Haavisto ei kuitenkaan saanut mitään oleellista aikaiseksi Darfurissa. Tilanne ei parantunut. Sinänsä sama onko sitä pätevyyttä vai ei. Jos ei osaa, niin ei osaa. Tämä on se oleellinen juttu.

Kyllähän monessa kriisipesäkkeessä tilanne on sen verran kinkkinen, että taitavinkaan diplomaatti ei saa siellä aikaan edistystä.  Harvemmin kuitenkaan diplomaatin työnantaja lopettaa diplomaatin työsuhteen toimivallan ylittämisen vuoksi.  Näin kuitenkin ilmeisesti kävi Haavistolle.  Solankin ilmeisesti huomasi, että ylioppilasvetoisella diplomatialla ei pitkälle päästä, ja palkkasi tilalle kokeneen diplomaatin.

Onko Haavisto muuten koskaan itse julkisesti valoittanut omia Darfur-kuvioitaan, muuten kuin aivan pinnallisesti?

Viikon alussa isännöin Suomessa kahta Darfurin sissejä edustajavaa rauhanneuvottelijaa. Jotakin on selvästi Sudanissa ja Darfurissa muuttumassa, kun näiden neuvottelijoiden pääkysymys oli, miten Suomi voisi tukea paremmin naisten roolia konfliktinratkaisussa ja naisten osallistumista rauhanneuvotteluihin. Vai olisiko niin, että ministeri Elisabeth Rehnin ja Suomen pitkään korostama viesti YK:n päätöslauselmasta 1325 naisten asemasta konflikteissa olisi viimein tavoittanut myös Darfurin taistelukentät? Suomessa käyneet neuvottelijat edustavat Liberation and Justice Movementia (LJM). Se on ottanut osaa Dohassa, Qatarissa pidettäviin Darfur-neuvotteluihin, jotka jatkuvat ..

Myös Haavistolla on paljon kokemuksia ja tietoa Afrikasta. Haavisto toimi ulkoministerin erityisedustajana Afrikan kriiseissä muun muassa Sudanin ja Somalian konflikteissa ja oli neuvottelemassa rauhasta Darfurissa.

FOAD, nuo rauhanneuvottelut ovat täyttä kusetusta, ei kukaan usko noihin muut kuin viherhipit. Kokemusta on Afrikasta, Sudanin naapurivaltiosta. Siellä kun jokin lähtee käyntiin, nämä ilmastoiduissa toimistoissa notkuvat EU/YK -hipit evakuoidaan ensimmäisellä Ranskan armeijan koneella turvaan. Rajat kii, piikki kiinni, aseet pois.

Dutch representatives later contacted Embassy officials and said they planned to raise their concerns about Haavisto through the Dutch Mission to the United Nations.  A UN official in Khartoum recommended that the USG should raise the issue directly with UN Deputy Secretary General for Peace-keeping Operations (UNDPKO)

Kyllä työelämässä irtisanoutuminen on normaali kuvio, vaikkei irtisanoutuja olisikaan aloitteellinen.  Eroaminen kun näyttää CV:ssä paljon paremmalta kuin potkut.  Haaviston ongelmista työnantajan kanssa on viitteitä dokumenteissä, joihin on linkattu tässäkin threadissä.  Yhdessä niistä käytettiin termiä "was replaced", ei "resigned".

Tästä voisi helposti saada sen kuvan, että pekka on rouvansa kanssa ylittänyt valtuutensa. Vähän sama kuin joku yksityisellä sektorilla vientiteollisuuden parissa työskentelevä toimihenkilö ylittäisi esim. oman ylärajansa esim. investointipäätöksille.

Tuohan voi ihan samalla lailla tarkoittaa myös sitä, että haavisto on alittanut mandaatin rajat alapuolelta, eli nätisti sanottuna ei ole saanut yhtään mitään aikaan eikä edes sitäkään. Tuskin noissa raporteissa nyt suoraan ilmaistaisiin että toi äijähän on aivan turha.

Darfurgate Extra. Haavisto nimitetty täysin epäpätevänä ja yhteisölain vastaiseksiSudan EUSRksi.

ptjp on löytänyt mm. tarkentativaa lainsäädäntöä EUSR-nimityksen sekä mandaatin muodon täsmentämiseksi tulevissa neuvoston päätöksissä. Näissä dokumenteissa viitataan juuri tuohon itse aiemmin viittaamaani Staff Regulations yhteistölainsäädäntöön ja niissä tähdennettään, että EUSR itse on aiva top guy ja hänen apurinsa, jos palkat maksetaan unionin budjetista tulee rekrytoida nojautuen Staff regulationsiin ja sitten järjestää asianmukainen rekrytointi lainsäädännön mukaisesti. Jos ne täytyy täyttää

sekondeerattuina johtuen komission rahapulasta, ei tarvitse välittää Staff Regulationista nimityksiä tehtäessä.Sekondeeratut ovat jäsenvaltioiden omista ministeriöistä osaksi aikaa lahjoitettuja ihmisiä jonkun mandaatin tueksi.

