Miksiköhän Unicef ei halua ongelmaan lopullista ratkaisua? Kuinka monen lapsen pitää vielä hukkua, ennenkuin rajat vedetään kiinni tai reitille hankitaan turvallinen laiva roudaamaan pakolaisia Afrikan ja Euroopan välillä? Kokonaiskustannuksissa pari dedikoitua laivaa olisi jopa melko halpoja.

Lentäminen on vaarallista, tuottaa hiilidioksidipäästöjä ja lentokoneen muoto on kovin fallistinen kun se penetroituu ilmakehään. Euroopan pitäisi siis kehittää Välimeren yli polkupyöräilysilta.

Videolta käy ilmi, että alukset hengailevat Maltan tienoilla ja lähtevät sieltä Libyan rannikolle ja vievät pakolaislastin Italiaan. Lähin turvallinen satama olisi Tunisiassa.

G7-kokouksen aikaan alukset eivät tulleet Italiaan turvallisuussyistä, eli EU pystyisi halutessaan lopettamaan taksikuljetukset.

THE Italian coastguard has launched a passionate plea begging for help to process incoming migrants before the summer surge of crossings ensues. Already this year, 60,000 migrants have been rescued from the Mediterranean and the number is set to increase, according to reports.

Pleading for better equipment to help the hopefuls, Admiral Vincenzo Melone, head of coastguard told the Times: "If we don't have tug boats, charity ships and cargo vessels helping, we will never be able to do it alone.

Last year's record of 181,000 rescues in the central Mediterranean looks set to be beaten in 2017 as migrants flee slavery, rape and torture in militia-run Libyan camps, the newspaper reports. He claimed smugglers give migrants satellite phones with the coastguard's numbers, so they can phone and be ushered into the EU.

Far-right activists are planning a sea campaign this summer to disrupt vessels saving refugees in the Mediterranean, after successfully intercepting a rescue mission last month.

Members of the anti-Islam and anti-immigrant "Identitarian" movement – largely twentysomethings often described as Europe's answer to the American alt-right – have raised £56,489 in less than three weeks to enable them to target boats run by aid charities helping to rescue refugees.

The money was raised through an anonymous crowdfunding campaign with an initial goal of €50,000 (about £44,000) to pay for ships, travel costs and film equipment. On Saturday the group confirmed they had reached their target but were still accepting donations. A French far-right group hired a boat for a trial run last month, disrupting a search-and-rescue vessel as it left the Sicilian port of Catania. They claimed they had slowed the NGO ship until the Italian coastguard intervened.

Figures from the UN's migration agency, the IOM, reveal that 1,650 refugees have died crossing the Mediterranean so far this year with a further 6,453 migrants rescued off Libya and 228 bodies pulled from the waters. Humanitarian charities operating in the Mediterranean have helped save the lives of thousands of refugees, with women and children making up almost half of those making the crossing.

The threat from the far right infuriates charities operating in the Mediterranean. One senior official, who requested anonymity, said politicians had helped create a climate where supporters of the far right felt emboldened to act in such a way. "When the British government and its European counterparts talk about 'swarms' of migrants, or perpetuate the myth that rescue operations are a 'pull factor' or a 'taxi service', that gives fuel to extreme groups such as this. The simple reality is that without rescue operations many more would drown, but people would still attempt the crossing," the official said.

Simon Murdoch, a researcher at the London-based anti-racist organisation Hope not Hate, which is monitoring the Identitarian movement, said: "While these actions are appalling, unfortunately they don't shock us. The fact that these far-right activists are seeking to prevent a humanitarian mission, helping some of the most vulnerable people in the world today – including women and children at risk of drowning – speaks volumes about them and where their compassion lies."

The crowdfunding campaign began in the middle of last month when a French faction, Génération Identitaire, set up a "defend Europe" website to target refugee rescue boats, mimicking the direct action tactics of groups such as Greenpeace. Its mission statement says: "Ships packed with illegal immigrants are flooding the European borders. An invasion is taking place. This massive immigration is changing the face of our continent. We are losing our safety, our way of life, and there is a danger we Europeans will become a minority in our own European homelands."

