Sisäministeriön määräyksestä poliisi on joutunut tekemään raportin 181 kunnan marokkolaisrikollisuudesta.

Poliisi listasi 14 462 marokkolaisrikollista vuodelta 2007. Listaan on päässeet vain tuomitut henkilöt. Lista pitää sisällään 8,1% kaikista rekisteröidyistä epäillyistä Hollannissa (57,1% oli natiiveja hollantilaisia).

Absoluuttisissa luvuissa Amsterdam johti 2497 rikollisen marokkolaisen määrällä. Uusintarikoksissa johtoon pääsi kuitenkin Goudan marokkolaiset rikolliset (1,4 rikosta per. tuomittu rikollinen) ja rikollisten marokkolaisten määrällä.0,55% Goudan yli 12 vuotiaista asukkaista oli rikollisia marokkolaisia.

Juuri valmistuneen tutkimuksen mukaan marokkolaiset epäillyt kieltävät rikokset kuulusteluissa tavallista hollantilaista useammin. Gelderland-Zuid depratmentin viranomaiset ovatkin huomanneet, että pukupäällä ja auktoriteettiä "säteilevä" henkilö saa aikaan huomattavia määräiä enemmän tunnustuksia. Aktoritäärinen pukumies ei esim. hakenut kuulusteuissa kahviaan itse vaan joku toi sen hänelle.

Tutkimuksen mukaan perinteisillä metodeilla vain 20% marokkolaisista tunnusti, kun taas uudella tyylillä tehtynä tunnustusmäärä oli 80%.

Väkivaltaiset ryöstöt nousussa, tekijät entistä nuorempia.

Hollannissa oli viimevuonna 2 600 väkivaltaista ryöstä, nousua vuodesta 2008 oli 500 kpl eli noin 20%.

Ryöstäjän käyvät myös yhä nuoremmiksi, yli 1/4 oli alle 21 vuotiaita ja 15 - 16 vuotiaat eivät ole enään harvinaisuus. Aseellisista ryöstöistä on poliisin mukaan tulossa "aloittelija rikoksia".

Ryöstäjien kohteina ovat kaupat, kodit ja kahvilat, koska pankeilla ja huoltamoilla on paremmin hoidettu turvallisuus. Lisäksi jengit eivät valmistele keikkojaan vaan tekevät niitä hetken mielijohteesta.

There were 2,600 violent robberies in the Netherlands last year, an increase of 500 on 2008, according to calculations by the AD.

Police chiefs told the paper robbers are getting younger. Over a quarter are aged under 21, and robbers of 15 and 16 are not uncommon. Armed robbery is becoming a 'beginners crime' police chief Frans Heeres said.

Shops, homes and cafes are being increasingly targeted because petrol stations and banks have good security, Heeres said. And gangs are no longer carefully preparing their crimes, but 'taking snap decisions while sitting on a terrace', he told the paper.

THE HAGUE, 28/05/10 - Many crime cases stay on the shelves, their numbers will increase and this should be accepted, the Public Prosecutor's Office (OM) stated yesterday.

OM chief Harm Brouwer presented his annual report for 2009 yesterday. This shows that police increasingly fail to arrest criminals due to lack of capacity. Brouwer however also expects and even accepts that the situation will deteriorate further.

"We are all suffering from the financial crisis. The situation is such that everyone has to make a contribution, we as OM as well. You must then also be realistic that you cannot maintain the security level which has now been achieved. That you have to accept."

Brouwer was thereby reacting among other things to the campaign for the upcoming general elections, in which it is accepted by all parties that there have to be big cutbacks. They also place much value on security, but according to Brower, expectations exist that "cannot be fulfilled".

The OM's annual report shows that there is already a shortage of capacity in criminal investigation in particular. Child pornography and organised crime are often not investigated any more. "In tackling child pornography, the police in many cases restrict themselves to proving possession," the annual report states.

Also for organised crime, "many cases stay on the shelves". For the investigation services and the Public Prosecutor's Office (OM), with the available people and means, "it is not possible to tackle all crimes and perpetrators thereof," according to the report.

Tuo lausunto ei lupaa hyvää tulevaisuutta hollantilaiselle oikeusvaltiolle. Turvallisuustyhjiöt täyttyvät aina tavalla tai toisella. Jos viranomaisten kyky suojella kansalaisia heikkenee ja jos julkinen valta vain kehottaa hyväksymään huonontuneen turvallisuustilanteen, kansalaiset tulevat lopulta ottamaan oikeuden omiin käsiinsä.

