One in Five Municipalities Still Housing Illegal Asylum Seekers
THE HAGUE, 05/09/09 - About one in five municipalities is still providing housing for illegal immigrants. An agreement made with Justice State Secretary Nebahat Albayrak specifies that this must stop by 1 January 2010.

In December 2007, more than 2,100 rejected asylum seekers were still in emergency housing facilitated by local authorities. This number had dropped to 740 in May 2009, primarily as a result of the cabinet's once-off amnesty, in which about 27,500 illegal residents were legalised and given a regular home.

The amnesty was linked to the agreement that the local authorities would stop helping asylum seekers whose application procedures had failed by 1 January 2010 at the latest. Nevertheless, about 20 percent of all the municipalities still provide emergency accommodation for these people, who have been ordered by the courts to leave the Netherlands.

Moreover, a third of these municipalities do not intend to stop providing this accommodation from 1 January, in spite of the agreement with Albayrak. It is not known which municipalities these are.

'Dutch-Speaking Moroccans the Most Criminal'

UTRECHT, 09/09/09 - Moroccan youths in prison are better integrated with Dutch society than other Moroccan youngsters. The conclusion comes from two young researchers at the University of Utrecht.

Criminal Moroccan youths speak Arabic or Berber with their family and friends less often than the average Moroccan youngster. Their parents use the Dutch language more often and are also more likely to have Dutch friends. The criminal Moroccans themselves are about twice as likely to feel Dutch as Moroccans outside prison, according to the sociologists.

In the research project, 141 Moroccan youths and 158 white Dutch youths aged 12 to 18 in pre-trial custody were interviewed, as well as their parents. About 300 youths from both ethnic groups who were not in prison were also interviewed.

According to justice ministry statistics, Moroccan youths are five times more criminal than white Dutch youngsters. They also re-offend more often. But the Utrecht researchers say that the crimes in which the Dutch youths are suspects are on average more serious.

The Moroccan youngsters in custody were mostly (80 percent) suspects of robbery with or without violence, such as bag-snatching or hold-ups. This was 45 percent among their white Dutch peers, who had a relatively higher score on arson and sexual assault, which are seen as more serious crimes.

According to the researchers, Moroccan crime suspects more often say they feel discriminated against than the average Moroccan youngster. "I will now do follow-up research on the question: What does it do to youths, if they are discriminated against?" said one of the sociologists, Gonneke Stevens.

Nearly all judicial youth institutions participated in the research. Stevens found it remarkable that the Moroccan parents were more willing to participate in the survey than the Dutch.

Everybody agreed that life in the Bijlmer, once an infamous ghetto, had improved enormously since the renovation of the 1990s. Middle class families moved to the area and crime dropped substantially. So why did three people die in shooting incidents there in the past three months alone?

Bijlmer rakennettiin 60- ja 70-luvuilla uudenajan kaupunginosaksi. 70-lopulla caribialaiset alkoivat muuttaa alueelle. 90-luvulla aluetta kehitettiin ja rikollisuus laski. Nykyään ihmetellään taas mikä meni vikaan, kun rikollisuus kasvaa.

Nykyisin etnisiä hollantilaisia on vain 27% ja alueen asukkaista 50% on alle 35-vuotiaita.

Serious criminals could lose nationality

Justice minister Ernst Hirsch Ballin is to look into the possiblity of taking away the Dutch nationality of people convicted of very serious international crimes, such as war crimes and crimes against humanity, news agency ANP reports.

However, Dutch nationality can only be removed from people who hold two nationalities because international laws do not allow people to be made stateless, the minister told MPs on Wednesday.

Earlier, it emerged Hirsch Ballin is planning to amend Dutch law on genocide to allow more cases to be prosecuted.

Terrorists have had it with the Netherlands
From now on, the threat of a terrorist attack on Dutch soil is only "limited". Over the past two years the threat was "substantial", but Muslim extremists prefer to seek refuge across the border, an analysis of the Netherlands' National Anti-Terrorism Co-ordinator published on Tuesday has revealed.

