More than 500,000 Somali refugees living in Kenya are to be returned to their home country after the UN refugee agency signed a tripartite agreement with the two governments.

Under the agreement, the Somalis will be repatriated voluntarily over the next three years.

The Somalis have sought refuge in Kenya from war and poverty.

Two of the camps they live in, Dadaab and Kakuma, are now so large they are more like towns, correspondents say.

There is also a suburb of Nairobi - Eastleigh - that is known as "mini Somalia" because so many Somalis live there.
'Committed'

The refugees fled Somalia after the collapse of the central government in 1991.

Many of them were born in camps and have never set foot inside their home country.

The two governments and the UN hope to introduce a reintegration programme to help the refugees start new lives in Somalia and take part in the reconstruction of the country.

Somalia's Deputy Prime Minister Fowsia Yusuf Adam said her country was preparing for the safe return of its refugees.

"Terrorism is still a major threat to our region. The federal republic of Somalia is committed to creating conditions that will allow for the safe and dignified voluntary repatriation of the Somali refugees in Kenya and other neighbouring countries."

The United Nations refugee agency (UNHCR) representative to Kenya, Raouf Mazou, said the agreement was a "call to the rest of the international community to commit more vigorously for viable and sustainable solutions for the victims of a conflict that has lasted for way too long".

The BBC World Service's Africa editor, Richard Hamilton, says the main problem with the agreement is that most of the refugees know that Somalia is still not safe and probably would not want to return.

Our correspondent says that, while Kenya has been praised for offering help to a neighbour in need, the country is becoming disgruntled with having to bear the burden of the refugee population.

Kenya's Deputy President William Ruto says refugees have become a shield for those who pose a security threat to Kenya.

Kenya has been concerned about further threats of terrorism following the attack by suspected Somali militants on the Westgate shopping mall in Nairobi in September.

The Somali Islamist al-Shabab group - which is linked to al-Qaeda - said it was behind the attack.

It said it was taking revenge after Kenya sent troops into Somalia to help the UN-backed government seize territory from militants.

It sounds eminently reasonable that people who have been living as exiles in a vast, dusty, tented city in a foreign country should be reintegrated to their homeland, as long as it safe to do so.

But there's one problem: Somalia is still not safe. Most of the refugees know that and probably would not want to return. They also think that the Somali government could not provide them with the food, healthcare and education they currently receive in the refugee camps.

Although the Kenyan government and the UNHCR have signed up to the agreement they are not acting entirely altruistically. Since the attack on the Westgate shopping centre in Nairobi in September, the Kenyan government fears that the Somali community poses an even greater security threat and is shielding potential perpetrators of similar atrocities. BBC pätkässä jopa 20v Keniassa asuneet somalit valittaa ettei halua palata Somaliaan koska siellä asiat paljon huonommin kuin heidän lähtiessään pakoon sieltä.

Omat kommentit: Kyllähän se naapurimaitten pitäisi kantaa vastuu pakolaisvirroista, jos Virossa olisi ollut sota niin luonnollisesti Suomen pitää vastaanottaa virolaisia pakolaisia. Nyt Kenia on karkoittamassa monia Keniassa pitkään asuneita anarkistiseen Somaliaan missä monet saattaa kuolla tämän seurauksena. Ymmärrän toki että kyseessä on "kirottu maanosa" Afrikka ja siellä on sodat ym. nälkäkuolemat on arkipäivää eikä Kenia halua yksinkertaisesti ongelmia omalle maalleen lisää, kun Keniassakin köyhyys on niin yleistä. Eikä Somalissa tuo kriisi koskaan tule loppumaan vaan niitä virtaisi kohti Keniaa loputtomasti jos vastatoimia ei tehdä. Myös Kenia saattaa pelätä somali-islamisteja eikä halua heitä omalle maaperälleen. Tämä nykyinen karkoitus toki tulee lisäämään jännitteitä Somalian ja Kenian välillä, uskoisin.

