A means of defense is being sought, Croatian daily Jutarnji List writes.

Namely, Bosnia-Herzegovina (BiH) is merely on the path of migrants, who, fleeing from their mostly war-affected countries, want to reach the EU. One of their routes goes through BiH, via which they enter Croatia and then Slovenia.

Due to the new influx of migrants seven police administrations along the border with BiH have been put on alert, the newspaper said. An order has been given to implement much stronger surveillance of the border, the article said, noting that additional equipment woould be sent to these units.

Data from the European Border and Coast Guard Agency, Frontex, shows that after the fence was completed, illegal crossings of the Serbia-Romania border grew tenfold in the first six months of 2017, compared to the same period a year earlier.

Romanian border police told reporters that from the beginning of 2016 to March 2018, 148 Kosovan citizens and 95 Albanians were detained for illegal border-crossing.

However, the Romanian authorities refuse to give many more details about migrants from Kosovo because of the political sensitivities involved, as Romania is one of five EU countries which do not recognise Kosovo's independence.

Serbia uusin Balkanin reitin lähtömaa

Serbiaan on saapunut yli 6 000 iranilaista lentokoneella tarkoituksenaan jatkaa matkaa kohti Länsi-Eurooppaa.

Serbiasta on muodostumassa Balkanin reitin uusi lähtöpiste. Serbia ilmoitti viime vuoden elokuussa poistavansa viisumipakon iranilaisilta. Tämä poisto on nyt realisoitumassa pakolaisaallon uutena lähtöpisteenä kohti Länsi-Eurooppaa.

Serbia antoi iranilaisille viisumivapauden, ja maasta tuli turvapaikanhakijoille portti Eurooppaan: "Minulla ei ole enää mitään jäljellä" – keskustele

Serbia on ainoa Euroopan maa, johon iranilaiset eivät tarvitse viisumia. Suorat lentoyhteydet Teheranista tekevät Serbiaan tulon helpoksi, mutta jatkaminen EU:n puolelle on vaikeaa. Keskustele jutun lopussa.

Iranilainen Kamal Nasrollahi on sisukas mies. Hän on ollut Serbiassa noin kuukauden ja ehtinyt yrittää jo kaksi kertaa tiukasti vartioidun Unkarin rajan yli kohti Saksaa tai Pohjoismaita.

Ensimmäisellä kerralla hän yritti metsän läpi jalan, mutta Unkarin poliisi löysi hänet ja pidätti.

– Toisen kerran yritimme rekalla. Olimme piiloutuneet rekan pressun alle, mutta meidät löydettiin rajalla ja lähetettiin taas takaisin, Nasrollahi kertoo Belgradissa.

Iranista Nasrollahi lähti vankeustuomion takia. Hänet oli omien sanojensa mukaan tuomittu 80 raipaniskuun ja vankeuteen alkoholin juomisen vuoksi. Hän kuuluu kurdivähemmistöön, jonka asema on monin tavoin hankala.

– On paljon työttömyyttä. Jos löytääkin työpaikan, palkka voi jäädä lopulta saamatta, hän kertoo.

"Jäävuoren huippu"

Nasrollahi on yksi tuhansista iranilaisista, jotka ovat hyödyntäneet viime syksynä voimaan tullutta viisumivapautta Iranin ja Serbian välillä. Serbia on Turkin ohella ainoa Euroopan maa, johon iranilaiset voivat matkustaa ilman viisumia.

Teheranista Belgradiin on kaksi suoraa lentoa viikossa. Moni iranilainen lähtee Serbiaan aidolle turistimatkalle, mutta osa matkustajista jättää paluulippunsa käyttämättä ja joko hakee turvapaikkaa Serbiasta tai yrittää jatkaa matkaansa EU:n puolelle.

Viisumivapauden alettua noin 800 iranilaista on hakenut turvapaikkaa Serbiasta. Yhteensä tulijoita on kuitenkin paljon enemmän, sillä valtaosa ei ilmoittaudu Serbian viranomaisille.

