Halla-ahohan on jo moneen kertaan tolkuttanut, että meritaksipalvelu lietsoo ihmisiä lähtemään vesille liian heikkokuntoisilla veneillä, koska he tietävät, että rantakaislikossa on aina lymyämässä jonkun kansalaisjärjestön vene/laiva valmiina "pelastamaan".

Nyt kun Libya vihdoinkin rupesi hommiin ja hääti hippien laivat ääreen, niin tadaa, kuukaudessa ei yhtään hukkumista.

Joskus asiat toimivat ihan loogisesti.

EU eli myös me lyödään rahaa käteen rikollisille, jotta ne lopettaisi ihmissalakuljettamisen ja pistäisivät oman yrityksen pystyyn. 6000€ kouraan, kun ystävät ja "liikekumppanit" todistavat 'että joo, joo, on se salakuljettaja'.
Itse tarjoaisin lyijypitoisempia lahjuksia, jolloin vaikutus olisi taattu ja pysyvä. Nyt jaetaan korvamerkitsemätöntä rahaa ilman mitään vastikkeellisuutta. Menestysidea siis jo syntyessään. Varsinkin, kun sitä rahaa myös annetaan niille, joiden salakuljetusvälineet ovat rasistit jo takavarikoineet. Nyt saavat sitten ostaa uudet ja paremmat.

The European Union has been accused of paying African migrant smugglers thousands – to encourage them to quit the illegal trade and set up their own businesses instead.
According to an investigation by the BBC's Panorama programme, traffickers are getting up to £6,000 a time to move into new employment, such as training to become a mechanic, or help to set up a farm or shop.
An EU spokesman has denied that any cash was given to individuals, but an unnamed EU official told the programme off-camera that ex-smugglers were being given money via third parties and that the vetting system to decide who received help was 'flawed'.

Reporters from the BBC One programme were given access to a meeting that was overseen by Nigerian and EU officials where those claiming to be former people smugglers or to have been involved in the illegal migrant trade were lined up and selected for EU funding to launch businesses of their own choice.
It was claimed they can receive up to 6,000 euros each. One official told reporters that the system was 'flawed' because there was very little paperwork and instead friends or colleagues 'vouched' for the former smugglers' identities and intentions.
A spokesman for the EU said no money was given directly or indirectly via third parties to former people smugglers.

2017-09-18 The Local: Lampedusa's anti-migration mayor says the island is 'collapsing'

On Saturday town's mayor, Salvatore Martello called for the government to close Lampedusa's hotspot, a centre created to host migrants when they first arrive to the island but which has ended up housing them longer term.  In an open letter to Italy's largest news agency, Ansa, Martello said that Lampedusians had been "abandoned".

"Lampedusa is collapsing, police are powerless," the mayor warned, calling for the Interior Ministry to intervene and close the hotspot, which he labelled "useless".

Martello said that he regularly received complaints from tourists and business owners on the island, who told him they "could not manage anymore" due to repeated instances of threats, thefts, and harassment. He said that a group of "180 Tunisians" were to blame for these incidents, and that they were able to "circumvent security controls" despite a heavy presence of security and police officers outside the centre.

Martello, who ran independently and had previously served two terms as mayor of Lampedusa, was recently re-elected mayor of the small island off Sicily, replacing Giusi Nicolini of the ruling Democratic Party who received just over 900 votes. She had been awarded a Unesco peace prize for her "humanity, and her constant efforts in managing the refugee crisis" while in power.

His predecessor on Sunday accused him of trying to recreate a "climate of fear", saying that the incidents he referred to were minor.

Open Borders Charities Linked to Human Traffickers to be Nominated for Nobel Prize

An international committee based in Italy is preparing to nominate open borders Non-Governmental Organisations (NGOs) which ferry migrants to Europe for the 2018 Nobel Peace Prize.

"The Righteous of the Mediterranean Sea – for the Humanitarian Marine Rescue of Migrants" will be a joint candidature of NGOs, fishing fleets and persons that the committee judged to have 'continuously, during the Refugee Crisis, conducted maritime rescues along the migratory routes' in the Mediterranean.

"With their actions, they drowned fear and racism in a wave of compassion and reminded the whole world that we are one, united humanity, above races, nations and religions," writes the committee, of the 66 subjects to be nominated.

Numerous initiatives in order to boost the candidature's Nobel Peace Prize prospects are currently planned or underway, the committee announced.

These include a campaign entitled "On the part of the Righteous", which seeks to get mayors in Europe to declare support for the nomination, and "activating support from  institutions, political organizations and the academic world."