Politicians in The Hague and other potential targets can breathe a sigh of relief. According to the Dutch intelligence agency (AIVD) local networks of radical Muslims such as the notorious Hofstad group were weakened over the past year by internal divisions and a lack of leadership.

The Netherlands is rarely being mentioned in video threats issued by jihadist groups, despite the rise of anti-Islam opposition politician Geert Wilders. His controversial film Fitna caused a lot of commotion last year, but it seems to have gone off the jihadist radar since.

Benefit Recipients Must Accept Work
THE HAGUE, 10/02/10 - A basic benefit recipient who refuses to work cannot appeal to international human rights treaties. The Central Appeal Council, the highest court for social security cases, has produced this ruling on a case being fought between the man and Amsterdam city council.

The 45 year old Amsterdammer has been on basic benefit for no less than 18 years. In 2006, he refused to participate in a re-integration course, under which the city council would offer him work. The city council penalised him for this by cutting his benefit payments.

The man considered this amounted to forced labour. The court did not find this was the case, because no physical or psychological force was used on the man.

The court also found that participation in the integration course was not in conflict with the 'ban on forced labour.' He is also physically and psychologically fit to work.

The case had already been to court in 2008, when lower judges also found in favour of Amsterdam council. The Central Appeal Council has now for the first time had the re-integration offer checked against international treaties on forced labour.

The lawyer of the work refusenik is considering taking the case to the European Court. A subsidy from the legal aid scheme for the jobless would enable him to do so.

Hollannin terrorismin vastainen yksikkö (NCTB) varoittaa vaalien lähestyessä poliittisenväkivallan mahdollisuudesta. Yksikön mukaan uhka tulee etenkin radikaalimuslimien ja ääri-vasemmiston taholta.

On mahdollista, että vaalien tiimoilla käytävä islam -väittey aiheittaa tulevina kuukausina poliittista väkivaltaa. Toisaalta poliittisen vallan suhteiden muuttuminen voi aiheuttaa konfliktien lisääntymistä.

Konkreettisia näyttöjä asioille ei ole, mutta on kuitenkin mahdollista, että tietyt ryhmät näkevät nykyisen tilanteen perusteeksi väkivallalleen.

Anti-Terrorism Unit: Elections May Spark Violence
THE HAGUE, 08/04/10 - The National Anti-terrorism Coordinator (NCTb) warned yesterday of possible political violence in the runup to the general elections on 9 June. The threat comes from both radical Muslims and far left activists.

There is a chance that the Islam debate around the elections will in the coming months lead to "politically motivated violence." Regarding the risks in this area, "account should also be taken, more than in other situations, of radicalising loners of a variety of natures," concludes NCTB director Erik Akerboom.

Aid Group Expels Volunteer over PVV Sympathies
ALMERE, 08/04/10 - Humanitas has kicked volunteer and board member Rene Eekhuis out due to his political preferences. He supports the Party for Freedom (PVV) and this is unacceptable, according to the aid organisation.

Humanitas is a big humanistic organisation chaired by Lodewijk de Waal, the former chairman of the FNV union federation. Eekhuis was elected a PVV representative on the local council of Almere last March.

Eekhuis has been told by the local branch of Humanitas in Almere that he is no longer welcome as a volunteer because the PVV is urging a ban on the wearing of headscarves in public buildings. Many women in headscarves work at Humanitas. "And there is the tension," explained Marja Smits in Algemeen Dagblad.

Eekhuis organises holidays for children for Humanitas in his free time for the past years. He was also a board member of the aid organisation's Almere branch.

Kun muut länsimaat painivat rotumellakoiden kanssa, niin Hollannissa on hiljaista.
Uusimman tutkimuksen mukaan hollantilaiset saavat kiittää tästä poliisiaan.

Uusi tutkimus pyrkii selvittämään miksi maahanmuutto ja jännitteiden kasvu ei ole johtanut räjähdykseen. Mellakoita on nähty mm. Ranskassa vuonna 2005, mutta ensimmäiset mellakat alkoivat jo 70-luvulla. Lisäksi Iso-Britannia, Belgia ja USA ovat saaneet osansa väkivaltaisesta etnisestä mellakoinnista.