– Tämä on vain jäävuoren huippu siitä joukosta, joka tulee ja jää Serbiaan, sanoo pakolaisille oikeusapua tarjoavan Asylum protection center -järjestön toiminnanjohtaja Radoš Djurović.

Hän arvioi, että tuhannet ovat paenneet Iranista Eurooppaan uutta reittiä pitkin.

– Huomattavalla osalla heistä, jotka pääsevät Serbiaan asti, on edellytyksiä saada pakolaisasema. Moni kertoo pakenevansa poliittista tai uskonnollista vainoa, Djurović sanoo.

Hänen mukaansa turvapaikan hakeminen Serbiasta on kuitenkin tehty vaikeaksi. Poliisi ei välttämättä ota hakijaa vastaan ensimmäisellä yrittämällä. Jos hakemuksen onnistuu jättämään, hallitus siirtää hakijan Serbian etelärajoilla sijaitseville leireille odottamaan. Hakemuksen käsittely kestää useita vuosia.

Yöt puistossa, ruokaa roskiksista

Jos Mahmud ja Amir pääsevät joskus Unkariin, heidät laitetaan suljettuun leiriin rajan pinnassa. Silti Mahmud toivoo pääsevänsä lopulta Itävaltaan tai Saksaan.

Saksa on tavoitteena myös Belgradissa majailevalla Kamal Nasrollahilla. Tai Suomi, Norja tai Ruotsi. Hänen tilanteensa Serbiassa on tukala.

– Öisin nukumme puistossa ja päivisin etsimme ruokaa roskiksista, Nasrollah sanoo.

Hän kertoo, että joukko afgaanisiirtolaisia on ryöstänyt hänen kaikki rahansa ja muun omaisuutensa. Iraniin hän ei katso voivansa palata, eikä Serbiasta hänen mukaansa saa turvapaikkaa. Ainoa vaihtoehto on yrittää yhä uudelleen EU:n puolelle.

– Joko jalkaisin, junassa tai rekan alla, Nasrollah sanoo.

– Olen myynyt kaiken, mitä minulla oli. Minulla ei ole enää mitään jäljellä, ei täällä eikä Iranissa.

Bosnia struggles to cope with arrival of thousands of migrants

Bosnia is struggling to cope with the arrival of thousands of migrants and refugees, many of whom are sleeping in parks in the capital and other towns as they seek passage into western Europe.

The country's asylum center has 200 beds and 80 to 150 people have arrived each day this month, Security Minister Dragan Mektic said on Monday.

About 4,000 people from Syria, Iraq, Turkey, Algeria and Afghanistan have entered Bosnia this year compared with 755 in 2017 and up to 1,500 are stuck there. Many have faced perilous journeys.

"I was sent back from Croatia six times," said Omar from Iraq, who arrived in Bosnia with his younger brother after spending two years in Greece. Omar declined to give his last name.

"I must get to Germany because all my family is there," said the 19-year-old, echoing many others who spoke in the empty old building in Bihac near the Croatian border where he stayed.

More than a million migrants came to Europe in 2015. The so-called Balkan route into western Europe via Turkey, Greece, Macedonia and Serbia was shut in 2016 when Turkey agreed to stop the flow in return for EU aid and a promise of visa-free travel for its own citizens.

But since autumn, following stricter border controls between Serbia, Hungary and Croatia, smugglers have created a new route from Greece via Albania, Montenegro and Bosnia to Croatia and western Europe.

Migrants stranded in Serbia since 2016 are also increasingly crossing to Bosnia and many Iranians are also taking advantage of a visa-free regime introduced last year between Serbia and Iran.

While the International Organisation for Migration (IOM) expects arrivals to continue on average of 350-400 a week, Adnan Tatarevic from Pomozi.ba, a Sarajevo-based NGO that has helped migrants since January, says the numbers are higher.

"We expect about 50,000 arrivals by the end of the year," Tatarevic told Reuters. International groups helping migrants have urged the government to accommodate people sleeping rough.

"The longer we wait to put accommodation and everything with it in place, the risk is we are creating ... a mini-humanitarian crisis," said Peter Van Der Auweraert, IOM's western Balkans coordinator. "It has to be done not in two months time but ... next week."