An accompanying video, filmed on the Sicilian coastline, features a far-right activist saying: "We want to get a crew, equip a boat and set sail to the Mediterranean ocean to chase down the enemies of Europe."

Alongside raising funds for ships, it also requests funds for "research" above the logo of the favourite alt-right message board, 4chan. One recent 4chan thread encourages users to track NGO ships in the Mediterranean, then report them to the navy and police to investigate, particularly "ships idling near the coast of north Africa". Although not specified, the operation will almost certainly be based in Sicily, most likely operating from the island's ports of Pozzallo or Catania.

Powerful rigid inflatable boats able to travel faster than 20 knots can sell for less than £10,000 and would be sufficient to slow down and obstruct ships leaving port. An Italian far-right group claims it has been offered ships and support from people with boat driving licences.

Last month three young members of a French Identitarian group targeted a search-and-rescue vessel belonging to the charity SOS Méditerranée as it left Catania. Italian coastguards intercepted the far-right supporters and briefly detained them. The SOS Méditerranée website says that the charity was created because of the "dramatic increase of boats in distress and the insufficiency of existing measures" to the Mediterranean crisis.

The efforts of humanitarian organisations have been credited with saving huge numbers of refugees. Médecins Sans Frontières began operations in the Med in May 2015 and rescued more than 22,500 people, many off the Libyan coast, over the next seven months.

During the first five months of 2015, no European or NGO search-and-rescue operations took place with 1,800 people drowning trying to make the crossing. In April alone 1,000 lives were lost. All search-and-rescue operations in the Mediterranean are coordinated by the official Maritime Rescue Coordination Centre in Rome in accordance with international maritime law.

Yet the European far-right groups have accused NGOs of working with traffickers to bring migrants to Europe and claim that search-and-rescue boats are not carrying out a humanitarian intervention. The central aim of the new wave of far-right groups is preserving national differences in the belief that white Europeans will be replaced by immigrants, a stance that is articulated with anti-migrant, anti-Muslim, anti-media sentiments but repackaged for a younger audience.

The number of far-right groups is difficult to establish, but Génération Identitaire has held demonstrations in France that drew around 500 people, while its Facebook page has 122,662 likes. Its Austrian counterpart, Identitäre Bewegung Österreich, has 37,628 likes on Facebook, although critics warn of increasing links with the US alt-right which helped to propel Donald Trump to the White House.

Also on the boat that attempted to obstruct SOS Méditerranée's vessel last month was the Canadian alt-right journalist Lauren Southern, who has 278,000 Twitter followers and whose presence confirms a transatlantic convergence. Breitbart, the favourite website of the US alt-right, frequently praises Europe's pro-Trump Identitarian movement.

"The whole project is emblematic of an increasingly confident international far right which is willing to hinder lifesaving efforts to advance their xenophobic politics," said Murdoch.

One of Europe's most prominent Identitarians, Martin Sellner, hosted a pro-Trump party in Vienna on election night. But there are tensions within Europe's young far-right activists. London-based Paul Joseph Watson, described as "editor, staff writer" for the conspiracy website InfoWars – and who has 946,942 subscribers on YouTube - recently attacked the Identitarians for their "futile stunts". Last week Sellner released a message criticising Watson as being wrong to condemn "activism".

Pelastuneet kertoivat libyalaisviranomaisille, että auton kuljettaja oli hylännyt auton sen jälkeen, kun joku oli alkanut ampua auton renkaita kohti.

Monet Afrikasta Eurooppaan pyrkivät siirtolaiset aloittavat vaarallisen matkansa Välimeren ylitse juuri Libyasta, jonka pohjoisrannikko toimii ihmissalakuljetuksen keskuksena. Siirtolaiset rantautuvat yleensä Italiaan, mikäli pääsevät perille.

The band had planned other trips that were not completed due to finance police operations. The gang would have earned over 100,000 euros if all expeditions had been successful.

