Kesäkuussa 2018 meritaksi Aquarius poimi kyytiin Libyan vesiltä 629 asiakasta, joita Italia ei halunnut vaivoikseen. Apuun riensi Espanja sallimalla purkaa lastin Valenciaan. Vaan kuinkas sitten kävikään...

Ranska otti päältä 80 sudanilaista. Espanjasta turvapaikkaa haki 376 tapausta. Viranomaiset ovat tehneet työtään nyt pian kaksi vuotta, ja käsitellyksi on saatu 62 tapausta: neljälle on myönnetty pakolaisstatus. Hylsyjä on jaettu 50 ja loput ovat rauenneet.

Spain is denying asylum to practically all those rescued by the Aquarius, the ship that docked in the port of Valencia in June 2018. After the media reception of the 629 migrants that Italy refused to disembark, finally 376 of them formalized their request of asylum in Spain. Almost two years later, only 62 cases have been analyzed and only four have obtained protection as refugees, according to data obtained through the Transparency Portal. Fifty applications have been rejected and eight filed.

Tässä on jälleen kerran pakko kysyä onko mitään järkeä ottaa vastaan näitä turvapaikkahakemuksia.

Heti kättelyssä puolet porukasta häipyy omille teilleen. Heille riittää että pääsee Euroopan kamaralle sillä varjolla että jokaisella pitää olla oikeus hönkäistä taikasana asylum. Ehkä heistä jotkut aikanaan ilmestyvät Hölmölään Migrin vastaanottotiskille jossa mahdollisuudet ovat suotuisat ja palkinnot ruhtinaalliset.

Jäljelle jääneet sitten turvapaikkaprosessissa kertovat kurpitsavankkuritarinoitaan joita virkamiehet kirjaavat tietojärjestelmiinsä. Jos ei nätsää laakista, niin valitusrumba oikeusasteisiin tai maan alle ja rikollisen tuottoisaan uraputkeen.

Asyylijärjestelmä tulisi pikimmin lakkauttaa koska se on a) tehoton ja kallis b) mielivaltainen – hyväksymisprosentit vaihtelevat suuresti maittain c) sen varjolla länsimaihin keplottelee porukkaa jota ei missään nimessä tulisi tänne päästää.

Se valtio (tai jopa esim. Espanjan itsehallinnollinen alue), joka päästää näitä satamiinsa, pitäisi muiden Euroopan maiden pakottaa itse käsittelemään turvapaikkahakemukset ja vastaamaan palautuksista. Ei pitäisi olla hyväksyttävää, että huomattava osa pelastetuista ei sitten edes hae Espanjasta turvapaikkaa, joten eivät edes ole turvapaikanhakijoita, kuten uutisissa kirjoitettiin. Ja koska kielteisen saaneiden palautukset eivät onnistu, Espanjalla on kiusaus antaa kielteisen saaneiden lähteä koettamaan onneaan muualla Schengen-alueella.

Ehkä heistä jotkut aikanaan ilmestyvät Hölmölään

Pitäisin käytännössä varmana, että vähintään kymmenet tuon lastin tulijoista ovat jo Pohjoismaissa, Beneluxissa, Saksassa, tai mikä onkaan heidän haluamansa määränpää.

Malta­n Vallettassa on tänään luettu syytteet El Hiblu 1 tankkerin kaappauksesta kolmelle afrikkalaisnuorukaiselle, jotka ilmoittavat olevansa 15, 16 ja 19 v. Laivakaappaus on Maltan lakien mukaan terrorismirikos ja josta saa 7 vuotta – elinkautisen vankeutta.

Melkolailla vuosi takaperin Välimerestä turkkilaiseen kauppalaivaan 'pelastetut' kaappasivat kyseisen aluksen pakottaen sen Libyan sijaan Maltalle. Kolmelle 108:sta luettiin syytteet, ja juttu on edelleen avoin maltalaisessa tuomioistuimessa, joskin syytetyt vapaalla jalalla takuita vastaan.

