Authorities in northwestern Bosnia have rounded up hundreds of migrants and moved them to a refugee center while warning of a looming crisis ahead of upcoming winter.

A video published by local media on Wednesday shows police escorting the migrants in a long column from the town of Bihac toward the Vucjak camp, near the border with Croatia.

Siirtolaiskriisin kourissa painiskelevan Bihaćin pormestari Shuhret Fazliç varoitti tiistaina, että Una-Sanan kantonissa siirtolaiskriisi on saavuttanut sellaiset mittasuhteet, että alueen viranomaiset eivät enää pysty hallitsemaan tilannetta. Hän ilmoitti myös mahdollisista radikaaleista toimenpiteistä, kuten siirtolaisleirien sulkemisesta.
Pormestari Shuhret Fazliç kertoi Kamenjarin mukaan Sarajevossa pitämässään tiedotustilaisuudessa tiistaina, että Bihaćissa majailee noin 6000 siirtolaista. Kyllästyneenä tilanteeseen hän sanoi, että ensi maanantaista alkaen Bihać ei enää auta siirtolaisia, vaan antaa siirtolaiskriisin eskaloitua, jos Bosnian hallitus ei tarjoa taloudellista tukea.

Council of Europe, U.N. agency urges Bosnia to move migrants camp

The U.N. migration agency and the Council of Europe's human rights commissioner urged Bosnia on Thursday to relocate an overcrowded migrant camp, warning of a humanitarian risk because of "deplorable" conditions.

Bosnia has been struggling with a rise in migrant arrivals since nearby European Union member states Croatia, Hungary and Slovenia sealed their borders against undocumented immigration.

The Vucjak camp, about eight km (five miles) from the border with Croatia, lacks running water and electricity and was built over a former landfill where land mines remain as a legacy of the 1990s wars triggered by the disintegration of Yugoslavia.

"The living conditions in this camp...are already deplorable ... With winter coming, the situation cannot but worsen," Dunja Mijatovic, the Council of Europe Commissioner for Human Rights, said in a statement.

The Council of Europe is the continent's main human rights watchdog.

Peter Van Der Auweraert, the sub-regional coordinator of the Western Balkans at the International Organisation for Migration (IOM), urged the authorities to find "alternate, safe and secure accommodation in line with national and international laws and obligations (and) humanitarian principles and practices."

Over 40,000 migrants have entered Bosnia since 2018, of whom around 7,300 have settled in the northwest Bihac area, hoping to cross into nearby Croatia and go on to the affluent north and west of the EU.

Relocate Migrants to Decent Accommodation Elsewhere

Over a year after Human Rights Watch first criticized Bosnia's failure to protect the basic rights of migrants and asylum seekers, the International Organization for Migration (IOM) is warning of a fast-developing humanitarian emergency in a makeshift camp near the border with Croatia. Over 20,000 migrants and asylum seekers have arrived in Bosnia since January 2019, but violent and unlawful pushbacks from Croatia have created a bottleneck on the border, leaving many stranded in unsafe conditions.

The Vučjak tent camp was already overcrowded with 700 migrants living without running water, electricity, or medical care. But on October 16, police transferred around 1,700 more people to the camp from Bihać, the largest town in the area.

Built on a landfill near a field of active landmines left over from the war, conditions at Vučjak were already so deplorable that IOM has refused to operate there since Bihać city administration set up the camp in June 2019. Earlier this month the United Nations Special Rapporteur for Human Rights of Migrants called the camp unlivable for humans, which the UN office in Bosnia also echoed this week, calling for the immediate relocation of all migrants to adequate accommodation. Part of the problem, Šuhret Fazlić, the mayor of Bihać, told Human Rights Watch recently, is the failure of central authorities to provide shelter that meets acceptable humanitarian standards for the roughly 6,000 migrants in his town. The Council of Europe Human Rights Commissioner urged the government to provide help to local authorities to handle the crisis in a manner compliant with human rights standards.

Fazlić is now threatening to cut services that the city has been providing to the camp, including water and sanitation. Meanwhile, the Red Cross, the only organization still operating in Vučjak, has announced it may need to halt operations due to the deteriorating situation in the camp. Bosnian authorities should act quickly to move migrants and asylum seekers from Vučjak to a place with safe and sanitary living conditions.