Fleeing Libya or Dreaming of Europe?

From the beginning of the year until 22 May, 5,650 Bangladeshis arrived in Italy, accounting for 11 percent of all arrivals of undocumented migrants to the country, according to the Italian ministry of the interior. During roughly the same period last year, just 10 Bangladeshi nationals had arrived by boat, although by the end of 2016, 7,578 had disembarked in Italy, according to Ahmad Al Rousan, who tracks migration numbers for Medecins Sans Frontieres (MSF) Italy.

According to Al Rousan and other experts IRIN interviewed, the new arrivals from Bangladesh can be divided into two main groups.

The first are those, like Naheen, who after working in Libya for several years, have begun to flee the country as security conditions have worsened in the past year.

Experts estimate that between 50,000 and 80,000 Bangladeshis were working in Libya at the beginning of the civil war that ousted former dictator Muammar Gaddafi in 2011, and that only a fraction were able to flee the country in the immediate aftermath, as they struggled to secure resources or state assistance for transportation.

The second and faster-growing group of new arrivals are Bangladeshis who travel to Tripoli via Istanbul or Dubai with the explicit goal of reaching Europe.

Al Rousan said agencies in Bangladesh are charging migrants between $7,000 and $10,000 to facilitate the journey to Europe, the majority of which they keep for themselves. While there are no direct commercial flights from Bangladesh to Libya, non-stop flights from Istanbul to Tripoli start at about 200 euros. From Dubai, the price is roughly 500 euros.

Once in Libya, migrants must still pay smugglers for the perilous journey across the Mediterranean, where 1,569 people have lost their lives so far this year.

A low-income nation with high levels of unemployment, Bangladesh has a long history of labor migration to the Gulf states, Malaysia and Singapore. In 2015, 7.2 million of Bangladesh's 165 million citizens were living abroad, according to the U.N. Migrant workers play an important role in the Bangladesh economy, sending home more than $15 billion in remittances last year alone.

"It's a normal part of life, and families in Bangladesh depend on [remittances] ... If you are young man who wants a wife and wants to raise a family ... it's almost expected that you, at some point in your career, go to another country to earn the money to do that."

Bangladesh's state-run Bureau of Manpower, Employment and Training (BMET) licenses and regulates recruitment agencies that link prospective employees with overseas employers. In the past, such agencies have been accused of charging exorbitant fees and using tactics that often trap workers in exploitative situations.

Mohammad Azharul Huq, additional secretary at the Ministry of Expatriates' Welfare and Overseas Employment in which BMET is located, told IRIN the government has taken numerous steps to prevent illegal migration to Libya.

"The government is not sending people to Libya at the moment. People who are going, are going illegally," he said. "Law enforcement agencies are working to stop human trafficking. Our ministry is also conducting some awareness programmes to make people aware about the danger of going to Libya illegally."

But several migrants recently returned to Dhaka told IRIN that agencies were misinforming prospective clients about conditions in Libya and the ease of reaching Italy from there.

"Many of them do not know the condition of Libya and trust the false promises of the agency," said Arpon Mahmud, who returned home earlier this year after nine years working in Libya. He added that the agencies avoid sending people via large airports with tight security. "Sometimes the route is Bangladesh's Chittagong airport to India to Dubai, Turkey and then Libya," he said.

Legal Routes Closed Off

Another trigger for the relatively sudden appearance of Bangladeshis on boats to Italy may be the end of an important legal route. In 2007, 11,000 Bangladeshi contract workers came to Italy through legal avenues, and similar numbers arrived each year until 2013, according to BMET data on overseas employment. But following a change in Italian policy, a sharp drop occurred in 2014, bringing legal arrivals down to just three by 2016.

In recent years, Italy has attempted to limit migration flows by reducing the number of visas it issues to citizens of many countries, said Federico Fossi, a spokesman for UNHCR, which is advising the National Commission for Asylum Rights.

"Bangladesh is no longer included among the countries for which there is a specific reservation of [visas]," Fossi wrote in an email to IRIN.