Nyt joukko järjestöjä joiden päämääränä on Euroopan hukuttaminen kehitysmaalaisten tulvaan on äitynyt vaatimaan kaappareiden vapauttamista:

New EU navy operation to keep migrant details secret

The EU's new 'Irini' naval operation, off the Libyan coast, will not disclose how member states decide where to send any migrants rescued at sea.

This issue had previously rankled with Austria and Hungary who had threatened to derail Irini, an operation whose primary objective is to enforce the United Nation's arms embargo against Libya.

An EU foreign affairs spokesperson said special confidential arrangements have instead been made on where to disembark people, should Irini have to rescue them at sea.

"The operational plan is a confidential document, it is a classified document, so I am not at liberty to go into details on this," he told reporters in Brussels on Wednesday (1 April), when pressed on rescues.

International law requires vessels to rescue anyone in distress at sea.

But such maritime rescues are also politically toxic in the EU.

Irini's predecessor Sophia also had a wider mandate to halt traffickers and smugglers but was stripped of all its naval assets following objections to sea rescues from Italy's then hard-right deputy prime minister Matteo Salvini.

Aside from attempting to control a UN arms embargo at sea, Irini has also been mandated to continue training the Libyan Coast Guard, under the guise of improving human rights and sea rescues.

However, most people rescued by the Libyan Coast Guard are sent to any number of notorious detention centres peppered throughout a country in the grips of civil war.

And although Irini was officially launched earlier this week, the mission is still only a reality on paper.

"Member states have indeed already made some pledges and contributions in terms of ships and arial assets and this work continues, so it is an ongoing-process," said the spokesperson.

No clear date has been given for when boats will be put in water.

Leirit ovat hyvää kehitysmaiden lomakylätasoa. Sopan jakokin on ilmaista ja aurinko paistaa. Jos leireillä on jotakin ongelmia, niin ne johtuvat asukeista itsestään, jotka tappelevat keskenään, valittavat ruuasta ja polttavat fasiliteetteja päästäkseen Eurooppaan. Saisivat pikkuhiljaa nämä median toimittelijat lopettaa tuon jatkuvan disinformaation levittämisen. Valehtelu näyttää niissä kuvioissa olevan maan tapa. Meritaksi Alan Kurdi palasi huoltotauon jälkeen pelimestoille, ja saikin hetimiten keikan välityspalvelu Alarm Phonen kautta. Maanantaina aamulla poimittiin Libyan rannikon edustalta 68 paremman elämän toivossa Eurooppaan yrittävää. Tässä yhteydessä libyalainen muskelivene kävi hätyyttelemässä ampumalla ilmaan.

Myöhemmin samana päivänä saatiin kyytiin vielä 82 asiakasta niin että matkassa on yhteensä 150 onnenonkijaa. Öljynporauslauttoja huoltava Asso Ventinove jätti asiakkaat suosiolla Alan Kurdin hoteisiin.

Niin Malta kuin Italiakin kieltäytyivät kohteliaasti avaamasta satamiaan edes siinä tapauksessa että tulijoille olisi tiedossa sijoituspaikka kolmanteen maahan. Alan Kurdia operoiva järjestö Sea-Eye pyrkii painostamaan Saksaa ottamaan porukan hoteisiinsa, mutta edes siellä ei virallista intoa tunnu löytyvän. Päinvastoin sisäministeri vetoaa meritaksijärjestöihin lopettamaan toimintansa toistaiseksi.

After the removal of the ALAN KURDI from the Federal Foreign Office, Italian and Maltese ministries had made it clear to the Federal Foreign Office with a verbal note that disembarkation of rescued people would not be approved even if the distribution of the rescued had been regulated. The two coastal states gave the reason for the health emergency in their own country. While the second rescue was starting, the Federal Ministry of the Interior contacted Sea-Eye and other rescue organizations with the following request:

Italy declares own ports 'unsafe' to stop migrants arriving

The Italian government has declared its seaports "unsafe" due to the coronavirus pandemic, and will not authorise the landing of migrant rescue boats until the end of the emergency.

