joista kolmisenkymmentätuhatta on tarkoitus kotouttaa kreikkalaisiin oloihin.

Kreikan maahanmuuttoministerin Giannis Mouzalaksen mukaan isoin ongelma on se, että ne maat, jotka eivät hyväksyneet pakolaisia viivästyttivät samalla Eurooppaa pääsemästä yhtenäiseen ja kattavaan ratkaisuun siirtolais-ja pakolaiskysymyksessä.

"Älkää tulko Kreikkaan"

Yleinen toimintaohjelma vaihtuu Estiassa kuukausittain. Kahdesti kuukaudessa on tiedossa retki. Pojat pääsevät jalkapallo-otteluihin ja museoihin. Tämän lisäksi kullekin nuorelle on räätälöity oma päiväohjelma.

Päivittäinen siskon kanssa jutteleminen on Fahimille myös tärkeää. Estian asukkaat saavat kuukausirahaksi kymmenen euroa, jolla he ostavat kännykkään sim-kortin ja käyvät parturissa.

Kreikkalaisia nuoria Fahim kertoo tapaavansa lähikoulun koripallokentällä, mutta kielimuurin vuoksi lähempi tuttavuus on jäänyt.

Mutta mitä Fahim neuvoisi Afganistaniin jääneille maanmiehille?

– Lähtekää jonnekin, missä olette turvassa. Mutta älkää tulko Kreikkaan.

Osa Estian nuorista on nuorisokeskuksen johtajan Panagiotis Bouraksen mukaan anonut turvapaikkaa Kreikasta. Kovin valoisaa tulevaisuutta talouskriisin koettelemassa Kreikassa Bouras ei nuorille ennusta.

– Kysymys ei ole pelkästään siitä, saavatko nuoret turvapaikan, vaan myös siitä, mitä he tekevät aikuistumisen jälkeen, kun heillä on turvapaikka ja tiettyjä oikeuksia.

– Miten tukeutua kreikkalaiseen yhteiskuntaan, jonka on vaikeaa ottaa vastaan lisää siirtolaisia ja pakolaisia? Kun nuorille ei ole tiedossa töitä, eikä sitä taloudellista turvaa joka maassa oli joskus ennen, Panagiotis Bouras summaa.

After the operation, the migrants were referred to migration management authorities.

Turkey has been a main route for refugees trying to cross into Europe, especially since the beginning of the civil war in Syria. Hundreds of migrants smuggled into the country are captured every year near the borders in western Turkey, or in its Aegean provinces.

A similar protest also took place in Berlin outside the Federal Ministry of the Interior building. Around 40 individuals, mostly migrant men, held up signs saying: "Borders Destroy Families", "Freedom of Movement", and "I Want My Family". Berlin police secured the event and did not report any incidents.

Some charities, like Amnesty International, claim that close to 60,000 migrants live in poor conditions in Greece. The Greek government has previously expressed that it does not have the resources to care for the number of migrants who have filled up asylum centres on islands in the Aegean.

Pro-migrant NGOs have called on the Greek government to allow migrants on the islands of Lesbos, Chios, and others to be allowed to travel to the mainland in order to get better housing.

The issue of migrant family reunifications has also been a major contention between the Christian Democratic Union (CDU) and the German Green party who are currently stalling on coalition negotiation talks. Some allies of the chancellor have argued that she should make concessions on the issue in order to prevent a snap election which could lead to a "disaster" for her party.

The other four died instantly.

The car was carrying the migrants west from the Turkish border, which they had illegally crossed.

Greek police have not yet revealed the nationalities of the migrants.

Similarly, on Samos there are 2,083 people sheltered at the center near Vathi which has a capacity of just 700, as does the Vial facility on Chios, which is currently sheltering 2,377 people.

With winter arriving, hundreds of people – half of whom are children – at the Lesvos and Chios hotspots are still living in summer tents and exposed to the elements, without access to basic hygiene facilities.

