Italian Navy and coast guard ships in the Mediterranean Sea, with the aid of humanitarian organizations, rescued 560 migrants off the coast of Libya Thursday. Most of those rescued came from African countries and Syria, Reuters reported.

It's the latest rescue in the migrant crisis that continues to spark European Union debate over how to handle the flood of people. Italy is at the center of the crisis, having received almost half of the 363,000 migrants to Europe last year. Boat migrant arrivals are up 30 percent in Italy this year from 2016; over the course of a single weekend in April, about 7,000 migrants were reportedly rescued from the Mediterranean.

More than 1,000 deaths along the route have been reported in 2017.

Thursday's rescue came amid accusations in Italy of ties between NGOs and human traffickers, but a prosecutor told Italian senators Tuesday that an investigation found no connections, the Associated Press reported.

Almost 3000 migrants rescued in Mediterranean

Almost 3000 people have been rescued in a large-scale operation in the central Mediterranean after the discovery of more than 20 boats carrying migrants, a spokesman for the Italian coast guard said late Friday.

At least seven deaths had been reported by NGOs operating in the area, with the bodies arriving in Italy by boat.

Earlier on Friday, SOS Mediterranee, a Franco-German-Italian non-governmental organisation, wrote on Twitter that one of its boats had intercepted 20 migrant vessels. Such boats usually carry roughly 100 passengers each.

An SOS Mediterranee spokeswoman said that rescue operations were difficult and that the Italian coast guard and Doctors Without Borders (MSF) were also on the scene. MSF confirmed this, but did not give more details.

Meanwhile, another MSF boat docked in Catania, Sicily, offloading six bodies. It was the first time the charity arrived in a port with no survivors, it said.

Another group, Malta's MOAS, was to dock in Catania Saturday with 394 survivors, including one badly hurt by gunshots, and the body of a teenage boy shot by human traffickers "who wanted his baseball hat," a MOAS spokeswoman said. .

Earlier, Riccardo Gatti of Spanish group Pro Activa Open Arms spoke of an ongoing rescue of 1000 to 1500 migrants from 11 rubber dinghies, during a news conference in the Italian Senate.

Italy is the main landing point for Mediterranean boat migrants, and more than 180,000 people landed on its shores in 2016. In the year to date, arrivals are up by 30 percent, and deaths at sea have increased from about 850 to more than 1,000, according to data from the Interior Ministry.

Välimerellä ainakin 80 ihmistä on kateissa, sillä pakolaisia kuljettanut alus upposi Libyan rannikon edustalla viikonloppuna. YK:n pakolaisjärjestön mukaan kadonneiden joukossa on naisia ja lapsia.

Järjestö sai tiedon kadonneista onnettomuudessa eloonjääneiltä.

Eilen Italian rannikkovartiosto kertoi, että perjantain ja lauantain aikana Välimereltä pelastettiin yli 6 000 ihmistä rannikkovartioston, laivaston, Euroopan raja- ja merivartioviraston Frontexin ja kansalaisjärjestöjen aluksiin.

Libyasta Välimeren yli saapuvien ihmisten lukumäärä on kasvanut tänä vuonna. Libyasta Italiaan on tullut meriteitse jo noin 37 000 ihmistä, mikä on 30 prosenttia enemmän kuin edellisvuonna.

Julkaisemamme tutkakuva näyttää viime yön tilanteen erään NGO-pelastusaluksen ympärillä. Pelastusalus on kuvan keskellä. Jokainen voi ajatella mitä haluaa Libyan edustalla odottavasta humanitaarisesta laivastosta. Voi ja on varmaan myös syytä kysyä, miten olemme päätyneet tähän. Toukokuun ensimmäisenä viikonloppuna on kuitenkin meneillään taas ties kuinka mones meridraamaa. Viikkojen ajan on ollut rauhallista. Johtuen osaltaan huonosta säästä, osaltaan varmaan Libyan klaanien poliittisten laskelmien johdosta, veneiden määrä oli vähentynyt minimiin. Välirauha vaikuttaa nyt kuitenkin päättyneen. Rannikkovartiosto on joutunut taas laittamaan kaikkensa peliin koordinoidakseen näin montaa pelastusoperaatiota. Samalla ei-valtiolliset järjestöt ovat kantaneet pelastustyön suurimman taakan.
 
