Serbialainen oppositiopoliitikko Dveri Srđan Nogo ei hyväksy maan hallituksen kaavailemaa pakolaisten Dublin-palautusta koskevan asiakirjan allekirjoittamista, kertoo serbialainen B92. Nogo pelkää, että jos asiakirja allekirjoitetaan, Serbiaa uhkaa Dublin-palautuksina jopa 1,2 miljoonan pakolaisen tulva, tällä kertaa toisesta suunnasta kuin vuonna 2015.

Roskaa. Miljoona Dublin-palautettavaa olisi kyllä ihan oikein laittomien siirtolaisten läpikulun sallineelle Serbialle, mutta Serbiaa ei katsota EU:ssa turvalliseksi maaksi, johon voitaisiin palauttaa turvapaikanhakijoita. Sopimus ei muutenkaan voisi koskea Serbian kautta viime vuosina tulleita, joiden hakemukset on jo otettu muualla käsiteltäviksi.

Käytännössä Dublin-sopimukseen liittyminen kai tarkoittaisi Serbialle sitä, että maa voisi palauttaa turvapaikanhakijoita helpommin Kreikkaan ja Bulgariaan. Tosin Dublin-sopimustahan ollaan parhaillaan uudistamassa niin, että palautuksista siirryttäisiin "taakanjakoon" eli siirtoihin ulkorajamaista muihin EU-maihin. EU-jäsenyyttä hakenut Serbia on jo aiemmin ilmoittanut kannattavansa liittymistä yhteiseen EU-ratkaisuun, mikä se sitten onkaan.

Bosnia­n poliisi on estänyt jopa 200 "siirtolaisen" marssin Velika Kladusan kaupungista Kroatia­an. Nämä mölisivät muutaman tunnin rajanylityspisteellä ja kääntyivät takaisin. Lisäksi 89:n läpsyttelijän joukko lähti Cazinin kaupungista marssimaan kohti toista rajanylityspaikkaa.

The Latest: Bosnian police block migrant march to Croatia

Bosnian police have blocked some 200 migrants from reaching the border with neighboring Croatia, which is a member of the European Union.

The migrants marched Monday from the northwestern town of Velika Kladusa toward Croatia in protest that the border remains closed for people trying to reach Western Europe. They turned back after spending a few hours near the Maljevac border crossing.

Also Monday, another group of 89 migrants, including children, left a camp in the town of Cazin, apparently to march toward another border crossing.

Thousands of migrants are staying in northwestern Bosnia while trying to reach wealthy EU nations. Local residents held protests last weekend in the town of Bihac over the rising number of migrants in the town.

Migrants have turned to war-ravaged Bosnia to avoid more heavily guarded routes in the Balkans.

Migrants block Bosnian border, scuffle with Croatian police

Several people were injured on Wednesday as migrants demanding to cross Bosnia's northwestern border threw stones at Croatian police who responded by firing teargas and using batons to push them back, a Reuters photographer at the scene said.

Hundreds of migrants broke through a Bosnian police cordon earlier on Wednesday and blocked the Maljevac border crossing, hoping to pressure neighboring Croatia to open its frontier and let them travel north, Bosnian authorities said.

As the migrants blocked the border post on the Bosnian side, Croatian police wearing riot gear put up a fence to block their passage and formed a cordon. Eight police vans were parked behind the border and a helicopter hovered above.

Some of the migrants hurled stones and scuffled with the police, who responded by using teargas and batons. A woman sustained head injuries and was taken to hospital, along with another injured man, the Reuters photographer said.

Two policemen were also slightly injured, a police spokeswoman said, and Prime Minister Andrej Plenkovic announced the deployment of reinforcements in the area.

"Croatian police will protect the border, but at the same time fully respecting international, humanitarian and our own laws," he told reporters.

The migrants, including families with small children, had spent two nights sleeping rough close to the border. On Wednesday, they pitched their tents and laid sleeping bags on the road, which was closed to traffic.

Compared to 307 requests in all of 2017, there were 3,000 asylum applications by August this year, according to Pablo Zapata from the United Nations High Commissioner for Refugees (UNHCR).

Yet not all of those who apply plan to stay long term.

After catching a few months of rest, "many withdraw or suspend their asylum applications to continue their journey," said Erida Skendaj, head of Albania's branch of the Helsinki Committee, a human rights NGO.