Reports said that work to place prefabricated huts next to the Vial hotspot to help ease the crowded conditions at the center and to make improvements to existing facilities was put on hold on Friday by a local court, pending a January 16 trial which will examine a lawsuit filed by the Chios Municipality against the Immigration Policy Ministry over its decision to house migrants and refugees at that specific hotspot.

Meanwhile, in a government bid to relieve some of the pressure on the islands, 500 people were transferred in the last two days alone from the islands to the Greek mainland. Nonetheless, 50 more people arrived on the islands' shores from Turkey on Friday.

Dozens of asylum seekers have reported being targets of sexual abuse in Greece's overcrowded island camps, according to the UNHCR. The refugee agency wants the government to make the centers safer for women and children.

The UNHCR said migrants were particularly vulnerable to sexual attacks at the Moria camp on the island of Lesbos, and Vathy on Samos.

"In these two centers, bathrooms and latrines are no-go zones after dark for women or children," spokeswoman Cecile Pouilly told reporters at a press conference in Geneva.

Rescue crews took them to safety while two of the migrants, who were about to freeze to death when found, were taken to a hospital in the border town Edirne. Search and rescue crews also combed the river for other possible victims.

Mustafa Belkasem, a 25-year-old Libyan migrant, said they secretly crossed into Greece five days ago but were captured there. "Police captured and jailed us for a while. Then, some men wearing uniforms and masks took us to military boats. They hit us and told us to keep quiet. They also seized our cellphones before leaving us (on the islet)," he told reporters. He added that he was not given any food while in detention.

Last year, dozens of migrants who entered the country with the hope of seeking asylum were found bruised and beaten near the Turkish border and claimed they were illegally deported back to Turkey. "Pushback" is an illegal practice under international conventions and Greece never acknowledged whether its security forces were involved in pushing back the migrants.

Turkish media outlets say Greece has "pushed back" some 4,000 illegal immigrants last year. Based on the accounts of the illegally deported migrants, Greek police officers are accused of confiscating valuable possessions of migrants and torturing migrants.

Kreikkaan Lesbokselle saapuu Turkista Egeanmeren yli siirtolaisia. Kreikkalaiset viranomaiset sanovat Turkin säännöstelevän siirtolaisvirtaa.

Yli 500 siirtolaista on saapunut neljän päivän aikana Egeanmeren yli Turkista Lesboksen saarelle Kreikkaan.

Kreikan poliisin mukaan Turkin viranomaiset ohjailevat siirtolaisvirtaa.

– He varovat kuitenkin laskemasta liikaa jotta voivat väittää kunnioittavansa EU:n ja Turkin välistä sopimusta, kreikkalainen virkailija sanoi viitaten EU:n ja Turkin väliseen vuonna 2016 tehtyyn sopimukseen, jonka tarkoituksena oli katkaista siirtolaisvirta.

Turvapaikanhakijoille annetaan oikeus liikkua vapaasti missä tahansa Kreikassa.

Maaliskuusta 2016 lähtien maahan saapuvat turvapaikanhakijat on sijoitettu leireille viidellä saarella: Lesbosin, Lerosin, Kosin, Chiosin ja Samoksen saarella. Taustalla on Euroopan unionin ja Turkin välinen sopimus, jolla on pyritty rajoittamaan turvapaikanhakijoiden pääsyä Eurooppaan.

Kreikan korkein hallinto-oikeus päätti keskiviikkona poistaa turvapaikanhakijoiden liikkumisrajoitukset. Päätös koskee vain uusia turvapaikanhakijoita, ei niitä 15 000 ihmistä, jotka jo ovat leireillä.

– En usko, että vuoden 2016 sopimus on vaarassa, Kreikan apulaismaahanmuuttoministeri Ioannis Balafas sanoi kreikkalaisella radiokanavalla eilen keskiviikkona.