Hollannissakin on havaittavissa jonkinverran etnisiäjännitteitä, kunten vuonna 2008 kun bussikuskit eivät suostuneet ajamaan eräällä Goudan asuinalueella. Amsterdam's Slotervaartissa jännitteet nousivat kun poliisi ampui marokkolaistaustaisen mihen joka oli puukottanut kahta poliisia. Vuoden alussa marokkolaiset ja molukit ottivat yhteen Culemborgissa.

Suurimmat syyt mellakoinneissa ovat yhteiskunnan polarisoitumisessa, segregaatiossa ja sosiaalis-taloudellisessa köyhtymisessä.

Hollannissa maassamaahanmuutto on suhteellisen uusi ilmiö, etnisiä asuinalueita löytyy mutta ei ghettoja kuten USA:ssa tai Briteissä, sosiaalijärjestelmä estää äärimmäisen köyhyyden. Lisäksi poliisilla on suuri rooli mm. pitämällä yhteyttä asuinalueidein yhteisöihin, moskeijoihin ja osallistuvat naapuruston tapaamisiin.

Ongelmana on kuitenkin kuinkapaljon aikaa poliisi voi käyttää suhteiden ylläpitämiseen.

Tutkimuksen mukaan 50% hollantilaisista kannattaa ulkomaalaisten pakko-integratiota hollantilaiseen yhteiskuntaan. Vain 19% kanntaa monikulttuuri systeemiä. Tosin integratio on vasta yhdeksännelläsijalla vaalien tärkeiden teemojen joukossa.

Some 50% of the Dutch back the forced integration of foreigners into Dutch society and only 19% support a multicultural set-up, according to a TNS Nipo poll for the Volkskrant.

Nevertheless, integration is only in eighth place in a list of concerns which voters say are important in the June 9 general election. Top of the list is healthcare, followed by social security and the economy.

Integration is only a major issue for the anti-immigration PVV, the poll shows.

And while 31% of the Dutch say they are negative about Muslims, and 52% neutral, this position has been stable for years, TNS Nipo says.

Debate

In an interview with website nu.nl, Farid Azarkan, head of the Dutch Moroccan alliance SMN, says he believes the integration debate will soon be a thing of the past.

'What we are really talking about is sustainable investment in advancement. It is a combination of join in, study and work together.'

The integration of Dutch Moroccans is proceeding at a fast pace and the tone of the integration debate has become milder, he said.

Hollannissa puhutaan paljon maahanmuuttopolitiikasta, mutta valitettavasti sopimukset EU:n kanssa jättävät vain vähän liikkumavaraa.

Jo vuosia liberaali-konservatiivinen VVD on ajanut tiukempaa maahanmuuttopolitiikkaa. VVD:n kampanjajohtajan mukaan EU:n säätöjä pidetään kymmenenäkäskynä, mutta jos ministerit voivat sopia säännöistä voivat he myös niitä muuttaa - ja jos sääntöjä ei voi muuttaa niin Hollannin tulisi käsitellä niitä opt-out -periaatten mukaan (sallittua jos ei erikseen kiellettyä).

There is a lot of political debate in the Netherlands about immigration, but European agreements leave little room for manoeuvre. Stricter policy would mean retreating from Europe.

For years, the right-wing liberal VVD party has wanted stricter immigration rules in the Netherlands. But members of parliament Paul de Krom and Stef Blok have come up against a wall of European law. If European rules are the problem, they have now decided, these rules will have to be changed. The VVD leaders complain that European law has been deemed inviolable and resistance to European treaties is seen as sacrilege.
"Piet Hein Donner and Ernst Hirsch Ballin talk about European law as if it's the Ten Commandments," VVD campaign leader Blok said of the current Christian Democrat ministers of social affairs and justice.

In 2009, 147,000 people migrated to the Netherlands, most of them from other EU countries (90,000 in 2008). There were 16,000 asylum requests and 29,000 requests for family reunion. After a drop in numbers in the first half of the decade, the number of immigrants has been rising since 2006.

