An Italian prosecutor says he has evidence some of the charities saving migrants in the Mediterranean Sea are colluding with people-smugglers.

Carmelo Zuccaro told La Stampa (in Italian) phone calls were being made from Libya to rescue vessels.

Organisations involved in rescue operations have rejected accusations of collusion, saying their only concern is to save lives.

Italy is the main route for migrants trying to reach Europe.

Almost 1,000 people are thought to have drowned in waters between Libya and Italy this year, according to the UN refugee agency.

Nearly 37,000 people have been rescued over the same period, a surge of more than 40% from last year, the figures say.
"We have evidence that there are direct contacts between certain NGOs [non-governmental organisations] and people traffickers in Libya," Mr Zuccaro is quoted as saying in La Stampa.

He said that telephone calls were being made from Libya and rescuers were shining lamps to direct smugglers' vessels and turning off transponders so boats could not be traced.

But he did not say he would open a criminal investigation.

Mr Zuccaro's comments come amid growing criticism of NGO activity in the Mediterranean.

The EU border agency Frontex said the work was tantamount to providing a taxi service to Europe.

But Chris Catrambone, who co-founded the Migrant Offshore Aid Station NGO to rescue migrants, told Reuters news agency "more would die if we weren't there".

China is the main source of rubber dinghy imports to Malta: between 2012 and 2016, €1.3 million in merchandise was imported.

The EU has for months talked about disrupting the business model of human traffickers in Libya, including destroying boats used to carry asylum seekers across the Mediterranean.

However, smugglers are using rubber dinghies which are available for a few hundred dollars on Alibaba.com, the world's largest online trading platform. Chinese-made dinghies – advertised as 'refugee boats' – can be bought for $300 and these are transhipped to Libya through Malta and Turkey.

This was confirmed last year by a leaked report by the head of the EU's main intelligence operation targeting smuggling in Libya. The report, published by Wikileaks in February 2016 revealed that Maltese Customs authorities stopped a container with a cargo of 20 packaged rubber boats similar to those used to carry people from Libya to Europe.

"Reports of rubber boats being imported from China and transhipped in Malta and Turkey are supported by a recent interception by Maltese Customs officers of 20 packaged rubber boats in a container destined for Misrata, Libya. As there are no legal grounds for holding such shipments, it was released for delivery to its destination," the report said.

The report also said that two-thirds of all trips from Libya are made on rubber dinghies and smugglers are facing constant shortages of the larger and sturdier wooden vessels.

NSO data requested by MaltaToday shows that China is the main source of rubber dinghy imports in Malta, whether for sale here or for transhipment through the Malta Freeport: between 2012 and 2016, a total cost value of €1.3 million was imported in rubber dinghies, a total of 5,092 pieces, working out at an average of €256 each. The standard cost of the Alibaba boats retail at between $300-$500.

This year alone, there have been 36,703 arrivals through the central Mediterranean route, a 44% increase over the same period in 2015. According to the International Organisation for Migration, 989 people died in their attempt to reach Europe through the same route between 1 January and 19 April.

Rubber dingies represent between 15% and 20% of European maritime sector imports from China. In 2012 alone, Chinese maritime exports to Europe rose to $233 million.

Smugglers pay for these 'refugee boats' by telegraphic transfer, a form of bank transfer or by simply using their credit cards. These are then shipped to Libya, mainly through Turkey and the Malta Freeport, which is part owned by Turkish and Chinese companies.

'Not likely to sink'

One such dinghy is advertised as 'inflatable rescue refugee boat' on Alibaba.com and costs $300-500 – around half the fee paid by asylum seekers to smugglers for a place on the boat.

The boats which come in various lengths, ranging between 8 and 11 metres can take up to 60 passengers according to the adverts. The width varies between 2.4 metres and 3.6 metres.

"The boat has good capacity of anti-sinking. When the boat is in max loaded condition (even the boat is filled fully with water), the boat still can be float on the water," the Alibaba ad says. 

The boats come with one pair of oars, a plywood seat and a foot pump, while optional equipment include sun covers, trailers, foldable anchors and life jackets.

The description adds "the inflatable boat has float tubes on two sides. It's not likely to sink or take on water. Otherwise, the boat will undergo professional stability test. So it will not capsize from side even in max-loaded condition (with heave wave)."

Italian syyttäjälaitoksella on todisteita siitä, että ei-valtiollisilla meripelastusjärjestöillä on kytkentöjä Libyan ihmissalakuljettajiin. Asia ei ole suuri yllätys, sillä viitteitä tästä on ollut jo aiemminkin. Voi olla, että tästä "auttamisen etiikasta" tulee vielä kovasti polemiikkia.

