Tärkein on tasavallan presidentti ja toiseksi tärkein on virka, johon Casellati on nimetty. Tarkoittaa sitä että Casellati voi toimia tarvittaessa presidentin sijaisena.

Jonkinlaiset hallitusneuvottelut ovat alkaneet Italiassa. Niitä johtaa M5S:än di Maio. Hän on luvannut ottaa kaikki puolueet mukaan, mutta tässä vaiheessa sosialistien vaalien jälkeen nimitetty uusi puheenjohtaja Martina ja (Pohjoisen) Liiton Salvini ovat pääneuvottelijat. Di Maio yrittää saada jonkinlaisen hallintosopimuksen aikaan. Hän tuntuu kutsuvan sitä "Saksan malliksi". Vaikka hän nimityksellä väittää viittaavansa enemmän hallintotapaan, niin Saksassa "Saksan malli" on tarkoittanut Merkelin yksinvaltaa, jota sosialistit ovat tukeneet rahaa vastaan. Tämä siis näyttäisi nyt Italiassakin olevan edessä. Tosin tämä suomalais-italialainen tulkitsija näkee siinäkin ongelmia:

Viiden tähden liike toivoo edelleen jonkin sortin yhteistyötä Renzin jälkeisen PD:n kanssa. Yhteistyö Renzi kanssa ei ole mahdollinen joten hänestä olisi päästävä eroon lopullisesti. Ongelma tässä suunnitelmassa on se, että PD:n huomattavasti kutistunut parlamenttiryhmä, koostuu pelkästään renziläisistä, joita on valittu listavaalimenetelmän ansiosta puoluejohdon – eli Renzin – päätöksellä. Ryhmä siis tottelee Renziä, eikä tulevaa johtoa. Tällä hetkellä ei oikein tiedetä kuka PD:tä tosiasiallisesti johtaa – kenen kanssa siis pitäisi neuvotella. PD:n väliaikainen johtaja Maurizio Martina on Renzin miehiä, joka haluaa puolueen olevan oppositiossa, ja puolueen sisäinen oppositio taas haluaisi kartoittaa yhteistyön mahdollisuudet Viiden tähden liikkeen kanssa. Puolue ajelehtii, mutta se on silti ratkaisijan asemassa. Se voi liittoutua tai tukea Viiden tähden liikettä tai sitten se voi yrittää liittoutua tai tukea Berlusconia ja hänen seuraansa ujuttautuvia Legan maltillisia edustajia. PD on tähän asti ilmoittanut vetäytyvänsä oppositioon mikä käytännössä tarkoittaisi sitä, että hallitusta ei kyettäisi muodostamaan. On mahdollista, että Italian presidentti painostaa PD:tä tukemaan jompaakumpaa vaalien voittajaa.

Uudet vaalit voisivat olla Italian kannalta paras ratkaisu. Niihin pitäisi lähteä tarjoten kansalle selvä vaihtoehto päätettäväksi -- toisin kuin näissä ennenaikaisissa vaaleissa ja joulun kansanäänestyksessä --. Italian hallinnollinen kriisi saattaa muuten edetä suuriin ongelmiin. Myös toisen selvän vaalivoittajan -- eli Pohjoisen Liiton -- täydellinen sivuuttaminen vaaleissa, ja jonkinlaisen rahanjakosopimuksen varaan sosialistien ja M5S:än varaan rakentuvan hallituksen rakentaminen, olisi vähänkin pidemmällä aikajaksolla todella iso riski. Ensinnäkin pohjois-Italiassa on pidetty viime vuosina paljon alueiden "itsenäistymisäänestyksiä". Niitä saatettaisiin alkaa toteuttaa, ja silloin edessä olisi espanjalainen kriisi. Toinen vaikutus oli fasismin raju nousu pohjoisessa. M5S:än ryhtyminen rahanjakosopimuksiin olisi myös niin vahvasti kaikkien heidän vaalilupaustensa pettämistä, että se voisi johtaa isoon kapinaan ensin kannattajakunnassa ja sitten parlamentissa.

Italian oikeistolaisen Pohjoisen liiton (Lega) johtajan Matteo Salvinin viesti kansallispäiväänsä viettäville romaneille oli sunnuntaina tyly.

– Jos useat heistä tekisivät enemmän töitä ja varastelisivat vähemmän, ja jos useammat heistä lähettäisivät lapsensa kouluun sen sijaan että opettavat heidät varastamaan, meillä olisi aihetta juhlaan, Salvini tylytti Twitterissä.