An EU police souce in Tirana described it as an "abuse" of the asylum system, while Albania's interior ministry says "there are no more than 500 real asylum cases that are being examined".

But for the weak, elderly, and those like Dabash who are travelling with young children, the prospects of continuing the perilous journey northward are losing their appeal.

Countries closer to Western Europe's perimeter have been tightening their borders. On the path further north in Bosnia, migrants have been clashing with police who are stopping them from entering EU member state Croatia.

'Enormous risks'

Albanian authorities are concerned that Europe's hardening stance will trap more and more migrants in their country indefinitely.

The Balkan state is already struggling with its own economic problems, including high unemployment and emigration.

"Albania does not have the capacity to receive a very large number of asylum seekers and offer them services in line with EU standards," said Deputy Interior Minister Rovena Voda, adding that they have asked for more support from the European Union.

Migrants camping on Bosnia's border with European Union member Croatia say they are launching a hunger strike.

Several dozen migrants have stayed out in the open for days insisting that Croatia let them in. They have clashed with police while trying to push their way through.

Some of the migrants on Saturday covered their mouth and eyes with tapes in protest. Others could be seen walking among small tents or sitting on the road.

Bosnian police have sought to persuade the group to move to a migrant center.

Bosnian authorities say dozens of migrants who camped for days near the border with Croatia have been transferred to a migrant center in northwestern Bosnia.

Police said members of the group boarded buses without incident on Tuesday, paving the way for the reopening of a border crossing that was blocked since their arrival.

European Union allocates 7.2 million Euros in Grants to BiH

The European Union has allocated more than 7.2 million euros in grants to support Bosnia and Herzegovina in the area of migration and border management, in the context of the increased number of refugees and migrants entering the country since the end of 2017.

The project aims at further strengthening the country's migration management, asylum, border control and surveillance capacities. It will also build on the existing support in the distribution of food and provision of emergency shelter, water, sanitation and hygiene services, protection, as well as other basic necessities to migrants, asylum seekers and refugees on the territory of Bosnia and Herzegovina.

The access to asylum, protection and social security systems, including healthcare and education for school-aged children, will be improved through support to the Border Police, Service for Foreigners' Affairs, the Sector for Asylum, Centres for Social Welfare and relevant Cantonal and municipal authorities.

Shelter, water, sanitation and hygiene infrastructure will be put in place or expanded in order to provide winterized, secure and dignified accommodation, protecting families with children and other vulnerable individuals from the cold weather.

5 Albanians arrested for trafficking Syrian migrants

Albanian police say they have arrested five people suspected of trafficking migrants from Greece to Montenegro.

A statement Wednesday said that a months-long investigation showed that the "criminally structured group" received migrants, mainly Syrians, coming from neighboring Greece in its south, accommodated and then transported them to neighboring Montenegro in the north, aiming to reach Western European countries.

Albania has become a preferred route for migrants moving toward northern Europe from Greece and Bulgaria since Serbia tightened border controls.

Albania has signed an agreement allowing European Union border guards to enter and help the Balkan country control migrants.

Thousands of migrants trek through perilous minefields to reach EU countries

Thousands of migrants are trying to reach countries inside the European Union through the minefields that line the border between Bosnia and Croatia.

An estimated 18,000 migrants arrived in Bosnia this year compared to fewer than a thousand in 2017.

Most of them are heading for Croatia.

Hundreds of refugees are now crammed into two camps along the North Western border - hoping to cross into the country.

Many choose to risk their lives on foot through the perilous minefields - where 130,000 devices from the Bosnian war remain hidden.

Authorities still work everyday to clear the minefields and there is a greater urgency as the border becomes the new favoured route into Europe for thousands of migrants and refugees.

Zdravko Modrusan, Director of the Croatian Centre for De-Mining, told ITV News: "Of course you can hide in the minefields but you do risk your life."

The Croatian authorities have produce a mobile app which alerts you when you are near a mine field.

Refugees can use this app to avoid mines but also where the police cannot go.

YK, EU ja Mastercard jakavat Balkanilla maksukortteja rahoittaakseen laittomien maahantunkeutujien matkustuksen halki Euroopan, väittää slovenialainen verkkosivusto Nova24. Korttiin on painettu EU:n ja UNHCR:n logot, ja haltijaksi merkitty "UNHCR". Korttia voi käyttää anonyymisti.

