Huippuälykkäät kehitysmaalakset iVauvat hakevat turvapaikkaa. Kotimaassa isis alkoi pelottaa jolloin nämä kapaloidut älypötkylät päättivät taistella tiensä läpi vaarallisen Euroopan ihanaan Ruotsiin, jossa tp-hakijoita kohdellaan inhimillisesti eikä heidän tahtoaan kukaan syrji.

Kuka zournalisti omaisi rohkeutta lähteä tivaamaan Ruotsi-mocuilta, että miksi piti haalia liikaa ihmisiä, ettei enää oikeista lapsista pystytä pitämään huolta. Se yksi Frederik ainakin pitäisi saada tilille heitteillejätöstä. Åsa samaan selliin.

Tavallisesti ilman huoltajaa olevat lapset ovat tulleet sukulaisten tai vanhempien sisarusten kanssa. Joissakin tapauksissa lapset ovat orpoja. He ovat lähteneet sukulaisten mukaan, kun vanhemmat ovat kuolleet.

Käytännössä alle 7-vuotiaat eivät ole tulleet ilman huoltajaa, vähintäänkin kyse on sijaishuoltajista (jos taustalla ei ole muuta epämääräistä). Paperittomassa maailmassa huoltaja on oikeastaan kuka tahansa lasta vanhempi ja lapsesta välittävä ihminen, joka on ottanut vastuun (joko vanhempien siirtäessä sen käytännössä toisille tai toisten sen ottaessa, vanhempien kuoltua tai hylätessä) lapsesta ja on sen myös kykeneväinen ottamaan.

Tässä on selvästi kyse siitä, että joidenkin tällainen huoltajuus ei täytä esim. Ruotsin normeja huoltajuudesta, missä pitää olla mustaa valkoisella päätettynä viranomaisten toimesta, jos kyse ei ole oikeista vanhemmista.

Tällaisten uutisointien on ilmeisesti tarkoitus vedota lukijansa tunteisiin ja sitä kautta saada ihminen kääntymään matu-myönteiseksi.

When 'Underage' Refugees Look Anything But

Under strain from an influx of asylum-seekers claiming to be children, Sweden is now considering instituting mandatory age tests.

MALMÖ, Sweden — For years, Sweden has been the favorite destination for unaccompanied children seeking asylum in Europe. Its reputation as both a comfortable place to wait out the application process and a generous granter of asylum approval has spread far and wide. Last year it received almost twice as many underage asylum-seekers as the No. 2 destination, Germany; at the end of the year in particular, the number of children arriving alone in Sweden skyrocketed. But lately, some of these recent arrivals have appeared — at least according to their fellow asylum-seekers and Swedish officials — well, mature for their ages.

"In my [home for unaccompanied minors], there are so many people who look like 32 but say they're 16," reports Jamal Hawilo, a 17-year-old Palestinian whose slender frame and not-quite-settled bass voice suggest that he is indeed an adolescent. "There's one guy I'm absolutely 100 percent convinced he's 35."

Jamal, who arrived in Sweden in August with his 16-year-old brother, isn't the only one who noticed some rather seasoned-looking men among the 1,000-2,000 unaccompanied minors who were arriving in Sweden each week over the summer and fall. Now, in the midst of a fierce debate over asylum policy that saw Sweden backtrack on its generous open-door position late last year, Swedes are also weighing how to treat migrants who claim to be children but lack identification.

"The problem is not the volume, but the fact that people" are claiming to be children, said Mats Johansson, chair of the Stockholm Free World Forum, a right-leaning think tank and a former member of parliament from Sweden's center-right Moderate Party. "Adult Afghans are not children in need of protection."

The government and the country's Migration Agency have long been reluctant to medically test unaccompanied minors' ages as a standard procedure. "The government has been hoping that silence about age cheating will solve the issue," said Johansson. But now as part of the recent reversal of its open-door asylum policy, the government is considering making age-determination tests standard practice for unaccompanied minors. The test, which involves dental and wrist-bone X-rays, can usually determine a young person's age within a one-year margin. A Justice Ministry spokesman told Foreign Policy that a proposal is expected within the next six months.

