Mitä jos sanottaisiin Kreikalle että olette ulkona Schengen-alueesta alkaen nyt, takaisin pääsee kun täytätte kriteerit. Sitten odotettaisiin että kreikkalaisiin tulee liikettä. Jos ei tule niin se olisi kreikkalaisten ongelma.

Kreikka on selvästi ongelma maa numero yksi. Toinen samanlainen on kuitenkin Italia. Se onkin jo huomattavasti suurempi maa. Kumpaakaan ei voi erottaa mistään -- ei kukaan eikä koskaan --. Eurostoliitto on tehty ikuiseksi sopimuksien mukaan.

Jos yksi sopimus, kuten Schengen, tullaan rikkomaan, ei ole velvoitetta muitakaan noudattaa. Kreikalla Schengen ei ole ongelma; Kreikalle taloussopimukset ovat ongelma. Kreikka haluaisi kirjoittaa ne ja tukipakettisopimukset uusiksi. Kreikan raja saadaan pitämään, jos sen velat nollataan. Se voidaan tehdä rauhanomaisesti ja yhteisymmärryksessä sopien -- tai se voidaan tehdä kylmästi pakkotoimilla erottamalla Kreikka Schengenistä, jolloin Kreikka voi todeta vastineeksi, ettei tarvitse tukipaketin rahojakaan takaisin toivoa --. Kreikan velat olisi vielä varaa nollata, mutta jos Kreikan velat nollataan, haluaa Italiakin saman kohtelun -- ja Espanja ja Portugali ja miksei myös Suomi --. Eurostoliitto on tekemättömässä paikassa. Se tulee hajoamaan.

Pikku-Schegenit ja muut pikku-Eurostoliitot voisivat olla toimivia pelastautumiskeinoja, jos ne saisivat aloittaa siitä, mistä Eurostoliiton rakentaminen aikoinaan aloitettiin. Nyt vallitseviin ongelmiin ne eivät ole ratkaisu.

Italialla oli ennen sopimus Gaddafin kanssa että matut palautetaan Libyaan, mutta nyt se ei tietenkään juurikaan toimi. Kreikka taas on yksi persereikä, joka ei uskalla/osaa tehdä muuta kuin rahdata porukkaa sisään ja laskea eteenpäin. Kreikan sisäministeri selitteli jotain että ei me niitä voida ampumaan alkaa yms yms, mutta jossain vaiheessa on tehtävä ratkaisu että mitä tehdä näille ihmiselle. Onko se sitten Australian malli vai jokin muu, en tiedä.

Mun mielestäni on aika kohtuutonta syyttää kreikkalaisia tästä kriisistä. Ei ne matut tänne tulisi jos pohjoisen Euroopan poliittinen eliitti ei olisi niitä vartavasten houkutellut. Ei niitä kreikkalaisten jakama soppa ja parakki tai jopa ulkoilmamajoitus houkuta. Kreikka nyt vaan sattuu olemaan ison islääm-paskavaltion (ennen jopa arvostin Turkkia mutta nyt niiden toiminta on käynyt selväksi minullekin) rajanaapuri josta voi vaikka soutaa Kreikkaan.

Makaroneilla on hieman enemmän osinkoa asiaan mm. meritaxipalvelut ym. Sielläkin on vallassa samanlainen mätämunahallinto kuin täälläkin.

Jos tässä tammikuussa matuja on tullut Eurooppaan 6-7 kertaa enemmän kuin viime vuonna samaan aikaan, niin se antanee vähän esimakua siitä, mitä Suomessakin on pian odotettavissa. Meillä hallitus arvelee, että Suomeen tulijoita olisi tänä vuonna korkeintaan 15 000. Ei määrä voi jäädä mitenkään noin alhaiseksi, jos EU:n alueelle muuten tunkee valtavan paljon enemmän matuja kuin viime vuonna.

Ryntäys Suomeen tapahtui viime vuonna käytännössä vasta syksyllä. Tänä vuonna tilanne saattaa räjähtää käsiin jo nyt keväällä, eli pelivaraa ei välttämättä ole enää paljon jäljellä.