Poliisi on havainnut laittomia siirtolaisia joilla tällainen kortti on Sloveniassa, Bosniassa ja Herzegovinassa. Poliisilähteiden mukaan porukalla on usein tuliterät jalkineet, vaelluskamppeet, älypuhelimet ja jopa aseet.

Mastercard ilmoitti jo 2016 lanseeraavansa maksukortin pakolaisia silmällä pitäen. Edelleen Mastercard ilmoitti "Humanity Ventures" -yheistyöstä George Soroksen kanssa pakolaisten auttamiseksi. Ledtrådar som besvarar frågor kring hur många illegala migranter klarar sig ekonomiskt under sina långa resor från hemländerna till och genom Europa har lagts i dagen av den slovenska sajten Nova24. En förklaring är enligt sajten att FN:s flyktingorgan UNHCR och EU i samarbete med Mastercard frikostigt delar ut betalkort till migranterna förladdade med pengar.

Korten är försedda med både EU:s och UNHCR:s logotyper. Inga identitetshandlingar krävs för att få eller använda korten – i stället för namn på kortinnehavaren är "UNHCR" och ett nummer präglat på kortet.

Uppgifterna kommer enligt Nova24 från en källa inom den kroatiska polisen. Många migranter utrustade med sådana kort uppges uppehålla sig där och i intilliggande Bosnien och Herzegovina där de förbereder sig för resan vidare upp genom Europa till det land de sett ut som slutdestination, ofta Tyskland eller Sverige.

Enligt poliskällan är dessa migranter välutrustade med nyinköpta rejäla kängor och vandringskläder, smarttelefoner och även vapen. Under mellanlandningen i de östeuropeiska länderna tar de ut pengar ur bankomater för att bunkra förnödenheter.

Poliskällan uppger att inte alla migranter har dessa kort. De som inte har det är ofta fattigare och sämre utrustade för resan.

Mastercard aviserade 2016 att man utfärdade förladdade betalkort för att som man formulerade det "ge flyktingar rörlighet, flexibilitet och värdighet". I ett pressmeddelande förra året tillkännagav Mastercard också att man inlett ett samarbete med George Soros kallat "Humanity Ventures" med målsättning att "katalysera och accelerera ekonomisk och social utveckling för utsatta grupper i världen, i synnerhet flyktingar och migranter".

I pressmeddelandet angavs vidare att "George Soros meddelat att han öronmärkt upp till 500 miljoner dollar för privata investeringar som kommer att öka kapaciteten för att möta de utmaningar som migranter, inklusive flyktingar, och deras värdsamhällen ställs inför världen över. Humanity Ventures är en del av det initiativet".

Mastercard deklarerar också att man "levererar innovativa betalnings-, data- och identitetslösningar för underprivilegierade i världen, verktyg som förbättrar tillvaron för flyktingar och migranter genom att knyta bättre ekonomiska och sociala band med lokalbefolkningarna".

De ungerska myndigheterna har varnat för att runt 70 000 migranter har samlats på Balkan och förbereder sig för att forcera sin väg in i Västeuropa via vad man kallar "The Soros Express".

Suomi on luotettava ja merkittävä UNHCR:n rahoittaja, ja UNHCR on Suomen antaman humanitaarisen avun suurin vastaanottaja. Suomi lahjoittaa vuosittain suuren korvamerkitsemättömän summan UNHCR:lle (7 miljoonaa euroa tai 8,3 miljoonaa Yhdysvaltain dollaria). Näin UNHCR voi reagoida nopeasti, kun hätätilanne tapahtuu, ja osoittaa rahoitusta sinne, missä tarve on suurin.

Vuonna 2017 Suomi oli UNHCR:n 10. suurin lahjoittaja asukasta kohden. Tuki oli yhteensä 22 miljoonaa Yhdysvaltain dollaria. Noita kortteja on jaettu Turkin pakolaisleireillä oleville syyrialaisille ja irakilaisille. He olivat jo turvassa, mutta pääsivät silti Kreikkaan "turvapaikanhakijoina".

