Välimeren laivasto on määrätty liikekannalle ja kutsu kiirii toimintaan sen puolesta, että kellä tahansa on oikeus tulla ja jäädä Eurooppaan.

Nimittäin kolme järjestöä jotka yksissä tuumin ihmissalakuljettajien kanssa järjestävät laitonta maahanmuuttoa Eurooppaan, laittoi eilen nettiin mahtipontisen julkilausuman jossa ei latteuksia ole säästelty:

Sisiliaan Ragusan satamaan saapui lauantaina alus, jonka kyydissä oli 264 pääosin eritrealaista läpsyttelijää.

Viisi egyptiläistä on nyt pidätetty ihmissalakuljetuksesta epäiltyinä. Nämä olivat viranomaisten mukaan laskuttaneet matkasta 1 500 euroa per sandaalipari.

Italian police say they have detained five Egyptians accused of smuggling a boatload of 264 migrants from Libya to Sicily.

The overloaded fishing boat pulled into the Ragusa port Saturday, its third day at sea, and the migrants disembarked and were registered.

Police said Monday that the migrants, most of them from Eritrea, identified the five Egyptian crew who charged them 1,500 euros apiece for the passage.

Ihmissalakuljettajat ovat löytäneet myös uuden toimintametodin rikollisiin puuhiinsa. Ottavat laittomat siirtolaiset emotroolarin kyytiin, joka hinaa yhtä-kahta veneenrähjää perässään. Kun ollaan tarpeeksi lähellä rannikkoa, tässä tapauksessa Sisiliaa ja matkaa on 40-50 mailia (n. 65-80 km), niin laitetaan laittomat noihin romuveneisiin kulkemaan loppumatka itse tai lähinnä kai pelastettavaksi. Riski jäädä itse kiinni pienenee. Uutisessa mainitaan tosin viisi pidätettyä arabia Egyptistä, kuten edeltävässäkin kommentissa, mutta modus operandi erilainen.

Two boats to within 40-50 miles of Sicily coasts

Migrant smugglers are now using 'mother trawlers' to tow rickety migrant boats to within 40-50 miles of the Sicilian coasts and then leave them to make the remainder of the journey across the Mediterranean, sources said Monday.

Five Egyptians were arrested for using the new technique on Monday.

Libyan rannikkovartiosto löysi merihädässä olevan "hädänalaisten" veneen 68 merimailia (n. 125 km) Khomsista luoteeseen. Paikalla oli myös espanjalainen kalastusalus nimeltään Nuestra Madrere Loreto.

Koska "hädänalaisten" vene oli Libyan SAR-alueella, rannikkovartiosto pyysi alusta poistumaan alueelta, mutta se ei vastannut pyyntöihin tai lähtenyt alueelta.

"Hädänalaiset" hyppäsivät veteen ja yrittivät uida espanjalaisalukselle. Rannikkovartiosto onnistui pelastamaan merestä 27.

12 onnistui pääsemään espanjalaisalukselle. Libyaan lähteneet meritaksit (Open Arms, Sea Watch 3, Mare Jonio) varmasti tulevat ottamaan heidät kyytiin.

Saksalainen järjestö Sea-Eye on hankkinut vielä yhden aluksen lähetettäväksi meripelastustehtäviin Välimerelle. Kyseessä on tutkimusalus Professor Albrecht Penck, joka on saamassa uudeksi nimekseen kuinka ollakaan Sea-Eye 2. Järjestön mukaan aluksella on kaikki paperit kunnossa, ja se on rekisteröity Saksaan.

Marraskuussa 2018 "pelastajat" ovat tappaneet 131 ihmistä Välimereen. Määrä on paljon pienempi kuin edellisinä vuosina.

Ilmeisesti Saksa, Ranska ja Espanja edelleen suojelevat näitä pyöveleitä. Uutisissa ei ole kerrottu, että "pelastusaluksia" pyörittävät rikolliset olisivat joutuneet oikeuteen EU:ssa.