Tämä kauhistuttava tutkakuva saa käsittämään mitä tapahtui viime yönä. Kyse ei ole siitä, että saksalais-tanskalaisen Jugendrettet-järjestön jäsenet olisivat menneet nukkumaan hyvin tuskaisina. Heidän aluksensa Juventa joutui rynnäkön kohteeksi ja he eivät vain kyenneet ottamaan enempää ihmisiä. Torinolaisen Rainbow for Africa -järjestön puheenjohtaja tohtori Paolo Narcisi puki järkytyksensä sanoiksi yön aikana: "Missä on Eurooppa? Missä on Frontex? On veneitä ja satoja ihmisiä, mutta vain vähän järjestöjen ja Italian rannikkovartioston pelastusaluksia. Emme halua joutua aamulla laskemaan kuolleiden määriä".

Previously unheard audio shows Italian authorities telling the sinking migrants to 'call Malta' - despite there being an Italian naval vessel just a few miles away

Horrific phone calls which reveal how the Italian Coast Guard let dozens of refugees drown in the Mediterranean Sea in 2013, have been obtained by an Italian newspaper.

In previously unheard audio, Italian authorities tell a caller from the sinking refugee ship to "call Malta," despite an Italian Navy patrol boat being miles away.

As the fishing boat began to take on water, it was around 61 miles away from the Italian island of Lampedusa and within the territorial waters of Malta, which was 118 miles away.

During the distress call, released by the Italian magazine L'Espresso, a man who identifies himself as a Syrian doctor named Mohamed Jammo can be heard asking for help as he tells authorities the boat is taking on water and sinking.

"Please hurry," Mr Jammo repeats. "The boat is going down."

When he later calls the Coast Guard to ask if they had sent anyone, an operator tells Mr Jammo to call Malta.

"Because you are near Malta," the man explained. "Call Malta directly very quickly, they are close, OK?"

Mr Jammo then called the Italian Coast Guard again to tell them he had called Malta and been told the boat was closer to Lampadusa than Malta.

"We are dying, please," he added.

But the operator repeated the instruction, telling him: "You have to call Malta, sir."

During the ordeal, the Italian Navy's patrol boat Libra was awaiting orders between 10 to 19 miles away.

Lähes 250 ihmisen pelätään kuolleen Välimerellä

Lähes 250 pakolaista on kadonnut Välimerellä, ja heidän pelätään kuolleen. YK:n pakolaisjärjestö UNHCR kertoo, että sen sisarjärjestö International Medical Corps on raportoinut laivan haaksirikosta. Laivassa oli 163 matkustajaa, jotka ovat edelleen kadoksissa.

Nearly 50,000 Migrants Cross Mediterranean Into Europe Since January - IOM

"IOM, the UN Migration Agency reports that 49,310 migrants and refugees entered Europe by sea in 2017 through 7 May, with the vast majority arriving in Italy and the rest in Greece, Cyprus and Spain. This compares with 187,569 arrivals through 7 May 2016," the press release read.

Migrants trying to reach Europe often spend months in squalid and dangerous conditions while they waiting for boats to across the Mediterranean, according to reports.

Humanitarian groups have revealed that by the time boats are ready, some migrants are too sick or injured to travel as they have fallen victim to diseases or suffered gunshot wounds from local Libyan militia groups.

Smugglers and trafficking gangs, which make millions of pounds extorting migrants who dream of reaching Europe, are now said to be burying alive those they deem not "fit enough to travel".

Flavio Di Giacomo, a spokesman for the International Organisation for Migration, told the Daily Telegraph: "We have recently heard of cases where migrants who are wounded or sick have been buried alive by other migrants, on the orders of the traffickers."

"They don't care about the lives of migrants. If a migrant is a problem, they will kill them."

Mr Di Giacomo added: "A lot of migrants are shot dead on the beaches if they refuse to board the boats. It might be that they see the boats are overcrowded or the weather conditions are very bad.

Police said the leader of the Bari-based ring had been in telephone contact with a Somali man arrested in Italy in July on suspicion of having helped two Islamic State foreign fighters enter Italy via Malta.

A police statement said other members of the ring frequented websites linked to Al-Shabab, Somalia's homegrown Islamic extremist rebels linked to al-Qaida.