Heidän analyysinsa: vähintään 20.000 maahanmuuttajan yritys murtautua rajan läpi suuntana Keski-Eurooppa on odotettavissa aivan lähiaikoina.

"Kroatialaiset yrittävät tosissaan saada kaiken itse hoidettua." He ovat sijoittaneet rajanylityspaikalle myös erityisjoukkoja, kertovat anylyytikot sisäministeriön Ryhmä III:sta (maahanmuutto) Wienissä. Mutta asia kehittyy huolestuttavaan suuntaan, ilmoitetaan sisäministeriöstä: "Nyt tulevat aivan muut - ei enää perheitä ja tuskin ollenkaan naisia. 95 prosenttia maahanmuuttajista, jotka aikovat murtautua rajan yli, on nuoria miehiä, melkein kaikilla mukana puukko. Erästä rajapoliisia on jo puukotettu.

Bosniassa odottavien maahanmuuttajien joukossa ei ole enää syyrialaisia: "Suuri massa koostuu iranilaisista, algerialaisista ja marokkolaisista." Näiden kohteena ei ole Itävalta: "Maahanmuuttajat haluavat edetä Saksaan ja siitä edelleen Skandinavian maihin. Itävallalta on saanut heidän silmissään huonon maineen."


Frontex-harjoituksen pitäisi estää rajahyökkäyksen

Ihmismassojen huolto on "hoidettu melko hyvin" kertovat yhdysupseerit: monilla maahanmuuttajilla on mukanaan UNHCR:n ja Unicefin Prepaid-luottokortteja.

"Eurooppa ei halua tyrkyttää väkisin apua Kroatialle", painotetaan sisäministeriössä. Samalla kun halutaan estää väkivaltainen rajan yli murtautuminen, halutaan antaa tällä myös merkki tuleville matkaan lähtöä suunnitteleville kymmenille tuhansille maahanmuuttajille. Eräs ratkaisumalli on jo löydetty: marraskuussa pidetään juuri tällä rajaseudulla Frontexin rajojensuojelujoukon suuri turvallisuusharjoitus.

Törmäsin Are You Syrious?-blogiin, jonne ilmeisesti joku Bosniassa sijaitseva maailmanparantaja-NGO:n työntekijä on kerännyt hädänalaisten tarinoita edesottamuksistaan Kroatian ja Slovenian viranomaisten kanssa.

Tarinoista ilmenee, että etenkin Kroatiassa viranomaiset tekevät parhaansa tukkiakseen laittomien maahantulijoiden ja läpikulkijoiden virran. Viranomaisten toiminta on Itä-Eurooppalais-tyylisen tylyä ja varsin tehokasta. Äbläwäblää ei paljoa kuunnella ja välineet otetaan avuksi, jos tarvetta siihen ilmenee. Taikasana ei tehoa.

Kulkijoita on hyvin monesta eri maasta: Afghanistan, Algeria, Bangladesh, Irak, Iran, Marokko, Pakistan, Palestiina, Syyria

Fajsan asked the police whether him and his family could apply for asylum in Croatia and access the formal accommodation asylum centre there. The police told him, "ok, we will take you to the camp". But instead transporting them to a formal camp, the families were driven directly to the Bosnian border for their deportation.

Sisäministeriön osastopäällikön työpöydällä yhdysupseerien keräämät ajankohtaisimmat tiedot koskien tilannetta Kroatian rajaseudulla Velika-Kladusassa, 224 km Itävallan Spielfedistä (rajanylityspaikka Slovenia-Itävalta-rajalla). Heidän analyysinsa: vähintään 20.000 maahanmuuttajan yritys murtautua rajan läpi suuntana Keski-Eurooppa on odotettavissa aivan lähiaikoina.


"He ovat aseistautuneita, melkein kaikilla on puukko"

"Kroatialaiset yrittävät tosissaan saada kaiken itse hoidettua." He ovat sijoittaneet rajanylityspaikalle myös erityisjoukkoja, kertovat anylyytikot sisäministeriön Ryhmä III:sta (maahanmuutto) Wienissä. Mutta asia kehittyy huolestuttavaan suuntaan, ilmoitetaan sisäministeriöstä: "Nyt tulevat aivan muut - ei enää perheitä ja tuskin ollenkaan naisia. 95 prosenttia maahanmuuttajista, jotka aikovat murtautua rajan yli, on nuoria miehiä, melkein kaikilla mukana puukko. Erästä rajapoliisia on jo puukotettu.