Salvinista, 45, voi tulla vielä Italian pääministeri. Erittäin populistisella ohjelmalla vaaleissa esiintynyt Lega kuuluu vaalien voittajiin, mutta yksikään puolue ei saanut selvää enemmistöä parlamenttiin.

Presidentti Sergio Mattarellan on määrä tulevalla viikolla käydä keskusteluja hallitukseen tyrkyllä olevien puolueiden kanssa.

Italian hallitusneuvottelut ovat ilmeisesti hieman solmussa.

Lega ja M5S eivät ole päässeet yhteisymmärrykseen. Legan pj Salvini on tehnyt selväksi, ettei aio neuvotella demarien kanssa. Vaihtoehtoina ovat ehkäpä uudet vaalit tai Legan johtama vähemmistöhallitus.

Salvini: minority government or back to the polls

The far-right League leader Matteo Salvini hinted that if he failed to secure an agreement for the formation of a coalition government he would be willing to form a minority government.

The consultation between the far-right leader with the Five-Star Movement (MS5) has failed to yield an agreement. Salvini has made clear that he will not negotiate with the centre-left Partito Democratico (PD). The two remaining options appear to be going to the polls or the formation of a minority government.

"If the others are not up for it, there are two paths – we either vote, and I think we can win alone and overtake those who are imposing vetoes and throwing tantrums, or, as a last resort, we could go it alone and take charge of the situation," Salvini told the press during a campaign rally in the city of Terni on Wednesday.

The Lega's main partner, Berlusconi's Forza Italia, has refused to discuss cooperation with either MS5 or PD. Salvini could theoretically form a government with MS5, but it would mean breaking Lega's long-lasting alliance with Forza Italia.

This is the first time the far-right leads the coalition as the senior partner, as the Lega's 17% surpassed Forza Italia. The agreement between the three partners – joined by the far-right Brothers of Italy – was that the leader of the party with the biggest share of the vote would lead the coalition. However, holding the alliance together could mean going back to the polls.

On Tuesday, the caretaking leader of the outgoing PD, Maurizio Martina, confirmed the position of the centre-left that the party will remain in opposition.

Prior to the March 2017, most analysts expected Forza Italia to form a government as a junior coalition partner of the outgoing PD. Following a devastating defeat last month, PD is not considering remaining in government as a junior coalition partner of either MS5 or Lega.

Senaatin puheenjohtajaksi nimitetty Casellati vetää näitä tunnusteluja, siis se ensimmäinen nainen moisessa roolissa ikinä Italiassa.

Täytyy todeta tähän väliin, että on kyllä ilahduttavaa seurata Italian ammattimaisten journalistien uutisointia. Sielläkin on nyt natsit ja fasistit tulossa valtaan (suvaitsevaiston mielestä) mutta oikeiden sanomalehtien journalistit, jotka ovat oikeasti ammattilaisia uutisoivat minusta asiallisesti ja asiaan keskittyen eikä huudellen natsifasistirasistia tai niinkuin meidän vastuullinen mediamme, jättäen uutisoimatta.

On kyllä niin erilaista toimintaa kuin tämän maan alpakkamedialla.

Alkaa näyttää hieman siltä, että Italiassa tullaan järjestämään uudet vaalit. M5S ja Lega ovat ilmeisesti päässeet yhteisymmärrykseen päivämäärästäkin: 8. heinäkuuta. Molemmat puolueet hylkäsivät presidentin esityksen väliaikaishallituksesta.

Italy might hold new elections in July

Italy could go back to the polls in two months' time after yet another round of talks failed to produce a working government.

The Five Star Movement (M5S), Italy's single biggest party, and the League, which leads a right-wing coalition that together got the largest share of the ballot in March's general election, have suggested calling another vote as soon as July 8th.

Speaking after talks with Italian President Sergio Mattarella on Monday, the leaders of both parties ruled out the possibility of putting a caretaker cabinet in charge to deal with Italy's most pressing matters of government, including passing the next budget.

The League's Matteo Salvini, who met the Five Star leader Luigi Di Maio as part of the consultations, said that the two had agreed upon the first Sunday in July as a date for possible elections. A summer vote would be unprecedented in Italy, where elections usually take place no later than June.

Di Maio, who like Salvini said he opposed a "president's government" of technocrats picked by the head of state, said that a second vote would effectively be "a run-off" between the M5S and the right-wing alliance.

"It's clear that there are two political realities competing to run the country and Italians will choose," he said.

'No chance to form government': Deadlocked Italy parties call for new election

The prospect of an election re-run in July grew on Monday as Italian President Sergio Mattarella held a final round of consultations to try to break two months of political deadlock with party leaders still far apart.

