Kun Albania tarjoutui ottamaan vastaan parikymmetä Diciottin läpsyä, kävi mielessä että noinkohan hädänalaiset ottavat kiitollisena vastaan tarjotun suojelun. No nyt ovat suvaitsevaiset juristit Italiassa heränneet julistamaan että vastoin tahtoa ei Albaniaan voi kertakaikkiaan siirtää ihmispoloa.

An association of Italian jurists has said that the migrants who reached Italy aboard the Italian coast guard ship Diciotti cannot be forced to move to Albania as the country is not part of the European Union and the European asylum system.

Sorosorganisation stoppar transport till Albanien

Italiens inrikesminister Matteo Salvini tillät skeppet att lägga till i italiensk hamn, men gjorde klart att inga migranter fick gå i land. Då Albanien erbjöd sig att ta emot 18 av de 140 migranterna har en av George Soros organisationer försökt stoppa försöken att transportera dem dit. Man menar att migranterna inte bör tas till Albanien mot deras vilja.

Aquarius-meritaksi on ollut 27.8.2018 alkaen Marseillen satamassa, koska Gibraltarin meriliikennehallinto lakkautti aluksen rekisteröinnin 20.8.2018.

Nyt laivaa ollaan rekisteröimässä Panaman laivarekisteriin. Sen jälkeen, suunnitelmien mukaan kuluvan viikon loppupuolella, laiva on lähdössä takaisin taksiliikenteeseen.

Ship planning to sail on new rescue mission next week

The migrant rescue ship Aquarius is to be registered in Panama after having been warned by Gibraltar that it would be struck off its register.

The ship arrived in Marseille on Monday after leaving Malta where it disembarked a group of rescued migrants last week.

After the notification by Gibraltar's authorities that the Aquarius would be removed from its registry by August 20, the ship owner applied for a registration with another flag state, said SOS Mediterranee, which operates the vessel.

"The registration process for the Aquarius to sail under the Panamanian flag has been underway since the 20th of August, but still needs to be formally completed in port."

"SOS Mediterranee strongly backs this decision, which allows the Aquarius to pursue its life-saving mission at sea."

The vessel is planning to leave Marseille by the end of next week to resume rescue operations in the central Mediterranean, its 44th since February 2016.

The Gibraltar Maritime Administration had put the ship on notice of removal of its registration after it ignored orders to suspend operations as a rescue vessel and revert to its role as a survey ship, as registered.

In the Central Mediterranean, for example, one person died or went missing for every 18 people who crossed to Europe between January and July this year, compared to one death for every 42 people who made the crossing during the same period last year.

In total, more than 1,600 people have died or gone missing while attempting the journey so far this year.

Italia­laiset pidättivät elokuun lopulla tunisia­laisen kalastusaluksen kapteenin ja miehistön epäiltyinä laittoman maahanmuuton avustamisesta, kun nämä vetivät 14 hengen "siirtolaisalusta" kohti Lampedusan saarta.

Pidätetty kalastajayhdistyksen johtaja Chamseddine Bourassine muistetaan myös siitä, että hän kamppaili Génération Identitairen Välimeri-operaatiota vastaan blokkaamalla näiden C Star -aluksen pääsyn satamaan.

Accused of aiding and abetting illegal immigration

The Tunisian NGO La Terre pour Tous will on Thursday stage a protest in front of the Italian embassy in Tunis to call for the release of Chamseddine Bourassine, head of the Zarzis Fishermen's Association (APDE), and the five members of his crew.

They have been in jail since August 29 on charges of aggravated aiding and abetting illegal immigration. The NGO has rejected the accusations made by the Italian security forces against the 6 arrested, noting that Bourassine has been working for over a decade to save lives at sea and against racism.

The head of the fishermen's association is well known for efforts against the C-Star (a ship of young people involved in a right-wing anti-migrant movement) in August 2017, when he went out to sea with other fishing boats and helped stop the anti-migrant ship from entering the port.

