Tämäkin loistava video on selvästi nimenomaan Voittaja-Trumpin sanojen seurauksena syntynyt.

QuoteSweden Resorts to Arabic Glossaries to Find Common Language With 'New Swedes'

In the aftermath of the recent years' migrant crisis, a growing number of Swedish industries see a need for Arabic dictionaries and phrasebooks in order to facilitate newcomers' professional career. Recently, a construction glossary has been developed by the building group Skanska.

Together with the glossary, Skanska launched an international leadership program with the aim of recruiting construction engineers from the recent years' crop of "new Swedes." The leadership program lasts six months and includes 10 weeks of theoretical training, the rest being practice.

So far, 30 people have completed the program, of whom 22 received permanent employment at the construction company. Skanska stressed the importance of having diversity for the company's future development.

Quote"For us it's about different things. Firstly, to be able to recruit all possible individuals and broaden the base of our pool. Secondly, to recruit people who have a different approach, different experiences and ways of thinking, because we believe this enriches our company. Thirdly, is to reflect Swedish society in a more adequate way," Anna Wenner, HR Director at Skanska Sweden, told Swedish Radio.

In recent years, the number of Arabic speakers has increased in Sweden dramatically, which prompted both the authorities and private companies in different industries to produce Arabic dictionaries, glossaries and phrasebooks devoted to various terminologies. At present, glossaries with medical, technical, labor market and civil defense terms are available.

"It's a good way to increase knowledge, improve communication and allow people to feel included in the workplace. Many of the terms we use are very specific, which is why it is important to correctly understand what we're talking about," Anna Wenner said.

Recently, Sweden launched its first theological training for Arabic speakers, which is provided by Sundbyberg Center Church. The students are reportedly coming from across Sweden, but also from countries like Morocco, Egypt, Syria and Iraq.

Quote"It's academic education leading to a pastor degree that is recognized in the US and throughout the Arab world. We are working right now to also have it approved in Germany which would open doors to work as a pastor in the whole of Europe," pastor Merzek Botros told Swedish newspaper Dagen.

In 2015, Swedish Foreign Minister Margot Wallström came under fire for congratulating Swedish Muslims on Ramadan in Arabic, which caused strong reactions. Some people wondered if it really was Wallström's real account or if she had converted to Islam. Others ventured that it was strange of the Foreign Minister to draw attention to the Muslim feast, without affording even a brief greeting to Norwegians on their national day or even wishing a happy Easter to Sweden's Christians, who are still the majority in the Nordic country.

In 2014, Swedish Radio started broadcasting in Arabic in order to appeal to the broad Arabic-speaking public. Arabic is now considered to be Sweden's second-largest language, having effectively surpassed Finnish. In 2012, roughly 200,000 people listed Finnish as their mother tongue, compared to 155,000 who were registered as speakers of Arabic. Since then, however, the dramatic influx of migrants from predominantly Arab-speaking regions such as the Middle East and northern Africa has tipped the scale. In the past two years, Sweden took in over 200,000 asylum seekers, the majority of which speak Arabic.

https://sputniknews.com/europe/201703221051833021-sweden-border-checks-migrants/ (22.3.2017)

QuoteMigrants Still Slip Through the Cracks Despite Sweden's Rigorous Border Checks

Of all the Schengen states that were allowed to carry out internal border controls amid the raging migrant crisis, Sweden proved to make the most of the permission and performed the most checks. Incidentally, Sweden happens to lead the anti-statistics with the fewest illegal migrants captured.

Of all the Schengen states, Sweden carries out by far the most internal border controls among the countries given special permission to do so by Brussels, recent numbers reported by Swedish Radio indicated.

Over 3.2 million checks were carried out at Sweden's borders between July and August 2016 alone, which is eight times more than in Germany (which carried out less than 400,000 during the same period). Norway carried out slightly over 436,000 checks, as opposed to around 870,000 in Denmark.

Despite Sweden's seeming vigilance, which manifests itself in the record number of checks, it scored the least in the number of illegal migrants picked up by border controls. Swedish border guards only manage to capture around 300 migrants per month, which is considerably less than in Denmark or Germany.