Explaining its decision to title the joint candidature "righteous" the committee writes that the term "comes from the Bible ... and was applied for the first time in Israel with reference to those who rescued Jews from Nazi persecution in Europe."

Coordinator Andrea Cantini said the committee "brings together an international group of citizens who believe in a Europe of solidarity and humanity" and who have been "outraged" by attempts "to criminalise the humanitarian rescue of migrants".

The committee's push to nominate NGOs involved in ferrying migrants to Europe, Cantini said, was prompted by what he described as "recent attacks ... coming from different parties and [which are] supported by [the] radical right."

Numerous NGOs  — the majority of which are included in the committee's nomination for the Nobel Peace Prize  — were accused of colluding of human traffickers this year, and pressure on the groups ramped up after photographic evidence of collusion was revealed by Italian prosecutors.

Following Italy's creation of a code of conduct for groups almost all the NGOs suspended their operations in the Mediterranean, with Breitbart London reporting at the end of August that 20 days had passed without a single death on the migrant route following this.

WHO ARE THE RIGHTEOUS?

The term Righteous comes from the Bible, which states that "whoever saves a life saves the whole world" and it was applied for the first time in Israel with reference to those who rescued Jews from Nazi persecution in Europe.

The Committee has selected more than 60 subjects,  who have continuously activated, during the "Refugees Crisis", many maritime rescue means along the migratory routes of the Central Mediterranean Sea and the Aegean Sea.

Saattaisi hyvinkin mennä läpi jos jakajana olisi Ruotsin Nobel-komitea.
Rauhanpalkinnon kuitenkin päättää Norjan suurkäräjät eli  eduskunta.

Usein Merikarhu kohtaa vesillä Eurooppaan pyrkivän uutiskuvista tutun kumiveneen täynnä siirtolaisia.

- Osa tulee avoimilla kumiveneillä, joista näkee suoraan että tämä on tällainen. Osa on purjeveneillä. Se pysäytetään ja tarkastetaan. Mikäli siellä on luvattomia rajanylittäjiä, ne otetaan joko meidän alukseen tai toimitetaan satamaan, jossa kreikkalaiset ovat vastassa.

Suomalaisten kohtaama liikenne suuntautuu Kreikkaan ja Italiaan. Afrikasta suoraan tulevaa liikennettä Merikarhu ei juuri kohtaa, koske sieltä mennään suoraan Italiaan. Tulijoiden määrä on Välimäen arvion mukaan pysynyt melko tasaisena koko kevään, kesän ja alkusyksyn ajan.

- Turkista Italiaan menevät yrittävät käytännössä ohittaa valvonnan. Kreikasta on huonompi päästä eteenpäin Eurooppaan kuin Italiasta. Egeanmerellä se on lähes päivittäistä, Joonianmerellä ja Kreetanmerellä se on vähän vähäisempää. Lähinnä Egeanmerellä ne tulevat siitä huolimatta, että näkevät, että me valvomme siellä.

Laivan komentosillalla työskentelevä Välimäki ei itse juuri tapaa Eurooppaan pyrkiviä siirtolaisia.

- Pääsääntöisesti ihmisillä on hätä päästä Eurooppaan. Ei sitä hirveästi tule ajateltua, että millaisia kohtaloita on, mutta varmasti todella monenlaisia. Kansalaisuuksia on ollut lähemmäs kaksikymmentä ainakin."

Merikarhu siis rahtaa mereltä löytämiään pakolaisia suoraan Kreikkaan, eikö olisi tehokkaampaa jos Merikarhu parkkeeraisi itsensä johonkin Turkin satamaan - laittaisi kyltin esille "Asylum travels"  ja kun laiva on täynnä, käy kippaamassa lastin Kreikkaan ja palaa taas takaisin Turkin satamaan odottamaan uutta asylum täydennystä.
Nyt hukkaantuu aikaa ja löpöä kun pitää ajaa Välimerta ristiin rastiin etsien asylum kansaa.

Ei ihme että EU:n ulkoraja vuotaa kun Rajavartioston Merikarhu-alus on muuttunut matkustaja-alukseksi.

Libyan merivoimat varoittaa takavarikoivansa Välimeren ylittäviä siirtolaisia auttavilta järjestöiltä laivat, jos ne ajavat Libyan aluevesille ilman lupaa.