Proposed cap could be reached 'by Summer'

Austria's interior minister said Sunday that a new national cap on the number of asylum seekers it takes in this year could be reached by the summer, as Europe grapples with its worst migrant crisis since World War II.

The migrant hotspot said Wednesday it would seek to cap the number of asylum seekers at 37,500 in 2016, compared to the 90,000 claims it received last year, which Austria's foreign minister said should serve as a "wake-up call" to push Europe to find a common solution to resolve its migrant crisis.

"According to forecasts, this (the new cap) should be reached before the summer," Interior Minister Johanna Mikl-Meitner told German newspaper Die Welt.

She said Austria was considering whether to continue accepting applications after the cap is met, or to stop people entering at its border.

"We must address the root of the problem," she said. "What we are actually seeing has nothing to do with the search for safety but is to do with the search for the most economically attractive country. It cannot continue like this."

Vienna has argued that as long as countries like Austria and Germany are willing to keep a door open to refugees, other EU nations will have no incentive to budget.

Austria is itself a key transit country for hundreds of thousands of migrants and refugees entering the EU, with many headed for Germany which took in 1.1 million asylum seekers in 2015.

The country's foreign minister told Bild newspaper in the wake of the announcement that it was "above all a wake-up call to Brussels".

"I believe that in the long-term there is a European solution. But as long as that is not there, we have to protect ourselves," Sebastian Kurz said.

BREAKING: This morning, Croatian Minister of Interior Vlaho Orepić has announced direct refugee trains from Greek/Macedonian border to Austria.

Slavonski Brod camp will be closed, probably some Serbian and Slovenian camps as well. According to this info from Croatian government, screening and registration will be done on Macedonian border, with presence of police officers from another countries. Refugees will be given food and water and won't be able to get off the train, unless they will have medical emergency and/or ask for asylum in one of the countries they will be passing (Macedonia, Serbia, Croatia, Slovenia).

Trains will only stop for changes of locomotives and police personnel. No additional registration will be imposed until they arrive to Austria. Exact date is still unclear, but 20 Croatian officers were deployed to Macedonia today. Procedural details will be arranged between Macedonian, Serbian, Croatian, Slovenian and Austrian police. Austria warns over border closures

Austria's foreign minister warned Macedonia on Friday that it should be ready to close its border to migrants, saying that Vienna may also begin turning refugees away in coming months.

"The migrant ceiling that Austria has set for 2016 will likely be reached in the next few months and Austria will then stop migrants at its borders," said Sebastian Kurz, whose country has set a refugee cap of 37,500 for this year.

"Macedonia should be ready to stop the entrance of the migrants on its border," the minister told reporters in German, then translated into Macedonian.

"We know that this is a difficult task and today we agreed that Austria will give support," including police and military help, he added.

Since November only refugees from Syria, Afghanistan and Iraq have been allowed to cross the Macedonian-Greek border on their journey to western Europe, but migrants from other countries have still tried to get across.

Macedonia is this week building a new razor-wire fence parallel to an existing one on its border with Greece to make it harder for them to enter the Balkan country illegally.

The European Commission last month pledged to increase security at the frontier, where there are currently more than 60 police officers from other countries to help control the influx.

On Friday, EU member states gave Greece -- the main gateway for migrants travelling to Europe -- a three-month ultimatum to remedy "deficiencies" in controlling the influx or effectively face suspension from the Schengen passport-free zone.

The Austrian politician criticized Greece for not doing its part in protecting Europe's external problems. "If the northern border is shut down leaving Greece for more than 24 hours with the refugees on its territory, then its interest in accepting European help will quickly change," Kurz said in an interview with Greek newspaper Ta Nea.

Eastern European leaders are to hold talks on Monday on acting to stop the flow of asylum-seekers across the continent in open defiance of Angela Merkel.

At the top of the agenda are proposals to block the so-called Balkan Route by closing the Macedonian border and confining migrants to Greece.