Italian valtionsyyttäjä on syyttänyt pakolaisia Välimerestä pelastavia avustusorganisaatioita - myös saksalaisia - yhteistyöstä Libyan ihmissalakuljettajien kanssa. "Meillä on todisteita siitä, että eräillä ei-valtiollisilla organisaatioilla (NGO) on suoria yhteyksiä Libyassa toimivien ihmissalakuljettajien kanssa", sanoi Carmelo Zuccaro italialaislehti La Stampalle.
 
Vielä ei ole tiedossa, miten hän tulisi käyttämään "todisteita" oikeudessa, jatkoi Zuccaro. Hän on kuitenkin "melkoisen varma" asiastaan. Libyasta on tullut puheluja eräille ei-valtiollisille organisaatioille, pakolaisia on ohjattu valomerkein organisaatioiden pelastusaluksien suuntaan ja laivan paikantamiseen käytetty lähetin oli yhtäkkiä kytketty pois päältä.
 
Zuccaro on viiden valtionsyyttäjän ryhmän johtaja. Ryhmä työskentelee pakolaisasioihin liittyvän rikollisuuden parissa. Lehden mukaan käynnissä on mm. tutkimuksia siitä, ovatko uudet Välimerellä toimivat ei-valtiolliset järjestöt mahdollisesti jopa ihmissalakuljettajien rahoittamia.
 
Kyse on eräänlaisesta taksipalvelusta
 
Syytteet eivät koske suuria järjestöjä, kuten Lääkärit ilman rajoja tai Pelastakaa lapset. "Tilanne on toinen enemmistöä edustavien muiden organisaatioiden kohdalla, joita ovat mm. maltalainen Moas ja saksalaisten organisaatiot", sanoi Zuccaro. Tällä hetkellä Välimerellä Libyan rannikon edustalla toimii vähintään kymmenen ei-valtiollista organisaatiota, näiden joukossa Jugend Rettet, Sea-Watch, Sea-Eye, LifeBoat, SOS Méditerranée ja Mission Lifeline Saksasta.
 
EU:n rajavalvontavirasto Frontex esitti jo viime vuoden joulukuussa samanlaisia syytöksiä kuin Zuccaro, ja se kertoi eräänlaisesta Libyan ja Italian välisestä taksipalvelusta. Frontex-johtaja Fabrice Leggeri totesi helmikuussa, että 40% Välimerellä suoritettavista pelastusoperaatioista käynnistetään yksityisten tahojen toimesta. Pelastusorganisaatiot torjuvat jyrkästi syytteet ja ne puhuvat niitä vastaan suunnatusta kampanjasta.
 
Kreikan rannikkovartiosto otti kiinni sunnuntaiaamuna Italiaan matkalla olleen purjeveneen, jolla oli kyydissään 93 maahanmuuttajaa. Samalla pidätettiin neljä ihmissalakuljettajaa, kertoi paikallinen uutisportaali. Matkustajien joukossa oli monia naisia ja noin 30 lasta.
 
Uutisportaalin mukaan ihmissalakuljettajat olivat ottaneet nämä henkilöt kyytiinsä eräältä Peloponnesoksen länsirannikon pieneltä rantakaistaleelta, jolloin eräs poliisipartio oli havainnut heidät ja ilmoittanut asiasta rannikkovartiostolle. Se pysäytti veneen lopulta pohjoisessa Pargan pikkukaupungin kohdalla. Maahanmuuttajat  vietiin ensin Igoumenitsan satamapoliisin huostaan.
 
Kreikassa oleskelee tällä hetkellä noin 62.000 pakolaista ja maahanmuuttajaa. Monet heistä eivät halua jäädä Kreikkaan, vaan he yrittävät päästä jatkamaan matkaansa laittomasti Keski- tai Pohjois-Eurooppaan. Koska Balkanin reitti on suljettu raja-aidoin, niin he yrittävät käyttää muita keinoja, esim. päästä väärennetyillä henkilöllisyystodistuksilla lentokoneeseen, tai veneillä ja laivoilla Italiaan.

Eipä yllätä yhtään. Tuossa bisneksessä nimittäin liikkuvat suorastaan tähtitieteelliset summat eikä tulijoille näy loppua, joten aivan varmasti siellä on mukana myös muita kuin hyväntahtoisia hölmöjä taksipalveluja järjestämässä.