The dozen Somalis targeted in the raids Wednesday are accused of transporting migrants to northern Europe, including with false documents, and running a money transfer network.

Bari prosecutor Giuseppe Volpe says the "hawala" transfer network "is the same used to finance international terrorism."

Non-governmental organisations have rescued migrants off Libya without informing the Italian Coast Guard and appear to know where migrant boats will be, Trapani acting chief prosecutor Ambrogio Cartosio told the Senate defence committee Wednesday, adding that mafia-linked people were involved in the migrant reception business.

"The NGOs have carried out some sea rescues without informing the Coast Guard," said Cartosio. There have also been "cases in which individuals on board NGO ships were aware of the time and place in which migrant boats would be, and that poses a problem as to whether the intervention was regular". Furthermore, Cartosio said, "individuals related to or in touch with mafia organisations were part of the reception business". Cartosio said investigations are ongoing "into aiding and abetting clandestine immigration not concerning the NGOs as such but people belonging to the NGOs.

Libyan coastguard returns 300 migrants to Tripoli after altercation with NGO ship

Libya's coastguard intercepted about 300 migrants packed onto a wooden boat and returned them to Tripoli on Wednesday after warning off a ship that was preparing to pick them up for passage to Europe.

Footage filmed by Sea-Watch, a non-governmental organisation, showed a Libyan coastguard vessel coming within metres of its own ship as it sped to stop the migrants.

Tripoli coastguard spokesman Ayoub Qassem said the incident had occurred about 19 miles (30 km) north of Libya's coast.

"An international rescue organisation called Sea-Watch tried to hinder the work of our coastguard ... in a bid to take the migrants, claiming Libya is not safe for migrants," he said.

Qassem added that the coastguard had also exchanged fire with smugglers, but gave no details.

Ruben Neugebauer, a spokesman for Sea-Watch, said the NGO had received instruction from Italy's coastguard control centre in Rome that the Libyan coastguard would be taking over "on-scene command", and that the Sea-Watch ship had stopped to await further instructions.

"Without any warning, they crossed our bow on the way to the migrant boat," Neugebauer said. "They made an extremely dangerous manoeuvre. They nearly hit our boat, they endangered our crew."

Libya is the main departure point for migrants hoping to reach Europe by sea. The country has been in turmoil for years and migrants living there or passing through say they are subject to a range of abuses. A record 181,000 made the trip in 2016 and arrivals in Italy so far this year are up 30 percent.

PERILOUS JOURNEY

Most migrants attempt the perilous journey on flimsy inflatable boats provided by smugglers that are barely equipped to make it to international waters. Larger wooden boats carrying several hundred migrants are rarer.

Some migrants are turned back by the Libyan coastguard, which generally delivers them to detention centres notorious for poor conditions and ill-treatment. The coastguard is receiving training from the European Union as it seeks to limit migrant departures and deaths.

Other migrants are taken to Italy after being picked up by NGO ships that run rescue missions, European or Italian naval and coastguard patrols, and other international vessels.

The wooden boat intercepted on Wednesday was carrying a large number of Moroccans, as well as other migrants from North Africa and the Middle East.

Migrants on board said they had left the western Libyan city of Sabratha on Tuesday night. They said there were more than 100 Moroccans, including about 15 women, some five of whom were being taken for medical treatment as they arrived in Tripoli. One appeared to be seriously ill.

One 24-year-old Moroccan man said he had come to Libya five weeks earlier in order to try to reach Europe. A 28-year-old man, also Moroccan, said he had been working in Libya for four years, but had decided to leave because the situation was deteriorating.

A Syrian woman on board said she had travelled through six countries to reach Libya, paying $1,000 in each and leaving two sons aged 12 and 13 behind in Jordan.

"I wanted to leave for Europe," she said. "It was an attempt to get a better life and reunite my whole family in Europe, but unfortunately we couldn't make it."

Italy Investigates Aid Groups Suspected of Working With Traffickers to Facilitating Illegal Migration

An Italian prosecutor says he is investigating employees of aid groups that are rescuing migrants off Libya for allegedly facilitating illegal migration, but says it's not a punishable crime since saving lives at sea is paramount.

Trapani Prosecutor Ambrogio Cartosio stressed Wednesday that he wasn't investigating the aid groups themselves, but rather individuals who work for them.

