A tense standoff continued on Friday concerning the Spanish NGO Proactiva's Open Arms ship, which on Thursday rescued 218 migrants.

The Libyan Coast Guard ordered the ship to hand over the people it had rescued, including by threatening the use of force. ''For having refused to give the Libyans the migrants rescued,'' Proactiva founder Oscar Camps said, ''protocol prohibits us at the moment from landing in a European port.'' But the medical team, he stressed, ''has asked for the immediate evacuation of the people in the most serious condition onboard. We are in any case headed north.''

Regulations call for the authorities of the country that coordinated the rescue operation - Libya, in this case - to indicate the port of arrival, but Open Arms does not recognize the authority of the North African country. The country of the flag that the ship bears - Spain - has been asked to seek a solution. A three-month-old child in serious condition - dehydrated and suffering from scabies - on her mother were evacuated on Friday from the Proactiva Open Arms ship.

Italy Detains Migrant Rescue NGO Ship for Encouraging Illegal Migration

The Italian government has detained a ship belonging to Proactiva Open Arms claiming that the migrant rescue NGO broke international agreements and laws by refusing to hand over migrants to Libyan authorities.

The ship belonging to the Spanish NGO was detained at the Italian port of Pozzallo in Sicily after claims that the pro-mass migration activists on board had refused to hand over illegal migrants to Libyan authorities and had outrun them, El Pais reports.

Prosecutors in Catania have claimed the Proactiva Open Arms has engaged in "illegal immigration and criminal association", sources close to the NGO have said.

The prosecutor added that the NGO had "violated the law and international agreements by not handing over the migrants to Libyan authorities".

Founder of Proactiva Open Arms, Oscar Camps, confirmed the detainment of the vessel saying that the group had refused to sign documentation presented to them by the Italian government before having it translated.

Mr. Camps said the ship had been detained for "criminal association and encouraging illegal immigration by disobeying Libyans by not handing over women and children".

Activists and journalists on board the vessel claimed that Libyan authorities had threatened them during a rescue operation 73 miles off the Libyan coast, which they said is outside of Libyan government jurisdiction.

Matteo Salvini, leader of the right-wing Lega party, said on Wednesday that all migrant boat landings should be stopped amid warnings of terror threats.

The European Border and Coast Guard Agency, Frontex, has alerted authorities to the possibility of terrorists arriving amongst the illegal migrants reaching the coasts of Italy.

Salvini is quoted as saying "We ask for an immediate move, an ironclad control on all our borders by land and sea, and the interruption of any further landings on our coasts".

His comments come after several arrests have been made in Italy over the past days of would be migrant terrorists. The latest arrest was on Wednesday, where a Moroccan, with Italian citizenship, was arrested in Turin. The suspect had allegedly been planning to enrol lone wolves to carry out attacks with trucks.

Frontex had already issued the warning of the possible infiltration of terrorists among migrants arriving on Italian shores on Tuesday.

The Libyan Coast Guard carried out a joint operation with a European non-governmental organization Saturday to rescue migrants attempting to cross the Mediterranean Sea.

A source in the Libyan Coast Guard told the German news agency dpa that 120 migrants were saved near the shores of Zuwara city, west of Tripoli.

The European NGO spotted the migrants' boat and commenced in the rescue process before being joined by the vessel Kifah of the Libyan Navy to complete the mission.

The source added that the European NGO took the families and ill persons aboard, while the Libyan Coast Guard transferred about 80 other migrants to Abu-Sitta Navy base in Tripoli.

The migrants were registered and provided with some health and logistical assistance before being transferred to Tajoura shelter of the Anti-Illegal Immigration Agency.

The Italian coastguard says three separate operations saw hundreds of people rescued from inflatable boats.

Nearly 500 people have been rescued from the central Mediterranean, the Italian Coastguard has said.

The migrants were rescued in three separate operations on the sea the crossing between Libya and Italy.

Considered the deadliest crossing in the world, the stretch of water has become a route for hundreds of thousands of people attempting to reach Europe from North Africa.

Since 2014 more than 14,500 people are known to have died in the central Mediterranean, and in 2017 one in 36 attempting to cross the water perished.

All of those rescued in Friday's operation were aboard inflatable boats, the coastguard said.

Sea Watch, a rescue NGO named by the coastguard as one of the organisations involved in the rescue, tweeted that it had rescued approximately 300 people out of two rubber boats in distress.

"Everybody is safe on board the ship!" it said.