EU:ssa päätös on kuitenkin otettu huolestuneena vastaan.

Nimettömänä pysyttelevä viranomaislähde kuvailee sitä suureksi huoleksi uutistoimisto Reutersille. Uusien hakijoiden päästämisen mannermaalle pelätään rohkaisevan ihmisiä hakeutumaan Turkista Euroopan mantereelle entistä hanakammin.

Virallisesti EU tyytyy toteamaan, että tilanteen tarkkailu on Kreikan viranomaisten vastuulla.

Tulijoita viime vuoden alkua enemmän

Turvapaikanhakijoiden tilanne saarilla on vaikea. Kreikan mukaan leirien kapasiteetti on ylittynyt puolella. Lisäksi turvapaikanhakuprosessi on hidas, mikä on johtanut mielenosoituksiin.

Lisäksi turvapaikanhakijoiden määrät ovat kääntyneet tänä vuonna nousuun. Kreikan viranomaisten mukaan saarille on vuoden ensimmäisten kolmen kuukauden aikana saapunut päivittäin 120 turvapaikanhakijaa. Viime vuoden vastaava määrä oli 60 päivässä.

– Turkista saapuvien määrä on noussut, mutta se on yhä hallittavissa, sanoi Ioannis Balafas Sto Kokkino -radiokanavalla.

YK:n luvut turvapaikanhakijoiden määrän kasvusta ovat maltillisemmat. Sen mukaan nousua on sadan prosentin sijasta 27 prosenttia.

Last night clashes broke out between locals and refugees on the island of Lesbos. The clashes started after locals tried to remove a large group of refugees that occupied the island's Mytilini town square, LesvosNews reports.

The refugees were protesting against the conditions in the local Moria migrant camp. At first local residents came together in order to support the two Greek officers that had been taken hostage by the Turkish army.

Later, the group of about 200 locals, marched against the migrants that were occupying the central square of the island for the last four days. Riot police were summoned to protect the refugees from the furious crowd of residents.

The occupiers formed two human chains with their lines being further strengthened by leftist anarchists who supported them. Police used tear gas against the locals in order to break up their lines and one of the residents threw a naval flare at the refugees.

The mayor of Lesbos, Spiros Galinos, said the protest was a "spontaneous reaction". According to him, as a result of the migrant crisis, the island "is carrying a huge burden" and it was to be expected that persons of extreme ideological beliefs took part in the protests.

According to the news website Lesvosnews.gr, several migrants were injured in the fracas and transferred to the island's main hospital for first aid treatment.

Earlier unidentified migrants had vandalized street signs and garbage dumpsters in the roads near the camps.

The head of the Moria community, Nikos Trakellis, reported several cases of vandalism as well as the alleged theft and slaughter of animals from farms.

Today we find the largest drug trafficking area in the capital formed by a hierarchical circle of Afghan and Pakistani traders. These attract numerous drug addicts, among them homeless people living in extreme conditions.

The municipality of Athens, after a recent inspection by the Hellenic Health Ministry, described the park as a "sanitary bomb" for residents and tourists. Therefore, the decision was made to clean up the park once a week.

This, however, sounds easier than it eventually was. The cleaning services were unable to reach the respective locations due to heavily armed migrants, so the police were ordered to clean up the park. For this reason, the Hellenic police organizes a vast operation, once a week, in order to secure the area for the cleaning services.

Police trucks and patrol cars arrive at the scene and the armed men enter and patrol inside the park. After this, the cleaning services start their work. What they find is outrageous. The pictures speak for themselves. There is all kinds of waste, used syringes, broken glass pipes to name just a few. After the clean up, the services and the police leave.

Unfortunately, a few hours after the cleaning, the park starts looking again as before, because the gangs of migrants and drug addicts return.

The Greek authorities are unable to guard effectivly the once historical and beautiful park of Athens. The park is practically unreachable and dangerous for Greeks and tourists, which is a further setback, as the tourists season has already opened.