Bosniassa odottavien maahanmuuttajien joukossa ei ole enää syyrialaisia: "Suuri massa koostuu iranilaisista, algerialaisista ja marokkolaisista." Näiden kohteena ei ole Itävalta: "Maahanmuuttajat haluavat edetä Saksaan ja siitä edelleen Skandinavian maihin. Itävallalta on saanut heidän silmissään huonon maineen."


Frontex-harjoituksen pitäisi estää rajahyökkäyksen

Ihmismassojen huolto on "hoidettu melko hyvin" kertovat yhdysupseerit: monilla maahanmuuttajilla on mukanaan UNHCR:n ja Unicefin Prepaid-luottokortteja.

"Eurooppa ei halua tyrkyttää väkisin apua Kroatialle", painotetaan sisäministeriössä. Samalla kun halutaan estää väkivaltainen rajan yli murtautuminen, halutaan antaa tällä myös merkki tuleville matkaan lähtöä suunnitteleville kymmenille tuhansille maahanmuuttajille. Eräs ratkaisumalli on jo löydetty: marraskuussa pidetään juuri tällä rajaseudulla Frontexin rajojensuojelujoukon suuri turvallisuusharjoitus.

Eli ukkoa, mellakkakilpiä ja pamppuja, kyynelkaasua ja vaikka näitä paineilma-aseita mitä meidänkin poliisi tykkää käyttää. 99% tänne pyrkijöistä ei ole millään tavalla vaarassa vaan ainoa tähtäin on saada parempi paikka asustella, vieläpä kantaväestön laskuun. Jos olisi halua niin tänne tulijoilta voitaisiin vaatia velvollisuutena opiskella paikallinen kieli ja lyödä vielä paperi alle jossa näin luvataan tehdä johon allekirjoitus. Pakollisena voitaisiin myös antaa koulutusta paikallisista tavoista ja laista. Lisäksi sitten kiristää touhua vielä niin että jos hakemus hylätään niin se kestää vain ja ainoastaan yhden valituskierroksen. Kaikki tiedot tulee antaa ekaan käsittelyyn jos nousee huolia vaikka omista seksuaalisista taipumuksista niin kaapista ulostuloa ekan hylsyn jälkeen ei enää lasketa. Tänne tulijat asuvat keskuksissa kunnes voivat todistaa osaavansa kielen sen verran että pärjäävät. Keskuksissa taas ruoka-aineet tuodaan mutta itse joutuvat siivoamaan ja tekemään ruokansa.

Alkaisi paineetkin rajalla helpottamaan kun jokainen maa ottaisi tuollaisen asenteen tänne tulijoihin. Tietenkin rajalla voidaan käyttää myös sitä järkeä ja antaa pikakäsittely hakemukselle.

Näissä lähitilanteissa on hyvinkin mahdollista, että joku rajavartija tulee puukotetuksi muun joukon peittäessä näkyväisyyden. Sanonta kalabaliikki kuvaa hyvin olosuhteita.

Kalabaliikki-taktiikkaan vastaaminen kysyy rajavartijoiden mellakantorjunta-taitoja, jotka eivät yleensä sisälly heidän koulutukseensa.

Emme myöskään tiedä varmuudella tunkeutujien tavoitetta: Saada rajavartijat väistymään tilanteessa, jossa perääntymisen vaihtoehtona on joko henkilötappiot omalle joukolle, tai tulituen käyttäminen ryntääjien pakottamiseksi takaisin, on yksi looginen skenaario. Se toinen mahdollisuus saattaa olla myös yhtä todennäköinen.

Migrants claim Bulgarian police beat them

A group of illegal migrants intercepted near the Turkish-Bulgarian border yesterday claimed Bulgarian police beat them, stole their possessions and sent them back to the Turkey.

Thirteen migrants including Afghan and Pakistani nationals were discovered by gendarmerie troops patrolling the border in Kırklareli province in northwestern Turkey. The migrants told the troops that they infiltrated into Turkey two years ago from its eastern border and sought to cross into Europe via Bulgaria. They said a smuggler brought them to the border and they jumped over barb-wired fences into Bulgaria where the police caught them. They claimed police beat them and seized their possessions before forcing them to cross back into Turkey.