Ei nyt ihan näinkään. Tilastoissa näkyvistä marokkolaisten rikoksista suuri osa on Hollannissa syntyneiden marokkolaistaustaisten tekemiä. Hollannissa ei tehdä Suomessa käytettyä tilastojen kaunistustemppua, jossa kansalaisuuden saaneet tai maassa syntyneet lasketaan kantaväestöön kuuluviksi. Eindhoven on Alankomaiden vähiten turvallinen kaupunki. Murtojen, pahoinpitelyiden ja taskuvarkauksien määrä on noussut voimmakkaasti.

Aikaisemmin tilastoja johtanut Rotterdam on tippunut toiseksi ja kolmannella ja neljännellä sijalla ovat Tilburg ja Arnhem.

Eindhoven is the least safe city in the Netherlands, according to the annual AD crime monitor, published on Saturday.

The monitor shows the number of break-ins, muggings and pickpocketing rose sharply last year.

Rotterdam, which used to top the ranking is now second, with Tilburg third and Arnhem fourth.

In a reaction, Eindhoven mayor Rob van Gijzel said the city had relatively few police officers for its size, a fact he wanted to change.

Seven of the safest local authority areas are in Friesland, with the safest place to live named as Littenseradiel.

The AD bases its crime monitor on police statistics for 10 types of crime.

NOS Tv:n raportin mukaan Alankomaissa tehtiin vuonna 2009 poliisille ilmoiteuista 1,2 miljoonasta rikoksesta ainoastaan 350 000 kohdalla suoritettiin tutkintaa. 500 000 rikosta todettiin tutkinnan arvoiseksi, mutta 150 000 ei käsitelty ollenkaan resurssipulan vuoksi.

700 000 pikkurikosta kuten pyörä- ja autovarkauksia, asuntomurtoja jätettiin tutkimatta todistusaineiston puutteessa.

Many crimes go uninvestigated

Only 350,000 of the 1.2 million crimes reported to the police in 2009 were ever investigated, Nos tv reports on Thursday, quoting police figures.

Of the 1.2 million reported crimes, 500,000 were considered to be worthy of investigation but 150,000 were never touched because of a shortage of manpower, the figures show.

Most of the claims relate to petty crime but some violent and sexual offences are also not followed up.

'My officers have to explain to the victims that their case is not being taken up. Not because there is no evidence but because there are not enough detectives. And that is difficult for them to take in,' police chief Stoffel Heijsman told Nos.

Petty crime

The 700,000 cases left uninvestigated are dropped because of a lack of evidence. These are mainly crimes such as bike theft, muggings and car and house break-ins.

Heijsman estimates the police need 4,000 more police officers to investigate all the crimes worth investigating. The total force is now around 54,000.

Caretaker justice minister Ernst Hirsch Ballin told Nos investment in the police had risen from €4bn in 2004 to €4.8bn now and that crime figures show the Netherlands has become a safer place. 'But police work will always remain a question of making choices,' he said.

Korkein oikeus on määrännyt Utrechtin kaupungin muuttamaan paikallista lakiaan joka kieltää joissain osissa kaupunkia kieltää useamman kuin neljän henkilön kokoontumiset.

Korkeimman oikeuden mukaan "nuorison" tulee käyttäytyä uhkaavasti ennen kuin kokoontumiset voidaan katsoa laittomiksi.

Julkisen syyttäjän mukaan jotkin nuorisoryhmät - pääasiallisesti marokkolaiset, ovat uhkana yleiselle järjestykselle, mutta oikeuden mukaan hengailu itsessään ei voi olla laitonta.

Utrecht city council has been ordered to change a local law which bans groups of more than four people gathering together in certain parts of the city.

The rule, which is widely used in other parts of the country, is supposed to stop gangs of youths hanging around on the streets, intimidating passersby and causing trouble.

The High Court ruled on Tuesday such groups have to behave in a threatening way before they can be ruled illegal.

The public prosecution department had argued that certain groups of youngsters - mainly of Moroccan origin - are a threat to public order because they hang around on street corners.

But the court said standing around on the street cannot be considered a crime in itself.

Turkkilaiset tekevät eniten väkivaltarikoksia. Hollantilaiset syyllistyvät tihutöihin, järjestyshäiriöihin ja liikennerikkomuksiin. Marokkolaiset syyllistyvät omaisuusrikoksiin.

Keskiverto marokkolaisnuori pidätettiin 4.1 kertaa ennen kuin tämä täytti 22 vuotta. Lisäksi marokolaiset saivat ensimmäisen poliisimerkinnän nuorempina kuin muut.