Itse EUSRstä ei sanota muuta kuin tuo, että pitää löytääaivan huippuhemmot tai mimmit näihin tehtäviin tietenkin Staff Regulationin puitteissa. Eli tähdennetään, että pelkästään peruslainsäädännön(Staff Regulation) vaatimukset eivät riitä, kun päätettyä A16 (pääjohtaja) tason virkaa ruvetaan täyttämään!

Suomi siis esitti tähän kaveria, jolla oli 1 opintoviikko kehitysmaaoppia plakkarissa ja maitojunallahan sieltä tultiin sitten pois.

Tää lainvastainen paroni von Haavisto und Teflon nimitys lienee surkein episodi Suomen EU-jäsenyyden historiassa. Juuri, kun ollaan saatu moraalinen ylemmyys Etelä-Euroopan holtittomuutta ja Kreikkaa kohtaan - oikeutetusti - meillä on tällaista sontaa omalla kontolla....On se Tuomioja viisas mies..

Darfurgate Extra. Haavisto saatava vastuuseen mahdollisesta petoksestaan. Tuli tässä mieleen, kun tämä juu on inttänyt tuosta Haaviston sivuilla olevasta 'todistusaineistosta'. Siinä juu antaa ymmärtää, että ne Birstolin yliopiston viestit osoittavat Haaviston syyttöömyyden. Nämä Haaviston kampanjasivuilla julkistettujen viestien sisältö oli tässä keskustelussa tiedossa jo n. 3 viikkoa ennen kuin ne ilmestyivät sinne. Ne oli kaivettu tietokoneammattilaisten avulla webarkistosta. Eli enää ei ole mitenkään oleellista onko tämä käytännössä 0 opintoviikon professori oikea professori vaikka hän oli

todella saanut Benjamin Meaker Visiting Professor apurahan, vaan kysymys on aivan muista asioista. Nämä muut asiat rupesivat purkautumaan - paradoksaalisesti - Bristolin yliopiston kirjaamon tekemästä virheestä, joka johti väittämään, että Haavistolla ei ole tätä 'nimitystä'. Mikäli Bristolin yliopiston kirjaamon työntekijä ei olisi tehnyt tätä virhettä, koko tätä ylioppilas Haaviston megakompostia ei olisi koskaan alettu pöyhiä...Error humanum est!

Darfurgate Extra. Olen hieman vielä editoinut ja korjannut pieniä virheitä sekä huomioinut ptjp:n löytämän council 2003 noten (ns. A-asia), joka on siis edelleen vahvistanut sen, että EU:n olisi pitänyt löytää parhasita parhaimmat osaajat (cream of the cream), joilla huomattavat ansiot näihin EUSR-virkoihin. Staff Regulations, joiden 1 ja 5 artikloihin olen erityisesti tässä EU:n petosvirastolle osoittamassani tutkintapyynnössä tukeutunut, on tietenkin nimityksiin liittyvä perussäännöstö. Neuvoston 2003 guidelinet antavat vain täsmennystä, miten niitä pitää noudattaa.Sittenhän on vielä ne erityisohjeet,

joissa tähdennetään erityisesti Haavistolta puuttunutta Sudan tuntemusta.

Olen koettanut myös varmistaa, että lukukokonaisuus olisi tasapainoinen ja siksi olen yrittänyt varmistaa, että petosepäillyn 'usean kv-instituutin vierailevan professorin' visiittlinkki liittokansleri Merkelin luona myös toimii. Toivottavasti se nyt toimii.

Pikkulinnut ovat muuten laulaneet, että Haavistolla ei taida olla sittenkään mitään mahdollisuuksia toiselle kierrokselle ja että Väyrynen olisi varma kakkonen, vaikka media on kuinka puhkunut ja puhaltanut ilmaa paroni von Haavisto und Teflonille...Huomenna nähdään...

To whom it may concern in OLAF,

The purpose of this letter is to suggest that an official fraud investigation in OLAF should be initiated to find out whether presidential candidate Mr Pekka Haavisto (Green League) committed fraud by misleading almost all those involved to assume (see more in detail below) that he had a university degree when he applied to EU Special Representative post for Sudan July 7. 2005.

This is a grade A16 (Director General Level) appointment in the CFSP (Common Foreign and Security Policy) directorate directly under EU foreign minister (currently Catherine Ashton, then in 2005, Javier Solana).