Swedish border authorities explained the exceptional number of checks with the fact that virtually every vehicle crossing the Øresund bridge with Denmark is being checked, whereas other countries that were allowed border controls only do random checks.

Patrik Engström, the head of Sweden's national border police, claimed it was difficult to compare the countries' results due to the various nature of borders, stressing a much higher intensity of traffic incoming from Denmark.

The low figure, however, suggests that migrants are choosing other routes than the heavily guarded Øresund bridge to make inroads into Sweden.

Quote"Of course, there are other routes, such as from Germany or from Poland. We also do see an increased number of people coming in through Finland," Patrik Engström told Swedish Radio, suggesting that the massive border controls will continue despite the modest result.

The border controls were first introduced in the autumn of 2015 (a year in which Sweden received a record 163,000 asylum applications), when migrants arrived every day by the thousands. This marked a rollback from the EU's open borders policy and the Nordic tradition of free travel, which was established with the Nordic Passport Union in the 1950s.

The border controls have been since extended several times, vexing Nordics on both sides of the Swedish-Danish border, with many companies sustaining heavy losses and many experts claiming them to be detrimental to the booming economy of the Øresund Region. The Øresund Region is a transnational metropolitan area, centered around the Øresund strait and the two cities on either side, Copenhagen and Malmö. The region has a population of almost four million and is one of Scandinavia's most densely populated and economically developed.

While the dramatic influx of refugees and the ensuing asylum chaos initially seemed to have spurred Sweden to temporarily set aside its hopes of becoming "a humanitarian superpower," as former Prime Minister Fredrik Reinfeldt put it, the Green Party is still reluctant to accept the toughening of immigration laws and is keen to challenge it.

In 2015, Sweden's then-Deputy Prime Minister Åsa Romson of the Green Party notoriously broke down into tears as she announced the government's U-turn over the refugee crisis. Today, the Greens, for whom immigration seems to be a matter of the heart together with environmental issues, threaten to pull out of the ruling "red-green" coalition.

Quote"I believe the Social Democrats' rhetoric to be rather unpleasant. If they are sticking to their line, I have it very hard to imagine that we can remain in a government with them," Sara Richert, Green Party councilor in the city of Örebro told the Swedish economic daily Dagens Industri.

QuoteSupport provided to refugee children in Sweden inadequate: report

The support provided to children during the asylum process in Sweden is often inadequate, according to the Ombudsman for Children (BO), which is tasked with representing the rights and interests of children in Sweden.

In its new annual report, BO interviewed 600 refugee children and found that they describe the asylum process and the long waits involved as "difficult" and "painful".

Some felt like the discussions which took place during their asylum application were not designed for children, as they did not understand the questions and did not feel secure. The children also told stories of unsafe living environments and disruption which impacted their schooling.

It is not clear what proportion of the interviewed children experienced the shortcomings however, while some have also been positive about their asylum investigation according to BO.

The agency also claims that age revaluation assessments of children have been done on a "discretionary" basis, in a subjective manner without access to all of the facts. BO is critical of that and stresses that the decisions, which have major consequences, require an objective and clear criteria.

The children highlighted the long wait to be appointed a legal guardian in Sweden, sometimes taking up to seven months. Half of all of the children who came to Sweden during the height of the refugee crisis in 2015 were without a guardian. In total the country received 35,369 lone refugee children that year.

BO's report features proposals on how children who have fled to Sweden can have their human rights protected, and is to be handed in to Swedish Minister for Children Åsa Regnér.

In February BO raised concerns that refugee children in Sweden are using online forums to plan mass suicides and are not always receiving the care they need for mental illness.

Swedish PM's pledge: No more Mr. Nice Guy
http://www.politico.eu/article/stefan-lofven-swedish-pms-pledge-no-more-mr-nice-guy/

Quote
At this week's congress, Social Democrats will take a harder line on crime, immigration and defense.