Libya ilmoitti koventuneesta linjastaan aktivisteja kohtaan sen jälkeen kun merivoimien partio ajautui keskiviikkona kahnaukseen saksalaisaluksen kanssa ja joutui ampumaan varoituslaukauksia ilmaan.

"Tällä kertaa vältyimme tilanteen kärjistymiseltä. Jatkossa aiomme vallata alukset niiltä järjestöiltä, jotka eivät kunnioita itsemääräämisoikeuttamme", laivaston tiedottaja, kenraali Ayub Kacem jyrähti uutistoimisto AFP:n mukaan.

Libyan rannikkovartiosto nousi keskiviikkona saksalaisen Mission Lifeline -järjestön alukseen. Alus oli noukkinut mereltä kyytiin 52 Eurooppaan pyrkivää siirtolaista.

"He vaativat meitä luovuttamaan ihmiset, mutta kieltäydyimme", aktivistiryhmän johtaja Axel Steier sanoi uutistoimisto AFP:lle.

"Se oli todellista merirosvoutta, sillä he nousivat laivaamme ilman lupaa", hän jatkoi.

Kenraali Kacemin mukaan saksalaisalus oli yrittänyt paeta, vaikka rannikkovartioston upseeri oli ollut yhä laivassa.

"Partiomme ampui ilmaan pakottaakseen järjestön laivan pysähtymään", Kacem sanoi.

"Näiden järjestöjen pitää kunnioittaa määräysvaltaamme ja itsemääräämisoikeuttamme. Kärsivällisyytemme on saavuttanut rajansa", hän lisäsi.

Tunisia foils the departure of 555 migrants to Europe in September

The Tunisian navy has arrested more than 550 Tunisian and African migrants trying to sail to Europe in September, nearly three times more than last month, official data showed.

Human traffickers increasingly use Tunisia as a launch pad for migrants heading for Europe as Libya's coast guard, aided by armed groups, has tightened controls.

Tunisia's navy stopped boats with migrants departing from beaches in the south and north of the country, arresting 555 people in September, the data showed. In August only 170 people had been caught trying to depart from Tunisia by boat.

"We succeeded in foiling many attempts, which have increased significantly as the weather improves and smugglers are promoting that journeys coming out of Tunisia are more safe than other destinations," Colonel Major Khelifa Chibani of Tunisia's national guard told Reuters.

He said pregnant women and children had been among the migrants caught while trying to depart by boat.

1,100+ migrants rescued in Mediterranean on Tuesday

Italian and other European vessels rescued more than 1,100 migrants in the Mediterranean Sea on Tuesday, a spokesperson for the International Organisation for Migration has revealed. Flavio Di Giacomo gave the details via Twitter on Wednesday, putting the exact figure at 1,105 migrants.

The Italian government has recently intensified its efforts to curb the migrant flow into Europe after 23,000 reached the shores of Italy in May alone. In June, the figure was 23,500.

Libyan coastguards are helping the Italians in the effort to curb illegal migration. They monitor Libya's territorial waters and fight people smugglers on the mainland.

Due to security concerns, several aid agencies have suspended their rescue operations near the Libyan coast. According to Anadolu, a spokesman for Lifeline, a German NGO, said that Libyan coastguards had fired warning shots to force one of its ships to hand over the migrants that it had rescued.

Two coastguard officers boarded the ship for this purpose, he said, even though the ship was in international waters and Lifeline had refused to hand over the migrants to the Libyans.

Macron sanoi puheessaan, että maanosalla pitää olla rajat ja niiden on oltavat pitävät. Strategia Euroopan rajojen salpaamiseksi on moniulotteinen. Se edellyttää Macronin vaatimaa rajapoliisia, yhteistä tiedustelua, yhteistä turvapaikkapolitiikkaa, laittomien maahanmuuttajien ehdotonta palauttamista, mutta myös armeijaa ja aitoja toimia siellä, mistä ihmisiä Eurooppaan tulee. Täytyy ymmärtää, että Euroopan todellinen raja kulkee Välimeren tuolla puolen.

Macron on jo aiemmin esittänyt pakolaisleirejä esimerkiksi Libyaan. Tämä on keskeinen osa strategiaa. Euroopan on huolehdittava yhtenä toimijana siitä, että Pohjois-Afrikkaan perustetaan pakolaisleirit, tarvittaessa myös Lähi-itään. Niille, jotka todella tarvitsevat apua, voidaan myöntää turvapaikka. Kyvykkäille ja halukkaille työntekijöille pitää luoda myös laillisia maahantuloreittejä.

