Uutisten mukaan päähän paijaamisen aika on ohi ja maahanmuuttajien tulee jatkossa toimia aktiivisesti mm. työhaussa. Kyseessä olisi siis suurin muutos Ruotsin integratiopolitiikassa 25 vuoteen.

Sweden launches integration policy reform

The Swedish government has launched a "sweeping" reform of integration policy, shifting the main responsibility for immigrant "establishment" in the country on the Public Employment Service (Arbetsförmedlingen).

"We will move from a handholding mentality where people from the other countries have been considered weak individuals to a focus on people quickly finding a job," integration minister Erik Ullenhag said on Wednesday.

Ullenhag recognised that the system has had its faults when welcoming new arrivals to Sweden.

"We thus need a system which strengthens the new arrivals' possibilities to succeed during their first period in Sweden," he said.

In presenting the reform sub-titled "self-obligation with professional help", Ullenhag underlined that Sweden "shall continue to be an open and tolerant society".

The reform comes into force on Wednesday and promises the "most radical changes to Swedish integration policy in 25 years".

According to the reform, the Public Employment Service will take over responsibility from municipalities for coordinating establishment efforts. The Service will together with the individual immigrants develop a personal establishment plan to ease the move into work and into society.

New arrivals need more than a 'pat on the head'

With Sweden just days away from enacting the most sweeping reform of its integration policy in 25 years, newly installed Integration Minister Erik Ullenhag of the Liberal Party explains how the new policies will help confront Sweden's integration challenge.

Every morning around 600,000 people who were born in another country go to work. They pay tax and to a great extent sustain the welfare state. Sweden has throughout history been open for people and for cooperation with other countries.

It has made our country richer and I am proud that we have taken our responsibility and shown solidarity, providing a safe haven for people who have fled persecution. But at the same time as many who have come to our country have been successful, we should be clear in the fact that we have significant challenges for integration.

Successful and efficient integration is one of the greatest challenges of our time. Therefore, on December 1st, the government is implementing one of the largest overhauls of Swedish integration policy in 25 years.

People who flee war or serious societal shortcomings do so to seek a better and safer future for themselves and their families. They expect to contribute to society - not to live on welfare.

Jos nyt argumentin vuoksi oletetaan, että tämä reformi ei jää puheiden tasolle, vaan johtaa myös työnhakuun valmentavan koulutuksen yms. lisäämistä merkittävämpiin muutoksiin, tuloksia voisi myös odottaa - jos vuosi olisi 1980. Vuoden 2010 Ruotsin hankalin ongelma ei ole passivoiva ja nöyristelevä ulkomaalaispolitiikka, vaan se on joukko maahan muodostuneita suuria vähemmistöjä, joiden jäsenistä monet ovat kyseisen politiikan ja omien kulttuurillisten piirteidensä summan tuloksena syrjäytyneet pahemman kerran. Viranomaiset saavat olla melkoisia velhoja, jos aikovat parantaa merkittävästi näiden vähemmistöjen Ruotsiin saapuvien jäsenten menestystä. Tyypillinen maahanmuuttaja, jolla ei ole valmiiksi työpaikkaa tai muuta roolia isäntäyhteiskunnassa, integroituu ensin siihen omaan yhteisöönsä, ja jos sitä kautta oppii lähinnä tuhat ja yksi konstia sosiaaliturvan hyväksikäyttöön ja rasismikortin pelaamiseen, näkymät eivät ole kovin juhlavat kenenkään kannalta.

Uusin tutkimus: Reformi ei vaan toimi.

Uusimman tutkimuksen mukaan Ruotsin hallituksen maahanmuuttoreformi ei toimi. Edelleen 80-90% tulevista turvapaihanhakijoista elää sosiaaliturvan varassa ensimmäiset kuusikuukautta maahansaapumisen jälkeen. Lisäksi uusi järjestelmä on aivan liian monimutkainen sekä turvapaikanhakijoille että virkamiehille.

Refugee jobs reform 'not working': report

The government's much touted integration policy reform has failed to ensure that refugees arriving in Sweden start the process of finding work before receiving welfare benefits from local authorities, a new study has shown.

Billed as the "most radical change to Swedish integration policy in 25 years" when it was announced in December 2010, the government's reform package gave Sweden's Public Employment Service (Arbetsförmedlingen) the main responsibility for coordinating the establishment of new arrivals in Sweden, rather than municipality social service offices.

Instead, remuneration would be dependent on participation in various establishment programmes, which would include a course in society orientation.

Refugees would also receive an establishment guide form the employment agency that would help them draw up a plan for securing employment.

The reform "breaks the handholding mentality and is clearly focused on ensuring that the newly arrived find jobs and learn Swedish quickly" integration minister Erik Ullenhag said at the time.
