France: Iraqi Asylum Seeker Charged With Islamic State War Crimes

An Iraqi refugee was in French custody Friday on preliminary charges of war crimes and terrorism amid suspicions that he was a senior figure in the Islamic State group who lied to get asylum in France.

The interior minister vowed to crack down on abuses of the asylum system and said intelligence authorities were studying others who arrived at the same time as the suspect.

The man arrived in France in 2016 and was granted asylum in May 2017, Interior Minister Gerard Collomb said. French authorities put the man under surveillance the following month, Collomb said.

Interpol said it issued a "red notice" for the man, identified as Ahmed H., at the request of Iraqi authorities. It was unclear when Interpol issued the notice, which is like putting a suspect on the international police agency's most-wanted list.

Then this March, the man was arrested in Normandy and given preliminary charges of war crimes and murder in connection with a terrorist enterprise, among other charges, an official with the Paris prosecutor's office told The Associated Press. The prosecutor's office oversees French terrorism investigations.

The interior minister did not explain why it took so long to arrest the man, whom he described as "a senior member" of the Islamic State group.

Le Monde reported that the man is notably suspected of involvement in a 2014 attack in the Iraqi city of Tikrit. Collomb said Iraqi security services confirmed that the man was involved in "abominable crimes."

2 Kosovars arrested for planning terror acts

A Kosovo court has decided to keep under arrest for one month two people being investigated for preparing terror acts and recruiting for extremist groups.

A court statement Friday said a suspect identified as G.Sh., who was arrested Tuesday, had asked the other suspect, E.H., to carry out a suicide attack with a vehicle carrying explosive devices against international KFOR troops in Kosovo.

G.Sh., a Belgian citizen, also had planned terror acts in Belgium and France.

E.H. is believed to have planned the foiled suicide attack after being supplied with explosive devices and weapons. No details were released about the second suspect's arrest.

Kosovo authorities have said that about 180 of the country's citizens are active in extremist groups in Syria and Iraq.

German authorities say they have arrested an 18-year-old Iraqi man on suspicion of being a member of the international extremist organization, the Islamic State group.

Federal prosecutors say Aqram A., whose full name was withheld on privacy grounds, was preliminary detained Wednesday in the southwestern Rhine-Neckar district.

Prosecutors said Thursday the man is suspected of joining the Islamic State group in 2014 in Mosul where he completed military training for approximately four weeks. During the ensuing period, he worked as a guard and prepared fighting positions for the Islamic State group. In the summer of 2015, the suspect took part in fighting near the Iraqi town Beiji.

He allegedly left Iraq in late 2015 and entered Germany in February 2016.

Virginia police arrest 2, accusing them of trying to commit act of terror at a prom

Virginia police arrested two males, 18 and 17, on Monday for allegedly attempting to commit an act of terror during a high school prom over the weekend. The supposed attack was thwarted when authorities were tipped off. 

Virginia Beach police announced Monday that 18-year-old Michael Coleman and the unidentified 17-year-old were arrested in connection with the apparent threat to Bayside High School's prom on Saturday at Virginia Beach Town Center, WTKR reported.

Police Chief James Cervera said security was increased last month after a tip that people unaffiliated with the school had tried to buy tickets to the event. 

Police said that they spotted someone trying to enter the prom Saturday, but he fled when approached, discarding a 9 mm handgun, The Virginian-Pilot reported.

An investigation led police to a hotel, where they found one of the suspects -- the unnamed younger male -- and a semi-automatic rifle with a loaded magazine and a box of ammunition, The Pilot reported, citing Cervera.

Coleman was also arrested. He has been charged with conspiracy to commit a terrorist act, WTKR reported. The unidentified suspect was also charged with conspiracy to commit a terrorist act, as well as possession of a weapon as a juvenile.

Ricin is considered one of the deadliest poisons in the world . A few weeks ago, two brothers were arrested in France who , according to the authorities, wanted to produce ricin bombs.

German police are investigating a 29-year-old man after storming his apartment in the western city of Cologne. Some German outlets report that they found a highly toxic substance.

German public prosecutors are investigating a 29-year-old man on suspicion of preparing a "serious act of violent subversion" after police found an "unknown substance" during a raid of his apartment late on Tuesday.