Pohjois-Afrikan rauhoittaminen ei ole kuitenkaan pelkkä keskusteluasia. Esimerkiksi Libyassa riehuu edelleen sisällissota. Jos Eurooppa haluaa suurten puheiden sijasta olla jossain vaiheessa myös tekijä, se tarvitsee sotilaallista voimaa - ja uskallusta käyttää sitä silloin, kun sille on tarvetta. Pohjois-Afrikka ja Lähi-itä ovat Euroopan takapihoja. On noloa, että Eurooppa tarvitsee aina Yhdysvaltoja pitämään takapihansa kunnossa.

Macron ei turhaan käyttänyt puheessaan sanaa "interventiojoukot" vaatiessaan Euroopalle omaa armeijaa, yhteistä puolustusbudjettia ja yhteistä puolustusdoktriinia. Interventiojoukot viittaa sanana siihen, että yhteisiä joukkoja käytetään siellä, missä niille on tarvetta, myös Euroopan rajojen ulkopuolella.

Euroopalla pitää olla uskallusta käyttää tarvittaessa sotilaallista voimaa myös Pohjois-Afrikassa ja Lähi-idässä tilanteiden rauhoittamiseksi.

Ainakin 8 ihmistä on kuollut ja 20 kadonnut tunisialaisten elintasopakolaisten veneen törmättyä Tunisian laivaston aluksen kanssa aikaisin aamulla tänään. Ilmeisesti olivat Sisiliaan matkalla.

Tunisialaisten "siirtolaisten" määrä on nousussa: pelkästään viime kuussa Italiaan rantautui näitä 1 400, kun viime vuonna ensimmäisten kahdeksan kuukauden aikana määrä oli 1 350.

Up to 30 migrants feared dead after boat collides with naval vessel off coast of Tunisia

At least eight migrants are feared to have drowned and 20 are missing after their boat collided with a Tunisian navy vessel in the Mediterranean.

The collision happened in the early hours of Monday about 30 miles off the coast of Tunisia. The migrant boat is believed to have left the Tunisian port of Sfax and to have been heading towards Sicily.

The military vessel reportedly approached the fishing boat to identify who was on board when the collision happened.

The Tunisian defence ministry has opened an investigation into the accident. The boat was reportedly carrying around 70 migrants, most of them Tunisians.

Around 40 were rescued from the sea, meaning that 20 or more are still unaccounted for. Maltese and Italian coast guard vessels were dispatched to the area.

The number of boats leaving Tunisia has increased recently – around 1,400 Tunisians reached Italy last month, compared with 1,350 in the first eight months of the year.

The resurgence comes as the flow of migrants and refugees from neighbouring Libya has been drastically reduced through alleged deals between trafficking gangs and the UN-recognised government in Tripoli.

It has been alleged that Italy has in effect bought off trafficking militia in the port city of Sabratha in western Libya, persuading them to stop launching boats full of migrants and refugees.

The allegations have been denied by the Italian government as well as by Fayez al-Sarraj, the Libyan premier. There was no "secret deal" with smuggling gangs, he told the French newspaper Le Monde last week.

"There is an accord with Italy to help Libyan municipalities in the north and south develop the economy and create jobs. But there is no accord of the type you are talking about, that is to say supporting an armed group," he said.

Tunisian navy rescues 100 migrants, hours after eight drown

Tunisia's navy rescued almost 100 migrants from a sinking boat off its southeast coast late on Monday, authorities said, hours after eight people being smuggled to Europe drowned in the same stretch of water.

The incidents coincided with the launch of joint patrols by the Tunisian and Italian navies to stem migrant flows and carry out search and rescue operations in the area, the Tunisian Defence Ministry said.

Tunisia's coast has become the launch pad of choice for traffickers transporting migrants from North Africa across the Mediterranean.

Wooden boats packed with migrants, their numbers often swelled by young Tunisians seeking work in Europe, have started landing on secluded Sicilian beaches, often in broad daylight.

Activity via Libya, until recently the busiest country of departure on that route, has declined since July as its coast guard and an armed group in the smuggling hub of Sabratha tightened controls.

The Tunisian Interior Ministry said late on Monday the coast guard pulled 98 Tunisians, including three children, from the sinking vessel near the island of Kerkennah.

Earlier on Monday at least eight people drowned nearby when another boat carrying dozens of migrants collided with a Tunisian navy vessel.

Tunisia has won plaudits from abroad for its transition to democracy since 2011, when an uprising toppled autocrat Zine El-Abidine Ben Ali. But unemployment remains high, especially among the country's youth.

