France's top administrative court has ruled that border controls on migrants at the Italian frontier were legal and did not violate the Schengen agreement that created Europe's passport-free zone.

The court dismissed a complaint by three organisations in support of scores of migrants stranded at the border between France and Italy since mid-June.

The migrants -- most of them Africans -- have become a source of tension between France and Italy and their plight has illustrated the immigration crisis facing Europe as it struggles to agree on how to divvy up its responsibility for those flocking to its shores.

"The suppression of systematic interior border controls in the Schengen area does not prevent French authorities from carrying out identity controls," the State Council said in a statement.

The administrative court added that such controls did not "exceed the legal framework, be it by their magnitude, frequency or implementation.

"These controls are thus not equivalent to the implementation of a permanent and systematic control at the French-Italian border," read the statement.

Between 150 and 200 migrants are camped out on seaside rocks and under a railway bridge near the Italian border post of Ventimiglia, where French police have been stopping migrants from crossing into France.

French President Francois Hollande said earlier this month that the border had not been closed, but strict controls were being carried out on immigrants hoping to pass into Europe via France after washing up on Italy's shores on rickety boats from Libya.

"We are applying the rules," he said in reference to the Dublin agreement which obliges migrants to apply for asylum in the European country in which they first set foot.

Many migrants hope to avoid doing so as they do not want to stay in recession-hit Italy but hope to reach countries further north with better job prospects.

Italy has struggled to accomodate some 60,000 migrants which have arrived on its shores this year.

Eli henkilöllisyyden tarkastaminen on salittua rajoilla kun se tehdään pistokokeilla ja jos ei ole matkustusasiakirjoja tai ne eivät ole hyväksyttäviä eli on selvää että yritetään kiertää Dublin-sopimusta ja pyrkiä turvapaikanhakijaksi johonkin muuhun maahan niin sen voi estää ja palauttaa turvapaikanhakijan siihen maahan mistä pyrki Ranskaan.

Eli siis Suomi voisi aivan hyvin aloittaa Rajavartilaitoksen ja poliisin toimesta pistotarkastukset laivaterminaaleissa ja ruotsin vastaisella rajalla ja toimia kuten Ranska eli ohjata tulijat takaisin ruotsiin ja käskeä hakemaan turvapaikkaa ruotsista koska suomen tietoon tuli, kun suomeen pyrkivä jäi kiinni pistotarkastuksessa että aikaisemmin on oltu ruotsissa joka on turvallinen maa.

Se että laivaterminaaleissa ja ruotsin vastaisella rajalla ei jo ole pistotarkastuksia kertoo että joko Juha Sipilä ja Petteri Orpo ovat työtään osaamatttomia hölmöläisiä tai sitten Juha Sipilä ja Petteri Orpo haalimalla haalivat turvapaikanhakijoita suomeen 1500 kappaletta kuukaudessa

Kysymys on siis siitä että Ranska tekee pistokokeita italian vastaisella rajallaan ja rajan läheisyydessä ja palauttaa havaitut Dublin-sopimusta rikkovat ranskaan tai muualle eurooppaan italiasta pyrkivät turvapaikanhakijat takaisin Italian puolelle ja vaatii että he tekevät turvapaikkahakemuksensa Italiassa.

Italian toiminta on häpeällistä eli he tosiaan "kadottivat" Newsweekin mukaan yli 100 000 Välimeeren yylittäjää vuonna 2014 ja sama tahti jatkuu eli italia näennäisesti rekisteröi tulijat mutta EI ota sormenjälkiä EIKÄ ota turvapaikkahakemusta vaan antaa tulijoiden vaeltaa vapaasti muualle EU:hun.

France tells Italy to take in border migrants

France insisted on Monday that Italy take in dozens of migrants camped out on the Franco-Italian border, amid a growing clash between the two neighbours over Europe's immigration crisis.

"They shouldn't come back (to France) and they must be taken in by Italy," French Interior Minister Bernard Cazeneuve told rolling news channel BFMTV.

At Ventimiglia, an Italian border town on the Riviera, dozens of migrants refused entry by France have been camped out since last week, demanding to be allowed to cross the frontier.

"What's happening at Ventimiglia? We need to obey the rules of Schengen and Dublin," said Cazeneuve, referring to EU treaties governing borders and asylum-seekers.

"What are these rules? When migrants arrive in France and have been processed and registered in Italy, European law implies that they be sent back to Italy," said Cazeneuve.

The minister said that 50,000 migrants had arrived in Greece and a similar number in Italy.