Vielä kun näkisi sen päivän, että Euroopan valtiot tekevät jotakin konkreettista toiminnan lopettamiseksi.

Se on aika selvää, että alibaban kumiveneillä, joissa on vain yksi airopari, ei tulla koskaan ylittämään Välimerta ja pääsemään Italiaan asti. Siksi nuo "pelastusjärjestöt" ovat välttämätön linkki tuossa ihmissalakuljetuslogistiikassa ja liiketoimintamallissa. Heidän edesvastuunsa on todella raskas. Odotan, että syytteet myös nostetaan kuolemantuottamuksista. Tuskin edes afrikkalainen voi olla niin tyhmä, että lähtee tuollaisella merelle, ellei hän tiedä, että ngo:t kärkkyvät jo Libyan vesirajan sisäpuolella. Ja silti ihmisiä hukkuu.

Muistan, että pakolaiskriisin aikana kerrottiin, että Kreikassa on miljoona matua. Mm. Iltalehden (30.12.2015) mukaan vuonna 2015 Kreikkaan tuli 850.000 matua. Nyt kuitenkin seuraavan jutun mukaan Kreikassa on enää vain 62.000 pakolaista. Tämä varmaa pitää tulkita niin, että merkele ja EU onnistuivat tyhjentämään pajatson lähes täysin jo ennen kuin Balkanin reitti suljettiin.

Kreikassa oleskelee tällä hetkellä noin 62.000 pakolaista ja maahanmuuttajaa. Monet heistä eivät halua jäädä Kreikkaan, vaan he yrittävät päästä jatkamaan matkaansa laittomasti Keski- tai Pohjois-Eurooppaan. Nyt vain herää kysymys, että miksi nämä Kreikkaan vielä jääneet pitäisi jakaa muka ympäri Eurooppaa. Miksi tämän takia ollaan valmiita kylvämään eripuraa Eurooppaan? Aiheellinen kysymys on myös se, että miksi Italiaan suuntautuvalle laittomalle maahantulolle ei haluta tehdä mitään? Taidan jo aavistaa vastauksen Merkelin ja EU:n viskaalien puheiden pohjalta.

Sisilian kanaalissa kovassa merenkäynnissä epätoivoisia henkilöitä pelastavat ei-valtiolliset organisaatiot (NGO) eivät ole kaikki samanlaisia: "On hyviä ja pahoja", sanoo Catanian syyttäjä Carmelo Zuccaro. Hänen syyttäjänvirastonsa on eniten tekemisissä maahanmuuttoasioiden kanssa, enemmänkin välttämättömyyden johdosta, kuin valinnan takia. Muut virastot, kuten Palermo, Cagliari ja nyt myös Reggio Calabria, tutkivat haaksirikkoja, pelastustapauksia, maahantuloa ja ei-valtiollisten organisaatioiden puuhia. Catania on kuitenkin tehnyt tätä jo pitemmän aikaa Lampedusan edustalla 3.10.2013 tapahtuneesta laivan traagisesta uppoamisesta lähtien, jolloin kuoli 368 henkilöä. Lisäksi sen toiminta-aluetta on Sisilian itäosa, jossa sijaitsevat Pozzallon, Augustan, Catanian ja Messinan satamat, jotka ovat yksin ottaneet vastaan suurimman osan Italiaan saapuneista maahanmuuttajista; Täällä tämä valtava henkilöjoukko "aiheuttaa järjestyshäiriöitä ja rikollisuuteen liittyviä kriisejä, jotka voivat vaikuttaa väestön sosiaaliseen kudokseen" - kertoo Zuccaro. "Cataniassa on enemmän ihmissalakuljetusta ja erityisesti lapsikauppaa koskevia oikeusjuttuja, kuin Roomassa, itse asiassa eniten koko Italiassa; Lisäksi ovat laittomaan työntekoon ja työntekijöiden hyväksikäyttöön liittyvät ongelmat, sekä vastaanottoon ja ylläpitoon käytettyihin rahoihin liittyvät kysymykset, joiden yhteydessä voi esiintyä vakavia väärinkäytöksiä".