IOM, the UN Migration Agency, reports that 140,538 migrants and refugees entered Europe by sea in 2017 through 8 October, with over 75 per cent arriving in Italy and the remainder divided between Greece, Cyprus and Spain. This compares with 318,207 arrivals across the region through the same period last year.

IOM Rome reported on Monday (9 October) that official figures from the Italian Ministry of the Interior show 107,028 migrants arrived by sea to Italy this year, almost 26 per cent fewer than last year in the same period, when 144,445 migrants arrived by sea.

IOM Rome's Flavio Di Giacomo reported that Sunday a Tunisian military ship collided with a vessel carrying around 70 migrants in the Maltese search and rescue area, 54 km from the island of Kerkennah (governorate of Sfax). According to Italian media, the migrants – all, apparently, Tunisian – left Tunisia from Kerkennah. The collision caused the craft to sink. Maltese authorities coordinated rescue operations carried out by the Italian Coast Guard and Italian Navy, who confirmed 46 survivors with remains of eight persons recovered. By Monday evening the estimate of those missing remained 20.

Di Giacomo provided the following statistics on Tunisian migration by sea to Italy, which appears to be increasing over previous years. He reported 1,637 Tunisians arrived by sea in Italy in 2014, then 880 the following year and 1,200 last year. During the first eight months of 2017, Di Giacomo reported, 1,357 migrants from Tunisia arrived in Italy, or more than all of 2016. In September, at least another 1,400 arrived.

"It's a new trend, but I wouldn't call it a consequence of the recent 'closing' of the Libyan route, because the nationalities are different," Di Giacomo explained.

"In addition to the estimated 1,400 Tunisian migrants registered in September, we should also consider that there have been many cases where migrants arrived in Sicily and succeeded in disappearing before being intercepted by the police. So, the number is higher, but we cannot say how many," he added.

IOM Libya's Christine Petré reported that IOM has continued its emergency response in Sabratah, where in the aftermath of weeks of conflict in the Libyan coastal city of Sabratah, at least 4,000 migrants – many previously held in numerous informal detention centres and camps – have been transferred to a hangar in the city's Dahman area, where IOM is providing emergency assistance.

Sabratah, approximately 80 kilometres west of Tripoli, is one of the main departure points for migrant boats attempting to make the perilous journey across the Mediterranean Sea to Europe.

YK:n ihmisoikeuskomissaarin mukaan satojatuhansia siirtolaisia pahoinpidellään Libyan viranomaisten vastaanottoleireillä.

YK on syyttänyt EU:ta Libyassa olevien siirtolaisten unohtamisesta. YK:n mukaan Euroopan unioni kääntää selkänsä julmuuksille, joita siirtolaiset kohtaavat Libyassa. YK vaatikin toimenpiteitä heidän suojelemiseksi.

– Osa siirtolaisista kuolee janoon, nälkään tai helposti hoidettaviin tauteihin. Osaa kidutetaan tai heidät hakataan kuoliaaksi, kun he työskentelevät orjina. Osa yksinkertaisesti tapetaan, toteaa YK:n ihmisoikeuskomissaari Zeid Ra´ad Al Hussein kannanotossaan, joka julkaistiin myös YK:n internetsivuilla.

Hussein mukaan satojatuhansia siirtolaisia pahoinpidellään Libyan viranomaisten vastaanottoleireillä.

Kymmeniä pakolaisia kiduttanut 22-vuotias somalialainen Osman Matammud tuomittiin tiistaina Italiassa elinkautiseen vankeusrangaistukseen.

Matammudin kammottavien rikosten kohteeksi joutui niin hänen maanmiehiään kuin muiden maidenkin kansalaisia.

Matammud yritti viimeiseen asti kiistää syyllisyytensä ja esittää tavallista turvapaikanhakijaa.

Miehen syyllisyydestä ei jäänyt kuitenkaan epäselvyyttä, sillä hänen uhrinsa antoivat selkeät todistajanlausunnot oikeudessa häntä vastaan.

Kaksi nuorta naista todisti oikeudessa kuinka Matammud oli raiskannut heidät väkivaltaisesti. Heidän lisäkseen 15 muuta uhria todisti Matammudia vastaan ja kertoi kuinka hän oli hakannut ihmisiä hengiltä ja tappanut ihmisiä nälkään.

Matammud kidutti ja murhasi ihmisiä Libyassa Bani Walidin pakolaisleirillä tarkoituksenaan kiristää uhreiltaan rahaa.