There are many reasons a 30-year-old asylum-seeker would claim to be an adolescent. In Sweden, if a newly arrived asylum-seeker claims to be a minor, the Migration Agency has to treat him as such during the application process until it has ample reason to contend he's an adult — and that means extra protections, enshrined in international law. Signatories to the 1989 U.N. Convention on the Rights of the Child have agreed to give children — that is, anyone under age 18 — "special safeguards and care." In practice in Sweden, this means that while an adult, for example, can be denied asylum on the grounds that some parts of his country are safe and can then be returned to an unfamiliar place, a child will not be sent to a different part of his home country. Children applying for asylum in Sweden also don't face the prospect of being returned to the EU country where they first arrived and are, if approved, allowed to bring their families to join them.

During the week of Nov. 9, exactly 2,942 unaccompanied minors applied for asylum in Sweden, which means that children arriving alone made up nearly one-third of the 10,553 asylum applications filed that week. That's an increase of 635 children compared with the week before. In total, 8,808 unaccompanied minors applied for asylum in November, a small drop from the record month of October, when 9,339 children did so. In 2014 — the latest year for which data are available from the European Union's statistical body, Eurostat — Sweden was the undisputed No. 1 among destinations for unaccompanied minors, with 7,049 applications. Second-ranked Germany received 4,400 applications, followed by Italy at 2,505.

It's unclear how many of these applicants are adult men claiming to be 17 or younger, as the Swedish Migration Agency only investigates applicants' ages later in the asylum process. But Migration Agency figures show that 46 percent the unaccompanied minors who applied for asylum in Sweden last year were males giving their age as 16 or 17. Another 40 percent were males ages 13 to 15. "We Swedes are undemanding and naive in not wanting to check unaccompanied minors' ages," said David Eberhard, a leading Swedish psychiatrist and expert on children's psychological development. "That attitude is connected to the undemanding way in which we rear our children."

The influx of what appear to be grown men posing as adolescents, however, has created a vigorous debate that rages on Internet forums and social media. Local newspapers often report on the unaccompanied minors, and when the photos seem to depict men rather than boys, ordinary citizens proceed to research their ages by, for example, locating their Facebook profiles. "The guy is not 17 years old, but 34", claimed a user recently on Flashback, a popular website among age-cheating detectives, about an unaccompanied minor featured in a newspaper report.

Minkä takia Ruotsiin saapuu niin paljon aivan yksin saapuneita lapsukaisia?

Ruotsi vastaanottaa "pakolaisia" suhteellisesti enemmän kuin mikään muu maa. Tämä ei kuitenkaan ole ainoa ennätys, nimittäin Ruotsiin saapuu aivan yksin tulleita lapsukaisia enemmän kuin mihinkään toiseen maahan. Nämä yksin saapuneet lapsukaiset ovat nostaneet maahanmuuton kustannuksia niin paljon, että Ruotsi alkaa olemaan pulassa, koska rahat loppuvat.

Lapsukaisten määrässä jyrkkä kasvu viime vuoden lopulla, ettei kukaan ollut osannut valmistautua siihen. Lapsukaisten määrä kasvoi 400 prosenttia, samaan aikaan kun tulijoiden kokonaismäärä kasvoi 100 prosenttia. Outo yksityiskohta löytyy, kun asiaa tutkii tarkemmin. Kaksi kolmasosaa lapsukaisista ei tulekaan Syyriasta, vaan Afganistanista.

"Asiassa on jotain hyvin hyvin erikoista", sanoo Hanif Bali (MP), joka itsekin tuli Ruotsiin pakolaisena Iranista kolmevuotiaana.