Water cut to migrant camp as Bosnian authorities feud

Local authorities in the Bosnian town of Bihac on Monday cut off a nearby migrant camp's water supply, to pressure the government into reducing the population of the overcrowded site that international organizations have criticized as unsuitable.

But aid workers said the move will just cause additional suffering for the Vucjak tent camp's 1,000 residents, many of whom walked out of the site with empty plastic bottles to beg water from Bosnians living in the vicinity.

Officials in the northwestern town also announced a crisis meeting to discuss what to do with the camp, which hosts migrants stopped in the impoverished Balkan country while trying to reach Western Europe.

"It is obvious that the situation must be brought to the verge of absurdity in order to be solved," complained Bihac mayor Suhret Fazlic.

Both the United Nations and the European Union missions in Bosnia have urged authorities to relocate the migrants from Vucjak — which is situated on a former landfill and near minefields left over from the 1992-95 war.

Camp resident Osman Ali, from Pakistan, described conditions as "bad, very bad."

"I think all people here are seeking a better situation, situation is very dirty here," he told The Associated Press.

Ali and other migrants were lining up Monday for a meal from the local Red Cross. Police last week rounded up hundreds of migrants from Bihac and brought them all to Vucjak, nearly doubling the camp population.

Fazlic has warned that the city will also cut waste collection services to draw attention to the camp's failings and force the government to share the burden and move some of the migrants to other parts of the country.

Bosnia police stop migrants from reaching northwest area

Bosnian police have pulled dozens of migrants off a train to prevent them from reaching a northwestern region of the country, where an overcrowded tent camp on Tuesday remained without water supplies for a second consecutive day.

Hundreds of migrants staying at the Vucjak camp outside the town of Bihac could be seen carrying plastic bottles filled with water they got from local residents. The local Red Cross handed out small bottles of water with a morning meal.

Authorities in Bihac on Monday cut the camp's water supplies to pressure the Bosnian government to help relocate thousands of migrants stuck in the area near the border with European Union member Croatia as they try to reach Western Europe.

"For two days they (don't) have water and they ... have nothing," complained Muhamed Lalm from Pakistan. Some people leave the camp and then come back after three or four days without food, added Muradil Akem, from Turkmenistan.

But even in the camp, he said, many migrants are left without food because there is not enough for all.

To stop a further influx to the country's northwestern corner, local police overnight disembarked migrants traveling on a Bihac-bound train and bused them away from the town. In Bihac itself, police were rounding up migrants and taking them to the Vucjak camp, not allowing them to stay in the city.

Migrants: 122 detained in Slovenia during weekend

Police in the district of Koper over the weekend arrested 122 migrants from Egypt, Pakistan, Turkey, Afghanistan and Syria, according to a police statement. The statement said the majority of migrants were apprehended and detained between Bistrica (81) and Koper (20).

Operations are still ongoing to identify the migrants.

HUMAN SMUGGLING NETWORK BUSTED: EUROPOL SUPPORTS ACTION DAYS IN CROATIA, SLOVENIA AND BOSNIA AND HERZEGOVINA

Coordinated action days held between July and October have resulted in the arrest of 10 members of an organised crime group and identification of at least 150 irregular migrants who were smuggled by the criminals.

At least half of the migrant smuggling cases reported to Europol are from the Western-Balkan region and the most affected countries are Bosnia and Herzegovina, Croatia and Slovenia. During this year, Europol's European Migrant Smuggling Centre (EMSC) has intensified the cooperation with the countries along the Balkans route. Hundreds of pieces of strategic and operational information were exchanged, and numerous investigations  were initiated Europol supported the investigations of the authorities in these three countries during Operation Hugo/River/Mordana by providing continuous analytical support which allowed the investigators to intensify their common efforts.

Europol also organised two operational meetings for all the involved law enforcement authorities. As a result, two action days were organised with the active participation of Europol's migrant smuggling experts who supported the cases on-the-spot by providing expertise, continuous operational assistance, and tailored analytical support and cross-checking of operational information against Europol's databases.

