'We have to try': the migrants who brave frostbite in a desperate trek over the Alps

As Italy's laws tighten, more and more arrivals are trying to find a way into France - even via an alpine pass in winter

On Friday morning, as skiers glided under a flawless blue sky down the resplendent slopes of Claviere, a tiny Italian ski resort on the French border, four migrants were contemplating their next move.

They had been brought back to the town in the early hours after being intercepted by police while trying to walk into France, knee-deep in snow along a mountain track.

"We were only a few kilometres away from France when we got caught. Someone told the police we were there," Sami, from Tunisia, told the Observer.

Attempts by migrants to cross the border are not only dangerous and, for the most part fruitless, but they are at the heart of the current fraught relations between France and Italy.

The day before, the same group, among them two Iraqis and a man from Ivory Coast, were sitting outside the station cafe in the neighbouring town of Oulx as they waited for the last bus to take them to Claviere – from where the eight-mile mountain passage is considered to be less dangerous than elsewhere on the border. Wearing trainers and light jackets, they were ill-prepared for the challenge. They were also unfazed by the fate of Derman Tamimou, a 29-year-old from Togo who died of hypothermia after embarking on the same journey the week before.

Each of them recounted traumatic past experiences. Talip Fala, from Iraq, lost his front teeth after allegedly being beaten by police in Croatia. They also spoke about the struggle to obtain documents to stay in Italy. The man from Ivory Coast, who asked not to be named, was carrying expulsion papers signed by the Italian authorities on 13 February, after two failed asylum requests.

In Claviere, they were exhausted, but determined to attempt the hike again. Sami had heard that there might be another trail. "We have to try to make a life for ourselves – there is nothing for us in Italy. There is no work, and if you try to get documents, they block you."

Staying in Italy has become increasingly difficult since the country's rightwing populist government enacted hardline immigration measures. Many now making their way to Claviere are among those made homeless after being evicted from refugee centres across Italy in recent months as a result of the new law.

Named after Matteo Salvini, the deputy prime minister and interior minister, the law abolishes Italy's humanitarian protection permit. The two-year permit, which was given to those who were not eligible for refugee status but who for various reasons could not be sent home, enabled people to find work and was renewable. The document also allowed people to cross into other EU states, on condition of prior notification to Italian authorities, and stay for up to 90 days. It had been granted to an estimated 100,000 people who had arrived in Italy in recent years.

Paolo De Marchis, the mayor of Oulx, said there had been an increase in arrivals in the town since a draft version of the law was published in September. "Some had been applying for protection but were afraid of not getting it and so escaped from the centres," he said. "Others have come since losing their protection. They arrive with the sole objective of reaching the French border. They are convinced things there will be better. The reality is, they get rejected at the border."

Italy's loudest complaint against France is the turning back of thousands of migrants at the French border. The strictest controls are in place at the frontier that divides the French Riviera from Italy's Liguria region, near the city of Ventimiglia. During the first half of 2018, French authorities said they sent back more than 10,500 people who tried to cross by train, or by walking along the motorway or through the mountains.

Italy Senate blocks investigation into Salvini for holding migrants on ship

An Italian Senate committee voted on Tuesday to block an investigation into accusations of kidnapping against Deputy Prime Minister Matteo Salvini over his decision to hold 150 migrants on board a ship for five days last August.

The committee voted 16 to 6 to stop the investigation into Salvini, who is also interior minister and the leader of the hard-right League party which rules in a coalition with the anti-establishment 5-Star Movement.

The case has sown division within the government and in particular within 5-Star, which has built its support on pledges to bring transparency to Italian politics and has harshly criticised past parliamentary manoeuvring to halt judicial proceedings against lawmakers.

France to deliver 6 boats to the Libyan Coast Guard in June

France's Defense Minister, Florence Parly, announced on Saturday that her country will provide the Libyan Coast Guard with six equipped boats, which will arrive in June.

The announcement came during Parly's meeting with Prime Minister of the Tripoli-based Government of National Accord (GNA), Fayez Al-Sarraj, in the margins of the Munich Security Conference.

The French minister also approved a program for training and equipping the Libyan Coast Guard, which Parly praised its successes in the face of the problems of illegal immigration.

At the end of the meeting, Al-Sarraj invited the French minister to Libya in the context of consolidating relations between the two countries.