En voi edes kuvitella sitä sovittelun määrää, mitä tarvitaan puolen miljoonan ihmisen palatessa kotiinsa missä monet heistä eivät koskaan ole olleetkaan, mutta yhteisöllisiltä somaleilta voidaan tämäkin oppia, ja kerrankin niin ettei siitä tarvitse maksaa.

Vastuuttomat lapset pakoitetaan toisten vastuuttomien lapsien toimesta ottamaan edes hieman vastuuta jostain.

Tulemmeko näkemään €uroopassa, missä kaikkeen on varaa, mielenosoituksia kotiin palauttamattomuuden puolesta ?

Kun demarit, vasemmistoliitto ja vihreät kuulevat tästä, he lähtevät anomaan kenialaisilta lupaa lennättää nuo puoli miljoonaa huippuosaajaa Suomeen. Mikään ei ole liian absurdia tällä yhdistelmällä tapahtuvaksi.

Meille on kerrottu korkeasti koulutetuista koneinsinööreistä, lääkäreistä (jotka siivoavat), lentokapteeneista ym. On se ihme, jos eivät saa toimivaa yhteiskuntaa aikaiseksi kotimaassaan. Siellä ei rasismikaan jarruta.

Johtopäätökseksi jää että itsensä elättäminen ei ole vaihtoehto herrakansalle. Aina pitää jonkun muun olla tarjoamassa ylöspito.

Minustakin Somalia kuuluu somalialaisille eikä kenelekään muulle. Somalialaisten paluuta Somaliaan pitää tervehtiä ilolla ja riemulla sekä heittää tunnetilan ilmentymäksi puolivoltti taaksepäin. Etenkin jos Ali Zakarie, tuo rippikouluikäiselle seksuaalirikosuhrille julkisesti ilkkuva mulqvisti, palaisi isiensä maaahan.

Kenyan parliamentarians are threatening to close Dadaab, the world's largest refugee camp, which is home to about half a million Somalis forced to flee to Kenya because of a war at home with insurgents under the Islamist Al-Shabab.

The closure threats follow the siege and massacre at a Nairobi shopping mall by the Somali Islamists who took their war against a western-backed government in the Somali capital of Mogadishu into Kenya. Foreign fighters including Kenyans and Ethiopians have been defending the Somali government since 2011 although the "government" controls only a very small part of the country.

Taking responsibility for the attack, Al-Shabab Islamists said it was in retaliation for Kenya's military involvement in Somalia.

Kenyan President Uhuru Kenyatta responded: "If their desire is for Kenya to pull out from Somalia, my friends all they need to do is what they should have done 20 years ago, which is to put their house in order and Kenya will come back to Kenya."

But not all Kenyans agree that "staying the course" is good for the country.

In a sidewalk debate captured by CNN, businessman John Mutua said: "We need to get them out," referring to the Kenyan soldiers. "They'll keep killing us, and we'll continue killing them --- it will never end. We should all stop fighting, start afresh."

Bank teller John Kamau, 28, disagreed. "That's nonsense, it's not that easy," he said. "We're already in too deep. We will be considered cowards if we get out. They (Al-Shabaab) started it by killing and kidnapping people in our own land."

Over the weekend, a Kenyan official suggested that the Dadaab refugees were the obstacle to peace. The refugee camp, located in northern Kenya, was a "breeding ground for terrorists," he alleged.

But the prospect of closing the camp has alarmed Human Rights Watch who warn it would inflame further instability in Somalia.

"Forcing them back to a country still wracked by widespread violence and insecurity would not only breach Kenya's obligations under international law, but could inflame further instability in Somalia," HRW Senior Researcher Gerry Simpson said this week in a statement.

For now, Kenyans who began picking up the pieces at the devastated Westgate Mall, are reporting jewelry cases smashed, mobile phones ripped from displays, cash registers emptied and alcohol stocks plundered.

No one can say for sure who is responsible, but Kenya's poorly paid security forces are strongly suspected.