Espanjan sosialistihallituksen into pelastaa Välimeren yli Eurooppaan tunkevaa porukkaa on hiukka laantunut, ovat näet sitä mieltä että espanjalaiseen troolariin otetut kaksitoista matua pitää palauttaa Libyaan. Suvakkijärjestöt Open Arms etunenässä protestoivat luonnollisesti suureen ääneen.

Nuestra Madre de Loretossa on siis tuplasti enemmän porukkaa kuin minkä se on suunniteltu kantamaan, kun se odottaa semmoisessa 15m/s tuulessa ohjeita Espanjasta. Muonaa ja polttoainetta riittää noin kuudeksi päiväksi. Kaiken kukkuraksi osa merestä poimituista sairastaa syyhyä ja oksentelee.

The Spanish government is maintaining its decision to leave the fate of 12 migrants in the hands of Libyan authorities after the former were rescued in the Mediterranean Sea last Thursday by a Spanish fishing boat.

The Ombudsman has asked the Foreign Ministry to consider taking them in for humanitarian reasons, underscoring that the United Nations Refugee Agency (UNHCR) does not consider Libya a safe harbor for migrants, even though it is the closest country to the spot where the group was rescued. 

This is not just about the risk to a ship, we're talking about people

The office of the Spanish deputy prime minister, which is in charge of negotiations with Libyan authorities, claims that Libya, being the nearest port, is therefore also the safest. The law defines as a safe harbor any port where it is possible to dock, remain and depart from without putting the ship at risk.

The Spanish government's position represents a change in its migrant rescue policy in the Central Mediterranean, where so far this year more than 1,277 people have lost their lives, according to the International Migration Organization (IMO). Ever since the government of Pedro Sánchez decided to accept the Aquarius in June of this year, the Spanish executive has offered Spain as a safe harbor on more than three occasions, although less enthusiastically each time.

Critical situation

Meanwhile, the situation aboard the Nuestra Madre de Loreto Is becoming critical. The Office of the Deputy Prime Minister admits that the fishing ship, which is now dealing with a storm, faces a "serious risk" because there are twice as many people aboard as it is capable of carrying. The 24-meter-long ship is currently 100 nautical miles from Tripoli and 120 miles from Malta, waiting for its route to be decided by officials in a faraway office.

The rescue groups Proactiva Open Arms, Sea-Watch and Mediterránea have asked the Spanish government to demand from Italy and Malta that they open their ports to the ship. The regional government of Valencia, on Spain's Mediterranean coast, has offered its own ports.

Spain's Foreign Minister Josep Borrell said on Tuesday that the situation aboard the ship "is not an emergency"

The crew aboard the fishing vessel is "very busy dealing with the storm and concerned about the migrants," said Vicente Sampere, the second-in-command. They are not used to the sea and they're very seasick, they keep throwing up. And we only have food and fuel left for six more days."

Tunisia denies docking for NGO ship Sea Watch

Tunisian authorities denied entrance at the port of Zarzis to the rescue ship Sea Watch of the eponymous German NGO, said Chamseddine Marzoug, an activist and member of the Tunisian Red Crescent.

Marzoug told local media that the ship is at the mercy of the waves about 20 miles off the coast of Zarzis, a city on Tunisia's southeast coast.

Two Spanish NGO ships - the Mare Jonio of the NGO Mediterranea and the Proactiva Open Arms of the eponymous NGO - have been docked at the port of Zarzis since last Saturday for a technical stopover, and are currently remaining there due to expected worsening weather.

LIBYASTA kohti Italiaa lähtevien siirtolaisten määrä ei supistu sillä, ettei merihädässä olevia yritetä pelastaa. Välimeren yli pääsevien määrään se kuitenkin vaikuttaa. Matka Välimeren yli ei ole aiemmin ollut näin vaarallinen.

Kerrataanpa aiemmin ketjusta:

Pakolaisjärjestöt, aktivistit ja heitä myötäilevät poliitikot ovat kiusaantuneita UNHCR:n tämän vuoden tilastoista, joiden mukaan Välimerellä hukkuneiden määrä on vähentynyt jyrkästi aiempiin vuosiin verrattuna. Se ei ole väite vaan fakta. Näyttää vielä siltä, että tämä johtuu ennen kaikkea rannikkovartiostojen aktiivisuudesta, meritaksitoiminnan rajoittamisesta ja Italian tiukemmasta linjasta eli kaikesta siitä, mitä hukkumisia pääpropaganda-aseenaan käyttäneet järjestöt vastustavat.