Dutch Government Concedes: Sea-Watch 3 Sails to Scheduled Shipyard Maintenance in France (22.2.2019)

On Tuesday, Sea-Watch announced its preparedness to begin urgent legal proceedings against the blockade of its rescue ship Sea-Watch 3 in Italy by the government of the Netherlands. Two minutes before the given deadline on Wednesday, the Dutch authorities permitted the ship to sail to its planned shipyard for maintenance. This demonstrates the indefensibility of the blockade.

"For 21 days, the Italian and Dutch authorities have stretched their power to find any possible grounds to block the ship in port", says Johannes Bayer, chairman of Sea-Watch. "They once again prevented the ship from a potentially life-saving mission and shifted the focus on superficial technical details to hide the brutal state of exception unfolding in the Central Mediterranean Sea and in Libya."

The Sea-Watch 3 had been stuck in the port of Catania, Sicily, since 31 January, after having disembarked 47 people rescued on the Central Mediterranean Sea. The rescue took place on 19 January, with neither coordination nor a mandatory port of safety provided by search and rescue authorities, for 10 days. After the disembarkation in Catania, a statement was published by the Office of the Public Prosecutor of Catania, clarifying that the crew and ship, in conducting the rescue, acted in full accordance with the law. Subsequently, a ludicrous barrage of controls and inspections ensued to block the ship from sailing.

"Five different inspections by Italian and Dutch authorities put the ship through its paces for about 80 hours and listed every supposed technical irregularity they could possibly find. And this, two weeks before the scheduled maintenance time", says Friedhold Ulonska, First Officer on the Sea-Watch 3. "However, the crew was able to swiftly and adequately address all points, leaving the authorities with no valid reason to keep us in port. This actually speaks to the great shape of our 43-year-old ship, that they cannot find any irregularities even when trying so hard."

The extensive and uncustomary inspections by the Dutch authorities, who had already cleared Sea-Watch 3 in a five-yearly flag state inspection in July last year, included an additional highly unusual medical inspection to assess the ability of the ship to accommodate rescued people for a long period of time; something Sea-Watch cannot be held accountable for as a rescue vessel.* Even before the reports of these peculiar inspections were presented to the Dutch authorities, they once again denied Sea-Watch 3 permission to leave for search and rescue operations. In addition, the Dutch authorities limited the freedom of ship and crew to sail to a shipyard of their choice. Sea-Watch firmly challenged this arbitrary measure to obstruct sea rescue in the Central Mediterranean in any way possible, including ways that have absolutely no legal basis.

This missing legal basis was unintentionally admitted when the Dutch authorities changed their heart right within minutes of the deadline to prevent an urgent legal procedure, which Sea-Watch had set on Tuesday. Despite the clearance from the flag state, given on Wednesday, bureaucratic dodging from both the Netherlands and Italy dragged on, holding Sea-Watch 3 in port entirely arbitrarily. Only today around 13:00 CET the final clearance by the harbour master was provided.

Thankful for the immense support and solidarity shown by the citizens and civil society of Catania – and all over Italy – in the past three weeks, the crew of the Sea-Watch 3 now sails to a shipyard in Marseille, France, for its annual maintenance period, with an eye to commence operations again mid-March.

Silti ihmissalakuljetusjärjestö vain vaikertaa, kuinka häpeällistä on, että nuo jalot villit joutuivat odottamaan 1,5 kk jatkoyhteyttään. A group of 20 migrants left Malta for Portugal on Tuesday the German NGO Sea-Watch said

A group of 20 migrants rescued by Sea-Eye, Sea-Watch and the Armed Forces of Malta back in December and early January, left Malta for Portugal on Tuesday, the NGO Sea Watch said.

"We are happy to hear that at least some European states are fulfilling their responsibilities and call on the German government to fulfil its obligations as well. Nevertheless, it is a shame that these people had to wait another one and half months in a camp in Malta after being rescued," a spokesperson for the NGO said.

Their departure was part of a redistribution agreement brokered by Malta for the relocation of 49 migrants which were brought to Malta by two recuse ships, along with another 249 migrants that were recused by AFM in late December.

Sonneveld has not been able to get a number of drowning people out of the sea. "It is not a pleasure trip and we also ended up in a war situation in which the Libyan Coast Guard was armed, and we witnessed shooting incidents so we had to end our mission."

The situation changed a little two years later. The number of migrants who make the crossing has decreased drastically. "There were thousands per day and now there are a hundred per week," says Sonneveld. The aid organizations deploying the migrant boats are under attack as if they were operating in the service of the smugglers.

"I myself am not in favor of bringing refugees here without mercy," says Sonneveld. "The problem has to be tackled there, but people who have ended up in Libya are being extorted, and if they go, they go with 120 people in an inflatable boat that is leaking within half an hour and then they all drown."