Syytä miksi marokkolaiset ovat yliedustettuina ei tutkijoiden mukaan ole tiedossa. Sosio-ekonoominen tai kulttuuri tausta saattaa olla vaikuttavina tekijöinä. Tutkijat eivät myöskään halua leimata marokkolaisia erityisesti ongelmaryhmäksi.

Turvapaikanhakijat ja rikollisuus

Myöskin tätä aihetta on tutkittu. Tutkimuksen mukaan vuonna 2004 3,4% pakolaisista rekisteröitiin epäillyksi rikokseen, vastaavasti luku oli 5,4% turvapaikanhakijoilla ja 10% käännytettävillä turvapaikanhakijoilla. Vertailun vuoksi etnisistä hollantilaisista 1,5% oli rekisteröity epäillyksi rikoksesta ja 6% marokkolaisista ja 7,5% antillealaisista.

Tutkimuksessa pitää kuitenkin muistaa, että turvapaikanhakijoilla ja pakolaisilla on toisenlainen demografinen jakauma kuin kantaväestöllä. Lisäksi tutkijoiden mukaan mitä huonompi oli turvapaikanhakijan laillinen status sitä korkeampi oli rikollisuus.

Belgia:
Belgiassa ei rikoksentekijöiden etnisyyttä saa rekisteröitä, mutta joitakin tutkimuksia aiheesta on kuitenkin tehty.

Belgialaisen tutkimuksen mukaan poliisi kuulustelee maahanmuuttajanuoria tuplasti useammin kuin natiiveja.

Some 54% of Dutch Moroccan youths have come into contact with the police, compared with 23% of young men in general, according to research published in a criminology magazine.

Just 5% of girls have been quizzed about a crime, but 13% of girls with a Moroccan background have been questioned, the researchers say.

The researchers say it is not clear why Moroccan Dutch youth should be so over-represented in the figures, but say their low social economic status and cultural aspects could play a role.

They also point to Belgian research which indicates police are more likely to question immigrant youths than white natives.

The researchers do not say how many of the youths questioned by police are actually convicted of a crime.

AMSTERDAM, 26/06/10 - More than half of the Moroccan youths in the Netherlands have committed one or more crimes before they reached the age of 22. The average Moroccan young man has been arrested 4.1 times, according to a study carried out by criminologists and migration researchers for the Journal of Criminology.

For the study, everyone who was born in the Netherlands in a certain year (1984) was tracked until he or she was 22. The figures show that 14 percent of this group have come in contact with the police for a crime at least once. Among Dutch males, the figure is 20 percent, and among Moroccan males, 54 percent.

The average is pulled down by girls, who are less frequently criminally active than boys. Among the girls born in 1984, 5.4 percent came in contact with the police as a perpetrator on one or more occasions.

Moroccan boys came in contact with the police on suspicion of a crime 4.1 times on average. They were also on average the youngest when they were registered as perpetrator for the first time (17.6 years old).

Moroccan girls (16.6 percent) have also been a suspect more often than Dutch girls (4.5 percent). Like Surinam and Antillean girls, they also commit violent crimes about three times more often.

In the introduction to the article, the editors of the journal write that they do not want the figures to create the picture of Moroccans as a group forming a problem. "The relationships between crime and migration require thorough research attention, but critical discussion remains necessary to prevent the research unintentionally contributing to the exclusion of whole groups of migrants, the majority of whom have had nothing to do with crime."

Briteissä on havaittu rikollisuuden ja etnisyyden välillä yhteyttä. Lontoossa on havaittu seuraavaa:

- Yhdeksän kymmenestä ase- tai veitsirikosta on miesten tekemiä.
- Lontoon asukkaista 12% on mustia, mutta 54% katurikoksista  ja 46% veitsirikoksista ja ylipuolet aserikoksissa on musta mies epäiltynä.

Artikkelissa tosin muistutetaan, että tilastoja tulee lukea erittäin varovaisesti. Eli statistiikka ei aina kerro kuka todella on tehnyt rikokset vaan kuka on ollut esim. epäiltynä.

Joidenkin mielestä nämä luvut kertovatkin ennemmin poliisin rasismista, toisaalta taas poliisien tulee osoittaa todisteet ennen nostavat syytteitä ketään kohtaan.

What do we know about race and crime in London?

Nine out of 10 street crimes, knife crimes and gun crimes are committed by men rather than women.