The leaders of the two parties with most parliamentary seats, the anti-establishment 5-Star Movement and the far-right League, suggested an election should be held on July 8 if no last-minute deal can be reached to form a new government.

League leader Matteo Salvini and 5-Star chief Luigi Di Maio proposed the date after a meeting in parliament - their first face-to-face encounter since the March 4 ballot produced a hung parliament.

"July 8 is the first possible date to vote, and Di Maio also agrees," Salvini told reporters after the meeting.

Earlier on Monday Salvini asked Mattarella to give him a mandate to try to form a government as chief of a centre-right alliance that won the most seats at the election.

However, the centre-right is some 50 seats short of majority and a source in the president's office said that without a clear political deal, Mattarella is more likely to try to form a neutral government acceptable to a broad range of parties.

But it looked highly unlikely that such an administration could win a vote of confidence needed to get off the ground, with both the League and 5-Star hostile to the idea.

A vote in July, when many Italians will have already left for their summer holidays, would be unprecedented. In the post-war period elections have always been held in the spring.

However, a source close to Mattarella said this outcome was looking increasingly possible.

"From today we are in a new election campaign," Di Maio told supporters on Facebook after his meeting with Salvini.

"I know we are asking for a big sacrifice from you to go and vote again, but I don't see any possible alternative. We have done everything we could."

Usein käy niin että jos järjestetään uudet vaalit koska kansa on äänestänyt väärin niin uusissa vaaleissa kansa vihaisena äänestää vielä enemmän väärin.

Italian populistipuolueet pyysivät lisäaikaa viime tingassa – vuorokausi aikaa muodostaa yhteishallitus

Italian populistipuolueet Viiden tähden liike ja Lega (entinen Pohjoisen liitto) ovat pyytäneet presidentiltä 24 tunnin lisäaikaa muodostaakseen viime tingassa yhteishallituksen ratkaisemaan kaksi kuukautta jatkuneen poliittisen kriisin.

Italian presidentti on uhannut asettaa virkamieshallituksen johtamaan maata seuraaviin vaaleihin asti. Maa on ollut vailla hallitusta maaliskuun yleisvaaleista lähtien.

Vaaleissa Legan johtama oikeistolainen liittouma voitti eniten paikkoja maan parlamentissa Viiden tähden liikkeen noustessa suurimmaksi yksittäiseksi puolueeksi. Osapuolista kumpikaan ei saanut tarpeeksi paikkoja hallituksen muodostamiseen yksin.

Viiden tähden liike on kieltäytynyt hallitusyhteistyöstä Legan oikeistoliittoumaan kuuluvan Silvio Berlusconin Forza Italia -puolueen kanssa. Liike pitää entisen pääministerin puoluetta korruptoituneena.

Poliittinen kriisi voi johtaa uusiin vaaleihin jo kesällä. Mielipidemittausten mukaan puolueiden valtasuhteiden ei odoteta muuttuvan uusista vaaleista.

League leader Matteo Salvini and 5-Star Movement (M5S) leader Luigi Di Maio said Thursday that they were making progress in talks on the formation of a new government after a meeting at the Lower House.

"Significant steps forward have been made on the composition of the executive and the premier in view of a constructive collaboration between the parties with the aim of deciding everything in a short period of time to give a response and a political government to the country as soon as possible," a joint statement said.

The League and the 5-Star Movement (M5S) have asked President Sergio Mattarella for more time for their talks for a possible agreement to form a new government, sources said Thursday. They have asked to be allowed to continue negotiations at least until Sunday, which means developments could emerge on Monday, the sources said.

Italy edging towards Eurosceptic, populist government after two months of paralysis

taly was edging towards the formation of a populist, Eurosceptic government on Thursday after the Five Star Movement and the hard-Right League said they were making good progress in talks.

If a deal can be reached, it will mark the first time that a founding member of the European project is led by populist, anti-EU forces.

"Italy will become a sort of laboratory of populism, capable of alarming our neighbours and allies," the daily La Repubblica said in a front page editorial.

The breakthrough between the parties came as Italy's president warned that the EU edifice is "shaking".

Negotiations were due to continue over the weekend and a new government could be announced on Monday.

If the parties can forge an alliance, they would present a big challenge to the EU just as its energies are focused on Brexit.

The League wants to ditch the euro as Italy's currency and both parties have blamed Brussels for economic pain caused by austerity policies and for not doing enough to help with the migrant crisis in the Mediterranean.

Italian politics has been paralysed since an inconclusive general election on March 4 gave Five Star 32 per cent of the vote and a centre-Right coalition that included The League 37 per cent – not enough for either of them to govern outright.