Etzold suggested another possible pull factor: the established and growing Bangladeshi community in Italy.

"Migration usually takes place because of networks," he told IRIN. "[There are] probably Italians of Bangladeshi origin who help facilitate these journeys."

The Bangladeshi community in Italy has grown since the 1990 passage of the Martelli Law, which offered a path to citizenship for irregular migrants in the country. An estimated 100,000 Bangladeshi nationals now live in Italy and a multitude of Bangladeshi-run grocery stores and businesses can be found in Catania as well as in the capital, Rome. Between 2000 and 2010, Bangladeshis in Italy remitted nearly $1 billion, according to Bangladesh's central bank.

Although Britain still hosts a larger Bangladeshi community, Etzold said more migrants might now be arriving in Italy because the country still offers them "a chance to make it."

"It's getting more and more difficult to get asylum in Germany," he said. "It's almost impossible to enter Britain ... so where else to go?"

'Another Place To Work'

Standing among a crowd of tourists in front of the Colosseum in Rome, Khan, a 44-year-old from Bangladesh, watched as police on motor scooters chased Bangladeshi vendors out of the plaza. Khan himself worked as a street hawker when he came to Italy 18 years ago, but after working more jobs than he can count, he now owns a grocery store.

He said vendors selling iced water bottles and selfie sticks at the city's many landmarks make between 20 and 40 euros a day. It may not seem like much, but he said many of the migrants share apartments with up to 10 roommates so they can still afford to send money back home to their families.

While IRIN was speaking to him, an officer approached Khan and asked him what he was doing.

"Nothing, just standing here," Khan replied, before being asked for his residence documents, which he provided.

The officer told him to leave the area. Walking away, Khan explained that he has been a foreign laborer his entire adult life, having worked in Dubai, Qatar and Russia, before arriving in Italy.

On the outer edge of the Colosseum plaza, Khan passed a pair of officers who had stopped a young Bangladeshi with a plastic bag full of water bottles. The teenager claimed the bottles were all his, so the officers told him to drink them on the spot. He opened a bottle and began to chug it down until one of the officers knocked it into his face, causing him to choke and spit.

Khan looked away from the scene without saying a word. Asked what he thought of life in Italy, he responded: "It's another place to work."

Ensimmäinen lento tuo sadat mamut Luulajaan jo 13.6. eli ensi viikolla.

Taustalla on kuulemma "kansainvälinen sopimus", jonka puitteissa jo ennestään ylikuormittunut Ruotsi jostain syystä haluaisi lisää mamuja hyysättäväksi. Vain vähän aikaa sitten Ruotsi yritti epätoivoisesti siirrättää mamut muihin maihin vedoten EU:iin.

Sopimusselitys ei vaikuta uskottavalta ja epäilenkin, että tämä Luulajan reitti on avattu nimenomaan sen takia, että sieltä on lyhyt matka Tornioon ja Suomeen, jonne nämä mamut tulevat lopulta päätymään.

Tätä kuviota kannatta nyt seuraa tarkkaan. En ihmettelisi jos maanpetturipuolue kokoomus Orpoineen olisi masinoimassa uuden mamuvyöryn Suomeen, jolla sabotoidaan persujen uuden puheenjohtajan vaalikampanjointia.

Joka tapauksessa asetelma missä Ruotsin Lappi kansoitetaan suurilla määrillä ulkomaalaisilla lähellä Suomen rajaa, on huolestuttava. Pohjolan vapaa liikkuvuus mahdollista heidän omatoimisen siirtymisen Suomen puolelle ja meidän elätettäväksi.

Mutta mitä arvioit siitä, että nämä aiotaan ottaa sisään nimenomaan Luulajaan?

Luulaja on mielestäni epäilyttävän lähellä Suomea, jotta se olisi vain sattumalta valittu kohde. Siellähän on Suomea lähinnä oleva kansainvälinen lentokenttä ja Norrbottenissa on vähemmän kapasiteettia hyysätä tuhansia uusia tulijoita kun eteläisemmässä ruuhkaruotsissa.