In a decree issued late on Tuesday, the government wrote that "for the entire duration of the health emergency, due to the outbreak of coronavirus, Italian ports cannot be classified as 'safe places' for the landing of people rescued from boats flying a foreign flag".

The measure – the first of its kind in Italian history – appeared designed to prevent rescue boats from disembarking migrants in the upcoming weeks, as departures from Libya have increased in the last days with the arrival of good weather.

The decree, signed by interior minister Luciana Lamorgese, health minister Roberto Speranza and infrastructure minister Paola De Micheli, also suggests that rescued migrants might include people who have contracted Covid-19.

Lampedusa: First migrant landing in three weeks

34 migrants disembarked at the port of Lampedusa on Monday afternoon. Among them were 11 women, two of them pregnant. Before that, the island hadn't seen any migrant arrivals in three weeks. The migrants were transferred to the island's hotspot and will be placed under quarantine.

Thirty-four migrants, likely of Tunisian origin, arrived at the port of the Lampedusa aboard a small boat on Monday afternoon. It was the first registered landing on the Italian island in three weeks.

Quarantine and health monitoring

The local authorities immediately took the migrants to the local hotspot, where they will be quarantined. The mayor said that these measures were taken to ensure that no on was infected with the novel coronavirus.

Prior to this arrival, the last arrival of migrants on the Sicilian island had been on March 14, when 43 foreigners reached the coast. Dozens of migrants had also arrived in the days leading up to March 14, but after that date, arrivals to the island ceased.

Kadonneen veneen kyydissä on arviolta 85 ihmistä.

Kymmenien siirtolaisten pelätään olevan kateissa Välimerellä. Euroopan raja- ja merivartiovirasto Frontex kertoi sunnuntaina etsivänsä kumivenettä, jonka havaittiin perjantaina suuntaavan Libyasta kohti Italiaa.

Veneitä havaittiin yhteensä neljä. Niistä kolmen sijainti on tiedossa.

Saksalaisten tarkkailujärjestöjen mukaan neljän veneen havaittiin viikonlopun aikana olevan ahdingossa Maltan edustalla. Kadonneen veneen kyydissä olisi Sea-Watch-järjestön mukaan arviolta 85 ihmistä.

Frontexin mukaan neljästä veneestä yksi olisi päässyt Italiaan ja kahden tiedettiin olevan yhä merellä.

–Frontexin kone nousee jälleen maanantaiaamuna ilmaan etsimään neljättä venettä, viraston tiedottaja sanoi uutistoimisto AFP:lle.

Italy to move 'Alan Kurdi' migrants to another ship

Italy will transfer migrants from crowded rescue ship "Alan Kurdi" to another vessel where they would be kept in quarantine over coronavirus concerns, officials said. The privately owned ship has been stranded for days.

The migrants aboard the privately-owned German ship "Alan Kurdi" will be removed from the rescue boat, Italy's transport ministry announced on Sunday, following days of indecision which put Rome under international pressure.

Instead of letting the refugees disembark on Italian soil, however, the authorities will transfer them to another ship, where they would be screened by Italian health officials and the Red Cross employees. The migrants would then be kept in quarantine on the other vessel.

The operation should commence "in the coming hours," with the Italian Coast Guard providing support off Sicily's coast, the ministry said. They did not specify for how long the quarantine would last.

"Alan Kurdi" picked up 150 migrants this Monday from wooden boats off the Libyan coast, with one of the rescuees taken off board and taken to Lampedusa over a medical emergency. However, authorities in Malta and Italy refused port to the overcrowded vessel, citing coronavirus concerns.

At the moment it seems very difficult to understand where to send migrants, given that the local hotspot was closed after the first case of positivity found in recent days

100 migrants landed on this Easter day in Pozzallo , in the Ragusa area.

This is yet another autonomous landing in Sicily in recent days, which has further alarmed citizens and authorities.