Jotkut aktivistit ja järjestöt eivät ole epäröineet yksinkertaisesti valehdella, että hukkuneita on enemmän kuin ennen tai vääristellä, että hukkuneita on ollut tänä vuonna (kuten joka vuonna) enemmän kesällä kuin talvella. Esimerkiksi maahanmuuttotutkija ja ihmisoikeusaktivisti Erna Bodström ryhtyi kuitenkin puhumaan hukkuneiden määrän sijaan kuolettavuudesta eli kuolleiden määrän ja Välimeren ylittäneiden määrän suhteesta. Suhdeluku jatkaa kasvuaan, mitä enemmän ylittämisiä ja samalla hukkumisia estetään. Tutkija Tiina Sotkasiira yrittää samaa kikkaa.

Oikeasti hukkuneiden määrä on hukkuneiden määrä, eikä se muuksi muutu. Vähempi on aina parempi.

Kun kansalaisjärjestöjen alukset seisoivat satamissa, hukkuneiden määrä suhteessa Välimeren yli lähteneisiin teki ennätyksen, kertoi italialainen Institute for International Political Studies (Ispi). Syyskuussa Libyasta Välimeren yli yrittäneistä hukkui yksi viidestä.

Taas oikein kunnon kusetusta. Ispin luvuista on noukittu tarkoitushakuisesti yksi täysin poikkeuksellinen kuukausi, kun kuukautta myöhemmin hukkuneiden osuus olikin saman järjestön mukaan enää 0,2 prosenttia (1 hukkunut). Jopa tuolloin syyskuussa hukkuneiden määrä oli noin puolet vähemmän kuin kesäkuussa ja neljänä kesäkuukautena edellisenä vuonna.

Ispin tilastot päinvastoin tukevat toimittaja Kauhasen torjumaa tietoa, että Libyasta lähtevien määrän arvioidaan koko ajan pienentyvän. Lähtijöitä oli syyskuussa enää noin kuudesosa siitä mitä samaan aikaan edellisenä vuonna.

EU:n ja Turkin pakolaissopimus maaliskuussa 2016 siirsi reitin keskemmäs Välimerelle, Libyan ja Italian väliin.

Reitti ei siirtynyt Kreikasta Italiaan, sillä kyse on lähes täysin eri ihmisistä, kuten jo kansallisuuksistakin voi päätellä. Vain pieni osa halukkaista tulijoista siirtyi toiselle reitille. Useimmat jättivät lähtemättä.

Siirtolaisten annetaan mieluummin hukkua kuin tulla Italiaan, Böhm sanoo.

Italiaan pyrkiväthän on jo "pelastettu" veneistään laivoille. Italia ei vain ota laivoja vastaan satamiinsa.

VÄLIMEREN yli yrittävien määrä on pienentynyt vuosi vuodelta, kun salakuljetukseen on puututtu Libyassa eri tavoin. Tämä näkyy hukkuneiden kokonaismäärän supistumisena. Sitä voi pitää saavutuksena. Sitä ei, että hukkumisriski kasvaa.

On vääjäämätön yhtälö, että kun lähtemistä hankaloitetaan, hukkumiset vähenevät, mutta eivät samassa suhteessa kuin lähtemiset. Lähteminen pitää tehdä mahdottomaksi tai ainakin kannattamattomaksi. Tämä järjestyisi palauttamalla Eurooppaan pyrkivät järjestelmällisesti takaisin Afrikkaan.

JÄRJESTÖJEN vastustajat ovat sitä mieltä, että pelastusalukset tukevat salakuljetusbisnestä – pelastusalukset olisivat jonkinlainen vetovoimatekijä merelle lähtöön.

Väite ei pidä paikkaansa, Böhm sanoo.

"Ei salakuljetus lopu sillä, ettemme ole paikalla. Ei kukaan tiedä, missä olemme milloinkin."

