IMMIGRATION: MARONI-SACCONI ACCORD FOR POINT BASED PERMIT
Sisäministeri ja hyvinvointiministeri ovat valmistelleet uutta esitystä jonka mukaan oleskeluvat heltiävät piste-pohjaisesti. Jos maahamuuttaja on kykenevä täyttään vaaditut kriteerit määrtyssä ajassa hän saa oleskeluluvan ja toisaalta jos ei kykene, niin se kertoo kyseisen henkilön haluttomuudesta integroitua.
Pisteitä tulee mm. kielenosaamisesta, rekisteröitymisestä kansaliseen terveydenhuoltoon, perustuslain tuntemuksesta. Vastaavasti, jos syyllistyy rikoksiin otetaan pisteitä pois.
Oleskelulupa heltiää kun maahanmuuttaja on kahdessa vuodessa keräännyt 30 pistettä. Mikäli maahnmuuttaja ei ole keräänyt 30 pistettä kolmessa vuodessa, niin seurauksena on maastakarkoitus.

ROME – Residence permits issued to new legal immigrants will be subject to a points system. Applicants will have to sign an "integration agreement" obliging them to fulfil a series of undertakings to accumulate the 30 points required to obtain the document. It will no longer be sufficient to comply with the Bossi-Fini law. After discussing the security law yesterday with welfare minister Maurizio Sacconi, the interior minister Roberto Maroni said that as a "natural consequence" applicants for permits will only obtain the document if they accumulate the 30 points required within two years. They will also have to demonstrate that they have taken an Italian language course, are familiar with the Italian constitution, have registered with the health service and send their children to school.
If the applicant commits a criminal offence, the points are annulled. Should applicants fail to accumulate 30 points in two years, they will have a further year to do so before they are deported. The Council of Ministers will discuss the decree very soon. Mr Maroni said: "It's the security law that lays down specific targets in a two-year time frame. Immigration offices (SUI) will have the job of assessing each applicant. If the targets are reached, the residence permit will be issued. Otherwise, deportation will ensue". According to the minister, the system will "ensure integration. 'I tell you what to do to integrate into the community. If you comply, I give you a permit. If you don't, it means you don't want to integrate'. We will apply the system only for new two-year permits. However, we will not be charging immigrants for language courses. We will take care of everything so that standards are uniform in all provinces".

Onneksi Suomi ei vajoa noin alas ihmisyydessä. Täällä arvojohtajamme viitoittamana ymmärretään, että kaikki ihmiset ovat samanlaisia ( paitsi suomalaiset ehkä vähän huonompia kuin muut ) ja että Suomi kuuluu kaikille.
Suomihan kerää pakolaisleirinkin pohjalta ne hylkiöt, jotka eivät muille ole kelvanneet. Olemme niin ihanan humaaneja, että turvapaikanhakijatkin saavat valehdella sen minkä osaavat ja kehtaavat ja vielä jäädä siitä kiinni emmekä sittenkään aseta mitään sanktioita. Jo maahan päässeet saavat huijata yhteiskunnalta kuusinumeroisia summia ja kiinni jäädessään saavat pitää koko potin; vähän sormea ehkä heristellään, mutta kai siitäkin kohta luovutaan, olemmehan me suvaitsevaisia.
Eikä ( eksoottisia ) ihmisiä voi pisteyttää. Mitä jumalia me muka olemme? Annetaan maahanmuuttajien pisteyttää meidät - olemmeko heille kelvolliset vai emme. Jos katsomme heitä rasistisesti sporassa, saamme siitä miinuspisteitä ja Kela saa maksaa siitä korvauksia. Onhan meillä varaa. Maahanmuutto on voimavara. Tarvitsemme toiseutta... ei p-rkele...

"We have the need for far more highly skilled people than we can ever produce here in the Netherlands," says deputy justice minister Nebahat Albayrak. She is responsible for Dutch immigration policy.
She is referring to highly skilled immigrants. Under a policy in force since 2004, 19,000 high skilled migrants have come to The Netherlands for work. The new procedures make it easier for such migrants.
But the proposed new policy will also help those looking for work who do not count as highly skilled, as well as those coming here to study.
How will visa applications change?
Easier
1. In place of two applications for a residency visa, one submitted in the courty of origin and one upon arrival here in the Netherlands, only one application will be necessary.
2. The length of a residency visa will be coupled with the reason for being in the Netherlands. For instance, a student pursuing a three-year programme will be granted a visa for three years.
3. A number of businesses and universities will be recognized as regular sponsors for immigrants. Their applications will be handled faster.
4. The time required for a company to arrange a work visa is reduced from 3 - 6 months, to 2-3 weeks.
Tougher
1. Fees, already higher than in other European countries, likely to rise even further.
2. Privacy. Authorities will no longer evaluate an immigrant annually, since visas will be for longer periods. In exchange, more information about an immigrant may be monitored.
3. Potential sponsors will be required to provide more proof of their good intentions. Penalties for abuse will become severe.
Competing with US & Canada
The driving force behind the new policies is to help the Netherlands compete with the United States and Canada when it comes to attracting highly skilled immigrants.
The European Union had a chance to offer the US more competition with the introduction of the blue card. But it fell short, because this permit's many restrictions limit the migrants' ability to move within the EU. The Netherlands, together with Finland, wants to go further. Certain categories of residency visas will be recognized by both countries. The hope is that other Scandinavian countries will join.
Brain drain
Some Dutch MPs are concerned about encouraging a brain drain from developing countries. They have urged the government to closely monitor the effect the new policy has on such countries.
The lower house of parliament is expected to approve the new policy in the coming week. If the proposal passes through the upper house, it will take effect in 2011.