Pakolaiset kerääntyvät Bani Walidin kaltaisille leireille, joissa he odottavat saavansa sukulaisiltaan lisää rahaa päästäkseen jatkamaan matkaansa kohti Eurooppaa.

Myös Matammud ujuttautui rikostensa jälkeen Eurooppaan ja tekeytyi turvapaikanhakijaksi. Vain sattuman kaupalla hänet tunnistettiin rikolliseksi milanolaisessa pakolaiskeskuksessa. Matammud pidätettiin syyskuussa 2016.

Italian ulkoministeri Alfano sanoi, että nyt nähty liikenne Välimerellä on vain jäävuoren huippu ja että lopulta voidaan päätyä raamatullisten mittasuhteiden matuvyöryyn.

Ministerin mukaan ihmisoikeuksissa ei voida tehdä kompromisseja. Hän sanoi, että Italian pelastamilla matuilla pelastettiin myös Euroopan kunnia. Ilmeisesti siis täysin sekopäinen mokuttaja.

Italian FM warns of migrant wave of 'Biblical proportions'

Italian foreign minister said Wednesday that migration seen in the Mediterranean ''is only the tip of the iceberg of an exodus that may end up being of Biblical proportions''. Alfano's comments were made during his opening remarks of the conference to present the World Food Programme report 'At the Root of Exodus: food security, conflict and international migration' at the Italian foreign ministry. Alfano noted that, according to the report, in 2015 there were ''some 244 million people who migrated internationally, while the number of those suffering from forced migration - refugees, the displaced and asylum seekers - reached a peak of 65.3 million people''.

The study ''confirms that food insecurity is a decisive factor in migration'', he added, stressing that ''the report is a call to the international community to do a great deal more to solve the problem at its roots''. The minister said that ''no compromises can be made on human rights. Italy has saved hundreds of thousands of human lives and, in so doing, it saved Europe's honor, as recognized by European Commission president Jean Claude Juncker.'' ''In saving migrants, Italy has shown that between rigor and humanity, between rules and solidarity, between security and human rights, there is no competition,'' Alfano said. ''We cannot allow the EU to turn its face away, enabling another human tragedy on land instead of at sea. A tragedy of refugees and the displaced, who suffer both hunger and often unspeakable violence''.

This is why, he said, ''there are two key points that we need to discuss: solidarity and responsibility, which are also as the basis of the Italian approach''. The recommendations within the report, Alfano said, ''contain elements of the Italian way: the stress put in equal measure on humanitarian assistance and protection of human rights of the most vulnerable people.'' He concluded by saying that ''the time has come for the European Union to invest without fear in Africa so that returns be achieved in terms of growth and economic development in both directions''. ''By recognizing that Europe and Africa are on a shared path of growth and development,'' he added, ''we will understand that through investing in Africa we will solve European problems.

Rescue ship brings 606 migrants to Italy

A rescue ship has docked in Sicily with 606 migrants picked up in less than two days off the Libyan coast.

They are from about 20 countries in Africa and the Middle East. Aid group SOS Méditerranée says they include 241 children and 11 pregnant women.

Many of the women from sub-Saharan Africa said they had suffered sexual abuse. Some of the migrants are malnourished, the group reports.

Fifty had fled to Libya from war-torn Syria. But violence also plagues Libya.

The flow of irregular migrants to southern Europe via the Mediterranean is well below the 2016 level. But Italy is struggling to cope, as most migrants now take the perilous central Mediterranean route from Libya.

The Syrians taken aboard the Aquarius rescue ship include entire families and two women in the ninth month of pregnancy.

The ship is now in Palermo, where the migrants face a long screening process, to determine who among them can legitimately claim asylum.

The migrants' countries of origin include Egypt, Sudan, Eritrea, Mali, Ivory Coast, Guinea Bissau, Nigeria, Ghana, The Gambia and Yemen.

Kumivene toisensa perään, yli 1.200 Libyasta lähtenyttä maahanmuuttajaa on pelastettu 48 tunnissa, 600 saapuu huomenna Palermoon Sos Méditerranéen humanitaarisella Aquarius-laivalla - alaikäisten laiva, koska mukana on 240 alle 18-vuotiasta. Kuumeisten pelastustoimien täyttämät päivät ja yöt ovat taas palanneet takaisin Välimerelle sen jälkeen kun ihmissalakuljettajien ja hallituksen miliisin valvonnassa olleista leireistä vapautuneet noin 6.000 maahanmuuttajaa aiheuttivat lähtörynnäkön, jossa jokainen kynnelle kykenevä kapusi mihin tahansa veneeseen.