"We need to wait for the forensic results," a spokesman said, adding that they had not ruled out terrorism.

Daily newspaper Express and local daily Kölner Stadt-Anzeiger reported that police had found ricin, a substance that can be highly toxic in small amounts. Authorities have not confirmed the reports.

Police have said they arrested the suspect, a Tunisian citizen, along with his wife in the northern neighborhood of Chorweiler in Cologne, a city in the state of North-Rhine Westphalia. German news agency dpa reported that the wife is not suspected of any involvement.

Elite SEK police commandos and specialized chemical units from the police and fire departments were at the scene of the 18-story apartment block Chorweiler late on Tuesday. A mobile laboratory was set up in the entrance area of the apartment to analyze the substance.

The man, a 29-year-old Finnish national, was stopped by police officers under schedule 7 of the Terrorism Act 2000 at approximately 23:05hrs on Sunday, 10 June, as he attempted to board a connecting flight at Heathrow Airport.

The arrest does not relate to offences at the airport.

He was subsequently arrested on suspicion of preparation of terrorist acts at around 05:00hrs on 11 June, and held in custody under the Terrorism Act at a south London police station.

Counter terrorism detectives were granted a warrant of further detention yesterday, Tuesday, 12 June. This will expire at approximately 23:00hrs on Sunday, 17 June.

Suomalainen 29-vuotias mies on otettu kiinni Heathrow'n lentokentällä sunnuntai-iltana 10. kesäkuuta, kertoo Suur-Lontoon poliisi eli Scotland Yard.

Mies otettiin kiinni, kun hän oli aikeissa lähteä Heathrow'n lentokentältä lähtevälle jatkolennolle.

Mies pidätettiin maanantaina epäiltynä terrorismirikoksen valmistelusta. Häntä pidetään Etelä-Lontoon poliisiasemalla.

Poliisin tiedotteessa ei kerrota enempää rikoksen yksityiskohdista.

Ulkoministeriön viestintäpäivystäjä Juhana Tuunanen vahvistaa Iltalehdelle, että suomalaismiehen kiinniotto kyseisessä paikassa on ulkoministeriön tiedossa. Ulkoministeriö ei ota enempää kantaa tapauksen yksityiskohtiin.

Lontoon poliisin mukaan pidätetty on 29-vuotias mies. Ulkoministeriön viestinnästä vahvistetaan, että Suomen kansalainen on pidätetty Britanniassa.

Britannian poliisi on pidättänyt Suomen kansalaisen, jota epäillään terroristisen teon valmistelusta, tiedottaa Suur-Lontoon poliisi (siirryt toiseen palveluun).

Suomen ulkoministeriön viestintäpäivystäjä Juhana Tuunanen vahvistaa Yle Uutisille, että Suomen kansalainen on pidätetty Britanniassa. Ulkoministeriö ei kuitenkaan kommentoi asiaa toistaiseksi enempää.

Lontoon poliisin mukaan pidätetty on 29-vuotias mies. Poliisin tiedotteessa kerrotaan, että mies pysäytettiin Lontoon Heathrow'n lentokentällä sunnuntaina myöhään illalla paikallista aikaa, kun hän oli menossa jatkolennolleen. Maanantaina mies pidätettiin ja vietiin säilöön Etelä-Lontoon poliisiasemalle.

Poliisin mukaan pidätys ei johdu lentokentällä tehdystä rikoksesta.

Pidätyksestä uutisoi Suomessa ensimmäisenä Helsingin Sanomat.

Toistaiseksi avoimia kysymyksiä: Nimi, ex-kansalaisuus, järjestö (jos niin, niin mikä) vai yksinäinen susi, kohde, mille lennolle oli menossa, saiko brittikytät vinkin (keltä?) vai löytyikö huolellisella lentokenttätarkastelulla, oliko mukana "kamaa", mistä tuo oli britteihin tullut?

Oletettavasti juttujen tarkentuessa osaan saadaan joskus vastaus, mutta epäilen vahvasti että osaan noista kysymyksitä emme saa vastauksia, koska joko viranomaiset niin päättävät, tai sitten tuo "herra X" päättää

Hesari innostui taas idologisessa tehtävässään niin, ettei otsikko ja jutun sisältö tue toisiaan.