Ruotsin maahanmuuttovirasto sanoo, että sen pitäisi saada tehdä enemmän ikätestejä. Moderate Partyn kunnallispoliitikot sanoivat maanantaina Svenska Dagbladetissa, että tulijoiden ikätestit pitäisi tehdä paljon aikaisemmin prosessissa ja että Ruotsin ikätestauksen laatu on kaukana muiden Pohjoismaiden laadusta.

Ongelmaksi muodostuu lapsosten hoitamiseen kuluva raha. Yksin tulleet lapsukaiset maksavat paljon enemmän kuin aikuiset. Yksi lapsukainen maksaa 1.900 kruunua päivässä, eli noin 162 euroa päivässä. Se on enemmän, mitä turisti joutuu maksamaan yhdestä yöstä Tukholman Sheraton hotellissa.

Ruotsin maahanmuuttoviraston mukaan lapsukaisten ylläpito maksaa ruotsalaisille veronmaksajille noin 2.25 miljardia euroa tänä vuonna ja 2,52 miljardia euroa ensi vuonna. Tämä tarkoittaa että noin puolet Ruotsin maahanmuuttobudjetista kuluu lapsukaisten ylläpitoon. Ruotsista on tullut magneetti aivan yksin saapuville lapsukaisille, koska lapsukainen saa helpommin oleskeluluvan, mahdollisuuksia ja koulutuksen.  Nyt tilanne on kuitenkin vaikeutunut, koska Ruotsi on aloittanut rajatarkastukset ja kiristäneet "muita sääntöjä", mitä ikinä ovatkin.

Afganistanin ala-asteet tyhjenevät oppilaista. Ruotsin tulisi Humanitäärisenä Tasavaltana lähettää opettajat Afganistaniin, eikä sallia oppilaiden tuloa aivan yksin Ruotsiin. Matka on lapsille erittäin vaarallinen jne.

Sweden Struggles to Find Homes for 'Refugee Children' With Children

The proportion of unaccompanied girls among refugees in Sweden is increasing. This has led to accommodation issues, since most of the nation's asylum homes are adapted for men. Meanwhile, the fact that many of the so-called "refugee children" are married and have their own is a problem of its own.

While the influx of migrants to Europe has been mostly male-dominated, the percentage of girls among the "unaccompanied refugees" increased from 16 percent to 23 percent in the first five months of 2017, according to a press-release by the National Board of Health and Welfare.

The main issue is that it becomes increasingly harder to find accommodation, since most of the refugee housing is suitable for men only. The National Board of Health and Welfare interviewed representatives of 74 Swedish municipalities that had taken in at least three girls in 2016.

"The municipalities say it's hard to find accommodation for single girls. The reception centers have been in many ways designed specifically for boys, both concerning accommodation and leisure activities," National Health Board investigator Elisabet Svedberg said, venturing that the girls' situation must be given more attention.

Yet another problem is that many of the girls are married and have children of their own, despite being underage. A majority of them are being placed in so-called "network homes," where they live with relatives or other adults they already know.

"An increasing proportion of single children seeking asylum in Sweden are girls and younger children. Many of them are in a difficult situation; some of the girls are already married and have their own children," a press release from the Social Board said.

In the interviewed municipalities, 905 single refugee girls were reported, of which 41 appeared to be married. A total of 53 of the girls, or 7 percent, have children, which is an exceptionally high proportion compared with the national average of 0.1 percent of girls aged 13-17. Reportedly, 3 percent of the girls do not go to school for reasons of parental leave.

However, this may undermine Sweden's integration efforts, ending in a sort of isolation. According to Petra Rinman, head of unit at the National Board of Health and Welfare, in many cases it is safer for the child to live with someone they already know. However, there is also an embedded risk that the person will have trouble integrating into society later on.

In 2015, Sweden received a record 35,000 asylum applications from "lone children," followed by 2,200 in 2016. In 2016, "unaccompanied children" cost Swedish taxpayers 26 billion SEK ($3bln), with the bill expecting to land at 19 billion SEK ($2.2bln) this year, according to the Swedish newspaper Expressen.