"Aquariusta on pyydetty osallistumaan 7 operaatioon 36 tunnin sisällä: 5 pelastus- ja 2 siirtotointa, ensin Tripolin itäpuolella, sitten länsipuolella, ja sitten taas itäpuolella", kerrotaan alukselta. "Pelastustiimien ammattitaidon ja suosiollisen sään takia pelastustoimet sujuivat ongelmitta. Kaikki suuressa hädässä kehnoissa veneissä aavalla merellä löydetyt henkilöt ovat nyt turvassa Aquariuksen kannella", kertoi Sos Méditerranéen Sar (Search and Rescue) -koordinaattori Madeleine Habib.

Kaikki pelastusoperaatiot ja henkilösiirrot ovat Italian rannikkovartioston Roomasta käsin koordinoimia. Operaatioiden päätyttyä Aquariuksella on kyydissään 606 henkilöä, jotka ovat nyt matkalla kohti pohjoista ja saapuvat huomenna aamulla Palermoon, "turvalliseen satamaan".

Lasten lukumäärä on hyvin suuri. Yksi haaksirikkoinen kolmesta on alaikäinen. Lukuisat subsaharalaisnaiset kertoivat joutuneensa toistuvan seksuaalisen väkivallan uhreiksi ja olleensa vankeina useiden kuukausien ajan.

Tiistaina ja keskiviikkona pelastetut haaksirikkoiset ovat lähtöisin 15 [sic] eri maasta: Syyria, Egypti, Norsunluurannikko, Guinea Bissau, Sudan, Marokko, Somalia, Eritrea, Senegal, Kamerun, Nigeria, Liberia, Etiopia, Algeria, Ghana, Benin, Gambia ja Jemen.

Useat perheet ovat lähteneet Syyriasta. Heidän kertomuksensa ovat dramaattisia. "Pakenimme Syyriasta ja tulimme Libyaan vuonna 2012. Tein töitä Syyriassa rakennusalalla ja jatkoin samaa Libyassa. Nykyisin Libyassa ei ole kuitenkaan mahdollista päästä sairaalaan ja saada palveluja, enää ei ole taloutta, ei ole enää rahaa, eikä töitä. Kaikki pyörii nykyään huijausten ja ihmissalakuljetuksen ympärillä: Kansalaisuutesi mukaan sinulta tullaan pyytämään tiettyä rahasummaa", kertoi eräs noin 60-vuotias syyrialainen. "Kun he havaitsevat syyrialaisen Libyassa, niin he sanovat anna minulle rahat. Minulta on varastettu autoni. Täällä ei ole enää mahdollista asua. Sama tilanne on kaikilla ulkomaalaisilla, jos he eivät ole libyalaisia, niin he eivät ole mitään. Minulla ei ollut vaihtoehtoja: Passini oli mennyt vanhaksi, oli vain meri tai kuolema", jatkoi todistajalausuntoaan syyrialainen, joka haluaa pyytää turvapaikkaa Saksasta, jossa osa hänen perheestään asuu.

"Olemme yrittäneet meren ylitystä kolme kertaa. Ensimmäisellä kerralla vene melkein upposi, toisella kerralla sää oli liian huono ja kalastajat neuvoivat meitä palaamaan takaisin rannalle, sillä muuten olisimme hukkuneet merellä, tämä on kolmas kerta. Ihmissalakuljettajat antoivat meille kompassin ja he sanoivat: Jos menette tuohon suuntaan, niin päädytte Maltalle. Jos menette tuohon suuntaan päädytte Venetsiaan. Jos menette tähän suuntaan niin päädytte Andalusiaan". Näin kertoi syyrialainen merihätään joutunut, joka vahvisti veneen lähteneen merelle Garabulista, Tripolin itäpuolelta.

Sos Méditerranée puheenjohtaja Valeria Calandra uudisti vetoomuksensa Euroopan hallituksille, jotta Välimerelle saataisiin riittävä määrä pelastusaluksia. "Aquariuksen viime tuntien aikana laajalla merialueella tekemät useat pelastusoperaatiot osoittavat, että keskisen Välimeren humanitaarinen kriisi jatkuu tai jopa pahenee", sanoi Calandra. "Miehet, naiset ja erityisesti niin monet lapset pakenevat Libyan kaaosta, turvattomuuden ilmapiiriä ja yleistä väkivaltaa. Turvallisen vaihtoehdon puuttuessa heillä ei ole muuta vaihtoehtoa, kuin yrittää päästä maailman tappavimman merikaistaleen yli.