Germany on Monday warned that any move to cut Greece off from the rest of Europe could "poison the European debate".

But the meeting comes with opposition to the German chancellor's "open-door" refugee policy mounting across Europe and Mrs Merkel looking increasingly isolated.

"Greece cannot defend Europe from the south," Viktor Orban, the Hungarian prime minister, said.

Mr Orban is to present proposals that would see the borders of Macedonia and Bulgaria fenced off and Greece effectively expelled from the Schengen free-travel area at the talks on Monday.

The leaders of Macedonia and Bulgaria will join the Visegrad Group of Hungary, Poland, the Czech Republic and Slovakia at the talks in Prague.

The proposals come after Austria warned at the weekend it was prepared send troops to secure the Macedonian border if necessary.

But they will put the countries on a collision course with Germany, which has insisted Europe's borders must remain open.

The Austrian government announced on Tuesday it would step up border controls at checkpoints along its southern frontier with Italy, Slovenia and Hungary to slow the migrant influx.

"There will be different structural measures from containers to further barriers" similar to the short mesh fence recently set up at Austria's main border crossing with Slovenia at Spielfeld, Interior Minister Johanna Mikl-Leitner said.

The government also plans to create on Wednesday a daily cap on the number of migrants allowed into the country, she added.
   
The checkpoints Mikl-Leitner referred to are located in the states of Carinthia, Styria, Burgenland as well as Tyrol, which shares a border with Italy.

Ehkä Norjan Huippuvuorilta voisi vuokrata sopivankokoisen tontin leiriä varten. Huoltolaivat kuskaisivat leireille ruokaa, vaatteita, löpöä ja aidanpaikkaustarvikkeita. Aitaa ei tarvittaisi niinkään leirin asukkaiden sisällä pitämiseen kuin jääkarhujen ulkopuolella pitämiseen. Se olisi sellainen Australian mallin eurooppalainen sovellus.

Austrian migrant cap bogs down EU summit

After a lengthy and heated debate on migration, European leaders agreed Friday that Turkey remains key to an EU plan to tackle what has become the largest refugee crisis since the end of World War II.

European Council President Donald Tusk set another migration summit for early March with Turkey as its star guest.

"We agreed that our joint action plan with Turkey remains a priority, and we must do all we can to succeed," he said. "This is why we have the intention to organize a special meeting with Turkey in the beginning of March."

But Austria was not willing to wait another day for a common EU solution.

Before European leaders sat down to eat Thursday, Austria ruined everyone's appetite by announcing a cap on asylum-seekers — and defiantly sticking to its guns throughout a six-hour dinner, despite fierce criticism from fellow European leaders at the dinner table.

The EU migration commissioner, Dimitris Avramopoulos, told Vienna its decision to limit the number of asylum applications it is ready to accept was illegal and "plainly incompatible with Austria's obligations" under EU and international law.

Austrian Chancellor Werner Faymann tried to put a brave face on the onslaught at dinner, telling reporters "there was both criticism and understanding" at the table. He said he backed up his argument with simple math. "I made it clear, if everyone took as much as Austria is willing to, 37,500," that would be over a million per year, Faymann said.

He argued that order was breaking down under the weight of the more than 90,000 people who claimed asylum in Austria last year and the hundreds more who have done so since the start of 2016.

Thousands more transit each day through Austria, which is on the Balkan route to Germany and other European states in the north, so Vienna decided to consult its own lawyers to find a way to cope.

"Legal opinions will be answered by lawyers. Politically I say: We'll stick to it," Faymann told reporters at the summit, where EU leaders hoped to reach consensus on dealing with the migration crisis. "It's unimaginable Austria would accept all refugees."

The problem of redistributing refugees across EU countries was also a topic during the summit dinner when leaders discussed migration. Italy's Matteo Renzi warned Eastern European countries that if they are not ready to show solidarity in taking migrants, then Western EU countries could show less solidarity in distributing money across the bloc, said one diplomat.