Bosnia and Herzegovina has been under huge migratory pressure the last several months. Many irregular migrants enter in Bosnia and Herzegovina without the help from smuggling organisations, but use migrant smuggling services to continue their journey towards western Europe.

North Macedonian police raid house, find 81 migrants

Police in North Macedonia say they have found 81 migrants hidden in a house near the country's northern border with Serbia and arrested a suspected migrant trafficker.

Police early Saturday raided the house of a 50-year-old man whom they suspected of migrant smuggling and found 81 migrants, including 19 minors.

The recent significant increase in migration along the Balkan route has created concern in Bosnia-Herzegovina's Catholic community. As the news agency "Kath Press" reported , said the Archbishop of Sarajevo, Cardinal Vinko Puljic, on the weekend at the annual meeting of Caritas managers from Bosnia-Herzegovina and Croatia by a "chaos" in dealing with the present in the country refugees and migrants. Winter poses new threat to migrants in Bosnian forest camp

Hundreds of migrants from the Middle East and Asia living in a freezing camp in the forests of Bosnia are short of food and bedding and at growing risk as the bitter Balkan winter approaches, aid workers say.

Bosnia has faced an upsurge in migrant numbers since Croatia, Hungary and Slovenia closed their borders against undocumented immigration.

In June, authorities in the northwest Bosnian town of Bihac moved migrants who were sleeping rough there to an tent settlement at Vucjak, a former landfill site 8 km (5 miles) from the Croatian border.

Aid agencies have urged the authorities to close Vucjak and find better accommodation for the migrants as the weather gets colder.

"Otherwise it's very clear what's going to happen. If people stay there for the winter, people will die ... in a couple of days or in a few weeks' time because the temperatures are going down very rapidly," said Peter Van der Auweraert, the Western Balkans Coordinator for the International Organization for Migration.

The site lacks running water and electricity. The nearby woods are littered with landmines left over from the Yugoslav wars of the 1990s.

CAMP NOT FOR HUMANS

On a rainy late-October day, with the temperature close to zero, police officers restrained migrants quarrelling over the small amounts of food provided by the local Red Cross.

Some, wearing flip-flops in the mud, washed by pouring cold water over themselves from plastic containers. Many inmates were not dressed warmly enough for the cold weather.

Several men lit a fire and cooked a meal with the Red Cross rations. Others slaughtered a sheep, hoping for a more substantial lunch.

"I saw houses in Slovenia and Croatia for animals that are better than this camp," said Mohammed Idriz Neeaziv from Afghanistan. "This is not a camp. This is not for humans."

The migrants have all tried repeatedly to cross into Croatia, but have been turned back at the border. Many say police beat them and smash their mobile phones, accusations that Croatia has denied.

The Latest: Croatia police find 9 migrants in crate in van

Police in Croatia say they have discovered nine migrants crammed in a bolted crate at the back of a van.

Police say they found the migrants early Tuesday in eastern Croatia after stopping the van with Polish license plates and hearing voices coming from the crate.

The migrants included three men, two women and four minors who said they were from Iran and Iraq. The 21-year-old Ukrainian national who drove the van has been arrested for suspected human smuggling.

Migrants fleeing war and poverty in their countries cross into European Union member state Croatia from neighboring Serbia or Bosnia. Thousands of migrants from the Middle East, Africa or Asia have been stuck in the Balkans while trying to reach Western Europe.

Croatia Detains Three British Nationals Over Migrant Smuggling

Some rather disappointing news has come to light thanks to a report from The Washington Post as it continues to look at Europe's migrant crisis on November the 4th, 2019 - and Croatia is in the limelight.

As the Associated Press/WP writes on the 4th of November, 2019, three British nationals have been caught and are currently being held by Croatian police (MUP) for apparently smuggling illegal migrants. The publication claims that one of the individuals in question also attempted to run over a Croatian police officer in a vehicle.

WP writes that a statement reads that Croatian police approached a vehicle which was being driven by a 31-year-old British man while parked close to the Slovenian border. The car then sped toward one of the officers, leading him to jump out of the oncoming vehicle's path to safety.