Noin EU:n tasolla minä en ihan täysin ymmärrä mihin niillä julistuksilla pyritään, että maahanmuuttopolitiikankin pitää olla mahdollisimman väljää. EU voisi jopa toimiakin, jos se toimisi kattojärjestönä valvomassa jäsenvaltioidensa etuja. Nyt kun kaikki saavat paljonkin sellaista mitä eivät todellakaan halunneet, niin tulee vaan mieleen että kauankohan EU pysyy kasassa? Ei se joitain hyötyjä ja paljon haittoja oikein toimi pitkällä jänteellä. Lissabonin sopimuksessa tosin on protokollat kuinka EU:sta erotaan tai erotetaan.

Etnisten vähemmistöjen töttömyys on kasvanut. Forum multicultural research instituten tutkimuksen mukaan 25% nuorista turkkilaisista, marokkolaisista, surinamlaisista tai antillilaisista on ilman töitä.

Vastaavasti ei-länsimaisten yleinen työttömyys on 14% ja valkoisten hollantilaisten 5,1%. Vuosi sitten ei-länsimaalaisten työttömyys oli 10%.

Forumin johtajan Sadik Harcahouin mukaan syynä ei ole välttämättä syrjintä vaan se, että vähemmistöjen edustajilla on useammin joustavat työsopimukset. Ja tästä joutuvat he joutuvat lähtemään yleensä ensimmäisinä, kun koittaa huonot ajat.

Some 25% of youngsters with a Turkish, Moroccan, Surinamese or Antillean background are without a job, according to research by the Forum multicultural research institute in the Volkskrant on Monday.

In total, 14% of people with a non-western background are jobless, compared with 5.1% of the native white Dutch, the Forum survey shows. A year ago, the unemployment rate under non-western immigrants was 10%.

Forum director Sadik Harcahoui said the higher jobless rate among ethnic minority youth is not necessarily because of discrimination.

Ethnic minority youngsters are more likely to have a flexible contract, meaning they are the first to go when things get tough, he points out. And while education levels are improving, they still lag behind their white peers.

More eastern Europeans are working in Holland

Some 100,000 people from eastern Europe were working in the Netherlands in March, up 12,000 on a year ago, according to the national statistics office CBS.

That number is expected to grow further this summer, as Polish and other workers come to the country do seasonal farm work.

Poles account for four of of five eastern European workers and most are in their 20s and 30s, the CBS said.

Some 50% are employed on a temporary contract.

Khatin jauhaminen on äärimmäisen suosittua maailmalla olevien somalien keskuudessa. Viimeisimmän kyselytutkimuksen mukaan 60% somaleista jauhoi sitä päivittäin. Vuonna 2006 Somalian islamilaiset oikeudet kielsivät kahtin käytön ramadanin aikana, päätöksestä seurasi mellakoita Kismayon kaupungissa.

Khat on myös erittäin suosittua Hollannin 25 000 somalin keskuudessa. Khat kuljetukset saapuva Amsterdamiin Keniasta ja osa tavarasta jatkaa matkaansa Skandinaviaan.

Ahmed Abdulwahab on aloittanut kampanjan khatin käyttöä vastaan ja hän onkin huolestunut siitä, että khat on Hollannissa laillista. Abdulwahabin mukaan khatilla on merkittävä rooli somalinuorten rikollisuuteen Hollannissa.

Khatin käyttö on kielletty kaikissa muissa Euroopan maissa paitsi Hollannissa ja Isossa-Britanniassa.

Kesällä hollantilaiset lehtimiehet jäljittivät yhteyden khatin salakuljetuksen ja al-Shabaab terroristijärjestön välillä.

Other European governments believe otherwise and it is banned across the EU except for in the Netherlands and the United Kingdom.

According to Mr Abdulwahab, the Dutch government underestimates the problems caused by qat within the Somali community and he is trying to warn people about it "many see it just as a fun drug, something that you use for pleasure but it's psychologically addictive," he says."

