PoliceLights_TerryPatton_ThinkTWIN FALLS, Idaho (KLIX)-Twin Falls County Prosecutor Grant Loebs has addressed a flood of allegations about an alleged rape that happened in early June in Twin Falls. Loebs tells News Radio 1310 that allegations of a knife point Syrian refugee gang rape that sprang up on social media and numerous blog sites are false. Loebs says a knife was not used and the victim was not physically touched by any more than one person.

He says the victim is a 5-year- old female that was sexually assaulted. The three accused are young boys as well, two considerably young. Grant says there is no proof of rape per se, but a definite lewd act was committed by one of the young boys on the victim. It was not a consensual act, according to Loebs, who said there is no way for a five year old to make that kind of a decision in any situation.

Part of the assault was captured on cell phone and has been taken as evidence. As to the allegations the assailants were specifically Syrian refugees, Loebs says they were not. He also says they were not recent refugees.  He notes that there were two different nationalities involved between the three boys.

On Thursday last week charges were filed against two of the minors, the case was sealed by a judge as is the case involving any underage people. The prosecutor says the two are being detained and are not out in public. He says police responded to the call in a timely manner taking the case very seriously.

Loebs says his office has been flooded with calls from media outlets and concerned citizens after the allegations made the blogs during the weekend.

City Manager Travis Rothweiler says the Chief of Police Craig Kingsbury will address the case before the city council meeting tonight at 5 p.m. to dispel the inaccuracies. Rothweiler says they are limited by the judge's order but will attempt to release as much as they can.

EARLIER VERSION OF THE STORY:
In early June, KMVT-TV reported an ongoing investigation surrounding rape allegation at Fawnbrook Apartments in Twin Falls. Officials did not elaborate or provide more information.

Twin Falls County Prosecutor Grant Loebs has only said that there is a case that has been sealed by a judge because the case involves minors.  In the past weeks, a number of blog sites, including infowars.com, have published detailed reports of the allegations.

The blogs say a young girl was sexually assaulted by three other young people, all under the age of 13, at knife point. Several blog sites also allege the perpetrators are Muslim refugees.  None of the information making its way through the blogs or social media attributes where that information has come from.

Twin Falls Police have not provided information confirming the allegations nor has the county prosecutor's office. The family of the victim also has not come forward and spoken publically about it. A Go Fund Me account has been set up supposedly to help the victim's family.

The allegations were brought before the Twin Falls City Council during a meeting held on June 13, by several people who live in the Magic Valley. Mayor Shawn Barigar said the council had not been made aware of the report. Origin:In June 2016, online outlets began reporting a rumor that three Syrian refugees had raped a 5-year-old Idaho girl at knifepoint, that police were lax in investigating the case, and that news media were refusing to cover the story:

    Proving a dangerous bias, the media have remained eerily silent on the horrific events that occurred on June 2. In a shameless bid to protect their leftist agenda, news outlets have given only vague details of the disturbing case, however, an outraged neighbor has come forward with the full story that is sure to put a damper on the federal refugee resettlement program.

    KMVT reported on June 7 that a sexual assault occurred near the Fawnbrook Apartment complex in Twin Falls, Idaho. Only stating that no charges have been filed, according to prosecutor Grant Loebs, the station concludes that allegations are swirling on social media from an eye witness. Although they've done well not to give any hint of who the perpetrators are, why they're being investigated, or who the victim is, a neighbor has broken the silence out of pure indignance over the authorities' handling of the case.

    The boys are ages 13, 10, and 8, and are Syrian refugee children from 2 families resettled in the apartments. What happened next is too sickening for mere words ... [A] neighbor states that the Syrian boys stripped the girl naked, raped her, and urinated on her body and in her mouth. Although the two younger boys were unable to perform sexually due to their ages, the 13 "coached" the pair while he videoed the sexual assault after his own participation.

The rumor made its way to a conspiracy-oriented web site, whose headline on the topic blared: "REPORT: THREE SYRIAN 'REFUGEES; RAPE LITTLE GIRL AT KNIFEPOINT IN IDAHO; Furious residents accuse council of cover-up." The headline made no mention of the ages of the "refugees" involved and asserted that police had declined to act due to a "language barrier":

    Three Syrian refugees reportedly raped a little girl at knifepoint in Idaho before urinating on her body, an incident that prompted furious residents to accuse Twin Falls city council members of covering up the assault.

    The little girl was playing outside Fawnbrook apartment buildings when the boys put a knife to her throat and forced her inside a laundry unit. She was then stripped naked, raped and urinated on. The 13-year-old reportedly told the younger boys to urinate on her because they were incapable of ejaculating.

    The victim's grandmother found the victim and then called the girl's mother, who called the police. The police took 2 and a half hours to arrive but were unable to take any action due to the "language barrier".

    When she arrived, the mother of the alleged rapists was only able to say "no police," while the father reportedly congratulated his 13-year-old son. Video of the entire assault was captured on the boy's cellphone.

    A follow-up KMTV report revealed that, "the case has officially been sealed by a judge with no chance of it ever being unsealed since all parties involved are minors."

    A video of a Twin Falls council meeting shows irate residents demanding to know why council members have done nothing to address the alleged rape, as well as numerous other issues involving Syrian refugees being housed in the area, including hit and run incidents and Muslims spitting on non-Muslims.