According to Italian media, the six members of the Tunisian fishing boat crew were caught on August 29 while they were towing a boat with 14 migrants towards Lampedusa. The police operation at sea was conducted by financial police naval units and continued by those from the Lampedusa brigade under coordination by the Agrigento prosecutor's office.

Both the boats were then taken to the Lamepdusa port where the island's financial police cited the 14 migrants for illegal entry and arrested the six members of the crew, seizing their boats.

The NGO and family members say that the detainees were simply helping the migrants who had been found in distress at sea. Protests to call for their released have been held in recent days in Zarzis and the local fishermen's association have sent a letter to the Italian ambassador in Tunisia in which Bourassine was called ''an example to follow''.

Forty migrants who were transferred from the Diciotti coast guard ship to a Church-run migrant centre at Rocca Di Papa south of Rome have left the centre and are missing, interior ministry sources said Wednesday.

Caritas Italiana chief Father Francsco Soddu told ANSA "it's a voluntary departure, not an escape.

"You flee a state of detention and that is not the case here, no one wants to stay in Italy, that is well-known".

Some 100 Eritrean migrants were moved to the centre last week after a standoff between Interior Minister Matteo Salvini and the EU.

They are currently being moved to dioceses across Italy who have voiced willingness to take them.

Salvini kept them aboard the Diciotti for 10 days saying they would not land until the EU agreed to take them in.

In the end Catholic bishops agreed to take 100 while Ireland and Albania said they would take 20 each.

Volunteers say police searching for asylum seekers

Volunteers for an association that helps asylum seekers said Friday that 17 people suspected of being among 40 migrants who went missing from a Church-run migrant centre after being transferred from the Diciotti coast guard ship have been tracked down by police in Rome. The Baobab association volunteers said the 17 were taken from the area of Rome's Piazzale Tiburtino to the city's immigration office to be identified. The volunteers said the police involved in the operation "confirmed that the were searching for the migrants who disembarked from the Diciotti" and who then left their migrant centre at Rocca Di Papa, south of Rome.

Suvakkijulkaisu Info Migrants tarjoaa nyyhkytarinan erään Diciottilla Italiaan saapuneen vaiheista.

Josief jättää vuonna 2015 sukunsa viljelemään maata Eritreaan ja könyää kohti pohjoista. Libyaan hän matkustaa reilun puolitoistavuotta, missä hänet heitetään vankilaan toiseksi puoleksitoista vuodeksi kokemaan nälkää, janoa ja kidutetusta. Libyan hän maalaa kuoleman ja mielivallan valtakunnaksi, vaikka on ehdoin tahdoin sinne matkustanut rauhallisesta Eritreasta.

Josief päättää sijoittaa viisi tonnia päästäkseen kahdeksi päiväksi ja kahdeksi yöksi kokemaan meren kauhut surkeassa puukiulussa yhdessä parinsadan muun kanssa. Ei mikään ihan pieni investointi kun ottaa huomioon että Eritrean BKT per capita on Suomeen verrattuna karkeasti sadasosa. Ja Asmarasta pääsisi lentäen Roomaan viidellä sadalla.

Tämmöinen tarina tällä keraa. Nyt Josief on onnellinen ja kokee itsensä tervetulleeksi.

'One dies in Libya'

It took an Eritrean migrant saved by the Italian coast guard ship Diciotti three and a half years to go from Sudan to Milan, Italy. "One dies in Libya," Josief said.

Josief Kesete, 25, is Eritrean. His journey towards Italy began from Khartoum in Sudan, where he lived with relatives to save money for the trip. It was a "long and difficult journey, which lasted a total of 3 years and 7 months. I left in 2015", he said in the Caritas Ambrosiana Casa Suraya migrant reception centre in Milan.

Josief had arrived at the center the previous night along with seven others - four women and three men who he calls "siblings, even if we are not relatives", all of whom had been brought ashore by the Diciotti.