Twelve per cent of London's men are black. But 54 per cent of the street crimes committed by men in London, along with 46 per cent of the knife crimes and more than half of the gun crimes, are thought by the Metropolitan Police to have been committed by black men.

Or at least, the police "proceed against" black men in those proportions for each of those crimes.

Crime statistics have to be approached with extreme caution, because it is very easy to leap to conclusions which are not justified by the figures.

These ones do not show that 54 per cent of London's street crimes are committed by black men.

They do not even show that 54 per of those convicted in court of street crime are black men. But they do indicate that in 54 per cent of street crimes where police catch their suspect, that suspect is black.

Some will say that this merely shows the prevalence of racism within the Met. But officers are required to provide evidence before they charge anyone with a crime.

Street crimes and crimes of violence are "contact crimes": the victims usually get to look at the person attacking them, and so are able to point out some distinguishing features of the assailant -- such as gender, size, and skin colour.

That evidence is the starting point of any police investigation.

Is it credible that the very high proportion of street crime which is identified as perpetrated by black men is simply down to the racism of either the police or the victims of crime, and that in reality, no black man is involved?

Many of the victims of street crime are black: twice as high a proportion of the total victims, according to the Met's figures, as you would expect from the proportion of black people in London's population as a whole.

It is not remotely likely that their racism leads these black victims to mis-identify the people who attack them as black when they are in fact white – and it is scarcely more plausible to maintain that white victims routinely mis-identify their attackers as black when they are white.

Even if you take the unjustified and unsupported position that police racism means that half of the black men "proceeded against" for street crimes are innocent of any wrong doing, it would still be the case that twice as many black men are involved in street crime as would be predicted from their portion of the male population of London.

Almost no-one thinks that today's Met is made up of unrepentant racists who take it upon themselves to frame innocent black men.

In the 21st century, the principal grounds on which the Met is accused of racism is that black men make up a much higher proportion of the people stopped and searched by police officers than any other ethnic group.

The Equality Commission assumes that such a practice shows that officers must be covertly racist.

But the disproportionate number of black men identified by victims as perpetrators demonstrates that racism need not have anything to do with it: when the victim identifies the assailant as a black male, it is logical, indeed necessary, for officers to start investigating black suspects.

That may lead them to stop and search black males who are in the vicinity and who have other characteristics identified by the victim.

Officers from the Met could, of course, stop and search old white women or middle-aged Asian mothers instead.

That might end the "disproportionality". It would also be totally useless as a way of identifying and catching the people responsible for street crime.

When a disproportionate number of victims identify their attackers as black males, it is not easy to see what the Met can do to investigate those crimes without being criticised for "disproportionately targeting black men".

And yet a failure to catch the perpetrators of violent crime is not going to help anyone, least of all members of the black community, who are so disproportionately the criminals' victims.

Briteissä on havaittu rikollisuuden ja etnisyyden välillä yhteyttä. Lontoossa on havaittu seuraavaa:

- Yhdeksän kymmenestä ase- tai veitsirikosta on miesten tekemiä.
- Lontoon asukkaista 12% on mustia, mutta 54% katurikoksista  ja 46% veitsirikoksista ja ylipuolet aserikoksissa on musta mies epäiltynä.

Artikkelissa tosin muistutetaan, että tilastoja tulee lukea erittäin varovaisesti. Eli statistiikka ei aina kerro kuka todella on tehnyt rikokset vaan kuka on ollut esim. epäiltynä.

Joidenkin mielestä nämä luvut kertovatkin ennemmin poliisin rasismista, toisaalta taas poliisien tulee osoittaa todisteet ennen nostavat syytteitä ketään kohtaan.

Onko Briteissäkin sama käytäntö kuin Suomessa, eli että julkisesti saataville annetaan tilastot vain rikoksista epäillyistä, mutta rikoksista tuomituista ei ole julkisesti saatavilla olevia tilastoja?

Rotterdamin alueella on rekisteröity poliisin kanssa vaikeuksiin joutuneiden nuorten etnisyys. Nyt yksityisyydensuoja viranomaisten mukaan kyseinen käytäntö tulee lopettaa.

Rotterdam borough councils have stopped registering the ethnicity of youths who get into trouble with the police on the orders of the CPB privacy watchdog, the Volkskrant reports on Friday.


The CPB had threatened the borough of Charlois with a fine of €2,000 a day if it did not stop registration, which it has now done, the paper says.

The boroughs have been unable to prove registring ethnicity has improved the situation of the youths concerned or reduced petty crime and other social problems, the paper said.