Kun viime vuonna saapui 181.000 maahanmuuttajaa ja tänä vuonna odotetaan saapuvan vähintään 250.000 henkilöä, niin asiaa joudutaan tarkastelemaan kaikista näkökulmista. Siksi tätä oikeusistuinta kuormittaa suunnaton työtaakka. Valtava merkitys on myös ei-valtiollisilla organisaatioilla, jotka ovat vähän yli vuoden ajan partioineet aluksillaan - jotkut myös lentokoneillaan ja miehittämättömillä ilma-aluksillaan - Välimerellä Libyan edustalla. Miksi he ovat siellä, miten niitä rahoitetaan, onko niillä suoria yhteyksiä ihmissalakuljettajiin? Näihin kysymyksiin yrittää löytää vastauksia viiden catanialaisen syyttäjän ryhmä, joka yhdessä Squadra mobilen ja Guardia di finanzan kanssa on tutkinut asiaa jo jonkin aikaan: "Lääkärit ilman rajoja ja Pelastakaa lapset järjestöistä ei ole juuri sanottavaa, mutta tilanne on toinen kun puhutaan järjestöjen enemmistöstä, johon kuuluvat esim. maltalainen Moas ja saksalaiset" (näihin kuuluu viisi yhdeksästä merellä toimivasta ei-valtiollisesta järjestöstä, ja sitten on vielä espanjalainen Proactiva Open Arms). Hyvät ja pahat siis: "Meillä on todisteita siitä, että eräiden ei-valtiollisten järjestöjen ja Libyan ihmissalakuljettajien välillä on suoria kontakteja. Emme tiedä vielä, miten käyttää näitä tietoja oikeusprosessissa, mutta olemme melkoisen varmoja asiasta; On todennettu puheluja, joita on soitettu Libyasta eräille ei-valtiollisille järjestöille, merkkivalot ohjaavat reittiä näiden organisaatioiden aluksien luo ja on aluksia, jotka yhtäkkiä sammuttavat paikantamiseen käytettävän lähettimensä", sanoo Zuccaro.

Syyttäjä ei kerro, miten hän on saanut haltuunsa nämä tiedot; Kuitenkin koska EU:n rajavirasto Frontex on määritellyt "Risk analysis 2017" -raportissaan eräät ei-valtiolliset organisaatiot "takseiksi" ja Italian Libyassa toimivalla salaisella palvelulla on yksityiskohtaista tietoa, niin ei ole suuri mysteeri, mistä tiedot ovat peräisin. Mahdollisesti juuri tästä syystä Zuccaro puhuu todisteista, joita ei ole mahdollista käyttää oikeusprosessissa. Kaikki yhdeksän ei-valtiollista organisaatiota ovat kuitenkin syyttäjälaitoksen seurannassa: "Epäilyttävien järjestöjen kohdalla meidän on saatava selville, mitä ne ovat tekemässä, ja niiden kunnollisten järjestöjen osalta on syytä kysyä onko oikein ja normaalia, että Euroopan hallitukset antavat näiden päättää miten ja missä Välimerellä puututaan tilanteeseen".

Catanian syyttäjälaitos tietää, että ihmissalakuljettajilla, joista eräät on jo tunnistettu, on kaksi pääasiallista rahoituslähdettä: Öljyn salakuljetus ja maahanmuuttajat. Tiedossa on myös, että viimeaikoina ilmalla täytetyt kumiveneet - jotka ovat heikkolaatuisia ja pystyvät kellumaan veden pinnalla vain vaivoin, juuri sen aikaa mitä pelastaminen 20 mailin sisältä vaatii - ovat lähteneet melkein kaikki liikkeelle Tripolitanian Zuarasta, joka alue ei ole Serrajn hallituksen kontrollissa. Nyt syyttäjälaitos pyrkii selvittämään onko näiden ei-valtiollisten organisaatioiden rahoittajina näitä samoja ihmissalakuljettajia. Tähän liittyviä viitteitä on koottu.

Toisaalta selvittämisen arvoisia asioita ovat mm.  se, että mitä täällä tekee Robert Peltonin kaltainen henkilö, joka valmistaa taisteluveitsiä, tai maltalainen ex-upseeri Ian Ruggier, joka ei ole koskaan ollut hellämielinen saarelleen saapuneita maahanmuuttajia kohtaan. He molemmat kuuluvat maltalaisen rikkaan avioparin Cristopher ja Regina Catambrone lähipiiriin. Catambronet "keksivät" Moas-järjestön vuonna 2014. Eräs kysymys on myös se, että miksi eräitä ei-valtiollisia järjestöjä rahoittavien tahojen joukossa on miljardööri George Soros. "Tutkinta vaatii aikaa ja Euroopalla ei ole varaa odottaa - varoittaa syyttäjä Zuccaro - ja toisaalta oikeudellinen reagointi ei riitä, huolimatta mainiosta yhteistyöstä, jota saamme kaikilta tahoilta. Ongelma on pohjimmiltaan poliittinen ja Euroopan hallitusten, ei pelkästään Italian hallituksen, on puututtava pikaisesti asiaan; Sanoin tämän viime kuussa senaatin Schengen-komitealle, toissapäivänä Sisiliaan tulleelle EU-parlamentin kansalaisvapauksien sekä oikeus- ja sisäasioiden valiokunnalle (LIBE) ja tulen kertomaan tämän saman asian myös ensi viikolla senaatin puolustuskomitealle. Minun mielestäni tänä vuonna saapuviksi arvioitujen määrä - 250.000 henkilöä - on hyvin matala arvio.