He is the only one of the eight asylum seekers who arrived in the Lombard regional capital who decided to tell - through the help of a cultural mediator - the nightmare he went through to reach Italy.

Warmly welcomed by the Diciotti

"I am lucky to be here. We were told that we were welcomed thanks to the pope," Josief said, since "they told us that the former government isn't there anymore and that the new government did not want any more refugees and for this reason, we were stuck on the ship and could not get off. The head of the ship said: 'I saved you, I brought you thus far, but it is the government that does not want you to get off" the boat.

With the crew of the Diciotti "we were welcomed, they were very kind and they gave us first aid", he said. They had been at the mercy of the sea, prior to being saved "for two days and two nights. There were over 190 people on old wooden boats, with rough seas. There was a lot of wind and we were afraid. When we saw land, we were happy and understood that we had been saved."

'I saw my companions die' in Libya

Josief said that he had paid 5,000 euros to get to Italy and that he had been put in jail in Libya for a year and a half. "We were kidnapped and tortured. I saw my companions die. People killed, hunger and thirst. In Libya, one can die. Some friends who paid and managed to leave were kidnapped and imprisoned again. There is no freedom where we are from. We are young and we want to be free. We are confident that everything will go well," he said.

In Eritrea, Josief left his entire family of farmers who he has not heard from in over a year. "When I arrived in Sicily, they gave us money to phone home. I tried but the line wasn't working and I was unable to speak to my mother. I let other relatives in Sudan know that I arrived safe and sound and I hope they will tell them."

Yli sata Eurooppaan pyrkivää siirtolaista on hukkunut Libyan edustalla aiemmin tässä kuussa, kertoo avustusjärjestö Médecins Sans Frontières eli Lääkärit ilman rajoja.

Kaksi täpötäyttä kumivenettä oli lähtenyt matkaan Libyan rannikolta varhain aamulla toissa viikon lauantaina 1. syyskuuta. Järjestön haastatteleman eloonjääneen mukaan myöhemmin päivällä toisen kumiveneen moottori rikkoutui ja toinen vene alkoi tyhjentyä. Henkiinjääneet pitivät kiinni kelluvasta lautasta. Moni oli veden varassa tuntikausia.

– Meidän veneestämme vain 55 henkeä jäi eloon. Monet kuolivat, heidän joukossaan oli myös perheitä ja lapsia, eloonjäänyt kertoo järjestölle.
– Jos pelastajat olisivat tulleet aikaisemmin, useampi olisi saattanut jäädä henkiin.

Kumiveneissä oli ihmisiä Sudanista, Malista, Nigeriasta, Kamerunista, Ghanasta, Libyasta, Algeriasta ja Egyptistä. Henkiin jäi 276 kaikkiaan ihmistä. Heidät kuljetettiin Khomsin satamakaupunkiin Libyaan. Lääkärit ilman rajoja -järjestön mukaan heillä on ollut muunmuassa keuhkokuumetta ja veneistä vuotaneen polttoaineen aiheuttamia palovammoja.

Kansainvälisen siirtolaisuusjärjestön IOM:n mukaan Välimerellä on tänä vuonna kuollut yli 1 500 Eurooppaan pyrkinyttä ihmistä.

Ongelma tässä on se, että Eritrean hallitus ei myönnä noita halpoja lentolippuja varten maastapoistumislupia eli exit-viisumia. Nythän esimerkiksi, rauhan tultua Etiopian ja Eritrean välille, tilanne on se, että kaksi päivittäistä Ethiopian Airlinesin lentoa tulee Asmaraan melkolailla täynnänsä "visa on arrival"-etiopialaisia ja takaisin Addikseen päin onkin sitten koneessa väljempää. Eritreasta saavat laillisesti matkustaa ulos yli 35-vuotiaat naiset, jotka ovat synnyttäneet kaksi lasta ja jotka ovat suorittaneet kansalaispalveluksensa. Muille kuin maolais-valtapuolueen uskotuille jäsenille poistumislupa on "unen näit"-osastoa.