Viimevuonna parlamentti hyväksyi lain jonka teki laittomasta siirtolaisuudesta rikoksen josta voi seurata vankilaa, sakkoja ja karkoitus. Lisäksi laki hyväksyi rikollisuutta vastaan toimivat "kansalaispartiot", kolminkertaisti laittomien maahanmuuttajien mahdollistavat säilytys ajat kuuteen kuukauteen ja jokainen joka majoittaa laittomia maahanmuuttajia voi saada vankeutta aina kolmeen vuoteen asti.

Rome, 23 April (AKI) - A controversial proposal by Italy's anti-immigrant Northern League to force migrants to pass an Italian test before they can open a store has provoked fierce opposition. The opposition Democratic Party and a Catholic migrant welfare group condemned the move on Friday.
The measure is one of several proposed by the Northern League in its hardline stance against illegal immigrants and step up integration.
It is contained in amendments to a decree on business and consumer incentives proposed by Northern League MP Silvana Comaroli, to the lower house of parliament's business and finance committee.
Monsignor Giancarlo Perego, director-general of Migrantes, a Catholic welfare group, criticised the proposal on Friday saying it was destined to fail.
"If this is a proposal connected to the government's planned integration measures, it makes no sense," Perego said. "It's important to understand the meaning of the proposal."
"If it interferes with regional and national measures already in place, it is clear it is senseless and destined to fail."
Perego's criticism was echoed by opposition Democratic Party senator Roberto Di Giovan Paolo, secretary of the parliament's European affairs committee.
"The League wants an Italian exam for foreigners who want to open a shop?" he said. "An Italian course with an exam would be really useful for many League members."
Last year the Italian parliament a controversial security law making illegal immigration a criminal offence punishable with jail, fines of up to 10,000 euros and deportation.
The law also provided for citizen crime patrols and tripled the amount of time illegal immigrants could be detained in holding centres from two to six months.
Anyone renting housing to an illegal immigrant faces up to three years in prison under the security law.

Miksi vasemmistolaiset puolueet haluaisivat vastustaa integraatioon johtavia toimintatapoja?
Nyt hämmentää ja paljon. Miksi joku kansalaisten puolue vastustaisi kansalaisten etua? Tässä tapauksessa ei edes kyse ole mistään hirveistä rasistisista poikkeuslaeista esim rajalle.
Miten vasemmistolainen puolue voi sanoa tuollaista ääneen ilman että puolue tuhotaan noille sijoilleen?
Itse asiassa mikä heidän ajatuksensa tuossa takana edes itselleen voisi olla? Täällä meillä on puhuttu siitä että vasemmisto haluaa maailman (ja Suomen ja Italian) kaikelle maailman kansalle. Mutta en usko tätä väitettä, enkä ole sitä mielestäni nähnyt muuta kuin jossain kuumehoureisissa 'lentäväthän linnutkin' kommenteissa.
Jos puolue olisi edes joku kansainvälisen ihmisyyden kerho, niin siltä tuollaista ideologiaa voisi kuvitella näkevänsä. Kansainväliseen työväen puolueeseenkin kuului se idea että kaikki nämä työläiset edustaisivat samaa ideologiaa joka puhaltaa yhteen hiileen. Tuollainen vapaa maahanmuutto ei sitä edusta edes etäisesti.
Kuulenkohan tässä jonkinlaista vasemmiston perustusten murtumista? Ei sillä etteivätkö nuo olisi koko Euroopassa olleet menossa alapsäin jo vuosikymmenen, mutta tämä on jo absurdia.
Toivottavasti meilläkin Vasemmistoliitto ja SDP ja Vihreät aukaisevat suunsa ja puolustuvat kansainvälistä liikkuvuutta. Paavo, ole hyvä!