Mr Haavisto did not give any information of his education but a visiting professor of Bristol entry in his CV gives - along with a bit similar other working histories - an impression of a person with high education. Hence, that it is unheard that any person ever omits education from his/her CV.

Those who have succeeded Mr Haavisto as an EUSR in Sudan i.e. Rosalind Marsden (UK) and Danish Torben Brylle and apparently all other present and former EUSRs in other geographical areas do have university degrees, though I have not systematically checked them all. Education is almost every time the first entry in their CVs.

There is a university degree (or an equivalent level of training if his services are very much needed) requirement for grade A6-16 administrator posts in EU, according to EU regulations.

This is a truly remarkable story that has broken out after Suomen Kuvalehti (suomenkuvalehti.fi) published a column by a renowned Finnish political journalist Pekka Ervasti December 8. 2011, titled 'Professor Haavisto I presume' ('Professori Haavisto Oletan'). In this satirical blog, it was revealed that Mr Haavisto was not, according to a University of Bristol registrar's office clerk Matthew Morrison, appointed visiting professor in the University of Bristol, though Mr Haavisto's official Consilium EUSR- to Sudan CV says the opposite.

Almost a month later, University of Bristol confirmed that they had in fact 'appointed' him (Benjamin Meaker visiting professor in April - May 2002). According to an official statement of the University of Bristol, he was though never, an official staff member of that university. This Benjamin Meaker visiting professor 'appointment' is an award that covers 'appointee's' travel expenses as well as lodging. Thus its place in a CV is merely in the 'awards and other merits' sections rather than in the section describing his working experience and career.

Mr Haavisto never used the title of a visiting professor in Bristol when he gave the now notoriously famous six lectures there, neither has he used this professor title in Finland, because it is common knowledge - especially in the ranks of politicians - that he has passed only matriculation examination and high school. He has no peer reviewed articles no leading role in any intellectual Endeavour, although he claims the contrary in his CV but more so in numerous websites around the globe. He has only engaged himself in political activities, not in any way in academic life. Perhaps, an extreme example of his apparent habitual lying behavior is revealed by this picture:

In this picture Mr Haavisto is among his colleagues when they are turning their 'distinguished' official peer review of German sustainable policies to Ms Angela Merkel herself. Mr Haavisto was a key 'academic' figure in the team to give scholarly flavor to this review. He characterized himself as a 'visiting professor of numerous international institutes' in the book to be handed to Ms Merkel in the picture.

This notification of Mr Haavisto's possible fraud to OLAF is not done light heartedly, on the contrary, as this is a very sad and shameful story to almost all Finns.

There are a number of persons, who have demanded vociferously clarifications for weeks now in a public discussion under anonymous aliases in Suomen Kuvalehti without any response from Mr Haavisto's side. The last drop was yesterday, when Mr Haavisto was referring (MTV3 peak viewing time in an election debate) to an Austrian war criminal Kurt Waldheim, and stated that 'Waldheim and certain German politicians are prime examples of those who had skeletons in their closets prior to elections, and that the prime virtue of any politician is to be honest'.

There was also a last minute attempt yesterday to gain access to Javier Solana's appointment memorandum when the registrar of Prime Minister's Office was approached. This request was declined by an orally conveyed administrative decision of a high ranking official and the memorandum was deemed classified. There is actually strong indirect evidence in the official Concilium appendum of Javier Solana's welcome note, that there was a wide perception amongst all those involved in the appointment, that Mr Haavisto was highly educated. Hence that Mr. Haavisto's credentials, as a visiting professor in the University of Bristol, were especially highlighted in this official Consilium appendum.

It now appears, that this was very much a political appointment in nature. Finland's Prime Minister's office released yesterday notes, which revealed that submission of candidatures was extended by Commission by one day from July 6. to July 7. (2005), because Sweden's candidate Mr Sten Rylander, a seasoned diplomat with in depth knowledge of Sudan, had not gained support from other member states. Foreign minister of Finland Erkki Tuomioja contacted his colleague and friend Mr Joschka Fischer to inform about Haavisto's candicacy. After this Mr Fischer gave immediate support of Germany to Mr Haavisto's appointment. It is also possible that this was a green initiative on the behalf of Mr Fischer, we simply do not know.

It is quite possible that his green ideological supporter i.e. Mr Fischer was truly unaware of Haavisto's bleak past when it comes to his formal education, but a devoted green sympathizer and a Social Democrat Erkki Tuomioja was probably fully aware of Haavisto's acquired low educational level.

Finland - although being truly a country with low corruption rate and respect of law - has a long history of troubled political appointments in the aftermath of WWII. This was due to Finnlandisierung, i.e. political culture amid heavy Soviet pressure. This lead often to political appointments of officials based not on merit and character - as required by our constitution - but based on suitability i.e. you were supposed to be obedient to official foreign policy and be respectful to Kremlin. A council note from 2003 laying down further guidelines to requirements - in addition to those that are stipulated in the Staff Regulations - stresses the need to seek highly qualified candidates and maintain A1/4 level in appointments.

