South Korea Tightens Rules on Marriages to Foreigners

n a crackdown on South Korea's mail-order foreign bride businesses, South Korean citizens looking to marry foreigners must from April show they can communicate with each other and financially support themselves.

Seoul's Justice Ministry this week said that those applying for a resident-by-marriage visa must pass a government-approved Korean language proficiency test and provide proof of income at over 14.8 million won ($13,750) in the past year.

A couple can opt out of the language requirement if they show they communicate in a different tongue or if they have any children, the ministry said. They are also exempt if either partner or family members can show the couple can live without monetary trouble.

The ministry said it enacted the measure to reduce "abnormal" marriages arranged on the fly with foreign spouses, where it said a man and woman are paired in five days or less.

The phenomenon of men "ordering" wives from matchmaking services isn't widespread in South Korea but the issue has sparked national controversy since 2010, when the domestic media began reporting multiple murders of foreign young wives by Korean husbands.

Bachelors, divorcees and widowers that struggle to find a South Korean wife have used services that find them a foreign match, often resulting in an unhappy marriage, domestic violence and a divorce. Women from China and Vietnam are the largest group to travel to the country for such unions, according to the immigration authorities.

The budget for supporting the so-called "multicultural families"–defined as a South Korean national, a foreign spouse and their children–has soared, contributing to stricter visa requirements, the justice ministry said. In 2013, the multicultural family budget stood at 123.2 billion won, a more than a 20-fold increase from 2007, the ministry said.

Language and cultural differences are cited as the main reasons for problems in such marriages.  Foreign women sent to Korea through matchmaking services and their children also often face social exclusion, experts say.

To respond to the problems that foreign women and their children face, South Korea has tried to offer more support, including shelters for domestic abuse victims and language courses.

A 2009 study by the gender ministry says over half of foreign spouses married to Korean citizens were divorced or widowed within five years.

"(The new restrictions) will be a chance for people to think twice about it," said Cho Young-hee, a researcher at IOM Migration Research & Training Center in Goyang, South Korea. "But it'd be hard to figure out the sincerity of a marriage on paper."

A matchmaker said the laws were encroaching on the rights of citizens to pursue happiness.

Cambodia in 2010 temporarily banned marriages between Cambodian women and South Korean, after many women were allegedly sold by matchmakers.

Around 280,000 people residing in South Korea–236,000 of them women–are foreign-born spouses, equivalent to less than 0.6% of the country's 50-million population, according to gender ministry data from 2013. About 150,000 of them hold foreign passports and the rest have acquired South Korean citizenship.

The new restrictions follow the Justice Ministry's October announcement that it would ban South Korean citizens from filing a marriage visa application more than once in five-years.

One in five women in Korea in her 30s is single, while in Seoul the ratio is one in three, according to Statistics Korea. Although there are no specific data on the total number of single women, experts believe around 40 percent of working women in their 30s are single, which is in line with what the Health Insurance Review and Assessment Service estimates.

Toisaalta, jos naimisiin meneminen korealaismiehen kanssa vaatii itsensä mahdollisimman söpöksi leikkelyä, häiden jälkeen kotirouvaksi jäämistä, oman perheen lisäksi miehen vanhempien nöyrää passaamista ja puolison aamuyöhön venyvien after-workien ja syrjähyppyjen hyväksymistä niin ehkä sinkkuilu on hauskempi vaihtoehto. Etelä-Koreassa elinkustannukset ovat nousseet palkkoja nopeammin, eikä tavismiehen palkalla pysty tarjoamaan korealaiselle kotiäidille hääviä elintasoa. Jos vaimo jatkaa töissä, oletetaan kotitöiden silti olevan hänen vastuullaan. Niin tai näin, avioliitto mediaanituloisen miehen kanssa ei ole kovin hyvä diili korealaisnaiselle.

Niimpä ja siksi Korealaiset miehet käy hakemassa naapurimaista kuuliaisen vaimon. Kuten sanoit niin vika on järjestelmässä, ehkä E-Korealaisten pitäisi käydä katsomassa miten P-korealaiset miehet onnistuu paljon paremmin saamaan omat naiset kuuliaisiksi vaimoiksi ja sitten soveltaa..