In addition to the cap on asylum-seekers, Austria will limit the number of migrants entering the country to 3,200 a day, starting Friday, according to Johanna Mikl-Leitner, the country's interior minister.

Domino effect

Austria got some support from its southern neighbor on the Balkan route, Slovenia, despite a risk that Vienna's ever tighter controls of its border could result in a backlog further south, in Croatia, Serbia and Macedonia.

But in the conclusions the leaders called for an end to "uncoordinated measures along the route" — a sentence that was added after the discussion at dinner about Austria; a discussion described by a EU official who was in the room as "frank but constructive."

The possibility of saying "we don't take refugees" doesn't exit, said the official. "Under the Geneva convention, it exists when the boat is full, but the boat in Austria is not full."

"Austria is under a lot of pressure in the migrant crisis and Slovenia understands that," Slovenian Prime Minister Miro Cerar told reporters in Brussels. "Whether their decisions to cope with the crisis were the right ones is a different question."

Mikl-Leitner told state broadcaster ORF that an offensive against Vienna in Brussels was "unjustified."

"My legal experts say that we are in line with the law," Mikl-Leitner said.

"Those fleeing violence and persecution should seek international protection after crossing into the first safe country in their path of flight," Mikl-Leitner said, adding that Austria is not that country.

"If all countries respected that we would not have this problem and we wouldn't need to have taken measures at national level," Mikl-Leitner said, adding that Austria will admit no more than 37,500 asylum seekers — about 80 a day starting Friday — this year.

"If there are more than 80 people, they will have to wait in Slovenia until there is space available," Mikl-Leitner said.

EU officials fear Austria's move could create a domino effect along the Western Balkan route.

European Council President Donald Tusk discussed measures other countries could be taking along the way, fearing the end result could be shutting down the border between Greece and Macedonia, a non-EU member struggling to cope with thousands of migrants crossing from Greece.

Slovenia's Cerar said the intention was to create an "additional layer of control that would stop all those illegal migrants, who would break through the first layer of the Greek-Turkish border."

"The plan is to boost control of EU's exterior borders and that means that we have to help Greece with all means available to stop the relentless flow of refugees," Cerar said. "We need to do everything to implement the agreement with Turkey. Second part of the proposal is my own, and that is an additional layer of control on the Greek-Macedonian border."

Other countries complained their countries were reaching a limit, too. "Last year alone we received more than 20,000 migrants in Denmark," said Danish Prime Minister Lars Løkke Rasmussen. "We are at our very limit and now it's time for other countries to step up and take responsibility. It cannot be up to Germany, Denmark, Finland and a few other countries to solve this crises."

German Chancellor Angela Merkel said there was broad agreement that the EU should continue to work toward a solution with Turkey to halt the flow of refugees coming into the EU. The EU reached an agreement with Ankara in late November but the arrangement has yet to have a noticeable impact on the refugee flow.

Some in the EU have accused Turkey of shirking its responsibilities under the deal. Merkel had hoped to address the problems at a meeting with Turkish Prime Minister Ahmet Davutoğlu before the summit, but Wednesday's terrorist attack in Ankara forced him to cancel his trip to Brussels. Instead, Merkel said Turkey's role would be the focus of the special summit in early March. "Our priority is to achieve these goals," she said, referring to what has become known as the EU-Turkey Action Plan.

Merkel played down suggestions of a rift with Austria, disputing reports that the debate over Vienna's latest measures to limit the refugee influx was "heated."

"We are all partners in Europe," she said. "This is a decision for Austria to make."

The Austrian government's move to impose daily caps "reminded us how urgent it is for us to find solutions," she said.

Mielenkiintoista että EU moittii Itävallan 80 hakemuksen kpl/päivä rajaa laittomaksi. Ongelma tässä siis on se raja, ei pitäisi olla mitään rajoja hakemusten määrälle. Eikös silloin koko EU:n siirtolaissiirtojen ohjelmakin ole laiton ? Siinähän on 160.000 tp-hakijan raja.. Ei pitäisi olla mitään rajaa vaan rajaton siirtely ohjelma.