Veikkaan että Hesarille riittää epäiltyjen kohdalla suomalaistaustaisuuteen se, että on asunut Suomessa ilman valmiiksi hankittua lentolippua täältä pois. Ranska­ssa estettiin terrori-isku toukokuussa: radikaali muslimikäännynnäinen suunnitteli pommitusta parinvaihtajien klubille Loiretissa. Kyseessä on virallisesti viides estetty isku tänä vuonna.

French police thwarted attack on sex club

French police thwarted an attack on a swingers' club in the Loiret region north of Paris last month, arresting a "radicalised convert" to Islam, a source close to the inquiry said Thursday.

"An improvised explosive device was found at his home and the man admitted that he wanted to use it to target a swingers' club," the source told AFP.

The plot is the fifth to be thwarted in France this year and comes with the country still on high alert after a string of jihadist assaults since 2015 that have claimed more than 240 lives.

It was revealed just hours after police sources said two men had been charged on suspicion of planning an attack in the name of the Islamic State group which may have targeted gay people.

Sources close to the probe said the men, described as friends aged 21 and 22, were arrested Saturday in the Seine-et-Marne region east of Paris.

Searches found two knives, a detonation system and IS propaganda material in their possession, a source said.

"Their plan was still ill-defined at this stage, but there were elements to suggest they planned to attack homosexuals," one source added.

The two men, said to be unknown to security services, were charged on Tuesday by an anti-terrorism judge and detained.

Isis terror plot in Germany: Four Syrian men arrested for allegedly planning suicide bombings in Düsseldorf

Four suspected Isis members have been arrested on accusations of planning a terror attack in Germany.

Three of the Syrian men were directly "commissioned" by the so-called Islamic State to launch suicide bombings in the city of Düsseldorf, prosecutors said.

After travelling back into Europe following the refugee route through Turkey and Greece they convinced the fourth suspect to join the plot.

A statement from the German federal prosecutor's office said suspects named as Hamza C, 27, Mahood B, 25 and Abd Arahman AK, 31, had been detained in three different states and their homes were being searched.

Another 25-year-old man, Saleh A, is already in custody in France and is subject to a new arrest warrant issued on Wednesday.

He and Hamza C joined Isis in Syria in spring 2014 and were ordered to carry out an attack in Düsseldorf's old town by the group's senior leadership, prosecutors said.

They planned to deploy two suicide bombers on Heinrich-Heine-Allee street before more attackers killed as many passers-by as possible with guns and explosives.

Two co-defendants, who had been detained for one and a half years in custody on account of the alleged plans, had subsequently been acquitted.

For his false information, the Syrian had hoped for a status as a V-man and the relocation of his family. "His behavior was often geared to his own advantage," said the judge. Meanwhile, the supposedly 31-year-old man but several suspected terrorists living in Germany have charged, against which will now be determined. This had a mitigating effect.

However, because of his history in Syria, the prosecutors still demanded eight and a half years in prison for Saleh A. He had confessed to shooting a sniper of the Syrian army in Syria, who had previously killed his brother.

His descriptions from the war zone and the inner life of the terrorist militia Islamic State (IS) have been confirmed by experts. The sister and brother-in-law of the Syrian hold leading positions at the IS, the Federal Prosecutor's Office is convinced.

Teenager, Safaa Boular, found guilty of first all-female UK terror plot

A teenager has been found guilty of plotting a terrorist attack in central London with her older sister and her mother, in Britain's first all-female terrorist plot.

Safaa Boular, 18, had been trying to reach Syria in order to marry an ISIS fighter, but when her attempt was foiled by police, she turned to plotting a suicide bomb and gun attack on the British Museum.

Her older sister Rizlaine, 22, and her mother Mina Dich pleaded guilty at an earlier hearing to taking over the plot and planning their own attack, after Safaa was arrested by police in April last year.

A mother and daughter that formed Britain's first all-female Islamic State terror cell have been jailed over a plot to attack the British Museum.

Rizlaine Boular, 22, planned to stab random members of the public around the Palace of Westminster causing widespread panic, the Old Bailey heard.

The mother-of-one adopted the murderous scheme from her sister Safaa Boular, 18, who was in custody over an attempt to become a jihadi bride in Syria the year before.