Most businesses, shops, cafes and local government offices were shut in the main town of Mytilene. The only sign of normality was that police officers were still on duty, and the local tax office was open.

Stores were also closed in protest on the nearby island of Chios.

Authorities said 53 people believed to be from Iraq and Syria were picked up on Thursday after a yacht used to smuggle them into the country ran aground on a remote mainland beach in north-eastern Greece.

The Turkish-flagged yacht ran aground on Molyvoti beach in the north-eastern Rodopi region, far from any of the usual smuggling routes used to ferry migrants and refugees from Turkey to Greece.

The group was made up of 19 men, 11 women and 23 children between the ages of two and eight.

Yesterday about 200 refugees and migrants blocked the highway near Thessaloniki in northern Greece. They protested against the poor conditions in their camp, the Associated Press reported.

The protest last night continued an hour and ended after more police was sent there to handle the situation. The protest began after the tents in the camp had been flooded.

The camp near Thessaloniki is located on the place of a former barrack. It accommodates refugees and other migrants who live in steel containers. There are also tents which are shelters for the refugees who arrived this spring from Turkey. The flood complicated the already difficult conditions in the overcrowded camp.

A Frontex aircraft located south of Crete on Monday a wooden fishing boat carrying 45 refugees and migrants onboard which made a distress call earlier in the day, the state-run news agency ANA-MPA reported.

The boat was found adrift 14 nautical miles off Cape Lithino, in the southernmost point of the island.

According to ANA-MPA, all passengers are said to be in good health but did not want to disembark in Greece.

A search and rescue operation was launched earlier in the day in the sea area south of the regional unit of Iraklio when a passenger on the boat dialed the 112 emergency number.

Three Greek coast guard vessels participated in the operation.

Pakolaiskeskuksen tilanne on kestämätön

Saaren siirtolaisia majoittavat keskukset ovat ääriään myöten täynnä, ja tungos aiheuttaa jatkuvia konflikteja siirtolaisten keskuudessa. Tämän lisäksi saarelaisten tunnelmat ovat pohjalukemissa siirtolaisongelman tuhottua saaren päätoimeentulon, turismin, melkein kokonaan.

– Kauppa ja investoinnit ovat loppuneet melkein kokonaan, kertoo Evangelos Myrsinias paikalliselta kauppakamarilta. – Ihmiset ovat kestokykynsä rajoilla, lisää saaren pormestari Galinos. – Hyvä auttamishalu on muuttumassa pahaksi vereksi. Ja missä on pahaa verta, siellä on kasvualustaa radikalisoitumiselle, kertoo Galinos.

Kreikan saarilla 15 500 siirtolaista

Uusien siirtolaisaaltojen tuleminen saarille tekee tilanteesta tukalan. Saarilla on noin 9 000 siirtolaista jumissa, koska Turkin ja EU:n pakolaissopimuksen tulkinnassa on erimielisyyksiä. Sopimuksen mukaan siirtolaisten on annettava matkustaa eteenpäin heidän päästyään rantaan, mutta toisaalta mereltä heidät voidaan käännyttää takaisin.

Suurin osa siirtolaisista on majoitettu Morian leirille, joka sijaitsee noin 5 kilometriä Mitilinin keskustasta. Noin 6 000 siirtolaista on Turkin rannikon läheisyydessä sijaitsevilla saarilla, kuten Hios, Kos, Samos ja Leros.

"Naiset ovat peloissaan illalla ja yöllä"

– Meidän elämänrytmimme määräävät siirtolaiset, jotka muodostavat jo kolmanneksen koko saaren ihmisistä, kertoo saaren pormestari. – Pelko valtaa alaa. Naiset pelkäävät  lähteä kotoaan pimeällä. Lapsia ei päästetä enää ulos leikkimään yksinään. Mikään yhteiskunta ei kestä tätä ikuisuuksiin, sanoi Galinos.