STOCKHOLM — Sweden's left has a plan for the future: poach the most high-profile political ideas from the right.

When Prime Minister Stefan Löfven convenes his Social Democrats for a party congress in Gothenburg this week, expect promises to crack down on crime, toughen up border controls and increase defense spending.
...
With his tough stance, Löfven hopes to avoid the fate of sister parties elsewhere in Europe who have failed to convince voters that they are still relevant now that the welfare states they helped build are well-established.

The Social Democrats, who have been in power for three years, are perilously close to losing.
...
"The tone reminds me of former U.K. Prime Minister Tony Blair's old policy of 'tough on crime, tough on the causes of crime'," said Jonas Hinnfors, a political scientist at Gothenburg University. "It's just that they aren't saying much about the causes part."
...
"We see the Social Democrats are moving closer to our positions on crime and immigration, but it isn't enough," said Mattias Karlsson, a senior lawmaker with the Sweden Democrats.
...
These days, there is an expressed sense of gloom hanging over Sweden.

In part, Swedes are worried about a newly aggressive Russia, the big neighbor to the east. An influx of immigrants — 163,000 asylum-seekers arrived in Sweeden, a country of 10 million people, in 2015 — has also caused concern. But violent crime may be the biggest collective fear, spurred in part by dramatic headlines about gang-related shootings and hand-grenade attacks.
...
"On its own, without major reforms, I wonder if this tougher stance is going to be enough" — Jonas Hinnfors, political scientist at Gothenburg University
...
Since 2105 Löfven have been devoting big chunks of his speeches to the new political battle lines of immigration: law and order.
"Terrified families are woken by the sound of gunfire in the middle of the night," he told a crowd at a Stockholm park in the summer that year. "Weapons must go from Sweden's streets — nothing else is good enough."

http://dailysignal.com/2017/04/18/sweden-accepted-more-migrants-per-capita-than-any-other-european-country-why-thats-changed/ (18.4.2017)

QuoteSweden Accepted More Migrants Per Capita Than Any Other European Country. Why That's Changed.

Sweden, the latest European country to fall victim to a terrorist attack, has long been known for its generous immigration policies.

In 2015, at the height of the refugee crisis, Sweden took in more migrants per capita than any other European country. That year, more than 162,000 people applied for asylum in Sweden, including 51,000 Syrians seeking protection from terrorism and the country's civil war.

For comparison, the United Kingdom received 39,000 asylum applications in 2015, while France received 71,000 applications.

"In general terms, Sweden has a reputation as being a safe haven for people in need of protection," said Bernd Parusel of the Swedish Migration Agency, in an interview with The Daily Signal. "And that has certainly made the country very attractive to people seeking protection. But the situation in 2015 was extraordinary and overwhelming in many ways."

The government in Sweden, a small Scandinavian country of 10 million people that has been resettling refugees through the United Nations since 1950, reacted swiftly to the crisis, enacting a series of restrictions to its refugee and asylum policies in late 2015 and 2016.

These actions came long before the April 7 terrorist attack, in which an Uzbek man—who was a rejected asylum seeker—is suspected of driving a stolen beer truck into a crowd of shoppers, killing four people and wounding 15 others.

'Complicated' Counterterrorism Efforts

Magnus Ranstorp, the head of terrorism research at the Swedish Defense University, says that roughly 12,000 rejected asylum seekers have gone underground, and not returned to their home countries, including 3,000 in the Stockholm region, where this month's terrorist attack occurred.

The suspect in the attack, Rakhmat Akilov, 39, had applied for permanent residency in 2014, and the Swedish Migration Agency denied his application in June 2016.

In December, he was given four weeks to leave the country, but eluded the grasp of authorities, despite being on their radar as a potential security risk. He provided an inaccurate address for himself.

"We had problems with our counterterrorism efforts before the asylum issue, but this has complicated it," Ranstorp told The Daily Signal in an interview. "Because you have a lot of people who come in who will not be allowed to stay, and that in itself creates a pool of people who will try to elude themselves from the authorities. They become a shadow population with no rights. And that fuels extremism in all different directions."