A deal between Five Star and The League had been hampered by the latter's refusal to ditch their ally Silvio Berlusconi and his Forza Italia party.

Five Star refused to be part of any government that included Mr Berlusconi but The League refused to abandon him.

That impediment melted away on Wednesday when Mr Berlusconi said he would no longer stand in the way of a coalition government between the two parties.

Luigi Di Maio, the youthful head of Five Star, and Matteo Salvini, the leader of The League, held talks in Rome about forming a new government.

"Significant steps forward have been made on the composition of the government and the nomination of a prime minister," the party leaders said.

With the two leaders unable to decide which of them should be prime minister, there was speculation that they might give the position to a third person – possibly Giancarlo Giorgetti, a senior League MP, or Giulia Bongiorno, 52, a League senator and a lawyer who defended Amanda Knox's boyfriend from charges of murdering and raping British student Meredith Kercher in Perugia, Umbria, in 2007.

If picked, she would be Italy's first woman prime minister.

Viiden Tähden neuvottelijan mukaan lista tärkeimmistä hallitusohjelman kohdista on sovittu ja nyt neuvotellaan yksityiskohdista. Tärkeimmät kohdat ovat kaikki taloudellista rahanjakoa: eläkeiän noston peruutus, tasavero, verovelkojen anteeksianto, kansalaispalkka ja lakien, pykälien ja säädösten vähentäminen.

Minun nähdäkseni näillä keinoilla Italia palaa euroa edeltäneeseen leppoisaan elämäntapaan. Jossa menot ovat suuret ja kulupuoli kuitataan yhtä suurella inflaatiolla. Talousviisaat ovat vakuuttaneet, ettei tällainen ole euromaalle mahdollista. Nyt sitä aiotaan silti kokeilla. Kova veto italiaanoilta.

Minusta näyttää syvällisesti katsottuna, etteivät euroeroa luvanneet italiaanot ole täysin pettämässä lupaustaan: Nyt kupataan eurosta irti niin paljon kuin saadaan. Jossain vaiheessa Saksa uhkailee ja vaatii talouskuria. Silloin kupataan kuin viimeistä päivää. Lopulta Saksan on pakko lähteä ehdottelemaan tukipakettia. Tällöin kuppaus viedään äärimmilleen. Siitä eteenpäin tilanne ei ole enää kenenkään hallussa.

Italy could blow up Europe as we know it

As Italy's leading vote-getters work through the weekend to hammer out a coalition deal — about time, some might add, two months after the election — the EU and Brussels establishments are in a state of heightened anxiety.

A government of the 5Stars (anti-establishment, in media shorthand) and the League (far right, ditto) together, or somehow alone, is unprecedented. Never before in any of the six original EU countries, much less one of its leading powers, have parties deeply skeptical toward the EU grabbed the reins of power. If that happens, the consequences for Italy and the EU could be felt for months and years to come.

But the appetizer has been served. A surprise election outcome that sidelined Italy's more traditional left and right parties and catapulted this odd couple into the limelight is disrupting European politics in unexpected ways.

Here's how Italy may yet blow up the EU as we know it.

EU reform is dead, long live ...

If the EU elite have understood one thing from Brexit, it is that the EU needs to change. Two years on, that's where the agreement ends. Italy is poised to be the nail in its coffin — or, perhaps less likely, a shot of adrenaline.

Donald Tusk, who runs the European Council, attempted the Bratislava Declaration and Roadmap in September 2016. Commission President Jean-Claude Juncker won plaudits for his 2017 Future of Europe white paper, but tanked when six months later he put forward a specific plan that wasn't mentioned in the initial paper. Emmanuel Macron attempted to start the EU's traditional Franco-German motor for reform, and kept pushing in his speech accepting the Charlemagne Prize this week; but the French president has found himself blocked by a German election stalemate and then a government in Berlin allergic to ideas like a eurozone finance minister.

With the U.K. leaving, Spain mired in its own Catalan constitutional crisis, and Poland neck-deep in rule-of-law complaints from Brussels, that leaves only Italy to help get things moving again. The 5Stars pitch themselves as EU reform-minded: If they stay true to that promise, it would come as pleasant surprise for Tusk, Juncker & co. The odds are higher, though, that Italy will struggle to build a consensus, let alone a European one, and thus close the door on EU reforms before 2020.

Bye bye, euro?

The chances of Italy leaving the euro are slim. Italian President Sergio Mattarella all but said Thursday that he'd scupper any government that puts euro membership into question. And both the 5Stars and the League have dialled back their Euroskeptic rhetoric of late, to different degrees.

