According to research by the Returns Network, not only have Frontex guards tolerated violence against displaced people by their national counterparts on the EU's external border, they have often treated refugees inhumanely themselves.

Citing Frontex documents, the Network reported that national guards used nightsticks and pepper spray to subdue displaced people, and dogs to chase them through forests. The border guards in Greece, Bulgaria and Hungary were especially brutal, the Network found. Rather than pulling its own agents from collaborations with national border forces, Frontex simply closed the cases.

Firm denial

Warsaw-based Frontex denied any wrongdoing pertaining to the alleged violations at the bloc's external borders and on deportation flights, the agency said in a statement to DW on Monday.

"Frontex categorically denies any involvement of its officers in violations of fundamental rights," the agency told DW.

The agency said it "condemns any form of inhumane treatment, unprocessed returns and any other form of violence which are illegal under the European Charter for Fundamental Rights.

"All officers deployed by Frontex are bound by the code of conduct which Frontex developed after consultation with a number of partners including its Consultative Forum on Fundamental Rights.

Frontex operates an internal complaints mechanism and told DW that it had received no complaints.

Joukko laittomia läpsyjä Pakistanista ja Irakista yritti päästä Bosnia­sta Kroatia­an ja rajavartijat käyttivät hieman voimakeinoja pysäyttääkseen tämän maahantunkeutumisen: 18 laitonta sairaalaan, kuusi sai vakavahkoja vammoja, mm. luunmurtumia.

Jonkin paikallisen uutisportaalin mukaan tämä on ensimmäinen kerta, kun saadaan konkreettisia todisteita siitä, että kroatialaiset toimivat välillä Bosnian puolella.

Quoting unnamed sources, the Klix web portal claims that the migrants were illegally transferred back to Bosnia and Herzegovina by members of Croatian border police forces, who left after being spotted by the Bosnian border police.

"This is the first concrete case that confirms allegations by Bosnia and Herzegovina officials about the neighbouring country violating Bosnia and Herzegovina's sovereignty with incursions of its police into the territory under Bosnia and Herzegovina's control," the portal reported.

The coordinator for assistance to migrants in Velika Kladuša, Jasmin Čehić, earlier told the Oslobodjenje daily that the migrants were given medical assistance in the local clinic where they had been brought by the border police.

A total of 18 migrants were admitted to the clinic and six of them had serious injuries, mostly bone fractures, while the others had light injuries.

"They said that they had already crossed over to Croatia at an unknown part of the border, when they were discovered by Croatian police who allegedly beat them up, took their money and mobile phones and then transferred them back to Bosnia and Herzegovina's territory," Čehić said.

The incident follows allegations by Amnesty International and other human rights groups that Croatian security personnel have beaten, robbed, and violently forced migrants back into Bosnia after crossing the border in hopes of making their way into the European Union.

Bosnian officials have complained that armed Croatian police have illegally crossed the border into Bosnia while forcing the migrants back.

The Croatian police says that force is applied within the bounds of law and done humanely.

'Thousands Of Other Testimonies'

In a statement, Croatia's Interior Ministry admitted that Croatian police "deterred" 18 adult men from illegally crossing the border near Buhaca, close to the border.

However, it denied that they were treated with brutality or excessive force.

A Croatian government spokesman in Zagreb said the incident was being investigated.

Milena Zajovic of the Zagreb-based refugee assistance center Are You Syrious told RFE/RL that she "doubts" the Croatian version of events, saying it is isn't "consistent with the thousands of other testimonies that speak of violent and illegal expulsion" of migrants.

Pohjois-Makedoniassa poliisi on ottanut kiinni yhteensä 161 Kreikasta rajan yli tullutta maahantunkeutujaa. Neljässä maahantunkeutujien ryhmässä oli pakistanilaisia, intialaisia, bangladeshiläisiä, afganistanilaisia, somaleja ja eritrealaisia. Tunkeutujat vietiin säilöönottokeskukseen odottelemaan palautusta Kreikkaan.