Ranstorp says that about 150 Swedes have returned from Syria or Iraq after fighting with the Islamic State, the terrorist group also known as ISIS. He said there's no mechanism to connect those individuals with prevention and deradicalization services, and it's difficult to punish them because of weak sentencing laws.

"Extremists meet little resistance in Sweden," Ranstorp said. "It's not that security services and police are not doing their work. The reason is our counterterrorism laws are difficult to apply. You actually have to prove a violent crime was committed or about to be committed [to be convicted of a crime]. It's not enough that you joined ISIS."

'Generous Policies'

Ranstorp is wary about making a direct connection between the terrorist threat and Sweden's asylum policies.

But the Stockholm attack has renewed attention on the policies of European countries such as Sweden and Germany that took open-door approaches to the refugee crisis, and are now dealing with aftershocks, even after imposing restrictions later on.

As immigrants fleeing war and poverty in the Middle East and Africa took dangerous journeys to Europe with increasing frequency over the last few years, Sweden quickly became a preferred destination.

Until recent policy changes, all asylum seekers in Sweden who were granted full refugee status received a permanent residence permit—meaning they are indefinitely allowed to stay in the country. Syrians, facing the most desperate of circumstances, got even better treatment, earning permanent residence no matter the form of protected status they sought.

In Sweden, asylum seekers are provided lodging if they need it, although, at the height of the crisis, migrants were housed in locations such as schools due to shortages of shelter.

Asylum seekers also have access to free health care, and receive cash stipends for food and necessities.

If their claims are recognized, refugees and migrants provided other forms of protection can participate in a two-year integration program that offers language classes, help finding a job, and a monthly stipend.

"There was concern in Sweden that their generous asylum policies were a pull factor for people to try to come to Sweden, especially as opposed to other countries in Europe," said Susan Fratzke, an analyst at Migration Policy Institute who studies European Union asylum policy, in an interview with The Daily Signal.

Fratzke noted that Sweden's generous policies cannot totally explain the strong demand from prospective refugees and asylum seekers. Sweden has an established diaspora population of certain populations, such as Afghanis, which encourages family members to try to reunite with them.

Indeed, she said, unaccompanied children from Afghanistan have ranked as one of the largest groups of migrants to seek protected status in Sweden over the last few years. More than 41,000 migrants from Afghanistan applied for asylum in 2015, making it the second-largest country of origin.

'Reacted Quickly and Drastically'

Still, in response to the increasing demand, Sweden introduced border security measures and made its asylum offerings less generous.

In November 2015, Sweden introduced border checks with its neighbors for the first time in 20 years, requiring police to monitor trains and ferries and turn back those who don't have valid travel documents. Under the previous system, asylum seekers could enter the country unobstructed, regardless of whether they had travel documents, like a passport.

Later, in June 2016, Sweden toughened the rules for migrants seeking asylum, limiting who can receive permanent residency, and making it more difficult for parents to reunite with their children.

Under the new policy, most refugees and migrants granted other forms of protected status receive three-year temporary residence instead of permanent residence.

"There was a feeling the situation was about to get out of hand, which is why the government and opposition worked together and reacted quite quickly and drastically to reduce the numbers coming in and to make Sweden less attractive as a destination," Parusel said.

The measures have had an impact, at least to some degree.

According to the Swedish Migration Agency, 5,677 people applied for asylum in Sweden during the first quarter of 2017, compared to 9,145 in the first quarter of 2016 and 13,053 for the same period in 2015.

At the peak of the crisis in 2015, more than 39,000 individuals applied for asylum in Sweden in just one month (October).

"It's hard to say what caused the decline in asylum claims in 2016, and this year, in Sweden," said Fratzke, who also credited action by other European countries with the falling numbers, and a broader European Union agreement that returned asylum seekers to Turkey. "The decrease in the number of arrivals came pretty closely after Sweden introduced the border check measures, but other European countries also imposed their own border security policies."

Challenges Remain

Despite these changes, Sweden faces ongoing challenges.