Yet an Italian euro-exit is hardly off the table either. Beppe Grillo, the 5Stars' founder, last week revived the idea of forcing a referendum on Italy's membership in the single currency. It is, after all, in the party's DNA — and we all know what usually happens when the EU goes on the ballot (see France and Netherlands in 2005, Ireland in 2008, Britain in 2016, pick your year in Denmark).

Italy's high debt, low growth and terrible demographics make it an unhappy fit in a eurozone dominated by northern economic powerhouses. If anything, the speculation about the intentions of any government with the 5Stars in it hardly helps boost investor confidence in Italy.

New Euro-populist normal

The success or failure of an Italian populist-nationalist government will have a major bearing on Euroskeptic party results in the 2019 European Parliament election.

With the United Kingdom Independence Party out of the picture, leading Euroskeptics such as Marine Le Pen have been trying — so far without success — to unite their fellow skeptics under one banner.

That points to any broadly Euroskeptic Italian government becoming the de facto face of the Euroskeptic forces in the 2019 vote.

If that government succeeds, other Euroskeptics will benefit, putting the parliament's pro-EU centrist majority at risk. In a parliament deadlocked between centrist and Euroskeptic parties, Greens and far-left parties would be kingmakers.

On the other hand, if a new Italian government fails, the anti-EU groups will struggle to mobilize anyone but their core supporters, and the centrist majority will be secure.

Toivovat saavansa tänään iltapäivällä päätökseen, mutta voi olla etteivät ehdi, koska on vielä monia kohtia joista pitää neuvotella/keskustella.

It looks like coalition talks between The League and Five Star Movement (MS5) have been productive.  A new post from Mike "Mish" Shedlock reveals the likely structure of a new parliamentary deal which has neither Salvini nor M5S's Luigi Di Maio taking the role of Prime Minister.

The end of the pension reforms under Mario Monti; Five Star is softer on this point than Lega, but together the two parties can be expected to agree fundamental changes.

A flat tax on companies and people – in other words a massive tax reduction.

A study on the so-called minibot. This is a parallel currency based on future tax receipts, similar to the plans proposed by Yanis Varoufakis in Greece. The minibot was in the Lega's election manifesto. Five Star is far less radical on the eurozone, having dropped the idea of a referendum, but also seeks changes that are incompatible with the the EU fiscal rules. A parallel currency stands a much greater chance of success in Italy, and it would go some way to solving the government's fiscal dilemmas. The open question is whether it would constitute a slippery slope towards euro exit.

And a citizens' income, which is Five Star's big idea, to be implemented next year.

Puoluejohtaja tapaavat presidentin Roomassa.

Italiassa EU-kriittiset oikeistopuolue Lega ja populistinen Viiden tähden liike esittelevät tänään hallitusneuvottelujensa tuloksia presidentti Sergio Mattarellalle. Mediatietojen mukaan puolueet ovat sopineet sekä hallitusohjelmasta että ehdokkaasta pääministeriksi, joka ei kuitenkaan olisi kummankaan puolueen johtaja.

Legan (entisen Pohjoisen liiton) johtaja Matteo Salvini ja Viiden tähden liikkeen Luigi Di Maio tapaavat vielä tänään toisensa Roomassa ennen kuin menevät yhdessä presidentin puheille.

Italialaisten medioiden mukaan puolueet aikovat perua päätöksiä eläkeiän nostamisesta ja rajoittaa maahanmuuttoa. Puolueet ovat myös EU-kriittisiä.

Italiassa pidettiin parlamenttivaalit maaliskuun alussa. Selvästi suurimmaksi yksittäiseksi puolueeksi nousi Viiden tähden liike 33 prosentin kannatuksella. Legan ja Silvio Berlusconin Forza Italian oikeistoliittouma sai yhteensä 37 prosenttia äänistä.

M5S aikoo laittaa hallitussopimuksen vielä puolueen jäsenille online-äänestykseen, että hyväksyvätkö siinä sovitut linjaukset. Saman aikoo tehdä myös Lega omilleen.

Pääministerin nimeä ei vielä tiedetä, mysteeri on. Spekulaatiot käyvät kuumina. Kummatkin (DiMaio ja Salvini) ovat pyytäneet Mattarellalta vielä vähän lisäaikaa jotta voivat varmistaa olevansa yhteisymmärryksessä hallitussopimuksen keskeisistä teemoista.

"Siamo d'accordo nel fare presto, ma siccome stiamo scrivendo il programma di governo dei prossimi 5 anni, per noi è molto importante farlo nel migliore dei modi".