Kuvio näyttää mielestäni siltä, että Ruotsi toivoo näiden mamujen päätyvän Suomen puolelle ja meidän riesaksi kuten tapahtui 2015 syksyllä kun he alkoivat jakamaan mamuille ilmaisia junalippuja Malmöstä Tornioon.

Persujen pitäisi nyt hallituksessa olla erittäin valppaina tämän riskin edessä. Nyt on mielestäni nimittäin olemassa mahdollisuus, että saadaan uusi Ruotsin junailema mamuvyöry Suomeen.

En mitään, kun heidät joka tapauksessa rekisteröidään Ruotsiin. Pohjoiseen siksi, että etelässä on paha asuntopula.

No details were immediately available about the identity of the dead person or those rescued. Most of the people reaching Italy by sea are from sub-Saharan Africa and some 15 percent are from Bangladesh.

Vantaanjoessa järjestetään vuosittainen kaljakellunta, Libyan rannikolla jatkuva turvapaikkakellunta.
Nykyään tilanne mennyt jo siihen, että pelkkä rannasta irtautuminen tarkoittaa automaattisesti meripelastuksen(?) olevan välttämätöntä?

Tulemme vielä lähitulevaisuudessa näkemään sen päivän, kun nuo "pelastusalukset" konkreettisesti noutavat väkeä Libyan rannoilta ja satamista. Tällä mielipuolisella meiningillä siihen ei tule enää menemään kovinkaan pitkään.

Independent kirjoittaa siitä miten meritaksit eivät vaikuta yhtään mihinkään, näin päättelee juuri julkaistu raportti. Eilen oli paljon uutisia siitä miten salakuljettajien taksat painuvat alas, yhtenä syynä tähän oli meritaksien paikalla olo. Tämä vähentää salakuljettajien työmäärä ja materiaalikustannuksia, koska tarvitsee vain työntää se heppoinen paatti vesille. Pienemmät taksat taas mahdollistaa useamman ihmisen tarttumisen tarjoukseen (tämän pitäisi olla selviö, mutta tätä johtopäätöstä ei ilmeisesti haluta tehdä).

Goldsmiths college researchers say allegations are a 'convenient distraction' from policy failures

Humanitarian ships rescuing refugees in the Mediterranean Sea are not acting as a "pull factor" driving increasing refugee boat crossings or "colluding" with smugglers, research has found.

A report by the Forensic Oceanography department at Goldsmiths, University of London, rejected a "toxic narrative" seeking to blame NGOs for the worsening crisis.

Experts dismantled allegations made by agencies such as Frontex and leading European politicians, who claimed charities were encouraging smugglers to use more dangerous tactics on the treacherous passage between Libya and Italy.

The Blaming the Rescuers report's author, Lorenzo Pezzani, said: "The evidence simply does not support the idea that rescues by NGOs are to blame for an increase in migrants crossing.

"The argument against NGOs deliberately ignores the worsening economic and political crisis across several regions in Africa that has driven up the numbers of crossings in 2016.

"The violence against migrants in Libya is so extreme that they attempt the sea crossing with or without search and rescue being available."

The United Nations has documented "slave auctions" where African migrants are openly bought and sold in the war-torn country, as well as endemic rates of rape, abuse, torture and forced labour.


Despite the dire situation, the EU has been giving funding, training and equipment to the Libyan coastguard in efforts to turn back migrant boats and prevent the crossings.

Humanitarian groups, which have documented the coastguard abusing migrants and attacking their ships, say forcing refugees from international waters back into Libya is a violation of international law.

Increasing co-operation with Libya's fragile Government of National Accord has coincided with record crossings and deaths in the Central Mediterranean, where almost 1,800 refugees have lost their lives so far this year.

Researchers found no evidence that the rocketing figures – 181,500 migrants were rescued and taken to Italy in 2016 – were caused by humanitarian search-and-rescue missions.