Authorities in Sarajevo and the northwestern town of Bihac asked central government for help, saying they worried about health risks given the warmer weather and deteriorating public hygiene. The two cities are also tourism destinations.

Non-governmental organizations and residents, some of whom became refugees themselves during Bosnia's 1992-95 war, have helped migrants for months but now say they struggle to cope.

Government ministers on Monday pledged to move the migrants to alternative accommodation but warned Bosnia could be forced to close borders unless the migrants can continue their journeys to other EU countries.

Bosnia Says It Will Stop Illegal Migrant Entry Amid Increase

Bosnia says it wants to stop the illegal entry of migrants as the Balkan country struggles with a growing influx of people trying to reach Western Europe.

Denis Zvizdic, the head of Bosnia's Council of Ministers, or the country's government, says police patrols will increase along the borders with Serbia and Montenegro.

Zvizdic also vowed Thursday that "we will stop the flow of migrants in any part of the territory that is not an official border crossing."

Authorities in northwestern Velika Kladusa, dismantled an improvised migrant tent settlement this week and moved dozens of people to another location.

Migrants have recently turned to Bosnia to avoid more heavy guarded routes and borders in other Balkan countries. Hundreds have been camping outdoors in Sarajevo, the capital, and other towns.

Kroatian poliisi on hälytystilassa saatuaan Bosnian serbitasavallasta varoituksen, jonka mukaan 120 000 laitonta siirtolaista on liikkeellä kohti Bosnia-Hertsegovinaa. Suojautumiskeinoja etsitään.

Tämä viimeisin siirtolaisaalto syntyi edellisen Balkan-reitin sulkeutumisen jälkeen. Aiempi siirtolaisten reitti kulki Makedonian, Serbian ja Kroatian kautta.

Slovenian poliisin virallisten lausuntojen mukaan paine tällä reitillä on erittäin korkea. Kreikan ja Albanian välillä on tällä hetkellä 50 000-60 000 siirtolaista, joiden ainoana tavoitteena on päästä Länsi-Eurooppaan.

Lehti kertoo Sarajevossa olevan jo kaoottista ja että noin 100 laitonta siirtolaista saapuu joka päivä Bosnia-Hertsegovinaan. Montenegro, seeing a rise in the number of migrants passing through the country on a new route to the European Union, is considering building a razor wire fence on its border with Albania to stem the flow, a government official said on Sunday.

Thousands of migrants from the Middle East and North Africa are taking their chance to reach wealthier European countries after smugglers created a new Balkan route running from Greece via Albania, Montenegro and Bosnia to EU member Croatia.

Bosnia is already coping with thousands of migrants who were stranded after a route via Turkey, Greece, Macedonia and Serbia was shut in 2016, when Turkey agreed to stop the flow in return for EU aid and other concessions.

"In the case of a greater influx of migrants, we may raise a razor wire fence on the border with Albania," Vojislav Dragovic, the head of Montenegro's department for state border supervision, told state television.

He said Albanian authorities had often refused to accept migrants turned back from Montenegro under their bilateral re-admission agreement.

Many countries on the migrant route have secured their borders with physical barriers. Hungary put up a razor wire fence on its borders with Serbia and Croatia during the crisis in 2015, when more than a million migrants came to Europe.

Uusia laittomien siirtolaisten reittejä avautuu – Unkari ei vaaravyöhykkeessä

Uusia laittomien siirtolaisten reittejä kohti vaurasta Eurooppaa on avautumassa Balkanilla. Montenegro sijaitsee laittomien siirtolaisten suosimalla Turkista tai Kreikasta suuntautuvalla uudella Albania-Montenegro-Bosnia-Hertsegovina-Kroatia  -reitillä ja siitä eteenpäin vauraaseen Länsi-Eurooppaan. Myös Romanian kautta kulkevalla reitillä on havaittu aktivoitumista.

Reittien varrella olevat maat, muun muassa Kroatia, etsivät keinoja suojautua laittomien siirtolaisten virralta.