The practice of appointments in the Council of State of Finland (Cabinet) i.e. the policy that formal requirements can be forgotten if a suitable person is found, probably lead to the current possible collision course between Finland and EU in the subject matter under discussion, as those in charge here in Finland, probably do not even understand, that appointments are strongly legally regulated in the EU institutional framework. I hope this is not amateurish legal thinking but truly reflects legal reality in EU?

Mr Haavisto's EUSR Sudan appointment, from July 7. submission of Mr Haavisto's candidature to formal decision (July 18.) in the council of foreign ministers, was an extremely speedy process, and it is - indeed - possible that Mr Haavisto's whereabouts were not thoroughly checked. He passed e.g. the political and security committee (PSC) oral interview lead by a seasoned British diplomat Mr King representing the UK presidency (now UK ambassador to Ireland) July 11. PSC gave its recommendations to Commission to propose Mr Haavisto to the foreign minister and as previously stated council adopted EUSR Sudan mandate and Haavisto's appointment July 18.

The rest is history, which ended apparently in Haavisto's premature withdrawal from the Sudan EUSR post.

There are a lot of wikileak documents revealing that Mr Haavisto's candidature was opposed, in May 2005, vociferously by several countries as he lacked knowledge of Sudan. In the EUSR institutional guidelines, it is stressed that a candidate should have in depth knowledge of the troubled area, he or she is about to be sent to. Wikileak documents also reveal that his premature withdrawal might have a lot to do with his apparent incompetence in diplomacy and lack of experience in Sub-Saharan Africa. Both EUSRs to Sudan now following Mr Haavisto's foot steps have prior Sudan knowledge and long careers in diplomacy, and as mentioned before, also required formal education.

According to Mr Haavisto's official records in the University of Helsinki, the only substance credits (equivalent to one week of work in the University of Helsinki) is his Developing Countries Studies class (1 credit) and three credits from a summer school in the subject matter of Eastern Europe and Russia. This is his 'higher education', which apparently did not give him competence to represent EU in troubled Sudan as an EU A16 Director General level administrator.

As said, this is not a lightheartedly written notice but an appeal to respect public interests as it comes to spending EU budget as well an appeal to Finns who are now apparently ashamed of all this and refuse to publicly discuss the subject matter. Notification of this subject matter has been forwarded to the following institutions and/or persons: European Commission, Consilium, Danish Presidencey (foreign ministry), President van Rompuy, Chairman of Commission Mr Barroso, Commissioner Asthton, Dutch Foreign Ministry and Ms Merkel.

In summary:

Mr Haavisto was an EU Special Representative to Sudan July 18. 2005 - March 2007 and a servant of the European Commission. His salary was paid from the budget of the European Commission. Mr Pekka Haavisto is a citizen of Finland and currently pursuing to become the next president of Finland.

Mr Haavisto despite being an individual without a university degree was appointed EUSR to Sudan in the council of European foreign ministers July 18. 2005.

Mr Haavisto possibly by fraud earned income at around 500 000 euros of EU tax payer money. He had apparently intentionally omitted his education from his official (even now as of speaking officially posted in the Consilium web page). It is unheard that anybody would omit his/her education in their CV when applying to such a high ranking high profile job like EUSR Sudan ambassador post stationed in Brussels and Addis Ababa (Ethiopia). By this omission and by a questionable entry in his CV i.e. by stating that he was visiting professor in the University of Bristol (under working experience), he might have given intentionally a false impression to Commission and Council officials and representatives of the UK presidency, as well as European foreign ministers and the member states they represent, that Mr Haavisto was highly educated.

Mr Haavisto has practically no credits from the university, he was able to be enrolled into i.e. University of Helsinki, according to official records published yesterday, or nothing that would entitle him morally or even legally to present him as a visiting professor (under working experience). His merits as a visiting professor in the University of Bristol were highlighted the official Consilium appendum of Javier Solana's welcome note indicating widespread perception of Mr Haavisto being highly educated.

There is a requirement to all A6-A16 appointments according to article 5 in the 'Staff Regulations of Officials of the European Communities - Conditions of empolyment of other servants of the European Communities 1.05.2004' that an administrator should have a university degree. Its article 1 first paragraph says that these rules are applicable to any EU posts without exception (apparently permanent and non-permanent). See more in detail the attached letter. EUSR is an A16 Director General level appointment in EU i.e the highest level and the salary he earned according to official documents was around 20 000 euros per month i.e. almost the same as that of a Commissioner. He had received extra 4000 euros per month because of location of his post.