Gang members' siblings to be placed in foster homes

Police in The Hague say they are considering a number of new measures as part of their continuing efforts to crack down on the city's youth gangs.

One of the ideas under consideration is removing gang members' siblings from their parents' custody to prevent them following in the footsteps of their criminal brothers and sisters.

The measure would be carried out by the justice ministry in cooperation with youth care and local council authorities.

Current legislation already allows for placing brothers and sisters of gang members under police supervision.

The Hague police now want to take this approach one step further, to further reduce the likelihood that siblings of gang members decide to pursue criminal careers of their own.

Oikeasti diagnosoituna ADHD-tapauksena en tykkää yhtään siitä, että nimität noita huligaaneja ADHD-tapauksiksi. Ihmiset käyttävät nykyään "ADHD-tapaus"-nimitystä kaiken maailman häiriköistä ymmärtämättä oikeastaan mitään ADHD:sta. Josko voitaisiin rajoittaa hieman ADHD:n käyttämistä haukkumasanana edes täällä Hommassa? En pitäisi sitä muuten sen pahempana kuin mitään muutakaan haukkumista, mutta kun erittäin harva ihminen oikeiden ADHD-tapauksien lisäksi tajuaa jotakin siitä, mitä ADHD on ja miten se vaikuttaa elämiimme, niin tällainen "hauska" läpänheitto luo ihmisille mielikuvaa siitä, millaisia ADHD:t ovat. Meidän on muutenkin tosi vaikeaa saada ihmisiä tajuamaan, mistä kiikastaa, miksi me ollaan sellaisia kuin ollaan ja mitä me voidaan ja ei voida muuttaa ADHD:n takia. Varsinkin ne, jotka eivät varsinaisesti häiriköi, mutta joiden ongelmat ilmenevät muulla tavoin, saavat monesti suhtautumista tyyliin: "eihän sussa mitään vikaa ole, älä viitti ruveta luulosairaaksi, sun pitää vaan ottaa itseäs niskasta kiinni ja hommat alkaa sujumaan". Mutta kun ei se niin mene, ja mitä enemmän yleistä mielikuvaa ADHD:sta ajetaan häirikön suuntaan, sitä vähemmän meitä edes halutaan yrittää ymmärtää.

Anyway, oli mulla muutakin asiaa: käytännössä suurin osa Hollannin marokkolaisista on kasvatukseltaan korkeintaan 2. sukupolven maahanmuuttajia, vaikka isä olisikin itse 2. tai jopa 3. sukupolven maahanmuuttaja Hollannissa. Marokkolaiset kun hakevat eniten morsiamia vanhasta kotimaastaan. Eli vaikka isä olisikin Hollannissa syntynyt, marokkolaisen äiti on useimmiten Marokossa syntynyt, sillä Hollannissa syntyneet marokkolaisnaiset eivät kiinnosta Hollannissa syntyneitä marokkolaismiehiä. Näillä naisilla on liian hyvä ymmärrys oikeuksistaan Hollannin kansalaisina ja halua elää normaalia elämää tasaveroisina kumppaneina perheessä. Kun mies on kasvanut perheessä, jossa pikkuinen poikakin on äitinsä ja sisartensa pomo isän poissa ollessa, niin ei tasa-arvoinen parisuhde (jossa molemmilla on sananvaltaa perheen asioihin, vaikka olisikin miesten ja naisten työt) kiinnosta aikuisenakaan. Ja kun tasa-arvoista parisuhdetta kaihtaessaan miehet tuovat morsiamensa Marokosta, jokainen uusi sukupolvi pitää ongelmaa yllä, sen sijaan että jättäisivät ongelman historian roskakoriin.

Lisäksi se, että pikkupoika jo muutaman vuoden ikäisenä saa perheessä kukkoilla pikkukuninkaana, luo pojalle epätodellisia odotuksia omasta asemastaan. Jos 3-vuotias saa pomottaa aikuista äitiään ja kouluikäisiä tai jopa teini-ikäisiä sisariaan eikä kukaan pane koskaan hanttiin tuollaiselle käytökselle, niin mitä tapahtuukaan, kun poika kohtaa todellisen maailman, joka ei arvosta pikku nassikan kukkoilua ja vaatimista pätkääkään ja jonka mielestä poika ei ole ansainnut MP3-soittimia, kännyköitä ym. pelkällä olemassa olollaan? Juuri niin, ryöstöjä, väkivaltaa ynnä muuta rikastusta, kun poika ottaa sen, johon hänellä mielestään on oikeus tarvittaessa vaikka väkivalloin.