Bosnia struggles to cope with influx of Syrian refugees

Streets and abandoned buildings host dozens of Syrian refugees in Bosnia and locals provide food, clothes and basic medical supplies to these them. But the facilities are temporary and limited and authorities say they don't have enough resources.

The refugees have been using a new Balkan route that runs from Greece through Albania and Montenegro to eventually reach Bosnia in hope to cross the border into Croatia, which is a European Union member and then move on to Western Europe.

Around 400 refugees arrive in Bosnia every week and continuous influx of refugees has put pressure on humanitarian relief organisations and authorities.

"If you don't address the accommodation then you create a situation where people live in bad hygienic situations. you can't do medical screenings. And we've been warning if you don't bring official accommodation, you create a mini humanitarian crisis" Peter Van der Auweraert International Organization for Migration says.

Migrants enter Europe 'from all sides' in the Balkans

This month, a large migrant camp emerged in a park in Sarajevo, Bosnia. It's the result of a new wave of migrants entering the Balkan route, a path that runs from Turkey via Bulgaria or Greece to the rest of Europe.

Smuggling operations to all parts of the Balkans take place and migrants "come from all sides" Austria's newspaper Kronen cites local media.

For 200 euros migrants are being smuggled from Greece to Albania , for 100 euros the destination is Montenegro and for 50 euros it's possible to travel to Bosnia.

Migrants are even smuggled through the minefields of the former Yugoslavian war. Now 50,000 people are seeking their way north in the new route, authorities say. The overburdened countries in the south do not know what to do next.

"Four hundred migrants were registered in April this year, which is three times more than in January this year and in most of the cases, they are from Afghanistan, Pakistan, Kosovo, Turkey, Syria, Libya, Morocco and Iran," Sanela Dujkovic, a spokesman for Bosnia's Border Police, told media organisation BIRN

Meanwhile, in Greece, Spain and Italy, more refugees are returning via the Mediterranean route and also the number of those who do not arrive, increases. 619 people have drowned in the depths of the sea since January and 23,715 migrants have made it to European soil.

This is less than was seen two years ago, but the increase raises the alarm for the EU border agency Frontex.

Itävallan sisäministeriön maahanmuuttojohtaja Peter Webinger kertoo, että Balkanille on muodostumassa laittomille läpsyttelijöille eräänlainen "moskeijareitti", joka tarkoittaa sitä, että moskeijoiden väki auttaa eri maissa Balkanin läpi vaeltavia "siirtolaisia".

Migrants form "Mosque Route" in Balkans; Serbia also blamed

Austrian Interior Ministry's asylum, migration and human rights directorate chief has warned that a new migrant route is being created - "the mosque route."

On this route, as Peter Webinger explained, mosques offer support to migrants.

Webinger is convinced that the growing number of refugees is leading to a "tense situation," which will not develop as dramatically as in 2015, "although there is similarly great potential in crisis regions."

This expert of the Austrian ministry sees the risk of a major influx next year, unless the necessary preparations are made.

The growth of the number of migrants in 2014 led to the outcome that we had in 2015, and that could happen in 2019, the Austrian media quote Webinger as saying.

The new Balkan route, which is currently being created, runs through Albania, Montenegro or Serbia, Bosnia-Herzegovina, and Croatia, and experts in the field are called it "the mosque route" - as mosques along the route support refugees in their movement.

Austrian media also point out to a number of videos in Arabic posted on the internet describing in detail the route through the region, towards the EU. Webinger pointed out that there is "a possibility of such a development of a situation that could lead to an increase in the refugee wave."

In this regard, he referred to the visa liberalization for Iranians, who are now able to fly directly to Serbia, and many of them can continue their journey to Austria or Germany.

Webinger believes Austria is this time well prepared for migrant waves. He points out that "thise who wants freedom of movement inside the Schengen (area) must also support stronger protection of external borders."

Migrant Border-runners Ram Checkpoint, Cops Open Fire

Nine people were injured after a van carrying 29 illegal migrants from Afghanistan and Iraq attempted to ram a police checkpoint on the border between Bosnia and Croatia.

