Sudden influx of child refugees
The number of unaccompanied refugee children arriving in Denmark is at an all-time high, according to the Danish Red Cross, which claims it is having problems handling the influx.

Since January 2009, Danish immigration authorities have opened six new children's refugee centres. But it still isn't enough, says Gitte Nielsen, manager of the centres.

'We just don't have enough capacity to keep up with the flow and speed with which the children are coming in,' she told Politiken newspaper. 'I'd guess that we're receiving about 20 children a week right now.

Nielsen said it was almost exclusively boys who made up the influx – primarily from Afghanistan.
A total of 469 unaccompanied refugee children came to Denmark in 2009, of which 337 were from Afghanistan. By contrast, since 1990, a total of 168 unaccompanied Afghan minors were registered in Denmark by Immigration Service as of 2008.

The trend is the same for much of Europe, according to new figures from UN refugee agency UNHCR, which stated that more than 6000 Afghan children sought asylum in Europe last year. The figure is an increase of 64 percent over that of 2008.

Many of the children seeking asylum are smuggled into the country, according to Kim Kjær of South Jutland Police.

Most commonly the children say they came to Denmark because they feared the Taliban. Other children claim they are fleeing war and poverty in the hope of a better life – the explanation most often heard by Kjær.

'Parents are afraid of losing their children to war and so they send them off to Europe,' he said. 'I'd probably do the same for my children if I was in that situation.'

Integration Minister Birthe Ronn Hornbech has refused to comment on the trend. But Liberal Party integration spokesperson, Karsten Lauritzen, said Denmark has an obligation to accept the children no matter how many arrive in the future.

Maahamuuttoministeri kieltäytyy kommentoimasta tätä uusinta trendiä, mutta liberaalipuolueen edustajan mukaan Tanskan on hyväksyttävä kaikki lapsi hakijat määrästä riippumatta.

Kuten noista luvuistakin voi päätellä, niin vastoin Punaisen Ristin edustajan väitettä kyseessä ei ole "sama trendi miltei koko Euroopassa", vaan ilmiö koskee vain tiettyjä maita, jotka ihmissalakuljettajat ovat havainneet sopiviksi. Havaittu 64 prosentin nousu tulee luultavasti Tanskasta ja muutamasta muusta maasta, ei tasaisesti koko Euroopasta.

Tämä voi kuulostaa foliohatulta, mutta vähän epäilen että Afganistanista saapuvan lapsivyöryn mukana saapuvat myös talibanit perheineen.

The Liberal-Conservative government's stricter immigration policies have not led to fewer applicants for asylum being granted legal residency, and the percentage of those being approved is at its highest level since 2001, according to figures from Immigration Service and the Integration Ministry.

There were 3,819 applications for asylum submitted in 2009 – an increase of 60 percent from the previous year. Of those, 2,014 were processed, with 827 approved, either in the first instance at Immigration Service or later on appeal to the Refugee Council.

Most of the increase in applications was due to unaccompanied minors, primarily those from Afghanistan.

In all, 44 percent of processed applications were approved by Immigration Service and a further 30 percent were approved on appeal by the Refugee Council.

Under the Social Democrat-led government in 2001, 53 percent of processed applications were approved at Immigration Service. The following year under the new Liberal-led government, only 10 percent of those applications were successful.

Tanskassa on järjestelmä jonka mukaan kotiipalaavalle pakolaiselle maksetaan 28 000 kruunua kouraan (Kansanpuolueen mukaan järjestely tulee loppupeleissä kansantaloudelle halvemmaksi). Ongelmana on vain se, että järjestely ei ole oikein houkuttanut ihmisiä palaamaan lähtömaihinsa. Arviolta tänä vuonna vain 200 henkilöä suostuu palaamaan kotimaahansa avustusten houkuttamina.

A considerable increase in repatriation pay for foreigners returning to their native countries has not yet resulted in more doing so

So far this year 70 foreigners have packed their bags and returned to their homelands as per the government's repatriation programme – far fewer than the parties behind the programme expected.

The latest figures from the Danish Refugee Council show a marked decline over the past few years in the number of refugees – along with those in the country per family reunification guidelines – who have returned to their native lands. This is despite the considerable increase in the monetary bonuses offered to them by the state for doing so.

In November of last year, the Liberal-Conservative government and the Danish People's Party (DF) passed a proposal to raise the amount accompanying repatriation from just over 28,000 kroner per person to up to 117,581 kroner during the period of 2010 to 2013.

It was DF that pushed for the change, arguing that it would inevitably save Danish society millions of kroner.

But if the trend from the first four and half months remains consistent for the rest of the year, only about 200 foreigners will return home in 2010. That figure would be less than in previous years, with the exception of 2007.

'If it ends up that fewer than 200 foreigners return home, then it hasn't been a success,' said DF's immigration spokesman Peter Skaarup.

He said he now plans to ask integration minister Birthe Rønn Hornbech why the numbers are so low and discuss what they should do about the situation.

Liberal integration spokesman Karsten Lauritzen said he believed the numbers would pick up by the year's end – a belief echoed by the Danish Refugee Council.

The Social Democrats and Socialist People's Party also voted for the monetary increase for repatriation. But the former's integration spokesman, Henrik Dam Kristensen, said that the number of returnees was not important to the party.

'Our motive for supporting the proposal was to give those who feel out of place in Denmark a better opportunity to travel home,' he said.

Figures from the Danish Refugee Council are unclear as to whether offering foreigners more money results in more returning home.

The government also increased the monetary and educational incentives for repatriated foreigners in late 2007, where a total of 111 people had been repatriated by the end of that year. In 2008 the figure increased to 206 people.

However, the figure again fell in 2009, as only 138 foreigners chose to accept the money and return to their native countries.

The highest figure since the programme was initiated in 2003 was in 2004, when 267 foreigners were repatriated.

In 2009, 305 Iraqis sought asylum in Denmark compared with 1,071 in 2007 and 562 in 2008. This year the figure will continue decreasing. The improved security situation in Iraq is thought to be one of the reasons behind the decrease in Iraqi asylum-seekers. Today, 71 rejected Iraqis are waiting for a deportation from Denmark.

Tuo Suomen turvapaikanmyöntämisen prosentti ei voi pitää paikkaansa, koska on siitä edes jotain pientä tilastoa saatavilla myös Suomen viranomaisilta, eikä niitä turvapaikkoja myönnetä ihan noin paljon.

Suomen ja Ruotsin luvut olivat BBC:llä väärin. Noissa Eurostatin luvuissa ei muuten oteta huomioon perusteettomia hakijoita (Dublin-tapaukset, EU-kansalaiset), joita Suomessa on ollut erityisen paljon. Jos ne karsitaan pois, niin vuoden 2008 hyväksymisprosentti nousee 39:stä 77:ään ja se voi hyvinkin olla Euroopan korkein.