The calm sea is favoring a resumption of migratory flows, with numbers that, although still modest, in any case cannot fail to worry in relation to the current coronavirus emergency. In fact, even a single landing risks placing serious difficulties, in terms of logistics and security, law enforcement and rescuers.

The migrants would have arrived autonomously in Pozzallo, even if some local sources have not excluded the presence of a mother ship from which the boat with 100 people on board then broke away. Initially the news had spread that there were about forty migrants, in reality then it was confirmed that at least 100 people were present in the small naval vessel.

No one has been landed at the moment. This is because just in Pozzallo in the last few days the first case of migrant found positive at Covid-19 occurred . It was an Egyptian who arrived in Lampedusa in the previous days and, later, brought to the Ragusan town hotspost.

Following this episode, the structure was closed and therefore it is currently unknown where to transfer the hundred newly arrived. A situation that is creating many headaches, also because going to find suitable structures in Sicily appears very difficult since all must be able to maintain social distancing.

Watch: 'We've prioritized national health,' – Abela says on unsafe ports decision

Partit Laburista leader Robert Abela reiterated that national health has been "prioritized" when the government declared that Malta's ports were unsafe and that the country could not guarantee rescue of boats carrying asylum seekers.

Abela was speaking during an interview on the party radio station where he spoke about migration and the need to abide by the instructions given by the health authorities.

Speaking about asylum seekers and refugees on unseaworthy vessels at sea, Abela said that the government had already stopped unnecessary travel between Malta and Gozo. He added that even the airport was closed and that Maltese could not come and go as they pleased.

He reiterated that the government's decision not to ensure rescue was due to scarce resources and that the country could not afford to have the military sent off to rescue individuals at sea.

Over 250 people on four different boats remain adrift at sea, with two boats currently drifting in the Maltese search and rescue region. Migrant NGO Alarm Phone said that it had lost contact with one of the boats in the Maltese SAR. On Saturday, a mother who is currently at sea with another 46 individuals including her child has begged the authorities to at least save her child from drowning. Italy closed off its ports earlier while Libya has also declared that those who leave the country by sea will not be able to return back. It is unclear what the fate of those at sea would be.

Non-governmental organisations have lambasted the decision reminding the government that Malta has international obligations and has to uphold human rights even during a pandemic.

Spanish NGO rescue vessel locates first migrant boat, as pregnant mother calls for help

Migrant support NGO Alarm Phone releases recording of phone call from pregnant mother with seven-year-old child with no food and water on a boat drifting in the Mediterranean

A boat adrift with 47 people on board has been located by a Spanish NGO rescue vessel in Malta's search and rescue zone.

The rescue vessel, Aita Mari, operated by Spanish NGO SMH, was on its way to Spain from Syracuse in Sicily when it was diverted to help in the rescue of the migrant boat.

According to migrant support NGO Alarm Phone, the ship "does not have sufficient medical equipment and capacity to treat the people" and require further support.

The boat is one of two that is stranded at sea after both Malta and Italy refused rescue and shut their ports for migrant arrivals amid the COVID-19 crisis.

The whereabouts of a third boat reported over the weekend remain unknown and the EU border agency Frontex has launched a search for it.

On Saturday, 11 April at 09:20 CEST, Alarm Phone finally reached the Libyan authorities on the phone, who stated: "The Libyan Coastguard now only does coordination work because of COVID-19, we can't do any rescue action, but we are in contact with Italy and Malta."

Alarm Phone kept in contact with the boat in distress. Several updated GPS positions were immediately shared with authorities. Nonetheless, the informed authorities refused to engage in, or coordinate, a rescue operation for the approximately 55 people in distress.

On Sunday, 12 April at 12:45 CEST, Alarm Phone received the position N34° 29.947′ E013° 37.803′ from the boat in distress, clearly showing it in Maltese SAR. At 14:05 CEST the people call again, asking desperately for help. After that, the contact to the people could not be re-established.