Austria implements migrant cap despite EU anger

Austria's new daily cap on asylum seekers entered into force on Friday, in a move that the European Commission has described as "plainly incompatible" with European Union laws.

Since 8am, a maximum of 80 migrants per day are being allowed to claim asylum in the country, police said.

In addition, Vienna is limiting the daily number of people transiting Austria to seek asylum in a neighbouring country to 3,200.

Once the quotas have been reached, "the borders will be closed," police spokesman Fritz Grundnig told AFP.

He added that due to bad weather, no migrant had arrived at the Austrian-Slovenian frontier since Thursday afternoon.

Vienna's measures -- announced earlier this week along with tougher controls at 12 checkpoints along its southern borders -- drew an angry reaction from the EU on Thursday.

"Such a policy would be plainly incompatible with Austria's obligations under European and international law," European migration commissioner Dimitris Avramopoulos complained in a letter to Austrian Interior Minister Johanna Mikl-Leitner.

European Commission President Jean-Claude Juncker also criticised the proposal. "As far as Austria is concerned I have to say I don't like this decision, we are questioning whether it is within European law, and we will have a friendly discussion," Juncker told a news conference.

But Austrian Chancellor Werner Faymann said there "will be no lifting of the decision," speaking at a two-day EU summit.

The daily limit on asylum claims is in line with Austria's announcement last month that it would only take in 37,500 asylum seekers this year -- sharply down from the 90,000 it accepted in 2015, making it one of the bloc's highest recipients on a per-basis capita.

Vienna says that the measures are necessary because a German-backed EU plan for Turkey to stem the flow of migrants setting off from its coast is not yet working, and has urged other countries on the Balkans route into Europe to follow suit.
In response, Slovenia, Croatia and Serbia have also tightened their borders.

No voi kyynel. Siinä kreikkalainen itkee. Kun Euroopassa menee rajat kiinni niin kreikkalaiset saavat ihan itse nauttia kaikesta siitä ihmismäärästä mitä sieltä Turkista tulee. Kun kumivenelössi on niin vaikea ja niin hankala ottaa kiinni ja dumpata takasin sinne Turkkiin.

Saksan ja Itävallan juopa pakolaiskriisissä kasvaa

EU-maiden johtajien kokouksen pääteemat olivat Ison-Britannian uudistetut EU-jäsenyysehdot, sekä Eurooppaa pahoin ravistellut pakolaiskriisi. Pakolaiskriisiä käsitelleen osuuden tulokset jäivät laihoiksi. EU-maat pyrkivät jatkamaan Turkin kanssa toimia, joilla pakolaisvirta Turkista Kreikkaan saataisiin tyrehdytetyksi.

Aika on käymässä vähiin, sillä torstaina Egeanmerellä Turkista Kreikan saarille tuli lähes viisi tuhatta uutta turvapaikanhakijaa. Kelien yhä parantuessa ihmisvirran odotetaan kasvavan.

Itävalta EU-maiden hampaissa

Itävallan päätös turvapaikkahakemusten rajoittamisesta sai kovaa kritiikkiä useilta EU-johtajilta. Kreikka uhkasi jopa kaataa Isoa-Britanniaa koskevan esityksen, jos rajoja vielä suljetaan ennen seuraavaa kokousta. Saksan sisäministeri Thomas de Maizière on uhannut Itävaltaa vastatoimilla, itävaltalaislehti Der Standard kirjoittaa.

Itävalta sai kuitenkin tukea Unkarin pääministeri Viktor Orbánilta. Hänen mielestään Itävallan päätös on mielekäs.  Hänen otteitaan ihaillaan jopa Saksassa, vaikka Saksan virallinen kanta onkin saada jaettua turvapaikanhakijoista koituvaa taakkaa ja hillitä Turkin ja Kreikan välistä ihmisliikennettä. Orbánin kannatus Unkarissa on kohonnut pakolaiskriisin aikana.

EU-maiden on määrä keskustella pakolaiskriisistä jälleen 6. maaliskuuta.