Njoo. Ihan mahdollista, että khatin käyttö on melko harmitonta ihmiselle, joka on hyvin integroitunut yhteiskuntaansa ja jolla on järkevää tekemistä. On kokonaan toinen juttu vetää siitä johtopäätös, että Euroopan somaliyhteisöjen jäsenille se on "vain hauska, riskitön huume". Alkoholikin on suhteellisen vaaraton aine useimmille ihmisille, mutta onko se sitä pitkäaikaistyöttömälle, jolla ei ole mitään muuta tekemistä kuin ryystää kaljaa lähiökapakassa?

Puoltaisin tässä asiassa Mr. Abdulwahabia. Lainsäädäntöä voi aina tältä osin liberalisoida myöhemmin, jos somalit saavat asiansa Hollannissa joskus parempaan kuntoon. Asiaan liittyy kyllä se riski, että jos tulli onnistuu tehtävissään hyvin, khatin saatavuus vaikeutuu ja hinta nousee, ja nuorempi polvi siirtyy käyttämään amfetamiinia, MDMA:ta ja muita kovempia aineita. Abdulwahabin kavereineen pitäisi saada taottua ihmisten päähän se, ettei nuppia tarvitse sekoittaa joka päivä - kerran viikossa riittää hyvin  .

Hollannin tilastokeskus CBS on tutkinut neljän maahanmuuttajaryhmän mielipiteitä.

Ainoastaan 40% turkkilaistaustaisita kokee itsensä hollantilaisiksi. Surinamilaisista 79%, antillilaisista 60% ja marokkolaisista 50% kokivat itsensä hollantilaisiksi.

Kielellä on suuri vaikutus siihen kuka tunteen itsensä hollantilaiseski mikä varmasti näkyy surinamilaisten kohdalla jotka puhuvat hollantia jo ennestään. Lisäksi työtätekevät kokevat itsensä useimmin hollantilaisiksi kuin työttömät. Ainoastaan 24% työttömistä turkkilaisista koki itsensä hollantilaisiksi.

THE HAGUE, 02/09/10 - Only 40 percent of Dutch people with a Turkish background actually feel Dutch, the Central Bureau for Statistics (CBS) reported yesterday.

The CBS surveyed the degree to which the four important immigrant groups identify themselves with the Netherlands. To this end, people were surveyed who were themselves born abroad, or who have at least one parent not born in the Netherlands.

Hollannissa on tutkittu sitä miksi työnantajat palkkaavat mielummin etnisiä hollantilaisia kuin vähemmistöjen edustajia.

Tutkimuksen mukaan työnatajat uskovat hollantilaisten olevan turvallisempi vaihtoehto ja aiheuttavan pienemmällä todennäköisyydellä ongelmia kuten kieli vaikeuksia tai pitkiä lomia. Lisäksi vähemistöt voivat aiheuttaa erimielisyyksiä työntekijöiden keskuudessa.

Päähuivit ja parta vaikeuttavat työn saantia tehtävissä joissa asiakaskontaktit ovat tärkeitä.

Ei-länsimaalaisten haluttomuus myydä itseään, niin työhakemuksissa kuin työhaastatteluissa vaikuttaa myös osaltaan mahdollisuuksiin saada työtä.

Employers are more likely to choose an ethnic Dutch worker over someone with a minority background because they believe they are the safest choice and less likely to cause problems, the government's socio-cultural planning office SCP says in a new report.

By giving a job to a native Dutch person, 'they think they are less likely to be confronted with unexpected problems such as language difficulties and long holidays,' the SCP says in its latest Discrimination Monitor, published on Tuesday.

In addition, employers sometimes exclude ethnic minority staff because they could dominate the workforce or cause divisions between other groups, the report says.

Cabinet Makes Deep Cuts in Integration Budget

THE HAGUE, 16/09/10 - The caretaker cabinet is making deep cuts in the budget for integration. Immigrants will likely have to carry the costs themselves.

Sources in The Hague say the outgoing coalition of Christian democrats (CDA) and small Christian party ChristenUnie plans savings of about two-thirds of the integration budget. This would work out at some hundreds of millions of euros. Details of the plan are not known, but it is likely that new immigrants and those without a job will themselves be made responsible for insuring that they speak adequate Dutch.

