European Commission against Racism and Intolerance (ECRI)on julkaissut 5 uutta rasismirapottia (Armenia, Bosnia ja Herzegovina, Monako, Espanja ja Turkki.)

Edistystä on tapahtunut, mutta rasismia on edelleen jokapaikassa...

Käsitykseni mukaan Suomen vuoron pitäisi tulla vuoden 2012 lopulla tai 2013 alussa. Tämän jälkeen seuraa itse raportin kirjoittaminen, jonka jälkeen tiedot välitetään edelleen hallitukselle, jolle pyritään välittämään tietoa keskeisistä ongelmista ja ehdotetuista toimista.

Muutoin olen kyllä sitä mieltä, että ECRI:n raportit ovat melko laadukkaita ja ne seuraavat niitä linjoja, joita Euroopan neuvosto on ihmisoikeuksille asettanut. Koska kirjoittajina ei milloinkaan toimi ECRI:n kohdemaan kansallinen jäsen, voitaneen myös unohtaa kaikenkarvaiset poliittiset intohimot ainakin Suomen puoluepoliittisella akselilla.

Strasbourg, 13.03.2012 - A delegation of the European Commission against Racism and Intolerance (ECRI) visited Finland from 27 February to 2 March 2012 as the first step in the preparation of a monitoring report. During its visit, ECRI's delegation gathered information on the implementation of the recommendations it made to the authorities in its previous report of 2007 and discussed new issues that have emerged since.

The delegation held meetings in Helsinki and Turku with representatives of all relevant ministries, other competent authorities, human rights NGOs and vulnerable groups.

Following this visit, ECRI will adopt a report to be published early in 2013 in which it will make a new set of recommendations on measures to be taken by the authorities to address racism, racial discrimination, xenophobia, antisemitism and intolerance in the country. Among these, three will be revisited two years after the publication of the report as part of an interim follow-up procedure.

In its 2007 report, ECRI expressed concern about: the powers and effectiveness of the National Non-Discrimination Tribunal; the human and financial resources available to the Ombudsman for Minorities; and the lack of a proper monitoring system of racist incidents.

ECRI is a human rights body of the Council of Europe, composed of independent experts, which monitors problems of racism, discrimination on grounds of ethnic origin, citizenship, colour, religion and language, as well as xenophobia, antisemitism and intolerance, prepares reports and issues recommendations to member States.

jne. jen.

Strasbourg, 25.09.2012 – The European Commission against Racism and Intolerance (ECRI) today published its fourth report on Sweden. ECRI's Chair, Mr Jenö Kaltenbach, welcomed positive developments, but regretted that a number of problems persisted, such as continuing de facto residential segregation and the ground gained by xenophobic and islamophobic discourse and political parties over the past few years.

Policies designed to combat racism and racial discrimination have been put in place and efforts to improve the reporting and prosecution of hate crimes have been made. In 2009, new comprehensive legislation extended the protection against discrimination; the new Equality Ombudsman is responsible for supervising compliance with this legislation and promoting equal opportunities. Immigration and asylum legislation has been streamlined and a 2010 law gives newly arrived immigrants the opportunity to participate more actively in working life and the life of society.

Problems relating to land rights continue to have an adverse effect on the Sami; Roma remain marginalised and the fact that positive action is not generally accepted in Sweden with regard to discrimination based on ethnicity and religion affects the situation of vulnerable groups. Strict administrative requirements in the field of family reunification place a disproportionate burden on persons from some countries. Some non-citizens find themselves in a particularly vulnerable situation with regard to health.

In its report, ECRI has made a number of recommendations, among which the following three require priority implementation and will be revisited by ECRI in two years' time:

- Adopt a plan of action to address de facto residential segregation;
- Lift exclusions from free medical care for certain particularly vulnerable categories of persons living in Sweden without a residence permit;
- Implement measures to resolve all family reunification problems arising due to difficulties in obtaining identity papers in the country of origin.