Soroksen kohdalla vastaus on aika helppo. Hän tekee sitä samaa kuin muuallakin, eli aiheuttaa kaaosta ja eripuraa. Syyt tähän ovat hämärän peitossa, mutta jostakin vielä laajemmista ja isommista kuvioista täytyy olla kyse. Todennäköisemmin suurvaltojen geopolitiikasta.

MOAS stands for Migrant Offshore Aid Station. It is a Malta-based non-governmental organisation, which set itself the task of patrolling the Mediterranean and rescuing people in high seas, lifting them up from dinghies, rafts and boats onto the Phoenix, the MOAS-owned trawler, a vessel complete with drones for scanning the waters, and ferrying migrants from places several miles off the Libyan shore to Sicily. The organisation is run by Chris Catrambone (35) and his wife Regina.

Chris Catrambone, a Louisiana-born American, having graduated from college, ran and owned a steamboat restaurant, worked at the U. S. Congress in Washington, D.C., and then landed a job as an insurance investigator. In this capacity he was sent to the world's most dangerous places, such as, among others, Iraq and Afghanistan. Having gathered enough experience, and accidentally survived the 2005 Hurricane Katrina in Louisiana, a year later Chris Catrambone (25) founded Tangiers Group, a global business specialising in "insurance, emergency assistance, on-the-ground claims handling, and intelligence services."1) Initially operating from the USA, in order to better handle the expanding enterprise, he relocated his business to Italy (where he met his future wife) and then to Malta. It is here that in 2013 Chris Catrambone (32) founded the Migrant Offshore Aid Station (MOAS) to assist the third-world population in crossing the sea in search of a better life. Catrambone and his wife are said to have spent 8 million of their own money towards this end because, as the MOAS founder confessed, he, too, once had lost his home due to Katrina, so now he understood the plight of others.

Ian Ruggier is a member of the MOAS board. This erstwhile Maltese major made headlines with the plan that he had forged to curb the rioting migrants in Malta. The police units were told to surround the crowd and select, isolate and overpower ringleaders, which was supposed to prevent further demonstrations. Yet something went wrong and it came to blows, with pro-immigrant organisations raising a huge outcry and the courts having the case on their hands.2) After a 25-year service Ian Ruggier found employment with MOAS: a man in charge of curbing migrants turned into someone who is on their side: Saul became Paul. Maybe.

What if Ian Ruggier is merely the man whose task it is to ensure that the migrants rescued or smuggled into Europe should not end up in Malta? Why, the MOAS boats are stationed in Malta, from where they operate. Once loaded with immigrants, they pass the port of Valletta and head for Italy to unload their human cargo in Europe.

Robert Young Pelton is MOAS's strategic consultant3) and the founder of Migrant Report.4) He also owns Dpx (Dangerous Places Extreme) Gear , which sells heavy-duty knives5) to people who go to conflict zones from which, strangely enough, come the people whom his activities within the framework of MOAS and Migrant Report are supposed to help. As a free-lance journalist he came into contact with Eric Prince, the founder of Blackwater, an American private military company (present-day mercenaries) engaged in operations in Afghanistan and Iraq; incidentally Blackwater was also employed in Louisiana, during the time when Hurricane Katrina struck: Chris Catrambone happened to be there at precisely that time. Robert Young Pelton fell out with Eric Prince over financial matters.

But coming back to Chris Catrambone. A young man, a college graduate, someone else's employee, sets up a company (Tangiers Group), which quickly extends its activities to over fifty countries, bringing in so much profit that a few million can be spared for a charity which is called MOAS. MOAS employs men who were at a time either involved with private military companies or in charge of curbing the influx of people trying to cross the Mediterranean. This non-government organisation is not competing with the European governments in collecting the seafarers: rather it complements them, in recognition for which his founder receives awards.6)

Some questions arise. How did Chris Catrambone amass such a fortune at an early age on a market of insurance?7) Is his charity just an expression of his own personal convictions? Does he serve any political purpose? His Tangers Group operated in war-stricken zones: by pure chance? He was employed at the U. S. Congress in Washington, D.C. Some of his co-workers happened to be in the same dangerous zones where Tangers Group operated. Again, pure chance?