"As Frontex recognised, the increase was consistent with previous year-on-year trends of increasing crossings by African migrants, which cannot be attributed to the presence of search-and-rescue NGOs... who stepped in after the EU and its member states pulled out in late 2014," the report said.

As evidence, it pointed to increased migrant boats on routes that were not patrolled by rescue ships, including a 46 per cent spike in crossings from Morocco.

The report also examined accusations that rescue groups are "helping criminals", finding no evidence of the allegations after reviewing official documents, statistics, qualitative interviews, photographs and maps.

Right-wing groups have seized on unsubstantiated claims made by a prosecutor in Sicily that NGOs were "colluding" with criminal gangs and allegedly making phone calls to Libya.

The Italian parliament has also launched a fact-finding mission into the issue, which is hearing evidence from law-enforcement agencies and aid workers.

The accusations having resulted in efforts by the French far-right group Génération Identitaire to raise thousands of pounds for their own ship to intercept refugee rescues and stop a supposed "invasion by enemies and criminals".

A trial run off the coast of Sicily last month disrupted a rescue ship until Italian authorities, who deploy rescue ships on their operations, intervened and drove the anti-immigration activists off.

Campaigner Caroline Criado-Perez set up a crowdfunding counter-campaign that has so far raised more than £70,000 for Médecins Sans Frontières (MSF), which runs two rescue ships.

Researchers also dismissed claims that NGOs were causing smugglers to switch from wooden vessels to flimsy rubber dinghies that are incapable of reaching Europe.

They found that tactics used by gangs profiting from the lucrative human trade have worsened steadily since the outbreak of Libya's civil war, when the UK was among the countries backing the removal of dictator Muammar Gaddafi.

Barack Obama described the ensuing chaos as a "sh*t show", seeing rival governments and countless armed groups including Isis rush into the power vacuum, where they are still battling for control.

The Goldsmiths report also placed partial blame on the EU's Operation Sophia mission, which had a "major impact on smugglers' tactics" by intercepting and destroying larger and safer wooden boats.

"The Libyan coastguard's use of violence when intercepting vessels also affected smugglers' tactics and at times led to boats capsizing, endangering everyone on board," it added.

It concluded that those blaming NGOs are choosing to ignore the role other actors, including EU agencies and national governments, have played in making migrant crossings more dangerous.

"We believe that the toxic narrative falsely claiming that NGO search and rescue is to blame for the migrant crossing situation is part of a worrying tendency to criminalise solidarity initiatives towards migrants," Mr Pezzani said.

"It is also a convenient distraction, as it diverts attention from the failures of the states involved to deal with the real issues.

"One has to ask: why is there such a gap in search-and-rescue activities in the first place that makes NGO rescues so essential?"

Charles Heller, another researcher from Goldsmiths, said if mounting pressure and far-right campaigns stopped humanitarian operations in the Mediterranean Sea, "many more" refugees would die on the crossing. 

"That is precisely what happened when attacks led to the ending of the Italian Mare Nostrum operation in 2014," he added.

Charities have previously rejected claims of collusion with smugglers as "baseless", while calling for the EU to provide safe and legal routes for refugees to reach safety.

Stefano Argenziano, MSF's operations manager for migration, said: "The real problem is that people are dying. There's a gap in assistance and we're starting to wonder whether this is part of a deliberate plan to step the migration flow... a deadly deterrent."

A recent Oxford University study also found rescues have "little or no effect on the number of arrivals", while research by the Unravelling the Mediterranean Migration Crisis project found European policy on the refuge crisis had been an "absolute failure".

Sophie Beau, the co-founder of rescue charity SOS Mediterranee, said NGOs were being forced to act by the "failure of European states", who should be increasing capacity themselves.

"NGOs are being blamed for our presence, when authorities should be blamed for their absence," she added.

"There's a humanitarian tragedy unfolding in front of our eyes at the door of Europe and we cannot just remain blind."

More than 61,000 migrants have arrived in Italy so far this year and 7,600 in Greece, mostly from Nigeria, Bangladesh, Syria and sub-Saharan African nations.