Romanian rajapoliisi on pidättänyt Unkarin vastaisella rajallaan viime viikon perjantaina 10 irakilaista maahantunkeutujaa, jotka olivat piiloutuneet Unkarin kautta Puolaa kohden matkanneen rekan kyytiin. Turkkilainen rekkakuski joutuu syytteeseen ihmissalakuljetuksesta.

Toisessa tapauksessa viime viikon keskiviikkona Romanian poliisi otti Unkarin rajan lähellä olevalta pellolta kiinni 15 irakilaista, jotka olivat kävellen matkalla rajaa kohti.

However, despite all their efforts a lot of migrants have managed to cross the border which is the result of the chronic shortage of police personnel to control the border, Bosnia and Herzegovina's border police chief Zoran Galić said on Monday as carried by the Banja Luka-based Nezavisne Novine daily.

Precise data indicates that by 12 August, 7,650 illegal migrants were prevented from entering the country however thousands have managed to do so.

"The majority of illegal migrants come from Pakistan, Iraq, Syria and Afghanistan," Galić said. Continuous pressure exists from the direction of Serbia and Montenegro toward the eastern and northeastern sections of Bosnia and Herzegovina's border. At the same time the situation is quite complex on the border leading out of Bosnia and Herzegovina, particularly in the Krajina region, added Galić.

He assessed that a cooperation agreement between border police in Bosnia and Herzegovina and Croatia was being implemented well. He also added that no incidents had been recorded on the border between the two countries when 18 injured migrants were recently discovered, who claimed that Croatian police had used force to push them back into Bosnia and Herzegovina.

Slovenia pystyttää 40 km lisää aitaa etelärajalleen. Laittomien siirtolaisten määrä on alkuvuoden aikana kasvanut 56 % edelliseen vuoteen verrattuna. Kroatian vastaisella rajalla on valmistumisen jälkeen 219 km raja-aitaa eli kolmannes maiden välisen rajan pituudesta.

Tämä on tietysti vähintä, mitä maa voi tehdä, päästettyään puoli miljoonaa ukkoa läpilaskuna pahimman kriisin aikaan 2015. On miellyttävää lukea, että maan sisäministeriö perustelee lisäpätkän rakentamista laittoman rajan ylityksen estämisellä sekä kansalaisten ja näiden omaisuuden turvaamisella laittomilta.

Slovenia's police registered 7,415 illegal migrants in the first seven months of this year, a jump of 56% compared to the same period of 2018 as more people are try to reach wealthy Western states via the Balkans.

Last month the government signed a contract with a Serbian firm Legi-SGS to put up 40 kilometers (25 miles) of fence on the border with Croatia. Once that section is completed, the total length of fence will be 219 kilometers and cover almost a third of the Slovenian border with Croatia. Slovenia's total land and sea border is 1,370 km long.

"The fence will be erected temporarily in the areas where it is necessary to prevent illegal crossings of the state border and ensure the safety of people and their property," said Irena Likar, a spokeswoman of the Interior Ministry.

Slovenia first began constructing a border fence during the refugee crisis of 2015 when in a period of six months about half a million illegal migrants passed through the country.

This new stretch of fence is around 2.5 meters high and is being erected on the banks of the river Kolpa which runs between Slovenia and Croatia.

The government's immigration policy has met with little opposition in Slovenia, although some civil society groups are against the wire fence.

Most illegal migrants come from Pakistan, Algeria, Afghanistan, Morocco and Bangladesh. Only a fraction seek asylum in Slovenia, with most continuing on to neighboring Italy and Austria.

Last month Italian and Slovenian police started joint border patrols in order to curb the flow of illegal migrants.

The minister said that the number of illegal migrants had increased compared to last year. "Croatian police are abiding by the law and are not allowing illegal migrants into Croatia," he said.

Asked if Croatia had the resources to deal with the increased number of people smugglers, 589 of whom have been arrested so far this year compared to 600 in the whole of 2018, Božinović said that the police had the necessary resources and were much better organised in combating illegal migration.