There appears to be a close relation between MOAS and the Maltese Navy as well as the US military. MOAS is led by a navy officer that is known for his harsh treatment of immigrants; it is promoted by a business partner of Blackwater, which is well known for its ruthless actions against civilians; it is owned by a person who made his fortune taking advantage of the US military operations in Afghanistan, the Middle East and North Africa. The same money that is in one way or another earned by creating mayhem in Africa and the Middle East and causing a refugee crisis is now used to ship thousands of undocumented Africans into the European heartland, causing problems in Italy, France, Greece and Germany. One cannot help but wonder whether the MOAS people are honest saviours or they are on a mission to destabilise Europe even further.

Since 2015 more and more private NGOs are involved in the illegal migrant ferrying from Libya to Italy. They all claim to be on a rescuing mission, but are they? "We can now confirm that at least 3,800 people have died, making 2016 the deadliest ever," William Spindler, a spokesman for the UN High Commissioner for Refugees (UNHCR), declared last week. The previous record, 3,771 lives lost,, was set in 2015. Despite a sharp drop in the number of refugees fleeing across the Mediterranean, from 1.01 million last year to 327,800 so far this year, more and more people drown at sea or die as a result of other causes1).

This dramatic loss of life comes as no surprise now that private NGOs in coordination with the Italian coast guard shuttle migrants from the Libyan to the Italian coast. People smugglers are today using lower-quality vessels, flimsy inflatable rafts that last a couple of nautical miles, just enough for the passengers to be picked up by one of the 11 vessels operated by the numerous NGOs that are waiting 8 to 12 nautical miles off the Libyan coast. They collect people in the Libyan territorial waters (i.e. within 12 nautical miles of land), and rather than bring them to Zarzis, Tunisia, which is 60 nautical miles away they ferry the migrants 275 nautical miles all the way to Italy.

True, the whole operation is well coordinated between the Italian coast guard and NGOs; still, the refugees are running a substantial risk. Since the NGOs constitute a vital part of the journey to Europe, not to say that they are indispensable to the human trafficking across the Mediterranean, they are entirely responsible for the casualties, for without their readiness to collect people from make-shift rafts of which Africans are well aware, there would be no human traffic; therefore those in charge of these organisations should be held accountable for no less a crime than manslaughter.

The real intention of the people behind the NGOs is not clear. Their motive can be money, and we would not be surprised if it turned out to be so. They may also be politically driven; the Malta-based MOAS organisation trafficking people to Italy is the best guarantee that migrants will not show up on the Maltese shore. It is also possible that these organisations are managed by naive "do-gooders" who do not understand that offering their services they are acting like a magnet to the people from Africa and thus they are willy-nilly causing more fatalities, not to mention that their actions are destabilising Europe.

All these NGOs insist that they want to save people and at the same time they invite journalists on board their vessels to take pictures and make stories of human tragedy for the press, to present live shots of drowning Africans who perish at sea, deluded by the prospects of a better life a sea away, pandered to them by the smugglers and the NGOs.

Most of the migrants that come from Africa do not qualify for asylum in Europe. The NGOs, seemingly occupying high moral ground, dump them literally onto Italian soil with a "clear conscience" of having done good. As a result, many of these immigrants end up on the streets of Rome, Como, Paris or in Camps near Calais, increase chaos, threaten security and heighten racial tension on the continent.

EU considering giving ships armed with machine guns to Libyan coastguard accused of killing migrants

Libyan government sends list of requested equipment including boats, helicopters and weapons

Libya is asking the EU for armed ships and helicopters to increase its refugee patrols in the Mediterranean Sea amid allegations of widespread abuse against migrants.

The German parliament said a "list" of wanted equipment, including diving suits, ambulances, communications equipment and night vision gear, was being considered by the European Commission.

EU states are already deploying submarines, ships and aircraft to assist in reconnaissance efforts, although they have been criticised for focusing on smuggling rather than rescue missions as a record number of refugees die at sea.

Libya's latest request was revealed by a parliamentary question from the opposition Die Linke party, with broadcaster ARD reporting vessels equipped with machine guns were among a total of 130 boats of varying sizes and capacities called for.