Kaikki data tukee sitä, että Libyan rannikon tuntumassa seilaavat pelastusalukset ovat olleet vetovoimatekijä. Lähtijöitä olisi ilman heitäkin, mutta ei yhtä paljon ja samanlaisella kalustolla.

EU:n ihmisoikeuspolitiikka on hänestä hukassa.

"Ei ole kyse vain siitä, mitä mieltä on maahanmuuttopolitiikasta ja pakolaisista, vaan siitä, että kadotamme ihmisyytemme antaessamme tämän kaiken tapahtua silmiemme edessä."

Paraskin puhuja, kuin nimenomaan meritaksitoiminta ja Euroopan maiden lepsu maahanmuuttopolitiikka on lisännyt hukkumisia. Vaarallisimpia Välimeren reittejä tulevista vain pieni osa on YK:n pakolaissopimuksen tarkoittamia pakolaisia. Heidän määränsä on sen verran pieni, että heitä voitaisiin helposti auttaa muualla kuin Euroopassa. Meritaksitoimintaa ei voi perustella enemmistön eli laittomien siirtolaisten virran ylläpidolla.

Proactiva Open Armsin meritaksi kohtasi kalastusalus Nuestra Madre de Loreton. Meritaksin miehistö antoi hoitoa aluksella oleville 11 "hädänalaiselle". 

Yksi oli jo aiemmin evakuoitu Maltalle terveyssyistä. Ovat valmiita ottamaan heidät kyytiinsä, kunhan jokin maa suostuu ottamaan heidät vastaan.

Rescued migrants brought to Malta following agreement with Spain

Eleven migrants rescued off the coast of Libya by a Spanish fishing boat were brought to Malta on Sunday, ending a protracted standoff to find a safe port for the boat. 

The nine men and two minors were transferred from the Nuestra Madre de Loreto to an AFM vessel when it was 13 nautical miles off Malta and disembarked at Haywharf.

Although the migrants were brought to Malta, a government spokesman said they would then be transferred to Spain, following talks between the two countries.

Aquarius kökkii Marseillen satamassa odottamassa, että joku maa huolisi sen rekisteriinsä ja lippunsa alle. Sveitsissä, maailmankuulussa merenkulkumaassa on nyt kerätty ja luovutettu hallitukselle adressi, jossa vaaditaan Sveitsin lippua Aquariukselle, jotta ihmissalakuljetusbisnes voisi jatkua. Onhan Sveitsillä merivoimatkin, 11 suomalaisvalmisteista Marine Alutechin 12-metristä Acquarius-luokan alusta kahdella järvellä. Aquarius II voisi olla laivaston lippulaiva Välimerellä.

No Swiss flag for Aquarius, says government

The Swiss government has rejected calls to allow humanitarian ship 'Aquarius' to fly under the Swiss flag. The vessel, which rescues stricken migrants in the Mediterranean, is currently docked and immobile in Marseille.

In a written response to parliamentarians on Monday, the Federal Council rejected the idea of accrediting a Swiss flag to the ship, a request made by several politicians from left-wing and centrist parties.

Efforts to rescue and manage stricken migrants in the Mediterranean need a European response, the government said. This should respect the rules of maritime rescue, provide safe ports of disembarkation, and offer a mechanism for distributing incoming refugees.

Isolated endeavours like a Swiss-flag-flying Aquarius would only compromise a common response and end up being unhelpful, it said.

The ship, which previously operated under a Gibraltarian and, then, a Panamanian flag, has seen both countries withdraw their support. It is currently docked in the French port of Marseille while it awaits further news.

Chartered by the Doctors Without Borders and SOS Méditerranée organisations, the Aquarius has rescued some 30,000 migrants over two years. Following the closure of Italian ports earlier this year, the ship became the last remaining NGO rescue ship operating in the central Mediterranean.

As well as the demands of parliamentarians, a NGO-coordinated petition signed by some 27,000 people was also handed in to the government in October, demanding that the Aquarius be given the Swiss flag.

New law established by Matteo Salvini abolishes 'humanitarian protection' status for asylum seekers

Migrants in Italy, including trafficking victims and children, are being expelled from shelters in the run-up to Christmas under a new law brought in by the country's far-right government.