Counter-terrorism police swooped to arrest the plotters after a proactive surveillance operation with MI5, the court has heard.

Rizlaine Boular pleaded guilty to preparing acts of terrorism and was jailed for life with a minimum term of 16 years.

Her Morocco-born mother Mina Dich, 44, from Vauxhall, south London, was handed six years and nine months plus five years on extended licence after she admitted helping her.

Judge Mark Dennis QC said Dich "failed in her parental role" to stop Rizlaine Boular and said she played a "significant role" in radicalising both her daughters.

Safaa Boular, 18, Britain's youngest female IS terror plotter, will be sentenced at a later date after she was found guilty of preparing terrorism in the UK and Syria.

All-female terror cell members jailed for knife attack plot

Members of the first terror group made up entirely of women have been jailed for planning to carry out a knife attack in Westminster.

Rizlaine Boular, 22, has been jailed for a minimum of 16 years, and her mother, Mina Dich was jailed for six years and nine months.

Dich will spend a further five years on licence.

A third member, Safaa Boular, 18, is to be sentenced at a later date.

A fourth person, Khawla Barghouthi, who was a friend of Rizlaine, faces jail for not alerting authorities to the plot.

The court heard that Rizlaine and Safaa discussed the plot with Dich, before Rizlaine and Dich went shopping for knives and a rucksack.

Rizlaine practised the attack in a bugged conversation at friend Barghouthi's home, as the pair laughed about whether she might "flop so badly" and cut her arm by accident.

When Rizlaine was arrested, she shouted "f*** you* at police.

She was shot in the stomach three times by an officer who thought she had something in her hand.

Barghouthi's lawyer said the 21-year-old did not realise how serious the defendant had been to carry out the attack, and said she had been shocked to listen again to the recordings of their conversations.

She will be sentenced next Friday, and Safaa Boular will be sentenced at a later date.

Sydney man arrested and charged with planning terrorist acts

A 26-year-old man has been arrested at a home in Sydney's southwest, accused of planning terrorist acts.

Nowroz Amin, of Ingleburn, was arrested on Saturday by the New South Wales joint counter-terrorism team and has been charged with two terrorism offences, including planning an attack and preparing to engage in hostile activity, the Australian federal police said on Sunday.

He did not appear at Parramatta bail court on Sunday where the prosecutor indicated Amin would not be applying for bail and it was formally refused. He will appear in court again on 14 August.

The state's terror squad said there was no threat to the community as a result of Saturday's arrest.

Amin was blocked from flying in February 2016 after officials at Sydney airport found clothing and material on electronic devices that "indicated his support for extremist ideology", the Australian federal police said.

After a "lengthy" and "complex" investigation, he was arrested on Sydney's outskirts by counter-terrorism officers on Saturday.

Police allege Amin was "planning to travel to Bangladesh to meet with people who held similar beliefs and to possibly engage in terrorist acts outside of Australia".

"The NSW JCTT will continue investigating all individuals who come to our attention and bring them to account for their criminal actions," the AFP's national manager of counter-terrorism, Assistant Commissioner Ian McCartney, said.

The two terrorism charges carry a penalty of life in prison, and Amin faces a third charge related to carrying illegal goods through customs.

Wisconsin woman charged with promoting Islamic State held without bail

A Wisconsin woman charged with promoting the Islamic State terrorist group and giving specific instructions on how to carry out attacks was ordered held without bail Friday in federal court in Milwaukee.

Waheba Issa Dais, 45, a homemaker and mother of seven, was arrested this week by the FBI on a charge of attempting to provide material support or resources to a foreign terrorist organization.

The criminal complaint says that in recent months Dais had hacked other people's social media accounts and used them to give instructions on how to carry out attacks in the name of the Islamic State, also known as ISIS.

Dais, who pledged her allegiance to Islamic State, suggested attacking churches, street festivals and "celebrations in summer" where there was a likelihood of many civilian deaths. She also suggested attacking "a government post" and public water sources with the highly toxic compound ricin, the complaint said.

When an undercover FBI employee posing as a supporter of ISIS wrote to Dais that he had no experience in making bombs, Dais responded, "No problem. Making bombs is easy, and you can also start with poisons. I have a (social media) Channel you may benefit from ... I advise you start with poison," the complaint said.