They would be used by the Libyan coastguard, which stands accused of beating and shooting refugees while pushing back boats launched by smugglers into the Mediterranean Sea.

Regardless of the agency's alleged abuses, including attacks on aid agencies' rescue ships, Britain is among the countries supporting the coastguard with offshore training.

The first round has been completed and discussions are underway for a second batch, The Independent understands.

European states backed an agreement struck by Italy to support the fragile Government of National Accord's (GNA) ability to stem the crisis earlier this year, but the prospect of sending arms has raised alarm.

Isis and Islamist factions are among the countless groups waging a bloody battle for territory in the continuing civil war, where a Russia-backed warlord holds increasing sway.

As well as the threat of extremists gaining weapons and equipment donated by the EU, human rights groups have been outraged by the prospect of European support for Libya forcing migrants into detention centres where they report being raped and tortured in dire conditions.

Some are controlled by authorities affiliated with the GNA, while many are operated by smugglers who abduct migrants and force them into labour, prostitution or extort them for ransom in a lucrative industry.

The International Organisation for Migration revealed that hundreds of young African men are being traded in public in what they described as "slave markets" earlier this month.

"Migrants who go to Libya while trying to get to Europe have no idea of the torture archipelago that awaits them just over the border," said IOM spokesman Leonard Doyle.

"There they become commodities to be bought, sold and discarded when they have no more value."

The human trade has expanded rapidly amid the chaos following the Nato-backed removal of Muammar Gaddafi in the 2011 uprising and ensuing civil war.

Widespread lawlessness has allowed smugglers to thrive along Libya's Mediterranean coastline, which is now the main launching point for refugee boats heading for Europe.

Almost 1,100 migrants have died on the treacherous route to Italy this year, with 44,000 rescued and taken to land, while 4,900 have crossed the Aegean Sea between Turkey and Greece.

That route has slowed to a trickle since the controversial EU-Turkey deal came into force last March, seeing all asylum seekers arriving on Greek islands detained under threat of deportation.

But the prospect of implementing a similar agreement with Libya looks slim given the government's reduced capacity and human rights concerns raised by the UN.

A spokesperson for the GNA has not yet responded to The Independent's request for details of the reported list of equipment requested from the EU.

Jalal Othman said authorities take all allegations of human rights abuses "very seriously", after fresh evidence of abuse against migrants emerged earlier this year.

"The Libyan judicial and law-enforcement systems are facing extreme pressures at this time due to the very challenging security situation in the country," he added.

"We condemn all mistreatment of migrants without reservation. While we have to be realistic about the state's current law-enforcement capacity, action will be taken wherever possible against those who break the law.

"The Libyan Government of National Accord continues to work closely and productively with our European partners on illegal migration and people-smuggling."

The refugee crisis shows no sign of slowing after the arrival of more than a million asylum seekers in Europe, as conflicts continue in Syria, Afghanistan and Iraq alongside insurgencies and instability across sub-Saharan Africa.

EU nations granted refugee status or some other protection to more than 700,000 people last year the latest statistics show.

Eurostat said Germany granted asylum to the highest number of applicants, approving 445,000 claims, followed by Sweden, Italy and France.

Of those accepted across Europe, 405,600 were Syrians, 65,800 were Iraqis and 61,800 Afghans.

Lengthy waits continue for migrants stranded in Italy, where 176,000 people are living in reception centres, and Greece, where 62,000 asylum seekers have been trapped by the EU-Turkey deal and border closures through the Balkans.

Italian minister says painting NGOs as migrant traffickers is a lie

Italy's justice minister said on Thursday it was "a lie" to paint humanitarian ships saving migrants in the Mediterranean as criminals, responding to a Sicilian prosecutor who has repeatedly suggested some are colluding with Libyan smugglers.

Carmelo Zuccaro, the chief prosecutor of the Sicilian port city of Catania, has said he has evidence of phone calls between people smugglers and aid groups, but he has not opened a criminal investigation or presented his evidence.

The Catania court opened a fact-finding probe in February, saying traffickers may be funding non-governmental organizations involved in rescuing migrants who attempt the dangerous crossing from North Africa to Europe.

NGOs have forcefully denied any wrongdoing and said their only objective is to save lives.

"I hope the Catania prosecutor's office will speak through its investigations because I think it's the best way to clarify things," Justice Minister Andrea Orlando said in a live-streamed interview on la Repubblica newspaper's Web site.

"If the prosecutor has evidence, which I think he will present in coming days, then we can consider it. In general, it's not right to make the story of the NGOs working in the Mediterranean as a tale of collusion with people smugglers because it's a lie."