Economic migrants that "want a better life in Europe" cannot be admitted, he said. "We can't welcome them in. They must be taken back to the border. To Africa," he said.

"Then there are those who have refugee status, who have experienced abuse and persecution. They are coming to Europe because they want to carry on living. It's that simple," said Cazeneuve.

"For these people, we have to examine their asylum request. But five EU countries are taking in 80 percent of asylum-seekers. This isn't possible. We need to share the asylum requests," he said.

The French minister's comments came amid growing anger in Italy over moves by its neighbours to stem the northward flow of asylum-seekers.

Earlier on Monday, Cazeneuve's counterpart, Italian Interior Minister Angelino Alfano, said that the images of dozens of migrants stuck at Italy's border with France represented a "punch in the face for Europe."

Increased checks at border points and on cross-border buses and trains have resulted in a spike in the numbers of people being sent back to Italy in the last two weeks.

Koska Ranska on sulkenut rajansa Italiasta tulevilta turvapaikanhakijoilta niin pyrkivät nykyään myös Sveitsin kautta pohjoisempaan (Sveitsikin on nykyään osa Schengen sopimusta) joten Sveitsin rajavartiolaitos tekee pistotarkastuksia ja palauttaa niiissä kiinni jääneet takaisin Italiaan.

The head of the cantonal government of Ticino is warning that the border with Italy will have to be closed to refugees to stem the tide of asylum seekers entering Switzerland.

"If the influx of refugees from Italy continues, we will have to temporarily close the border," Norman Gobbi, the Ticino government's president told NZZ am Sonntag.

"It's the only way for Switzerland to put pressure on other countries that do not respect their obligations," Gobbi said.

He said the number of asylum seekers and illegal immigrants crossing the border from Italy had doubled from a year ago

Gobbi complaind that Swiss authorities "were doing work for Italy and the European Union, notably with the identification of migrants."

He said that when its comes to asylum seekers, Ticino has become the "southern border of Germany".

Gobbi suggested the pressure had only risen since France decided to close its border to refugees travelling from Italy.

But he was particularly critical of Italy for not honouring the Dublin Regulation, which requires that the first country in the EU where an asylum seeker arrives is responsible for dealing with his or her claim.

Since the beginning of the year more than 50,000 refugees have arrived in Italy after crossing the Mediterranean in boats.

From January to May 2015, Swiss border guards in Ticino have apprehended 3,150 people for unlawful stay in Switzerland, a spokesman for the border guards told NZZ am Sonntag.

Most of them came from the African countries of Eritrea, Somalia, Gambia, Nigeria and Senegal, as well as Kosovo.

The State Secretariat for Migration informed cantonal governments that the number of asylum seekers will continue to rise this year, NZZ am Sonntag said, citing a confidential document.

Over the summer, the level of monthly requests is expected to surpass 3,000.

"For this reason it cannot be excluded that in 2015 more than 30,000 people will apply for asylum," the document reportedly says.

That's the highest level since 1999.

The overwhelming majority — 95 percent — of migrants arrive in Switzerland by train, according to Swiss border guards.

Many are deported to Italy, but "repatriation is a problem because Italian authorities are not prepared for it", Gobbi said.

Eli siis Schengeniin kuuluva Sveitsikin tekee pistotarkastuksia rajoillaan ja palauttaa niissä kiinni jääneet Italiaan.

Eli se että Suomen rajavartilaitos ja Turun poliisi ja Helsingin Poliisi ja Lapin poliisi eivät tee pistotarkastuksia laivaterminaaleissa ja ruotsin vastaisella rajalla ja palauta ruotsin kautta suomeen turvapaikanhakijaksi pyrkiviä heti takaisin ruotsiin Dublin-sopimuksen mukaisesti ja vaadi heitä hakemaan turvapaikkaa ruotsista on laiskuutta, hälläväli-meininkiä ja TIETOISTA töidensä tekemättä jättämistä niin rajavartiolaitokselta kuin poliisiltakin.

Erityisesti Rajavartiolaitoksen johto ja Poliisin johto suoraan sanottuna pilkkaavat kaikkia suomalaisia jättämällä työnsä tekemättä.

Ongelma on hölmöläinen sisäministeri Petteri Orpo MUTTA Rajavartiolaitos ja poliisi eivät voi juosta Orvon osaamattoman ja kyvyttömän selän taakse piiloon vaan niiden pitää ruveta tekemään työnsä vaikka sisäministerinä onkin passiivinen ja sisäministerin työn tekemiseen täysin kyvytön henkilö.