On Monday evening, 13 April, after contact with the boat had been lost for about 36 hours, and due to the increasing pressure from several actors (see distress case eventually rescued by Aita Mari), both the Italian and Maltese authorities organised air surveillance missions and finally the boat in distress was spotted again in the Maltese Search and Rescue zone at 23:45 CEST in position 35°01'N 013°06'E.

On Tuesday, 14 April, 00:21 CEST, Malta sent out a NAVTEX to all boats: "All ships transiting in the area to keep sharp lookout and assist if necessary." The GPS position matched an estimated drifting pattern of the boat in distress with ~55 people on board. The NAVTEX, however, also stated (though in a misspelled way) that Malta would not be able to provide a place of safety.

Shortly after, the by-passing cargo ship IVAN stopped one mile away from the boat in distress, and Malta ordered them to stay at the scene and monitor the boat in distress until rescue would arrive. Due to high waves and the general adverse conditions at sea (at night and given the composition of the ship), IVAN was unable to rescue the people in distress, and also not ordered by Malta to do so . An air asset of the Armed Forces of Malta was on scene during the duration of the operation, giving orders to the IVAN and the arriving two boats.

According to testimonies gathered from the survivors, three people on the boat in distress jumped into the water to reach IVAN, and drowned. Four other people threw themselves into the sea out of desperation. In the words of a survivor: "We shouted for help and made signs. Three people tried to swim to this big boat as it started moving away. They drowned. We made signs to the aircraft with the phones and we held the baby up to show we were in distress. The aircraft saw us for sure, because it flashed us with a red light. Shortly after another boat came out of nowhere and picked us up".

Around 05:00 CEST, a fishing vessel, and a second, yet unidentified vessel, arrived on scene and took the survivors on board, under coordination by the Armed Forces of Malta. The IVAN was ordered to leave the scene.

On Tuesday evening, the Maltese authorities told Alarm Phone that there were no more open SAR cases in the area, without providing information on the fate of this boat in distress. Italian authorities seemed to be unaware of the secret push-back, as they organised several air surveillance missions on Tuesday evening, without results.

On Wednesday morning, 15 April, Alarm Phone received the information that 56 people had been returned to Libya on board of the fishing boat. Among them, the bodies of 5 people who died during the journey due to dehydration and hunger. 7 people are missing. According to the survivors, the crew of the fishing vessel let them believe that they would be brought to safety in Europe. Instead, they were pushed back to Libya.

Avustusjärjestöjen pitkässä jeremiadissa annetaan huutia niin Italian kuin Maltan meripelastuskeskuksille mutta syylliseksi viimekädessä löydetään tietenkin Eurooppa ja sen rajapolitiikka. Viimeistään tässä vaiheessa pitäisi kaikille olla selvää että mikään määrä turvapaikanhakijoita täkäläisen veronmaksajan kontolle ei näille riitä: vaikka pelastat miljoonan, vielä löytyy kaksitoista onnetonta jotka olisi pitänyt pelastaa. Ja ollaan valmiita vaikka kaappaamaan apua antanut alus jos näyttää siltä että suunta on takaisin kehitysmaahan.

Tämän on täytynyt olla tartuntariskin ohella syy sille, että ohi kulkenut kauppalaiva pysähtyi tarkkailemaan tilannetta näköetäisyydelle kumiveneestä. Ja uimalla kyytiin yrittäneet ovat itse ottaneet riskin jota ei olisi pitänyt ottaa. Puhumattakaan nyt tahallaan hukuttautuneista, mikä kuulostaa hyvin omituiselta.

MSF and SOS Mediterranee fail to agree on how to handle sea rescues

Two French charities that have rescued thousands of migrants from the Mediterranean said Friday they could not continue their sea-based mission because of a disagreement related to the coronavirus.

Doctors Without Borders (MSF) and SOS Mediterranee, which have been rescuing migrants for four years most recently on the Ocean Viking ship, could not agree on how to handle the closure of Europe's ports and borders as a result of the pandemic.