Zuccaro, contacted through his secretary and by email, did not respond to a request for comment. A parliamentary probe opened to look into the matter is due to hear testimony from Zuccaro next week.

Italian FM backs prosecutor on NGO migrant row

Italian Foreign Minister Angelino Alfano on Saturday said he "agreed 100 percent" with a prosecutor's repeated suggestions that some charity boats rescuing migrants in the Mediterranean are colluding with traffickers in Libya.

Sicily-based prosecutor Carmelo Zuccaro sparked a row last week after claims in La Stampa daily that some aid groups battling Europe's worst migrant crisis since World War II may be in league with people smugglers.

"I am 100 percent in agreement with prosecutor Zuccaro as he asked a real question ....Those who become indignant at the drop of a hat are hypocrites," Alfano told reporters in the Sicilian town of Taormina.

The city will host the G7 summit at the end of next month.

Zuccaro doubled down on his La Stampa comments Thursday when he said he regretted being unable to investigate his claim that some NGOs were "perhaps" financed by traffickers and were potentially seeking to "destabilise the Italian economy."

Prime Minister Paolo Gentiloni said Saturday that "if magistrates have usable and credible information (regarding Zuccaro's claim), the government will certainly not stand in the way" of its being investigated.

"That said, for us, the activities of charitable organisations is precious and welcome," Gentiloni said in Brussels, where he was attending an EU summit to discuss Britain's withdrawal from the European Union.

Justice Minister Andrea Orlando has called on Zuccaro to present evidence if he has any while Interior Minister Marco Minniti cautioned against making "generalisations" on the thorny migrant issue.

Around a dozen privately-financed charities including established groups such as Doctors without Borders and Save the Children have joined newer groups such as Malta-based MOAS to coordinate rescues with Italy's coastguard.

The charities have firmly rejected Zuccaro's allegation as a baseless slur, insisting their mission is simply to save lives in the absence of EU governments acting effectively to do so.

Zuccaro said in his La Stampa interview he had "proof" of his allegation some NGOs were in league with traffickers.

Over 1,000 migrants are feared to have died in waters between Libya and Italy so far this year, according to the UN's refugee agency. Nearly 37,000 have been rescued and brought to Italy.

In contrast, the populist Five Star Movement -- which last week alleged NGOs were offering a "taxi" service to migrants -- and the anti-immigrant Northern League, saluted Zuccaro for his comments.

Empty rubber dinghy may signal another migrant tragedy in Mediterranean.

Rescuers said on Sunday they had found four bodies off the Libyan coast and an empty rubber dinghy, signalling another migrant tragedy in the Mediterranean.

The crew of the Prudence, a rescue ship chartered by medical charity MSF found the four corpses about 78km off the coast, Medecins Sans Frontieres said on Twitter.

The discovery followed a search all day Saturday by the Iuventa, a ship operated by the German NGO Jugend Rettet, which had looked through deep fog for a vessel in distress after receiving an alert from the Italian coastguard.

On Sunday morning near Zuwara, in northwestern Libya, the crew spotted the dinghy, which did not appear to have been in the water for long.

It also lacked the standard markings left by search teams to signal that the ship's passengers had been rescued.

The dinghy was typical of those used by traffickers bringing migrants to Europe, often packing 120 to 140 people on board.

No survivors or bodies were found in the immediate area by the Iuventa's crew.

More than 1,000 migrants are feared to have died in waters between Libya and Italy so far this year, according to the migration agency, while nearly 37,000 have been rescued and brought to Italy.

The figures for this year mark a 24% increase on figures from 2016, and show that the country has become more efficient at removing new arrivals with no right to stay.

Many claim to be fleeing war or persecution in war-torn Libya, and ask for asylum under international law.

But Italian officials increasingly suspect that many are economic migrants from further afield who travel via Libya because it offers a gateway to Europe that would usually be closed to them.

Under migration rules, Italian migration agencies must prove that new arrivals are economic migrants – and not genuine asylum seekers – before they can send them home.

In a public statement, interior minister Marco Minniti said his officials have gotten faster at the process. They hope to improve further still, and are hiring 250 extra officials to help with the workload, The Times of London reported.

His country sent back more than 18,000 new arrivals last year, and the figure seems likely to be much higher for 2017.

Migrant flows into Europe have shifted since the crisis began in earnest in 2015.

Initially Greece was the hub of migration into Europe, but increased enforcement there means that Italy is now the most popular destination.