Following that already strange incident, the individual was arrested. According to a statement from the police on Monday, the man who seems to have attempted to run over, or at best scare the Croatian police officer was linked to two other men, who also hold British citizenship, who were trying to transport a number of ''foreign citizens'' (their citizenships have not been specified) over the Slovenian-Croatian border in a van.

In addition to that, the authorities in Croatia's neighbour to the north, Slovenia, have claimed that their police officers have also caught and detained as many as nine people who hold various different citizenships for trying to smuggle migrants, recording a very concerning 150 attempted illegal border crossings since last Wednesday alone.

In the Bosnian border town of Bihać, the situation is dramatically increasing. 90 percent of migrants in Bosnia-Herzegovina are currently in the 61,000-inhabitant city, according to mayor Šuhret Fazlić. According to official figures, it should be up to 10,000. But how many are actually, can currently hardly be answered seriously. The almost exclusively male immigrant groups in the city center and in the surrounding area are too scattered.

Aid workers fear winter 'humanitarian catastrophe' at Bosnia migrant camp

Usman Ali has walked all the way to Bosnia from his native Pakistan with his 16-year-old brother for what he hopes will be a better life in Western Europe.

But he's now stuck at a tent settlement in Vucjak — a former landfill site eight kilometres from the Croatian border — and not able to continue his journey to his desired destination, Italy.

Like many other migrants, the Pakistani was stopped at the border by Croatian police and was sent directly to the old waste dump.

Ali said that the living conditions in Vucjak, which was set up by local Bosnian authorities, are "very, very bad."

"Very, very bad without electricity, without water, too cold," he told Euronews via Whatsapp.

The 25-year-old added that most days they don't have enough food with the local Red Cross being the only ones providing it.

Winter is coming

Aid workers are extremely concerned about how the cold weather will affect migrants. According to Van der Auweraert, the IOM provides 4,200 beds in official accommodation spaces but the problem is that the remaining 2,800 are sleeping in rough conditions in settlements like Vucjak.

Van der Auweraert said that the IOM and other NGOs have flagged the lack of accommodation to local authorities but they haven't received any appropriate response yet.

In the aid worker's opinion, the problem is only getting worse with dipping temperatures. He fears the risk of death will increase if migrants are left there during the coldest months.

Conditions in Vucjak are "substandard and certainly not adequate at all for the winter."

Nihal Osman, the deputy field coordinator for Serbia and Bosnia, told Euronews it was "really important" that the accommodation capacity is increased.

She added that Vucjak's closing was "urgent" because the place was "not fit for humans" and "wouldn't last the winter."

On top of the humanitarian crisis exacerbating in the Vucjak camp, officials in the northwest Bosnian town of Bihac have threatened to close down the Bira migrant centre, located in an old factory in the town, as early as next week.

For Van der Auweraert, this would be a "catastrophic" decision.

"If that decision was taken and enforced, that means that you would add to the people currently sleeping outside — let's say that's 2,000 — another 1,300 people with nowhere to go.

"Which would obviously be catastrophic for the migrants and the local population because people are going to be outside in the cold and will start breaking into houses, steal food, etc."

Osman said that health conditions related to the poor living conditions were on the rise in Vucjak.

"We've seen so a lot of skin diseases [commonly scabies] and infections and since August, we've been seeing more violence," she said, adding that the health problem is definitely increasing.

Overwhelmed Bosnian officials plan to block migrant camps

Authorities in northwestern Bosnia are threatening a curfew in two large local migrant camps to press the central government to relocate people to other parts of the country.

The local government in the region bordering Croatia says a "full blockade" of the badly congested Bira and Miral camps will start Friday and continue until the situation is resolved.

The camps, hosting some 2,000 people, near the towns of Bihac and Velika Kladusa are run by the International Organization for Migration.

That part of Bosnia has been swamped with thousands of migrants hoping to illegally cross into neighboring European Union member Croatia.

Local authorities say that from Friday no more people will be allowed into the camps, while only those heading towards the Croatian border will be allowed to leave.

Itäisen Kroatian asukkaat ovat syvästi huolissaan Bosnia-Hertsegovinasta suuntautuvan kolmansien maiden siirtolaisten virran vuoksi.