New trend of migrant 'yachts' heading to Italy, says Europol

The EU's police agency Europol says a new trend is emerging of people smuggling migrants on sailing yachts from Turkey to Italy.

Europol has logged over 160 trips by this route, noting that migrants are paying up to €6,000 per head. Children are usually charged half price. Such prices may vary by nationality, by the type of boat, and by the number of people transported at the same time.

In an email sent on Friday (13 October), the Hague-based agency told EUobserver that the trend emerged following the closure of the Western Balkan route in the spring of 2016.

The vast majority take off from the southern coast of Turkey before landing in Apulia, Calabria, or the Syracuse province of Sicily.

"We are dealing with transnational organised crime groups who are located in Turkey," it said.

The skippers are recruited mainly from Ukraine. Others come from Belarus, Georgia, and Russia. A few others come from Azerbaijan, Syria and Turkey.

The migrants taking this route are mainly from Afghanistan, Iran, Iraq, Pakistan, and Syria.

The agency also noted the re-emergence of an alternative route across the Black Sea from Turkey to Romania and an increase in arrivals from the western Mediterranean to Spain.

Smugglers are also employing more life-threatening methods of concealment for those that reach mainland Europe. Some hide in a vehicle's engine compartment as they approach a land border.

Europol chief Rob Wainright, in a statement, said migrant smuggling "has become a big and dangerous business in Europe."

845 Tunisians arrive on Lampedusa in 4 days

Over 845 Tunisian migrants including 93 minors arrived in the migrant reception centre on Lampedusa from October 10-14, the Tunisian secretary of state of immigration and Tunisians abroad, Adel Jarboui, has said.

"The centre currently hosts 751 Tunisians, 733 men and 18 women", he added. Jarboui also said a delegation would be visiting Italy next week to look into the situation and provide the migrants with the necessary support.

The visit "will also be an opportunity to identify, together with the Italian authorities, possible resources for combating illegal migration," he continued. Separately, Jarboui said investigations continue into the recent ramming of a migrant boat by a Tunisian navy vessel off the coast of Tunisia in which 45 people are known to have died.

"The families of the victims and of the people who are still missing following this tragedy will receive psychological and social support," he said.

As of September 30 the Tunisian coast guard had arrested 1,468 people since the start of the year for attempted irregular immigration, compared to 938 over the same period in 2016. 13% of the people arrested were aged between 15 and 20, 66% between 20 and 30 and 18% between 40 and 60. 5% of the migrants were women compared to 1% last year.

"The government will make efforts to encourage young people to keep away from trafficking networks that try to spread false news," Jarboui said. The new wave of migration is partly due to false information circulating on Facebook claiming the Italian authorities have decided to regularise the migrants' situation, he explained.

Socio-economic factors such as low spending power and the lack of family, cultural and institutional support for young people are also responsible. The secretary of state spoke out against the lack of a communication strategy that could make young people aware of the risks of irregular migration, which costs an estimated 2,000-7,500 dinars depending on the boat taken.

Italy: 54% of refugees have mental health problems

    It is easy to brand them aggressive and hostile, easy to accuse them of ingratitude towards those who are welcoming them. It is more difficult to investigate the motives for such behaviour, overcome the temptation to generalise and solve the problem by classifying it among the inevitable distresses of the refugee invasion. They are fleeing wars, famine, persecution and the traumas they carry within them have a shaping influence on their behaviour. The volunteers of the association "Street Psychologists" know something about this. They volunteered to investigate psychological disorders among asylum seekers. And the results are such as to ring alarm bells: because it emerges that more than half (54%) of the sample of refugees considered show clear symptoms of Post-traumatic stress disorder (Ptsd). The investigation was conducted with the collaboration of Veneto Services Centre in Padova by the psychologist-journalist Cristiano Draghi and the criminologist-psychologist Laura Baccaro (president of "Street Psychologists").

    "The scope of this investigation was such as to allow us to understand the problem and find appropriate ways of dealing with it to share with the actors involved in receiving asylum seekers but even more the political and scientific communities. We investigated the existential injuries of these people, finding that most of them have symptoms of an extremely serious disorder that inevitably becomes fertile terrain for aggressive behaviour and that has an effect on the refusal of integration and in the most serious cases is a genuine social danger. These are symptoms which, if disregarded, could lead to psychotic episodes and serious maladjustment. This is data that cannot be underestimated and it suggests the need to confront it."