The driver, thought to be Bosnian, had been discovered ferrying the migrants across the border from his own country, which is outside the European Union, into Croatia, which joined the bloc in 2013.

Croatian police set up a roadblock to stop the vehicle near the south-eastern town of Zadar, but the migrants decide they would attempt to ram through it rather than surrender, forcing officers to open fire, Business Insider reports.

"The driver did not stop after several warnings. He finally passed through a roadblock and drove towards the police. The police reaction was justified. They were forced to open fire because their lives were in danger," said Zadar police chief Ranko Drazina.

Two migrants described as "children" were said to be in a "serious but stable" condition following the incident, with other injuries being less severe.

As the European Union's newest member-state, Croatia does not yet enjoy full Free Movement rights with the rest of the bloc, and is still outside its borderless Schengen area.

Croatia has warned that the Balkan route for illegal migrants into Western and Northern Europe — brought partly under control after the EU agreed to pay the Turkish government billions of euros to slow the influx into Greece — could soon burst open again.

They believe people-smugglers are seeking to bring tens of thousands of illegal migrants still reaching Greece or already present there into their country through Albania, Montenegro, Serbia, and Bosnia.

Muslim-majority Albania is also an increasingly significant source of illegal migrants in its on right, along with neighbouring Kosovo.

Albanians and Kosovars can be harder to intercept than migrants entering the EU via Turkey or North Africa, as their home countries are already inside Europe proper.

Cash-strapped Bosnia struggles to cope with migrant influx

Bosnia, one of Europe's poorest countries, is so ill-equipped to cope with a surging influx of refugees that aid workers here fear the tiny nation could be on the brink of a humanitarian crisis.

The impoverished Balkan country has seen a sharp rise in the number of arrivals, particularly young men hoping to cross over into the European Union via neighbouring Croatia.

But with next to no cash, decrepit infrastructure and fragile institutions that are divided along ethnic lines, Bosnia is in no position to cope with the numbers.

And aid workers say they are already at breaking point.

"It's exhausting. We will do our best, but we have our limits," said Red Cross official Selam Midzic, who reckons he sees around a hundred migrants arriving here every day on buses from Sarajevo.

According to Bosnia's Minister for Security, Dragan Mektic, 5,100 illegal entries were registered in 2018. And an additional 3,300 people have been "turned back at the border" with Serbia and Montenegro.

Nawab, a 26-year old Pakistani who did not want to give his last name, said he had been on the road for two years.

"I will try to cross the border tonight. I will first go to Italy, once I'm there I will go to my uncle who is in Spain, in Barcelona."

According to Peter Van Der Auweraert, head of the Bosnian mission of the International Organization for Migrations (IOM), around 2,500 migrants were currently in Bosnia, which meant that many managed to cross over into the EU.

Another Pakistani, 27-year-old Hamid, said he had tried three times to reach the EU, but failed.

He accuses the Croatian police -- an allegation frequently made by others, including NGOs -- of violence.

"They take our money, our telephones, or wreck them by submerging them in water."

A Bosnian police officer explained that refugees who succeeded in getting across the border used the telephones to text the details of the route to their friends following them.

Two more reception centres are planned, near Sarajevo and between Bihac and Velika Kladusa.

Nevertheless, minister Mektic is concerned that smuggling networks will quickly spring up.

"Once these centres have been set up, they are surrounded by criminal groups after only two days," he said.

The smugglers demanded 1,000 euros for every person they drove to Croatia, the minister said.

While the border between Bosnia and Croatia is more difficult to surveil than the one between Bosnia and Serbia, it is also more perilous, with rivers and mountainous terrain.

The new migrant path to Europe: People smugglers open new Balkan route through Albania to EU member Croatia after Hungary sealed its borders following 2015 crisis

People smugglers have opened a new Balkan route for those fleeing conflict or poverty in the Middle East, North Africa and Asia - with increasing numbers of migrants trying to reach western Europe through Albania.

Migrants gathered outside the Asylum Seekers Centre in the Albanian capital of Tirana spoke of how they wanted to find work in a variety of European Union countries, dodging police on the way there.

