Ruotsin hallitus haluaa eroon paperittomista – poliisi ratsaamaan työpaikkoja

Ruotsissa paperittomien määrän arvioidaan nousevan useaan kymmeneen tuhanteen lähivuosina. Karkotusta pelkäävät hakevat turvaa muun muassa kirkoista.

Paperittomien määrä kasvaa Ruotsissa tuntuvasti, kun viime vuonna tulleet turvapaikanhakijat saavat kielteisiä päätöksiä. Viime vuoden 160 000 turvapaikanhakijasta liki puolet voi jäädä ilman oleskelulupaa.

Ruotsin maahanmuuttovirasto on arvioinut, että kielteisen turvapaikkapäätöksen saaneista 46 000 katoaa vuoteen 2019 mennessä. Moni jää Ruotsiin.

Paperittomien määrää on vaikea arvioida, koska heistä ei ole rekisteriä. Maahanmuuttoviraston mukaan vuonna 2010 Ruotsissa olisi ollut 10 000-35 000 paperitonta, joista pari-kolme tuhatta olisi ollut lapsia.

Ruotsi poisti kesällä kielteisen turvapaikkapäätöksen saaneiden sosiaalietuja. Sen jälkeen kun päätöksestä ei enää voi valittaa, valtion avustus päättyy ja asuntolasta on muutettava pois. Maasta pitäisi lähteä muutaman viikon sisällä.

Lapsiperheitä uudet rajoitukset eivät koske, mutta kiinnijäämisen pelossa vanhemmat eivät välttämättä yritä hakea tukia.

Poliisi ei ole tähän asti ollut erityisen aktiivinen paperittomien jahtaamisessa.

Hallitus haluaa kuitenkin tehostaa käännytyksiä ja antaa poliisille uusia keinoja. Poliisi voi tehdä työpaikoille ratsioita, kun tähän asti tarkastuksiin on vaadittu rikosepäily.

Maahanmuuttoministeri Morgan Johansson uskoo ratsioiden olevan tehokkain keino pimeän työvoiman jäljittämisessä. Työnantajille on luvassa rangaistuksia.

Poliisi voi myös takavarikoida henkilöllisyystodistuksia ja tehdä sormenjälkitunnistuksia muuallakin kuin rajalla.

Ruotsi neuvottelee palautussopimuksia ja yrittää saada niitä myös toimimaan. Käytännössä monet maat ovat olleet haluttomia ottamaan vastahakoisia palaajia vastaan.

Helpointa olisi vain estää muslimitunkeutujilta pääsy taikaseinälle. Mitään we-want-our-money -rahoja ei olisi tarjolla. Viesti olisi selkeä; Sianlihasoppa ja apeaverhoinen suljettu militaarikuria toteuttava säilytyspaikka tarjotaan siksi aikaa kunnes maasta poistaminen/poistuminen tapahtuu. Valtio voi maksaa matkalipun ja vaikka satkun matkarahaa vapaaehtoiseen poistumiseen. Jos sianlihasoppa ei äbälävöivälle muslulle maistu niin näkkileipää voi mielin määrin järsiä, tosin vain yksi voinappi ja juustoviipale tarjotaan päivässä.

Irak ei suostu Suomen toivomaan sopimukseen, jonka myötä irakilaisia pakolaisia voitaisiin palauttaa vasten heidän tahtoaan.

Asylum Seeker Suicides On the Rise in Sweden

Several asylum seekers in Sweden have killed themselves in recent weeks, and the government has held a crisis meeting to find the cause and deal with the issue.

Five asylum seekers have taken their lives in Sweden, three of them in the last two weeks alone. The migrants have two things in common, all were young Afghan asylum seekers, and they were all scheduled to be deported. The problem is especially prevalent among young asylum seekers who even encourage others to kill themselves online Deutschlandfunk reports.

Psychologist Julia Tiberg works with young migrants at Vi står inte ut, an organisation dedicated to helping young asylum seekers in Sweden. Tilberg said, "We observe young asylum seekers in closed internet forums encouraging each other to commit suicide," adding, "suicide is also considered moral by the group and is for the sake of others, to affect the current policy."