The incident is latest in a string of similar instances of "pushback" forced and illegal deportation of migrants to the countries they arrive from. Greece, another country bordering with Turkey, was also accused of pushing back migrants, based on the accounts of migrants found bruised on the Turkish border.

Bosnian Bihaćissa viranomaiset eivät päästä 146:tta läpsyttelijää ulos junasta. Kyseinen paikkakunta, joka sijaitsee lähellä Kroatian rajaa, on täynnä matuja, joten enempää ei ilmeisesti kaivata.

Samanlainen tilanne tuolla oli 24. lokakuuta. Läpsyt joutuivat tuolloin lopulta menemään bussilla takaisin Sarajevoon.

Migrants: Bosnia, 146 stranded on train in Bihac

A reported 146 migrants are stranded on a train at the station of Bihac, in north-western Bosnia, not far from the border with Croatia. The migrants, who reached Sarajevo overnight, have not been allowed to get off the train. Last month, Bosnian authorities banned access to the district of Bihac due to the large number of migrants already hosted, a local police spokesman said.

A similar situation was already reported on October 24, when 90 migrants were stranded aboard a train and were then forced to travel by bus to the hosting center of Hadzici near Sarajevo.

Macedonia has extended the state of emergency at its southern and northern borders until June 2019 in an effort to reduce illegal border crossings by migrants.

Parliament approved the measure for the borders with Greece and Serbia because of increased migratory flows.

Balkan states closed their borders in early 2016 to migrants heading from Greece to Europe's prosperous heartland. But Macedonian police say more than 6,600 illegal crossings of the country's borders were recorded in the first half of 2018.

Police teams from several EU nations are helping their Macedonian peers to patrol the borders.

Siirtolaiset, jotka olivat matkalla Bosnian läpi Kroatiaan päästäkseen syvemmälle Eurooppaan, ovat julkistaneet kuvia ja videon teoista, joita väitetään Kroatian poliisin tekemiksi.

Brittilehti Guardianin julkaisemassa videossa ja kuvissa kerrotaan laittomien siirtolaisten tarina laittomasta rajanylitysyrityksestä. Kolmen kuvissa ja videolla esiintyvän henkilön kerrotaan tulevan Algeriasta, Syyriasta ja Pakistanista. He halusivat Bosnian läpi Kroatiaan. Kroatiassa heidät kertomuksen mukaan pahoinpideltiin rajavartion toimesta. Lopulta joukosta oli lähetetty takaisin Bosniaan.

– Kroatian poliisi kiduttaa meitä. Ne rikkovat meiltä luut, kertoo mies, jonka kasvot ovat veren peitossa. Guardian on keskustellut alueella 50 henkilön kanssa. Näistä 35 ilmoitti joutuneensa poliisin uhriksi.

Tämä ei ole ensimmäinen kerta, kun Kroatian rajavalvontaa syytetään väkivallasta. Jo elokuussa eräs mies ilmoitti kokemastaan. Hungary's Fidesz-led alliance expects the United Nations High Commissioner for Refugees to respond in connection with the issue of "migrant cards", the ruling parties' group spokesman told press conference on Sunday.

Istvan Hollik said Hungary wanted "a straight answer"concerning how many migrants arriving in Europe were"paid" by the United Nations, how many types of cards were in circulation and funded by the UNHCR, how much money the organisation had paid out via the cards as well as how much money each migrant received.

He noted these questions have already been addressed to the European Commission president and the European Parliament's LIBE committee without any response so far.

"I'd also like to know what the UN High Commissioner for Refugees thinks about the possibility that the money doled out through the cards can be used for people smuggling and financing terrorism," he added.

It is biting cold near the border of Bosnia and Croatia, and nothing really keeps the migrants camping there stay warm.

After a mild autumn, the weather in the Balkans gave way to gray skies, plunging temperatures and cutting wind. The approach of another winter announced tougher times for migrants stuck in the region while trying to reach western Europe.

Hundreds of migrants are staying in make-shift camps with no heating or facilities. Some are fleeing wars in their home countries in the Middle East Africa or Asia. Others have been driven away by poverty, lack of freedom or hope for the future.