The flow of migrants heading for EU member Croatia across Albania and its northern neighbour Montenegro remains modest compared with the hundreds of thousands who took a route further to the east when the European migration crisis peaked in 2015.

But the rate of increase this year is rapid.

Officials say Albanian authorities caught 2,311 migrants in the first five months, up from just 162 between January and May 2017 and more than double the figure of about 1,000 for the whole of last year.

During the 2015 crisis, migrants tried to travel from Greece through Macedonia and Serbia to EU member Hungary, until this route was sealed by border guards and fences.

With warmer weather encouraging travel from the overcrowded Greek camps, the government feels it has controlled the flow so far.

However, impoverished Albania appealed last month to Austria - where the right-wing government is cracking down on migration - for help.

Security and police officials from the region met in Bosnia this week to discuss their response to growing traffic along the new route.

More than 5,500 refugees and migrants have entered Bosnia this year.

Albanian police said they have arrested a handful of people smugglers this year ferrying migrants in taxis or vans. This included two Algerians near the Montenegrin border this week.

The government wants aid to increase patrols on the Greek border and has welcomed a decision by the European border agency Frontex to send officers to fight crime and curb migration.

Moroccan, Algerian and Pakistani migrants said they followed advice from friends who had crossed earlier: 'Go to Italy because you get ID papers there' and 'Be careful of Croatian police, they beat you up badly.'

Croatian police say they are acting within the law, and protecting the borders.

Interior minister Davor Boznovic said more than 144 people have been detained for people smuggling this year.

Bosnia Police Block Migrants From Reaching EU Member Croatia

Bosnian border police have stopped about 100 migrants from reaching the border with European Union member Croatia amid a rise in the influx of people heading through the Balkans toward Western Europe

Police blocked the migrants near the border crossing in northwestern Bosnia, which was closed down. Migrants then set down on the road as police tried to persuade them to turn back.

The group has moved toward Croatia from the nearby town of Velika Kladusa, where hundreds have been staying in makeshift camps while looking for ways to move on.

Migrants have recently turned to Bosnia in order to avoid more heavily guarded routes through the Balkans. Authorities in the war-ravaged country have struggled with the influx of thousands of people from the Middle East, Africa and Asia.

Peter Van der Auweraert, from the International Organization for Migration, tweeted that the attempted group crossing on Monday was a "very worrying development that risks" creating a backlash.

Van der Auweraert explained in a phone interview with The Associated Press that the migrant influx has already put pressure on postwar Bosnia and any incidents could further strain the situation. Bosnians might start viewing migrants as "troublemakers" rather than people in need of help, he said.

Bulgarian Prime Minister: Close Europe's Borders, Imprison Illegals, Deport Them Back to Africa

Bulgarian prime minister Boyko Borissov has said the migrant crisis can be solved if the EU can seal its external border, detain illegal migrants already present, and deport them back to where they came from.

Speaking after the EU's failed mini-summit on migration, called to forestall German chancellor Angela Merkel's partners in Bavaria walking out of government and collapsing her fragile 'grand coalition', the Bulgarian leader said he would not accept any plan which involved sending migrants back to the first EU state they arrived in — often border states like his own — in line with the EU's old Dublin regulations.

"Let's face it: Greece, Italy and Bulgaria let the migrants through, and they went to Germany," he said bluntly.

"That's how the countries of Western Europe were flooded with migrants, and that's why they want to send some of them back."

He added, however, that these illegal migrants would not have crossed into their territory in the first place if Angela Merkel had not issued an open invitation for them to come, and that he would not accept tens of thousands being sent back to his country without an agreement to detain them.

"Angela Merkel may ask for bilateral agreements [on other EU member-states taking back migrants] when the EU external borders are securely and entirely closed... Before they send them back, they should first agree that we build prisons and hold them there," he said.

While not a member of the Visegrád Group of countries opposed to mass migration and compulsory migrant quotas — Hungary, Poland, Czechia, and Slovakia — Bulgaria has adopted a similarly tough line on illegal immigration.