The new government's strategy to cut the influx of immigrants with a non-western background will result in a reduction of maximum 15%, not 50% as Geert Wilders claims, the Volkskrant reports on Wednesday.

A major shake-up meant to dramatically cut the number of non-Western nationals trying to settle in the Netherlands is not having the impact envisaged by controversial politician Geert Wilders.  

A report used when the current Dutch government – a minority coalition of the free-market liberal VVD party and the Christian Democrats (CDA), replying on support from the anti-Islamic Freedom Party (PVV) of Geert Wilders – was made public on Tuesday evening. It outlines a number of proposals that would cut immigration by just five percent - 15 percent at most.

This is no where near the 50 percent reduction in non-Western immigration predicted by Geert Wilders during the presentation of new government's policy plans. At that time Mr Wilders said: "The more we deviate from that 50 percent, the more difficult it will be for [the PVV], and so, for the cabinet".

Hollannin tilastokeskuksen uusimmat selvityksen mukaan useimmat puolalaiset palaavat takaisin kotimaahansa oltuaan Hollannissa muutaman vuoden. 60% vuoden 2000 jälkeen saapuneista puolalaisista on palannut kotimaahansa.

Ilmiö on hyvin samankaltainen kuin 60- 70-luvuilla oli espanjalaisten ja italialaisten kohdalla.

Most Polish migrants leaving the Netherlands

The Dutch statistics office (CBS) says nearly 60 percent of Polish people who came to the Netherlands after 2000 have now left the country.

The percentage is slightly lower than that of Spanish and Italian workers who came to the Netherlands in the 1960s and 1970s but later left. However, it is much higher than the percentage of Turkish and Moroccan migrant workers who decided to return home.

Of the Poles who leave the Netherlands, 90 percent return to Poland, about five percent go to Germany and smaller percentages travel on to Belgium and the United Kingdom. Last year, about 13,000 Poles came to the Netherlands, around 1,000 fewer than in 2008.

EU:n Euroopan neuvoston ihmisoikeuskomissaari arvostelee perheenyhdistämispolitiikkaa

Euroopan neuvoston ihmisoikeuskomissaari Thomas Hammarberg arvostelee useita Euroopan maita tieukentuneista perheenyhistämissäännöistä, esimerkkinä hän nostaa esiin Hollannin.

Komissaarin mukaan Eurooppaan perhettään yhdistävät ihmiset kohtaavat "kohtuuttomia vaatimuksia".

Hollannin uusi hallitus on sopimut PVV-puolueen kanssa tiukemimsta vaatimuksista liittyen maahanmuuttajien perheenyhdistämisiin. Hollannin sääntöjen mukaan perheenyhdistämistä haluavan on tienattava vähintään 120% Hollannin minimipalkasta. Lisäksi yhdistettävien tulee läpäistä kieli- ja integratiokokeet lähtömaassaan ja oltava 21 vuotiaita. Uusi hallitus haluaa nostaa ikärajan 24 vuoteen.

Council of Europe criticises Dutch family reunification policy

The Council of Europe's commissioner for human rights has singled out the Netherlands in a critique of tighter rules on family reunification in a number of European countries.

The commissioner says people who want to bring partners or children to many parts of Europe face 'unreasonable requirements'.

These become insurmountable obstacles which prevent migrants from being with loved ones, Thomas Hammarberg is quoted as saying.

In Sweden persons without a valid passport are generally prevented from qualifying for family reunification. Stricter formal rules concerning identification have made it impossible for many Somali children to reunite with their parents.

Another problem in several European countries is the slow processing of applications for family migration - even for those who can meet the strict conditions. Even in the most urgent cases the decisions now tend to come with long delays. This appears to be intentional.

The main message is that immigrants and refugees, who are lawfully residing in a state, should be able to reunite with their family members as soon as possible, without going through laborious procedures. Being denied the human right to be with one's family makes life more burdensome – and integration much more difficult.