MSF ended the partnership as it wanted to continue regardless of guarantees of safe entry from European governments, whereas SOS Mediterranee said it would be too dangerous.

Rescued migrants to quarantine on ferry off Italy

Some 180 migrants rescued at sea will be held in isolation on an Italian ferry off the coast of Sicily, the coast guard said Sunday.

Italy has refused to take in saved migrants due to the coronavirus epidemic, saying the outbreak, which has killed over 23,000 people, meant it could no longer be considered a port of safety.

Thirty-four people pulled to safety by Spanish NGO rescue vessel Aita Mari were being transferred Sunday to the Rubattino ferry, which is anchored outside the port of Palermo and staffed by 22 Red Cross volunteers.

Maltese PM Robert Abela says he is 'under investigation' for migrant deaths

VALLETTA (AFP) - Malta's Prime Minister Robert Abela says he is under investigation for his role in the death of at least five migrants who tried to sail from Libya to Italy.

Monitors of Mediterranean crossings said five people died and seven others went missing while their boat was in distress off Malta's coast this week.

The boat was reportedly carrying around 55 people. It eventually returned to Libya under disputed circumstances after being spotted by a fishing boat.


On Thursday, Malta's Repubblika civil rights organisation filed two police reports alleging criminal inaction on the part of Abela and Maltese armed forces commander Jeffrey Curmi.

Its second report was filed against 11 crew members of a Maltese patrol boat who allegedly cut the cables of the migrant dinghy's motor.

The prime minister said in a television address late on Friday that he had volunteered to cooperate with the police investigation.

"I was informed that, because of the nature of the accusations, the police have asked a magistrate to launch an enquiry into the armed forces officials and myself," Abela said.

Investigators would probe "the homicide... of several irregular migrants at sea", he added.

"The charge for homicide carries with it a life sentence," the Maltese premier said.

Maltese police reports are automatically investigated. Criminal proceedings can then be launched depending on how much evidence is found.

Both Malta and Italy have closed their ports to migrants, citing the threat of the novel coronavirus.

The Mediterranean representative of the United Nations High Commissioner for Refugees (UNHCR) said "several grey areas remain about what exactly happened".
   
"But for sure, lives could have been saved, the rescue should not have been delayed, those 'rescued' should not have been returned to #Libya & now need to be rescued from serious risks to their life," UNHCR special envoy Vincent Cochetel tweeted.

Abela said he had acted in Malta's national interest by protecting its citizens from the coronavirus pandemic.

"My conscience is clear because we have done everything in our power to protect our people and all those who live in this country," he said.

Abela insisted that Maltese ports would remain closed until the pandemic subsides.

"In a health emergency, this country is not a safe port for migrants," he said.

Siellä Libyan leireillä olijat on aivan eri juttu kuin merikätään joutuneet. Uskoisin että se vaino katoaisi kun tie Eurooppaan olisi tukossa. Uskotko muuten ihan tosissaan että merihätään joutuneet tosiaan pakenee vainoa ja varmaa kuolemaa.

Libyassa ei todellakaan ole "miljoonaa siirtolaista leiritettynä".

Yli 99% siellä olevista n. 650 tuhannesta laittomasti maassa olevasta (jotka ovat turvallisista Afrikan maista ja Bangladeshista, eivätkä mitään vainosta kärsiviä Libyalaisia) asuvat ihan omillaan. Alle 1% on paikallisissa säilöönottokeskuksissa.

A charter flight from Mitiga airport in Tripoli to Lagos, Nigeria, yesterday pushed the total number of people assisted through the International Organization for Migration's (IOM) Voluntary Humanitarian Return programme (VHR) to over 50,000 returnees to 44 countries since 2015.

The charter is the ninth VHR flight to depart from Libya in 2020. Among the 116 returnees were 55 women, and 15 children, all of whom were living in urban areas. [...]