Ombudsman Fredrik Malmberg has backed up the claims saying, "I have been informed by the social authority that there are seemingly organised suicidal thoughts among asylum seekers without families, which is extremely worrying because several of them have actually committed suicide."

In the past year around 3,000 underage Afghan migrants have arrived in Sweden and 600 of them have been rejected for asylum status. Of those rejected, many have been allowed to stay in Sweden because they claim not to have any family back in their native country.

Musse Hossein is an asylum seeker from Afghanistan who tries to help his fellow countrymen. He said of the underage migrants he has met, "they feel lonely, have mental problems, and when their asylum petition is rejected, the situation is, of course, serious."

Over the past year, Sweden has also had problems with abuse in underage migrant homes. In February of last year, a 15-year-old Afghan migrant boy who had recently arrived in Sweden was tricked into going to a field near his asylum home by several other underage asylum seekers who proceeded to beat him and rape him.

A few months later in April, another underage migrant was sexually abused. In that case, the victim was a 15-year-old girl, and her attacker was another Afghan migrant who claimed to be underage, though authorities discovered that he was lying about his age and had only been in Sweden for two days before the attack. 

Another boy was sexually abused by Afghan migrants in December in the Swedish city of Uppsala. The boy, who is said to have been under 15, was lured by five underage Afghans to a wooded area where the boys sexually abused him, beat him and filmed the ordeal on their mobile phones.

War Criminals, Terrorists Slipping by Overloaded Swedish Migration Board

Recently, critical deficiencies have been revealed in the proceedings of Sweden's immigration authorities, which are still swamped by asylum applications in the aftermath of the migrant crisis. Time pressure and a lack of personnel have reportedly led to war criminals and terrorists "slipping through."

One of the key principles of Sweden's asylum system is that people who are suspected of having committed war crimes and other crimes against humanity are not entitled to a residence permit in Sweden. According to an investigation conducted by Swedish Radio, though, the immigration authorities systematically fail to ask applicants relevant questions, increasing the risk of infiltration by war criminals.
Relevant questions were only asked in half of the cases where there was reason for further examination, the investigation found. Some of the most startling examples of the Migration Board's shortcomings involve applicants who'd undergone Daesh (ISIL/ISIS) weapons training and applicants who have been in the Eritrean military and may have possibly committed war crimes.

Fredrik Beijer, Director of Legal Affairs at the Migration Board, could not specify how many applicants have been granted residence permits they were not entitled to by Swedish law. However, he pointed out that he was absolutely dissatisfied with the result, especially given the fact that the board specifically focused on the attrition of specialists in 2016.

Additionally, large gaps in the Migration Board's proceedings were revealed in an internal review, particularly in new units, Swedish national broadcaster SVT reported. The internal quality report, made by the board itself, found that only half of the cases were sufficiently investigated, while 40 percent of the decisions were not "entirely understandable."
The board itself attributed the shortcomings to a lack of competent raw personnel. Four out of ten of Migration Board employees were recruited only in 2016 and seven out of ten have worked less than two years.

The Swedish Confederation of Professional Associations (SACO) and the Swedish Union of Civil Servants (ST) believe than the shortcomings are influenced by the fact that the management is focused on quantity rather than quality.

Of late, the Swedish Migration Board has also repeatedly come under fire for its defective age assessment practices when scrutinizing unaccompanied underage asylum seekers, many of whom are said to be in fact adults. In February, the handling of applications from asylum seekers whose age couldn't be verified was suspended until medical examinations could be conducted, the Swedish daily Göteborgs-Posten reported.

In 2016, Sweden, a nation of 10 million, processed 112,000 asylum applications, which is almost twice as many as in 2015. In 2015 and 2016, Sweden took in 163,000 and 29,000 asylum seekers respectively. In February, the Migration Board adjusted its prognosis for 2017 to 35,000. Additionally, about 105,000 applications from past years will have to be processed this year, which is why the Migration Board applied for 1.3 billion SEK ($140mln) in extra support from the government, the Swedish daily Svenska Dagbladet reported. In 2016, the Migration Board ran a budget of 12.4 billion SEK ($1.4bln) and had 8,000 employees.