Eritrea duunailee tällä hetkellä diilejä UAe:n, saudien ja Venäjän kanssa. Näistä päätellen meno maassa ei tulle vähään aikaan muuttumaan (UAE ja Saudi itseasiassa ostivat maan hallinnon toissa viikolla lahjoittamalla miljardi taalaa despoottisortovallalle), joten lähtijöiden virta pysynee tasaisena.

Ja vaikka en (olenhan palstan jäsen) ihan kauheasti erilaisista läpsyttelijöistä välitäkään niin sanon että eritrealaisten joukossa on niitä ihan oikeita pakolaisia huomattavia määriä. Sitten niiden joukossa on kyllä myös pirusti Eritrean hallituksen agenttejakin.

Thousands of migrants risk dying at sea because of a clampdown on NGO rescue ships, aid agencies have warned, in what has been their longest period of absence from the central Mediterranean since they began operating in late 2015.

Since 26 August, no NGO rescue vessel has operated on the main migration routes between north Africa and southern Europe.

Anti-immigration policies by the Maltese and Italian governments, which have closed their ports to the vessels, have driven the sharp decrease in rescue missions. People seeking asylum are still attempting the risky crossing – but without the boats, shipwrecks are likely to rise dramatically.

The migrant rescue ship Aquarius has sailed back to international waters off Libya, the EU Observer reports, and Salvini has said that it will not be allowed to dock in Italy.

The ship is there to resume work, despite the past issues with Italy and Malta and the recent disputes as to which of the two countries should take migrants picked up at sea.

The Aquarius is run by French charities SOS Mediterranee and Medicins sans Frontieres.

The EU Observer states that no charity ships have worked in the region since August when Italy refused to let people from the Aquarius disembark.

Laitan tähän kuriositeettinä että Eritrean ja Etiopian raja on tällä hetkellä auki myös eritrealaisille. Viimeisimmän tiedon mukaan näin on seuraavat kolme kuukautta. Ottaen huomioon Eritrean hallinnon luonteen, tuohon ei voi luottaa pätkääkään.

Vaihdettuaan lippunsa Panamaan Aquarius on siis partioinut Libyan rannikkoa AIS-lähetin kytkettynä pois päältä. Torstaina aamulla sitten löytyy 60 kilometrin päässä rannikosta lasikuituvene, jollaisella ei noin kauas pitäisi lähteä etenkään ilman pelastusliivejä. Talteen poimitaan kymmenen miestä ja lapsi ilman huoltajaa.

Libyan hätäkeskus määrää kuitenkin siirtämään porukan omaan rannikovartioalukseen. Aquarius kieltäytyy väittäen että Libyan satamat eivät ole turvallisia.

I am currently patrolling with [11] survivors on board, under medical care. Most of the survivors are physically or mentally deeply traumatized.

Libyan Coast Guard requested us to transfer the survivors to their vessel to bring them to a Libyan port. I have all the reason to believe that none of the Libyan ports are a place of safety for the survivors. I also have all reason to believe that a transfer operation would jeopardize the safety of the rescued people and my crew because of a risk of panic.

Therefore, as per the SAR Convention we cannot and should not transfer rescued people to Libyan Coast Guard and I request you to help to provide us a place of safety for disembarking the survivors of the SAR Case within a reasonable time.

My ship has the capacity to provide adequate medical and humanitarian care to the survivors.

I consider this situation as a security threat for my crew, my ship and the survivors. I have tried to contact JRCC by phone but have had no reply."

Tilaston mukaan "pelastusalukset" ovat aiheuttaneet 179 kuolemaa syyskuussa 2018. Määrä on jopa lisääntynyt viime vuodesta.

En tosin luota tilastoihin. Tuossa lienee mukana Libyaan vähän aikaa sitten kuskattujen väitteet, että 100 ihmistä olisi hukkunut. Jos ruumiita ei saada ylös, niin kukaan ei voi tietää edes suunnilleen lukuja.