Parusel and Fratzke say that it's difficult to address the problem of rejected asylum seekers staying in the country, as the suspected assailant in this month's terrorist attack did.

That's because many countries refuse to take their nationals back. The U.S. also faces this problem.

In addition, just like in the U.S., immigration authorities challenged by limited resources prioritize the types of people they seek to deport, and use their discretion to leave others alone.

With general elections set for Sweden next year, and the far-right, anti-immigrant Sweden Democrats party on the rise, immigration and counterterrorism policy promises to dominate the conversation.

"After the terrorist attack, many people are saying we must not change the way we live in Sweden, and keep our open attitude to the world, including towards immigrants," Parusel said. "On the other hand, I see no way for Sweden to go back to its previous generous immigration policy."

QuoteSweden's asylum seeker forecast on track for 2017

Tightened border controls in Europe, the EU's treaty with Turkey and Sweden's temporary asylum law means the Swedish Migration Agency's forecast for 2017 is on target so far.

The Migration Agency (Migrationsverket) had forecast a total of 34,700 asylum seekers for 2017, which is somewhat more than the 29,000 who sought asylum in Sweden last year. An alternative scenario which predicts 45,000 people could not be written off entirely, however, the agency stated.

Since spring 2016, the number of applications has stabilized at 1700-2500 per month, the lowest figures since 2012.

"It's mainly a more impenetrable Europe, the agreement between EU and Turkey, border and ID controls, and the temporary law that has led to this development," Migrationsverket stated.

The forecast for 2018 is between 25,000 and 65,000 asylum seekers.

Migrationsverket was unable to say what effect Sweden's temporary asylum law has had. The law, which came into force in July 2016 and will remain in place for three years, only grants temporary residence permits to persons who have been granted refugee status, and limits family reunifications.

Migrationsverket aims to process all 163,000 asylum applications from 2016, as well as the 29,000 from 2016, before the end of this year. That target remains in place, even though the forecast of applications that will be processed in 2017 has been reduced from 105,000 to 95,000.

"This is due to the complexity of the cases. We've seen an increase in the share of complex cases concerning Syria, Afghanistan, Iraq and Iran," said Migrationsverket's director-general, Mikael Ribbenvik.

Meanwhile, Sweden's local authorities are expected to house 82,600 newly-arrived people who have been granted residence permits this year.

"It's a pressured situation. We're getting signals from many municipalities that are having difficulties managing," Ribbenvik said.

As Migrationsverket is forecast to process fewer asylum applications in 2017 than its original target, the number of deportation cases is thought to land at 24,700, which is 8000 fewer than forecast in February.

The number of people voluntarily leaving Sweden is forecast at 10,500 this year, or 3200 fewer compared to previous forecasts.

Around 2700 deportation cases are expected to be handed over to the police, with an additional 8300 deportation cases expected to be handed over to the police due to the rejected asylum seekers having gone into hiding.

QuotePoll: Huge Shift in Sweden as Majority Now Want Fewer Asylum Seekers

The mood on migration in Sweden appears to have shifted dramatically this year, with a majority of people now saying they want the Nordic nation to take in fewer asylum seekers.

The most recent survey, conducted in autumn and winter, found that 52 per cent of respondents said Sweden should slow the migrant flow, with only 26 per cent opposed to the idea.

By contrast, Swedes asked the same question in 2015 were almost evenly split on the issue — 40 per cent said they felt the country should be receiving fewer asylum seekers, whilst 37 per cent wanted to see the influx continue.

Supporters of the Sweden Democrats were the most keen to see migrant flows slowed, with 96 per cent of respondents who back the anti-mass immigration party saying the country should cut numbers.

The mood amongst Moderate party voters towards Sweden's generous migration policies appears to have undergone a massive change. Whilst just 42 per cent wanted to see fewer asylum seekers in 2015, that number soared to 64 per cent amongst respondents to the latest survey.

Social Democrat supporters also seem to have grown cynical of importing and granting residence to huge numbers of people from the Middle East and Africa, with 42 per cent of the governing party's backers now wanting to see migrant numbers cut, compared to 29 per cent in 2015.