One such camp is in the town of Velika Kladusa, in northwestern Bosnia, only about a kilometer (mile) from the heavily guarded border. Dozens of migrants spend days and nights here trying to cross into Croatia, a European Union member nation a short distance away that holds the promise of easier travels.

Migrants turn to Bosnia to avoid more heavily guarded routes elsewhere in the Balkans. As a European Union member, Croatia is easier to pass through toward wealthy EU countries where they hope to find work and start new lives. Many spend months, or sometimes even years, on the road.

After their long journeys, many migrants don't have winter shoes, warm socks, caps or gloves. They wrap themselves tightly in blankets, leaving their faces barely visible. At lunch time, they line up for warm meals provided by aid groups. They eat among garbage-strewn, grim-looking tents made of nylon, ropes and cardboard.

Frontex, the European Border and Coast Guard Agency, started operating in Croatia with a surveillance airplane at the end of July, monitoring the EU's external borders in the Western Balkans area. The plane streams video and other data directly to the Frontex Situation Centre at the agency's headquarters in Warsaw, along with relevant national and European authorities.

This day the Frontex plane spotted a person, waiting near a van in Croatia. From the plane, the vehicle was kept under surveillance and after a few minutes, a group of around twenty people were spotted, running out of the woods and climbing in the van. The Frontex plane followed the vehicle. During this operation, the agency's monitoring room was in constant contact with Croatian police on the ground in order to give updates about the position of the vehicle. Within half an hour, the Croatian police intercepted the vehicle and arrested two people smugglers.

The European Commission has allocated an additional 500,000 Euros to continue assisting the most vulnerable refugees and migrants in Bosnia and Herzegovina.

This additional funding brings EU humanitarian assistance in the Western Balkans to €31 million since the start of the refugee crisis in 2015, including €2 million for Bosnia and Herzegovina in 2018.

"Refugees and migrants continue to arrive in Bosnia and Herzegovina and the EU is committed to provide humanitarian assistance to those in need, supporting the efforts of national and local authorities. Our humanitarian aid will provide food, water, emergency shelter, sanitation, health care and warm clothing" said Christos Stylianides, Commissioner for Humanitarian Aid and Crisis Management.

EU's humanitarian assistance is provided in locations such as Bihac, Velika Kladusa and Sarajevo.

The northwestern Bosnian border city of Bihac, close to the Croatian border, is one of the locations being exposed most to what is called "The New Western Balkans Migration Route". Since the beginning of 2018, several thousands of migrants, mostly from Pakistan and Afghanistan, arrived in this border region. The Croatian government, in close cooperation with Bosnia and Herzegovina and Frontex, the EU's border guard agency, stepped up the surveillance of the 1000 kilometers of landborder. While most Bosnians showed huge solidarity with migrants earlier this year, the city of Bihac as well as the nearby border town Velika Kladusa saw anti-migration demonstrations recently. The public opinion seems to change rapidly on the ground. Euronews reporter Hans von der Brelie interviewed Suhret Fazlic, the mayor of Bihac.

This year saw many migrants arriving here in and around Bihac. How does the local population react on this?

In the beginning of this year, around February, when the first migrants arrived in Bihac, ordinary people showed real empathy. During the war Bihac was under siege for more than 1000 days (so people understand the meaning of being in need). During this year, 2018, people were helping migrants a lot, regarding healthcare, clothing and many other things. But in the beginning there was just a group of 70 or 100 people.

But already six months later the Red Cross of Bihac had to prepare 100 meals a day. And in October of this year the numbers went up again and nobody knows exactly any longer how many migrants are present here in Bihac. It is visible, that there are more than 3000 of them in Bihac and this is a problem for such a small community such as Bihac.

Recently there are some migrants arriving with some strange behaviour, sometimes with some militant behaviour. There were over 100, maybe even up to 200 criminal offences. This is one of the reasons why the locals living here in Bihac strted to change their attitude towards migrants. But it makes also a difference if you meet a group of 20 young men from the Middle-East in the streets of Bihac, maybe coming from a war zone, or if you meet a family with small children. Depending on the situation your empathy, your mood is different.

And the surplus of migrants who are already in Bihac, they have to be removed somewhere, because Bihac is a small community with just some 50.000 inhabitants. If you have 5.000 migrants around here that means ten percent of the local population - and that is the problem.