Dais came to this country from Jerusalem in 1992 and is a lawful permanent resident. Five of her seven children were living with her in what was described by the prosecutor as deplorable conditions in a home in Cudahy near Milwaukee.

In arguing for detention, Assistant U.S. Attorney Greg Haanstad said Dais created a virtual online library with instructions on how to make poison, explosive vests and bombs, and encouraged attacks.

"She has shown a disregard for human life," Haanstad said, adding she offered to assist "in mass killing."

Haanstad also said the father of Dais' younger children told FBI agents that Dais showed her 5-year-old son beheading videos. That father is no longer living with the family and was described as estranged from Dais.

Lontoon poliisi kertoo, että terroriteon valmistelusta pidätetty Suomen kansalainen on vapautettu.

29-vuotias mies pidätettiin Britanniassa noin viikko sitten epäiltynä terroriteon valmistelusta. Mies oli tuolloin lähtemässä lennolle Heathrow´n lentokentältä.

'ISIS-supporting' Uber driver 'attacked police with 4ft Samurai sword outside Buckingham Palace after plotting suicide terror attack because of his hatred for the Queen'

An ISIS-supporting Uber driver who 'hated the Queen' tried to run down police officers outside Buckingham Palace and attack them using a Samurai sword, a court has heard.

Mohiussunnath Chowdhury left a note for his sister in which he promised he would see her in paradise and told her 'the Queen and her soldiers will all be in the hellfire,' the Old Bailey heard.

The 27-year-old from Luton had written on one Whatsapp chat, 'I support ISIS' and searched for ISIS beheading videos online, the court heard.

Chowdhury had also planned to go to Windsor Castle but went to a pub with the same name by mistake, due to a 'satnav error', prosecutors claimed.

Shortly before 8.30pm on August 25 last year, Chowdhury was driving towards the Victoria Monument at the bottom of the Mall when he swerved his car through the traffic cones in front of a police van on its way to Belgravia from Charing Cross Police Station.

Two uniformed officers in the car, got out of the van to see what was going on, initially believing the driver might be drunk, the court was told.

Prosecutor Tim Cray told the Old Bailey: 'As checks were to prove, this defendant had something far more serious in his mind.'

At 5.15pm he had left a note on top of his sister's laptop at the family home in Luton, while she was at work.

Marked, 'Read This' it said: 'By the time you read this note I will be in paradise with Allah. Tell everyone that I love them and that they should struggle against the enemies of Allah with their lives and property.

'The Queen and her soldiers will all be in the hellfire. They go to war with Muslims around the world and kill them without mercy. They are the enemies that Allah tells us to fight.'

Mr Cray said Chowdhury was 'saying to her in clear terms that he intended to get to paradise by becoming a martyr.'

Half an hour earlier, Chowdhury had driven to his local Sainsbury's and bought a sharpening tool which he used to sharpen the edge of a sword that he owned.

'Although the police officers did not know it they were approaching a man armed with as sword, who had told his family he was gong to be a martyr and had express hatred to the Queen and her soldier and in his mind those soldiers included the police,' Mr Cray said.

'It was due to the bravery and quick reactions of the police that this defendant was stopped from doing an act with even more serious consequences.'

One officer went to the driver's side and one to the passenger's side and they allegedly heard Chowdhury say: 'It's all a bit f****d up,' before reaching for the sword.

There was a 'short desperate struggle' in the car as one officer climbed in the passenger side and Chowdhury was punching at them and they were punching at him, the court heard.

'By then the defendant was shouting Allahuakbar [God is great] over and over again and by then the police officers understand enough to believe they were dealing with a terrorist attack.'

Chowdhury claims 'all he wanted to do was to get himself killed.'

'On behalf of the Crown we suggest that is simply untrue or so far from the truth that it makes no difference,' Mr Cray said.

'We say the defendant did absolutely everything he could to prepare for an act of terrorism.

'In fact there is the clearest possible evidence that he did bring terror to streets of London by attacking police officers right in front of Buckingham Palace.

'We say it is only because police officers stopped him that nothing worse happened.'

Chowdhury denies preparing terrorist acts by obtaining a Samurai sword, purchasing a knife sharpener, preparing a suicide note, and driving to the area adjacent to Buckingham Palace.