Enthusiasm for mass migration remains strong on the far left of the political spectrum, however, with just 13 per cent of those who vote for the Green party and the Left party advocating the country take in fewer asylum seekers.

Political science professor Henrik Ekengren Oscarsson said the debate around migration "has taken on an increasingly important role in people's party preference".

The professor suggested Sweden's growing weariness towards open borders policies has been driven in part by the government's adoption of a more restrictive approach to mass migration.

"The fact it's now official government policy to slow refugee intake, with broad support in parliament, means it shouldn't be surprising that the public follows suit," he told Svenska Dagbladet.

QuoteSweden Plans to Increase Penalties for Enterprises Hiring Undocumented Migrants

Swedish government wants to double the penalties for those enterprises which employ undocumented migrants in the light of the April 7 terror attack, Swedish Justice and Migration Minister Morgan Johansson said Thursday.

Swedish government proposes doubling the penalty up to approximately $5,000, according to Johansson.
Johansson introduced new measures on addressing migrants and repatriation of those who were denied asylum on the Swedish soil during a press conference in Stockholm.

The restriction of the measures related to the migrants' issue came after Sweden's government introduced the latest round of restrictions in fall 2016, namely, in September it tightened border control to stem the flow of migrants.

Sweden has long been attractive for asylum seekers as it provides them with welfare payments and grants financial aid to those willing to get back to their home countries, including Yemen, Somalia and Palestine. However, many of the asylum seekers disappear without trace after being denied residence permission, which means they stay on the Swedish territory illegally or move on to another state or return to their homelands. Only Swedish law enforcement services are looking for over 10,000 migrants due for deportation.

QuoteHow Sweden's asylum approval rate compares to other EU countries

Sweden granted protection to more asylum applicants per million of the country's inhabitants in 2016 than any other European Union Member State, new figures from EU stats office Eurostat show.

The Nordic nation granted protection to 7,040 asylum applicants per million of its population in 2016the highest number of all Member States – followed by Germany with 5,420 per million residents, and Austria with 3,655 per million.

The UK by comparison granted protection to 260 applicants per million of its population. Poland granted the fewest proportionally – only 10 per million people.

In total, Sweden made the second highest number of positive decisions on applications for protection from any EU Member State with 69,350 in 2016 – double the number of 2015. Germany is the country that made the most positive decisions with 445,210, accounting for 60 percent of the positive decisions granted across the EU.

Sweden processed 112,000 asylum claims in 2016 as it worked to clear the bulk of a backlog built up during the peak of the refugee crisis. The country's Migration Agency (Migrationsverket) expects to process less in 2017 – 95,000.

Eurostat's numbers suggest Sweden is not quite as permissive as it may appear to be however, at least comparatively. It granted asylum at the first request in 69 percent of instances, the same approval rate as Germany but less than the Netherlands (72 percent) and Austria (72 percent).

For applications where a decision was appealed, that rate dropped significantly, and Sweden only granted asylum in 25 percent of those cases. That's a lower rate than Cyprus (49 percent), the UK (52 percent), the Netherlands (58 percent) and Bulgaria (65 percent).

The nationality most likely to be granted asylum in the EU last year was Syrians, who accounted for 57 percent. Afghans accounted for nine percent, as did Iraqis.

Back to Schengen: Commission recommends phasing out of temporary border controls over next six months
Brussels, 2 May 2017
QuoteThe Commission is today recommending that Austria, Germany, Denmark, Sweden and Norway phase out the temporary controls currently in place at some of their internal Schengen borders over the next six months.

Whilst the overall situation continues to stabilise, there are still a significant number of irregular migrants and asylum seekers in Greece. That is why, as a precautionary measure and whilst alternatives are put in place, the Commission is recommending that the Council prolong controls for the last time, meaning they will have to be lifted in six months' time. During this time, as in the previous periods, controls should only be carried out in a targeted and limited manner and only as a means of last resort.