Kroatialaisen Vrgoracin kaupungin asukkaita huolestuttaa alueella olevat lukuisat laittomat siirtolaiset, jotka syyllistyvät rikoksiin, kertoo kroatialainen Dnevnik.

Storm sweeps through make-shift migrant camp in Bosnia

A storm in Bosnia has swept through a bleak make-shift camp for migrants who are trying to reach Western Europe, blowing tents away.

Migrants staying in the Vucjak camp near Bosnia's border with Croatia were appealing for help on Saturday after spending a sleepless night looking for shelter.

UN strongly urges the Authorities in Bosnia and Herzegovina not to implement the Decision to restrict the Freedom of movement of Migrants

On 13 November 2019, the Operational Group for Resolving the Migration Crisis in Una Sana Canton took the decision to introduce a lockdown of the reception centres Bira in Bihać and Miral in Velika Kladuša.

Such measures will prohibit migrants, asylum-seekers and refugees, including unaccompanied children, from entering or leaving the two centres, unless doing so to attempt crossing the border into Croatia.

The UN fully recognizes the disproportionate burden borne by Una Sana Canton authorities and local communities affected by the high number of migrants, asylum-seekers and refugees without adequate means or solutions.

Notwithstanding, the UN reminds the authorities that the two centres in question were established in coordination with the Ministry of Security and are recognized as formal Temporary Reception Centres by the Council of Ministers of Bosnia and Herzegovina [Official Gazette 28/19, VM  46/19, 11 March 2019].

According to Bosnia and Herzegovina Law on Asylum (2016) persons who have expressed an intention to apply for asylum in Bosnia and Herzegovina have the legal right to stay in the country including full freedom of movement.

The right to freedom of movement is also enshrined in international human rights and refugee law applicable in Bosnia and Herzegovina. Migrants, asylum-seekers and refugees enjoy the right to be free from arbitrary restrictions on liberty. Restriction of freedom of movement of migrants, asylum-seekers and refugees have to be based on an individual assessment and not in a collective manner as the measure implies. The effects of keeping persons in detention, as witnessed during previously enforced lockdowns of the Bira reception centre include acute stress, anxiety and fear; and high tensions that escalate to violence.

In light of the above, the UN strongly urges the authorities not to implement the decision to restrict the freedom of movement of migrants, asylum-seekers and refugees in Una Sana Canton.

Croatian police fired on a group of illegal migrants trying to reach neighboring Slovenia late on Saturday, leaving one man critically injured, officials in the northern Adriatic town of Rijeka said.

Croatian Interior Minister Davor Bozinovic told reporters that the group was probably trying to cross into Slovenia, but did not say how many people were in the group or give their nationalities.

Croatia is on a route taken by many migrants from the Middle East and central Asia trying to reach wealthier EU states. Some cross into Croatia from Bosnia undeclared.

"Police officers were preventing the passage of a group which most probably wanted to reach Slovenia," Bozinovic told media late on Saturday, adding that one man was wounded probably due to the use of firearms.

A doctor at the Rijeka Clinical Hospital Centre said the man in a critical condition had suffered gunshot wounds.

"The patient was admitted for urgent surgery after sustaining gunshot wounds in the area of thorax and stomach," the doctor told Reuters by telephone on Sunday. "He is in a life-threatening condition and intensive medical treatment is continuing."

Bozinovic said regional authorities would investigate the incident, which took place in the mountainous Gorski Kotar area close to Rijeka, which is around 20 km (12 miles) from the Slovenian border.

Croatia, which wants to join the EU's border-free Schengen area, has to convince Brussels that it is able to effectively manage the bloc's external border, a particularly sensitive issue since Europe's 2015 migrant crisis.

North Macedonia detains 33 migrants near border

Officials in North Macedonia say a police patrol has detained a group of 33 migrants found walking through the southern part of the country, near the border with Greece.

Police said in a statement that the group consisted of 21 Afghan nationals, seven Pakistanis, three Iraqis and two Iranians. They were located late Wednesday near the southern town of Strumica.

Authorities said the migrants are believed to have entered illegally from Greece. They were transferred to a detention center in the border town of Gevgelija pending deportation to Greece.'