Libyan kautta Italiaan tulevissa, joita sisäministeri Ohisalo haluaa niin innolla jakaa kaikkiin EU-maihin, vain aniharvan kohdalla voi puhua vainosta muuten kuin vitsinä. Suurimmat kansallisuudet nykyään Bangladesh (!), Algeria ja Norsunluurannikko. Esimerkiksi syyrialaisia (tai ehkä paremminkin itseään syyrialaiseksi väittäneitä) tänä vuonna vain tilataksillinen.

Afrikan puolella laittomilla tulijoilla ei ole perusteita turvapaikkaan, mutta Euroopan puolella oleskelulupa heltiää kumminkin osalle humanitaarisista syistä, ja palauttaminen on joka tapauksessa tehty lähes mahdottomaksi. Suomesta oleskeluluvan saa vaikka lasten tai prostituution perusteella.

Ihan ilmiselvä, ylivoimaisesti humaanein (hukkumiskuolemat ym.) ja ainoa oikeasti toimiva ratkaisu olisi estää laiton Välimeren liikenne, palauttaa tulijat järjestelmällisesti Afrikkaan ja sijoittaa heidät esimerkiksi YK:n pakolaisleireille, joita EU-maat muutenkin rahoittavat. Ihmissalakuljetuksen miljardibisnekseltä putoisi sillä maailman kulmalla pohja pois. Ei pitäisi olla vaikeaa.

Maltakin on ottamassa käyttöön laivaa johon mereltä noukitut kehitysmaalaiset majoitetaan tilapäisesti. Se ei ole uiva hotelli kuten Palermon edustalla, vaan pikemminkin sight-seeing-tyyppinen, johon mahtuu kerralla 445 matkustajaa.

Näin alkuun sinne majoitetaan 57 tiistaina Maltan meripelastusalueelle itsensä keplotellutta.

Malta charters Captain Morgan boat to house rescued migrants off shore

Migrants rescued in Malta's search and rescue zone are to be held on a Captain Morgan boat moored 13 nautical miles off the coast, Times of Malta is informed.

The Europa II, which usually ferries tourist on trips around the island, left Sliema on Thursday afternoon bearing a poster with the EU flag and the phrase: "European Solidarity".

It will initially hold 57 migrants, who were rescued in Maltese waters on Tuesday and Wednesday in an operation that is understood to have been coordinated by the Maltese government.

The arrangement follows Malta's decision to close its ports in the wake of the coronavirus outbreak.

Tässä on nähtävästi tarkoitus nokitella Euroopan Unionia joka ei halua sulkea rajojaan ja palauttaa laittomasti tulleita takaisin, muttei myöskään onnistu sopimaan tulijoiden jakamisesta jäsenmaiden kesken.

It is a move that throws down the gauntlet to the EU, which has insisted that the issue of disembarking migrants is the responsibility of each member state.

The decision comes just a day after controversial former Office of the Prime Minister advisor Neville Gafa claimed in court that he had helped to arrange an operation that saw migrants being pushed back to Libya.

It is understood that the Maltese government arranged for a boat called the Dar es Saalam to rescue the 57 men on board a dinghy.

They are expected to then be transferred to the Captain Morgan at some stage on Thursday evening.

A spokesman for the Office of the Prime Minister said: "Malta's position remains very clear. Our ports are closed. Now it's up to the European Union to shoulder responsibility and show solidarity towards these illegal migrants.

"In fact, whilst Malta was conducting the rescue operation, yesterday the government of Malta initiated official talks with the European Commission and all EU member states, so that these immigrants are permanently relocated.

Two merchant ships, the 'Marina' and 'Pyxis Epsilon' are monitoring the wooden vessel, with Alarm Phone stating that "no rescue is in sight".

Italian newspaper Mediterraneo said that around 9:00 am, 'Pyxis Epsilon' identified the boat 30 miles off the port of Lampedusa, and changed its status to "SAR Manoeuvring".

By 8:15 am, the NGO Alarm Phone had also reported that it lost contact with the boat, whose last situation was deemed as critical.