His testimony to the Senate's defense committe was the latest from law enforcement about alleged contacts between aid groups and Libyan traffickers who send overcrowded boats full of migrants to Italy. The groups have denied they're in cahoots with the traffickers and have blasted prosecutors for spreading rumors without providing proof.

Cartosio also said migrants arriving in Trapani have reported that Libyan coast guard officials — recently entrusted with Italian patrol boats and know-how to try to stem the migrant flows — have instead demanded bribes to let the boats continue their journeys north.

A Libyan migrant smuggler has been arrested in Sicily for his alleged role in the slaying of a migrant who failed to remove his cap when ordered.

Prosecutors say that the suspect was one of two alleged Libyan traffickers jailed in Catania after the May 4 shooting, which occurred before an NGO boat rescued the migrants.

Catania police said the victim, from Sierra Leone, didn't understand the orders shouted in Arabic by the smugglers to stay seated and remove hats. Authorities alleged one of the Libyans was "involved" in the slaying but said the identity of the man who fired the gun was unknown.

Separately, three Nigerians were detained in Sicily in the alleged slaying, torture and sexual assault of other Africans in Libya while awaiting sea voyages to Italy.

(Reuters) The European Union must not accept African migrants who pay people smugglers to cross the Mediterranean, but turn them back, Belgium's migration minister Theo Francken told Reuters on Thursday.

"This system is totally crazy and is not working. We have to fix this by being very clear: taking a ticket on a smuggler boat does not give you free entrance into the European continent," said Francken, who is with the Flemish nationalist N-VA party.

"The current system is totally inhumane," he said, adding it enriched international criminal networks dealing with people smuggling at the expense of thousands dying on the sea crossing.

Francken made clear his comments referred to all Africans - north and sub-Saharan - and to those coming in smugglers' boats, who make up the great majority of those sailing to Europe.

"More legal routes, more resettlement, no problem. But it means we bring back the boats that leave illegally. It is one or the other," he said. "It's not about flying in real refugees and then accepting people from Nigeria and countries that have a low (asylum) recognition rate."

"Do it for two weeks and it stops immediately. Nobody will pay thousands of euros to end up in Tunisia, Egypt or Morocco... The rumor with spread quickly that it has finished."

Libyan coastguard returns 300 migrants to Tripoli after altercation with NGO ship

Libya's coastguard intercepted about 300 migrants packed onto a wooden boat and returned them to Tripoli on Wednesday after warning off a ship that was preparing to pick them up for passage to Europe.

Footage filmed by Sea-Watch, a non-governmental organisation, showed a Libyan coastguard vessel coming within metres of its own ship as it sped to stop the migrants.

Tripoli coastguard spokesman Ayoub Qassem said the incident had occurred about 19 miles (30 km) north of Libya's coast.

"An international rescue organisation called Sea-Watch tried to hinder the work of our coastguard ... in a bid to take the migrants, claiming Libya is not safe for migrants," he said.

Qassem added that the coastguard had also exchanged fire with smugglers, but gave no details.

Libyan Navy claims German NGO hindered migrant rescue

The Libyan navy on Thursday said that the German charity Sea Watch had hindered one of its rescue operations off Libya.

General Ayob Amr Ghasem, Libyan Navy spokesman, said that one of the NGO's boats had sought to stop the rescue operation underway by a Libyan motorboat by threatening to ram into it, according to a document sent to ANSA by the spokesman. The incident occurred on Wednesday morning. The migrant vessel made of wood and carrying almost 500 migrants was intercepted ''19 nautical miles north of Sabratha'', the spokesman said. When the 'Kifah' motorboat came close to the migrant vessel, the Sea Watch boat allegedly ''changed direction in such a way to collide with'' the Libyan Coast Guard said.

At the same time, the document added, the NGO boat sent a dinghy rapidly towards the boat. Given the ''persistence of the Coast Guard vessel'' in keeping to its route, the Sea Watch one ''changed direction at the last minute to avoid colliding'', Ghasem said. On the basis of contact with the NGO boat, the spokesman said that there was a ''German media team'' onboard - Spiegel TV, according to Al Wasat - and ''the organization protested'', by saying that Libya ''isn't safe for migrants''.

They have reportedly been taken to a base in Tripoli.