In its statement the coastguard said that the Sea Watch vessel could not reach the Italian port, however, "due to the deterioration of the weather conditions, the number of migrants on board and the absence of sufficient water, food".

Italy has recently upped its efforts to prevent migrants reaching its shores, with EU-backed missions encouraging the Libyan coastguard to pick up boats and imposing new rules on NGOs running rescue missions.

It means the number of people reaching Italy via the central Mediterranean route has dropped: in the first three months of this year 6,296 people were recorded as arriving in Italy, compared to 24,292 in the same period in 2017.

Italian humanitarian organisations have accused French police of falsifying the ages of teenage migrants so they can send them back across the border between the two countries.

Seven charities, including Oxfam Italy and the Catholic organisation Caritas, claim that in recent weeks French officers deliberately altered birth dates on documents to make it appear that the young migrants were older than 18.


The alleged tactic circumvents international rules that say that under-18 year olds must be given protection and allowed to cross borders to reunite with family members.

The rule for adults, by contrast, is that they must apply for asylum and remain in the first EU country they reach – which in the vast majority of cases means Italy, Spain or Greece.

The falsification of documents allegedly took place near the Italian town of Ventimiglia, on the border between the French and Italian Rivieras, where tens of thousands of migrants and refugees, many of them unaccompanied minors, have tried to cross in recent years.

Judge orders release of Open Arms ship

Ragusa, April 16 - A preliminary investigations judge in the Sicilian city of Ragusa on Monday ordered the release of a migrant search-and-rescue ship run by Spanish NGO Proactiva Open Arms, rejecting a request from local prosecutors for it to stay under sequester.
The vessel has been berthed in the port of Pozzallo since landing there on March 18 having saved 218 migrants in the southern Mediterranean.
It was sequestered upon an order by Catania prosecutors in relation to a probe into possible case of aiding illegal migration.
The ship landed in Pozzallo after the NGO refused to hand the asylum seekers it was carrying over to the Libyan authorities. A Catania judge extended the sequester on March 27 but transferred the case to Ragusa, having rejected allegations of criminal association.

IOM, the UN Migration Agency, reports that 18,575 migrants and refugees entered Europe by sea through the first 108 days of 2018, with about 40 per cent arriving in Italy and the remainder divided between Greece (38 per cent) and Spain, at roughly 20 per cent. This compares with 43,645 arrivals across the region through the same period last year, and 205,613 at this time in 2016.

Four European Mediterranean countries are launching an initiative in June to identify thousands of missing migrants who died or went missing during the perilous sea crossing to the continent.

Italy, Greece, Malta and Cyprus -- hardest hit by waves of migrants form Syria and Libya or people elsewhere in Africa -- will gather on June 11 in Rome to discuss the plan, the International Commission on Missing Persons (ICMP) said on Wednesday.

The ICMP was born out of the conflicts in the former Yugoslavia and set up in 1996 in Sarajevo by then US president Bill Clinton.

Using increasingly sophisticated DNA research methods, it has already succeeded in identifying some 70 percent of the 40,000 people who went missing in the Balkans conflicts of the 1990s, including 90 percent of the 8,000 killed in the 1995 Srebrenica massacre.

NGO rescues 164 migrants stranded off Libya's Mediterranean coast

Some 164 mostly western African migrants remained on board the rescue ship Aquarius in the Mediterranean Sea on Thursday, a day after their rescue from a rubber dinghy off the Libyan coast, an epa correspondent out at sea reported.

The rescue took place on Wednesday, some 50 kilometers (30 miles) off the North African coast, and was conducted by the NGO SOS Mediterranee in conjunction with its partners.

Merireittien kautta on tullut 18 575 matua. Noin 40% Italiaan, loput Kreikkaan (38%) ja Espanjaan (20%). Vuonna 2017 määrä oli samalta ajalta 43 645, vuonna 2016 luku oli huimat 205 613. Kuolleita 559.

Jos tuo 559 kuollutta pitää paikkansa, se on suhteellisesti korkea luku. Noin paljon ihmisiä Angela Merkel, Juha Sipilä ja muut "korkeamoraaliset" ihmiset ovat tappaneet Välimereen tänä vuonna. Jos perussuomalaisten linjaa ja lakia noudatettaisiin, niin hukkuneita olisi korkeintaan kourallinen.

Nämä NGO:t, jotka houkuttelevat ihmisiä hukkumaan mereen, ovat erityisen julmia murhaajia.