We contacted county prosecutor Grant Loebs to obtain first-hand information about the rumors. He confirmed to us that an incident did take place at the Fawnbrook Apartment complex in Twin Falls, Idaho, on 2 June 2016 involving a five-year-old girl, a seven-year-old boy, a ten-year-old boy, and a 14-year-old boy. Loebs said that the three boys were of Middle Eastern descent, but they were not Syrian and he had no information indicating they were refugees.

Because the case is still being investigated and involves minors, Loebs was unable to disclose many of its details. However, he confirmed that police have indeed been aggressively investigating leads in the case, observing all normal procedural practices rather than declining to act due to any purported language barriers. Officers have also interviewed the girl and all of the boys involved, with the ten- and fourteen-year-old boys having been detained in juvenile custody during the ongoing investigation.

Loebs told us there was no indication a knife was involved in the incident, and that no one was "raped" or murdered (although contact of a sensitive nature allegedly occurred). Moreover, he stated that the investigation was a police matter, not one involving the local city council (which has no jurisdiction in criminal cases).

News outlets have indeed covered the incident, and they have "given only vague details of the disturbing case" because its active status and the involvement of minors precludes officials from providing more detail at this time.

An alleged sexual assault on a five-year-old special needs girl has put a small Idaho city at the center of the debate over the Obama administration's move to take in hundreds of thousands of refugees.

Much of what occurred in the June 2 incident is unclear, clouded by emotion and rumor and sealed from public record due to the suspects' ages. At a raucous public meeting Monday, dozens of residents of the city of 44,000 voiced their concerns after word had spread that young Syrian refugees had gang-raped a little girl at knifepoint, defiling her in unspeakable ways.

Some of what they had heard was true, some was not and still more remains unconfirmed speculation. But authorities believe something terrible occurred. Two young boys were arrested Friday and remain in custody.

"This is a serious crime and we are handling it the way we handle all such crimes," Twin Falls County Prosecutor Grant Loebs told FoxNews.com. "We're still in the fairly early stages of investigating this."

Despite the hot-button issue of refugee resettlement, the story has gained little traction with the national media, and Internet fact-check site Snopes.com has labeled the information circulating on the web as "mostly false." According to Loebs, the three assailants, ages 7, 10 and 14, are not Syrian, but may be refugees. The girl was not raped, but is believed to have been sexually assaulted, he said.

The day after the arrests, local residents formed the Facebook community "Justice for Our Children" in support of the young victim and her family that has more than 9,000 members. A petition was circulated, attracting more than 2,500 signatures in less than three days.

Loebs, (r.), says his office will get to the bottom of what happened June 2 at the Twin Falls apartment complex.

"Many people in this community are in awe, and outraged that no consequences are being served to these boys nor their parents for this vile incident," reads the petition letter dated Jun 18. "We feel there is an incredible lack of justice being served. We are not targeting due to racism. We are targeting these individuals because of their horrific acts. No one should go without consequences for actions like these no matter the age or language barrier."

Davis Odell, a community resident who has been in close contact with the victim's family said the boys dragged the unnamed girl into a utility room in the Fawnbrook Apartments, a low-income, subsidized housing complex in Twin Falls, and assaulted her in an attack that ended when a neighbor happened upon the scene and called police.


"They stripped her naked, and urinated in her mouth," Odell told FoxNews.com, citing his conversations with the girl's family.

Neither the Twin Falls Police Department nor Loebs confirmed the details given by Odell. Loebs did confirm that the incident was reported on June 2, and that two juvenile suspects were finally charged Thursday and arrested a day later. The prosecutor did not say why just two arrests had been made, and said the case is sealed due to its sensitive nature and the minors involved.

Twin Falls Police Chief Craig Kingsbury told reporters the suspects are Iraqi and Sudanese. Loebs said he does not know how long they have been living in the United States.

Twin Falls activists say the case and the lack of information from authorities demonstrates the problem with state and federal programs to resettle refugees in cities and towns.

"We're worried that these are the kids who will be going to school with our kids," said Odell. "We want to know what is happening."

Refugee advocates say the disturbing case is being used to drive anti-refugee sentiments.

"There have been periodic website postings about hundreds of Syrians coming to Idaho that have all proven to be false in the past, and this is probably just one of those attempts to try and stir up hatred and bigotry," Jan Reeves, director of the Idaho Office for Refugees, told the Idaho Statesman.

Reeves' office has worked with the federal Office of Refugee Resettlement to find homes in the state for more than 300 refugees amid the current international crisis. Twin Falls is one of several communities in the state that has received refugees.

While the Syrian civil war touched off an international effort to absorb millions of displaced people, the refugee wave that has swept over Europe and into the U.S. includes people from more than a dozen Middle Eastern and African countries.

In Twin Falls last year, anti-refugee activists sought to close a local resettlement office, but did not gather enough signatures to put the measure before voters. 

Davis and others are thus planning a fundraiser and "Walk of Support" this weekend in an effort to assist the family with relocation and legal costs. He said the girl is deeply traumatized and "very confused" about what happened.

At a City Council meeting Monday night, residents demanded answers from law enforcement regarding the crime and the resettlement program, with some calling for the removal of all immigrants in the city.