That is also the main motive for the captain to want to rescue migrants from the sea again. "Of the choices that you have, that's the best."

The Golfo Azzurro does not yet have a departure date. That depends on the aid organization with which the ship is currently in discussion.

Deputy Premier and Interior Minister Matteo Salvini said Friday that 262 migrants arrived in Italy via sea in the first two months of 2019, down 95% on the 5,247 that landed in the same period in 2018.

Saksa vaatii EU:n Sophia-meritaksioperaation laajentamista. Pelastetut dumpattaisiin Italian satamiin.

Salvini vastustaa tätä ja vaatii, että operaation resurssit pitäisi kohdistaa Libyan rannikkovartioston kouluttamiseen.

Hän myös vaatii, että jos operaatio pelastaa ketään, niin pelastetut on vietävä muualle kuin Italiaan.

German Interior Minister Horst Seehofer said on Thursday he wanted to extend the European Union's naval mission in the Mediterranean, setting the stage for another standoff with his Italian anti-immigration peer Matteo Salvini.

Salvini, who did not attend the Thursday meeting, has built his political reputation in Italy on an uncompromising anti-immigration stance, and the EU is concerned he may be looking for another public fight on the matter to win points at home ahead of EU parliamentary elections in May.

Other EU states are divided over migration, with some not keen to welcome in migrants picked up from the Mediterranean.

A diplomat in Rome said Salvini was keen to see Operation Sophia concentrate on training the Libyan coastguard, so its boats could stop migrants in Libyan waters and bring them back to the north African state rather than continue toward Europe.

AFM rescues 87 migrants stranded on wooden boat

The Armed Forces of Malta have rescued 87 migrants and will be bringing them to Malta, a DOI statement said.

Following a notification concerning a wooden boat with 87 migrants on board on the evening of the 4 March by MRCC Rome, the Armed Forces of Malta located the wooden boat some 30NM South of Lampedusa.

An Italian naval asset operating under FRONTEX in the vicinity was dispatched to render assistance. However, said vessel was unable to provide any assistance due to technical faults.

The AFM's P52 rescued all migrants on the night of 5th March 2019 and estimated time of arrival at Hay Wharf Base is at 0830hrs.

Tunisia foils illegal migration attempts to Italy

Tunisian coast guards have apprehended off Kelibia, in the governorate of Nabeul, 34 migrants aboard a fishing vessel who were trying to reach Italy's coasts, Tunisia's interior ministry said.

The ministry did not mention the nationality of the migrants, who were arrested and indicted on attempted illegal emigration charges.

The interior ministry said an additional nine people were arrested by authorities as they were trying to reach the commercial port of La Goulette to take part in an illegal migration operation.

Thirteen migrants absconded from the Initial Reception Centre in Marsa on Monday-Tuesday night, but five have since returned, the Agency for the welfare of asylum seekers said on Tuesday evening.

The migrants were being held in Marsa to be assessed and for medical clearance.

Another two migrants ran away from the Office of the Refugee Commissioner when they were taken there to apply for protection, the agency said.

The police are conducting a search for the migrants who remain at large.

It is understood that the migrants were part of a group rescued by the Armed Forces of Malta last week.

NGO Migrant Ferry Finds No Migrants After Three-Week Search

Sea-Eye, a non-governmental organisation (NGO) which ferried migrants to Europe, has claimed that despite a three-week search off the coast of Libya, they were unable to find a single migrant to "rescue" before returning to port in Mallorca.

The Alan Kurdi migrant ferry, named after the young boy of the same name who drowned and washed ashore in 2015 during the height of the migrant crisis, returned to Palma de Mallorca after three weeks at sea looking for migrants but finding none, Mallorca Zeitung reports.

Dominik Reisinger, mission leader on the vessel described the three-week trip as a success, saying, "It was a successful mission, we were there, we were well prepared, if there had been an assignment, we would have been there and could have helped people. Fortunately, it was not necessary."

The weather on the Mediterranean was described as particularly fierce during the three weeks, with seven-metre tall waves.

While one radio distress call was received by the crew off the coast of the Italian island of Lampedusa, their offer to help was not replied to. "We hope that in these weather conditions nobody was on a dinghy at sea, which would have been deadly," Reisinger said.

The NGO, Mediterranea Saving Humans, said "the Mare Ionio (ship) came across a dinghy in trouble, which was sinking, with about 50 people on board.