The "Salvini decree" – named after interior minister Matteo Salvini – scraps "humanitarian protection" status for asylum seekers and introduces new rules on who can be housed in council-run migrant reception centres.

The new laws are part of the populist government's push to reduce the numbers of refugees and migrants in Italy – with other policies including ordering the seizure of boats that rescue migrants, and restrictions on the opening hours of "ethnic" shops.

Italian media reports that some migrants given the now scrapped "humanitarian protection" status are being expelled from centres across the country as the law starts to take affect.

About a quarter of those who sought asylum in Italy in 2017 were given the designation, roughly 20,000 people, with more than 100,000 people thought to hold it in total. It gives the right to remain in Italy, and was usually bestowed on those who do not qualify for refugee status but who were judged by the Italian authorities to not be safe in their home country.

Reports of expulsions from centres started last week. The Ansa news agency reports that 24 migrants staying at a centre in the southeastern municipality Isola di Capo Rizzuto who had humanitarian protection status were made to leave on Friday. About 200 others are expected to be expelled from that centre over the coming week.

Italiassa on lopetettu oleskelulupien myöntäminen "humanitäärisen suojelun" perusteella.

Tuo on iso juttu, koska Italiassa turvapaikkahakemusten hyväksymisprosentit ovat olleet Euroopan kärkeä, jopa Suomea suuremmat, juuri siksi, että siellä on jaettu hyvin höllästi humanitaarista suojelua laittomille siirtolaisille. Taka-ajatuksena on ollut, että häipyvät nopsaan Italiasta, sillä oleskeluluvan mukana ei tule sosiaaliturvaa kuten monissa muissa EU-maissa.

MARSEILLE – As refugees, migrants and asylum seekers continue to die in the Mediterranean Sea, Médecins Sans Frontières (MSF) and its partner SOS MEDITERRANEE have been forced to terminate operations by the search and rescue vessel Aquarius.

Over the past two months, with people continuing to flee by sea along the world's deadliest migration route, the Aquarius has remained in port, unable to carry out its humanitarian work.

This is the result of a sustained campaign, spearheaded by the Italian government and backed by other European states, to delegitimise, slander and obstruct aid organisations providing assistance to vulnerable people.

Coupled with the EU's ill-conceived external policies on migration, this campaign has undermined international law and humanitarian principles. With no immediate solution to these attacks, MSF and SOS MEDITERRANEE have no choice but to end operations by the Aquarius.

Médecins Sans Frontières on julkaissut lehdistötiedotteen, jonka mukaan Aquarius-meritaksin taru on nyt lopullisesti lopussa.

Tämä liikenne olisi pitänyt lopettaa jo kriisin alkuvaiheissa tekemällä tällaisista toimijoista varoittavia esimerkkejä. Esimerkiksi alusten takavarikointi tai vähintään telakointi pitkään kestävien tutkintojen ajaksi. Ankarat rangaistukset sisältävä lainsäädäntö ja tällä tavalla tosiasiassa ihmissalakuljetusta edistävästä toiminnassa (nämä aluksethan ovat vain etsimässä ihmissalakuljetettavaksia Eurooppaan vietäväksi eikä suinkaan sattumalta alueella - ja rahoitus tulee ties mistä) oleville vähintään 10 vuoden vankeusrangaistuksia. Myös olisi hyvä asettaa yhteisvastuullisesti satojen tuhansien eurojen vahingonkorvauksiin per "pelastettuna" yhteiskunnalle aiheutuvista elinaikaisista kustannuksista. Vieläkään ei ehkä olisi myöhäistä tehdä näistä varoittavia esimerkkejä jo olemassaolevaa lainsäädäntöä huolella tulkitsemalla.

Pelkästään tämän MSF:n touhujen seurauksena on tullut EU-maille kymmenien miljardien eurojen kustannukset pitkällä aikavälillä, kun tarkastelee näitä sen itsensä ilmoittamia lukuja. Ja ties kuinka monia on hukutettu lietsomalla tätä massamuuttoa MSF:n ja muiden vastaavien edesvastuuttomien järjestöjen luomalla meritaksi-imurin houkuttamana.