Kroatian poliisi nappasi eilen pääkaupunki Zagrebin eteläpuolella Pokupskossa kiinni 28 laitonta pakistanilaista ja bangladeshilaista siirtolaista matkalla Kroatian läpi Sloveniaan. Joukko oli tullut Kroatiaan laittomasti Bosnian Velika Kladušasta, joka on laittomien siirtolaisten ryhmittymispaikka pohjoiseen suuntautuvaan invaasioryntäykseen.

Koska yksikään näistä laittomasti maahan tulleista ei halunnut hakea turvapaikkaa Kroatiasta, eikä tarvinnut sairaalahoitoa, määräsi poliisi nämä palaamaan takaisin Bosnia-Hertsegovinaan.

Eli pakistanilaisille ja itä-pakistanilaislle (bangladeshilaisille) muslimeille ei kaiken hädän ja vainon keskelläkään kelvannut sen enempää Bosnia-Hertsegovina kuin Kroatiakaan maaksi, josta hakea kansainvälistä suojelua, eivätkä varmasti olisi myöskään Sloveniaan jääneet sinne päästyään, vaan jatkaneet Saksaan tai vaikkapa Britanniaan. Tätä ennen turvallisia maita hakea turvapaikkaa olisivat olleet ainakin Turkki ja Kreikka, jos/kun ovat saapuneet "normaalia" reittiä.

Tällainen sosiaaliturvaperäinen siirtolaisuus eli elintasopakolaisuus leikkii Euroopan maiden turvapaikkajärjestelmällä, minkä ehtii. Huolestuttavaa on sekin, että tämä porukka palaa nyt vain yhden askeleen taaksepäin pelilaudalla ja yrittää seuraavalla heittovuorolla uudelleen edetä kohti Pohjois-Eurooppaa. Koko kopla täytyisi luonnollisesti palauttaa lähtöruutuunsa ja sitä ennen laittaa kulkemaan sen vankilan kautta, etteivät eksy uudelleen.

They were processed in accordance with the law on foreign nationals and were given notices of readmission after they expressed no wish to apply for international protection in Croatia.

In the past three months, 2,310 migrants were intercepted in Albania -- more than double the 882 migrants caught in all of last year, according to official data.

Slovenian police have arrested four suspected people smugglers and found 57 migrants being illegally transported through the country.

Police in Novo Mesto said Thursday that the migrants were found at three different locations in southern Slovenia, near the border with Croatia.

They said 35 migrants were found Wednesday in the back of a truck with Italian plates traveling along a main highway near the border crossing with Croatia. Seven more were found further south along the border and 15 others near the town of Kocevje.

Migrants come to Slovenia from neighboring Croatia as they seek to move toward Western Europe. Thousands of other migrants remain stuck in other Balkan countries, like Serbia and Bosnia.

Authorities in Bosnia say a migrant was stabbed to death during a fight in a migrant camp. The alleged perpetrator, also a migrant, was wounded and being treated in hospital.

The local prosecutor's office said the two migrants fought in a tent early Thursday at a migrant camp near the town of Bihac, in northwestern Bosnia.

Hundreds of migrants are staying at the Vucjak camp near the border with European Union member Croatia. International aid groups have criticized the camp as an unfit location because of nearby minefields.

Frustration among the thousands of migrants stuck in Bosnia is immense as they wait for months to cross into Croatia and move on toward Western Europe. Croatian police often turned back migrants several times before they succeed.

The Ukrainian guides are being held into custody for migrant smuggling, according to a press release sent on Saturday by the General Inspectorate of Border Police (IGPF).

On Thursday night, the border policemen discovered two vehicles in the area of the Paulian rural town who were heading towards the Hungarian border. At some point, one of the vehicles left the national road, heading towards the Dacia locality, located near the state border.

The drivers of the two cars were Ukrainian citizens, 30 years old and 26 years old respectively. Other two Ukrainian citizens plus seven men of different nationalities with no identity papers on them were also discovered in the car.