On kyllä paksua valehtelua. Tuo Nelke Manders on myötävaikuttanut 20 000 ihmisen kuolemaan Välimerellä. Nyt kun tuon rikollisen toiminta vihdoin lopetetaan, niin hän syyttää muita "sabotaasista". Nelke Manders istuisi vankilassa elinkautista tuomiota, jos EU:ssa olisi oikeuslaitos.

10 migrants missing, 10 rescued as boat capsizes off Libyan shores

The Libyan coastguards have rescued 10 illegal migrants, recovered two bodies and are still looking for 10 others, who have been missing from the boat that capsized off Misrata shores.

The media office of the Libyan Navy Force said on Facebook that Libyan Red Crescent helped rescue the 10 migrants - one Algerian and one Egyptian nationals, one woman and seven African nationals, and then it recovered the two bodies.

"22 immigrants were onboard a wooden boat. It had been in water for 12 days since they took off from Sabratha. They ended up off Misrata shores." The media office added.

It added that the engine caused the stoppage of the boat, saying the fate of the 10 missing migrants is unknown.

Libya's coast guard has intercepted about 15,000 migrants trying to reach Italy by sea this year, a spokesman said on Thursday, while the United Nations - which gave a much higher estimate - said many were kept in inhumane conditions and subjected to abuse.

The coast guard has stepped up patrols after receiving new boats from Italy as part of efforts by the right-wing government there to stop migrants reaching Italian shores from Africa.

The U.N. Libya mission (UNSMIL) said in a 61-page report on Thursday that the coast guard had intercepted or rescued 29,000 migrants in the first nine months of the year.

But Ayoub Qassem, the coast guard spokesman, put the figure at around 15,000 until December, giving a number for the first time.

It was not clear which side's estimate was more accurate or why there was such a large discrepancy between them.

Migrants are bought to detention centres that are formally under the control of the Interior Ministry but in reality are controlled by armed groups, the real power in Libya.

The Latest: More Than 200 Migrants Rescued in Med; Seek Port

Spanish aid group Proactiva Open Arms says it has rescued more than 200 migrants in two boats heading across the central Mediterranean from Libya toward Europe.

The group's founder Oscar Camps says in a tweet that the two boats are in danger of sinking Friday.

Open Arms spokeswoman Laura Lanuza tells the Associated Press that three pregnant women, a 6-month-old baby and a 7-year-old boy are among those rescued.

She said the group did not yet know where it might dock with the migrants.

Italy and Malta, which are close by, hope that by refusing entry to more migrants they might dissuade them from risking the dangerous crossing.

But aid groups say the migrants cannot be abandoned at sea.

Interior Minister Matteo Salvini insists Italian ports "are closed" after the latest docking request by a Spanish migrant rescue ship. The populist Rome government has taken a hardline approach to the refugee influx.

Italy again played hardball with a migrant rescue charity on Saturday after the country was implored to allow a ship carrying more than 300 rescued migrants to disembark.

Far-right Interior Minister Matteo Salvini rejected the request, saying in a tweet: "My answer is clear: Italian ports are closed!"

"For the traffickers of human beings and for those who help them, the fun is over," Salvini added, referring to his previous claim that some migrant rescue ships have become a taxi service for migrants.

Rescued but in limbo

The Spanish group Proactiva Open Arms said it had picked up 311 migrants — including pregnant women and children — on Friday from vessels in difficulty in the Mediterranean, and that a mother and newborn baby had been evacuated to Malta.

The charity called on Italy to allow the other rescued migrants to dock, or they would likely spend Christmas at sea on its vessel.

In a tweet, it said the situation was becoming "an emergency," adding Malta had rejected calls to supply food to the migrants.

Another migrant rescue group, Sea Watch International of Germany, also urged authorities in European Countries to help, so that the rescued "can spend Christmas in a safe harbor."

The ship of the NGO Open Arms will go to Spain, which this morning saved more than 300 migrants off Libya, including a woman and a newborn who needed medical treatment and who were disembarked in Malta. According to what is learned from Italian sources, the Madrid authorities have already indicated to Open Arms the port to land.