They were all taken to the Border Police headquarters for further investigations, as they couldn't justify their presence in the respective area.

A citizen-led group has taken to the Slovenian-Croatian border in an effort to help bolster the presence of law enforcement agents preventing illegal mass migration.

Described as "vigilantes" by some media outlets, the group and its leader Andrei Sisko are patrolling the border for illegal migrants, saying they are there to support existing law enforcement officers, Euronews reports.

"I think the only solution here is to send the army to the border, the situation is similar now as if you were opening the gates of a prison and saying we're releasing all the prisoners, who would stay in there?" Blaz Zidar, a member of the group, said.

Earlier this week, Zidar and his "village guard" not only discovered over 30 illegal aliens attempting to cross the border, they also discovered a Pakistani migrant who had been stabbed and robbed by his compatriots.

According to Zidar, the Pakistani man had been stabbed six times, twice in the shoulder and four times in his legs. The so-called vigilantes were able to get the Pakistani migrant medical treatment, likely saving his life, according to Slovenian magazine Demokracija.

"The goal is to train people and volunteers to defend their land as needed and to help the military and police to control public order in times of massive migrations from African and Asian countries, especially Muslim, to protect our borders, because a state that is unable to protect its border is really not a sovereign state," the group's leader Andrei Sisko said.

Quote11,813 Migrants Enter Croatia in First Eight Months of 2019

In the first eight months of 2019, Croatian border police arrested and processed 11,813 migrants who attempted to illegally enter the country, which is 3,609 more persons than in 2018 and as many as 8,019 more persons than in the same period of 2018, the Jutarnji List daily of Thursday reports.

The daily quotes official figures from the Ministry of the Interior which show that police stopped 49 people on a daily basis while they were trying to illegally cross the border into the country.

However, the total number of illegal migrants processed by Croatian police in the first eight months is far higher because in the same period, Slovenian police returned to Croatia 6,447 illegal migrants.

Those people managed to cross Croatian territory into Slovenia, where they were arrested and returned to Croatia in line with international regulations. Based on these figures, it can be concluded that 18,260 illegal migrants entered Croatia in the period from 1 January to 31 August.

The daily wonders where those 18,260 people are and concludes that they have been sent back to Bosnia and Herzegovina and Serbia without having been offered protection.

The Special Prosecutor's Office has charged ten persons with participating in an organised crime group involved in smuggling individuals and groups of migrants across the country, said the Appellate Special Prosecutor's Office.

The accused were detained on 25 September 2019 in Sofia and Kostinbrod in a joint operation of the Special Prosecutor's Office and the General Directorate for Combating Organised Crime. The law enforcers conducted a total of 28 searches of homes, automobiles, as well as personal searches, and seized tablets, telephones and radios used in the criminal activity.

The evidence collected indicates that the group has been operating since October 2018.
The group recruited migrants settled in Sofia and the region, who wanted to be illegally transferred to Serbia and Western Europe. They also took over migrants who were smuggled from Turkey by other traffickers. The group arranged for them to be transported to the border and smuggled to Serbia by car or through a "green border", where they were taken over by local people.

Bulgaria­n apulaissisäministeri kertoo, että Kreikasta laittomasti tulevien "siirtolaisten" määrä on lievässä nousussa, mutta hallittavissa lisäjoukkojen avulla. Näitä yrittää tulla nyt n. 100 kpl/päivä, mutta ketään ei ole päästetty maahan.

A border police patrol pulled over a Peugeot driven by a 20-year-old man from Haskovo. The driver, who had no driving licence, said he was hired by two men to transport foreigners inland. He was arrested, and a little later the other two men involved in the case were detained. The suspects, 32 and 24 years old, also from Haskovo, were identified by officers of the Krumovgrad border police station.

Shortly thereafter, the officers discovered the illegal immigrants – nine men without identity documents. Six said they were from Iraq and three said they were from Iran.
