Police are responding to a hostage situation after an explosion at a South-east Melbourne apartment block.

Emergency services were called to the scene on Bay Street on Monday afternoon, with several roads now closed.

Residents have reported a heavy police presence in the area, including helicopters, with unconfirmed reports of gunshots being heard.

Melbournessa Autraliassa kaksi ihmistä on kuollut ja kolmea poliisia on ammuttu panttivankitilanteessa. Tekijä ilmoitti olevansa Isisin jäsen.

Melbourne hostage shootout: Two dead and three police officers shot after ISIS gunman calls TV news station

Two people have died and three police officers have been shot after a gunman with a hostage called a TV news station in Melbourne claiming to be a member of ISIS.

Video shot by a bystander captured the moment a 'hail' of gunfire erupted after police tried to negotiate with a man who was reported to have taken a woman hostage.

The incident began around 4pm local time in Australia (7am UK time) when police and fire crew rushed to reports of an explosion at a building in Bay Street.

Police said that when authorities arrived they found a man's body in the foyer of the building.

Early reports of what exactly has happened are confused but 9News reports police as saying that the woman taken hostage inside an apartment is safe.

Footage from near the scene - shot after dark at around 7pm by someone sat in the driver's seat of a stationary vehicle - suggests that multiple rounds were fired.

A male voice can be heard saying: "Oh my God, gunshots! Holy s***!"

Shoppers in a nearby supermarket were urged to take cover as the shots rang out, according to another report.

It is not clear whether the gunman has been arrested or died in the shootout - 9News reports a man has been shot and killed, believed to be the man found in the foyer.

As the situation unfolded, the 9News reporter earlier said: "There is a man holed up in a Bay Street apartment who seems to be holding another woman against her will."

They said police had flooded the area to reports of explosions or "loud bangs" - but police were negotiating trying to bring the situation to a peaceful end, but the situation was "very volatile".

A witness told the Australian Broadcasting Corporation: "I saw a couple of policemen hiding behind letter-boxes and one also sort of bobbing behind one of their police cars.

"It didn't look too good and all the streets are closed off around the area."

Roads remain closed in the immediate vicinity and police are urging the publish to avoid the area.

Brighton hostage drama: police investigate terror link to deadly siege

POLICE are investigating possible terror links to a siege in which police gunned down one man and found another dead in Melbourne's southeast.

Police shot dead a gunman, a second man was found dead in the foyer of an apartment building in Brighton and three cops sustained gunshot wounds in the bloody hostage drama.

The Herald Sun can confirm the gunmen is known to counter-terrorism police.

A male caller to the Channel 7 newsroom in Melbourne said: "This is for IS" and "this is for Al-Qaeda." The station said a woman could be heard screaming in the background.

A Victoria Police statement confirmed police are investigating whether the incident is terrorism related.

The reason behind the incident remains unclear. The hostage-taker, who held a woman for hours at Buckingham Serviced Apartments in Brighton, was shot dead by police at 6pm.

The siege has now ended but a major police presence, including specialist tactical officers, remains at the scene, which is about 11km southeast of Melbourne CBD.

Neighbours reported hearing more than 20 gunshots in the area and police ordered everyone in the area to head to Coles supermarket.

The first police on the scene arrived to find a body in the foyer of the Bay St apartment block.

Victorian Supreme Court Justice Betty King yesterday said the men should hang their heads in shame as she jailed them for 18 years.

Wissam Mahmoud Fattal, 35, Saney Edow Aweys, 28, and Nayef El Sayed, 27, planned to shoot as many soldiers as possible at Holsworthy.

The men were ordered to serve a non-parole period of 13-and-a-half years.

Two other Melbourne men - Yacqub Khayre, 23, of Meadow Heights, and Abdirahman Mohamud Ahmed, 26, of Preston - were cleared by a jury over their roles in the terror plot.

Australiassa poliisi tutkii kahden ihmisen kuolemaan johtanutta ampumis- ja panttivankitilannetta terroritekona, uutisoi muun muassa ABC News tiistaina. Tilanne tapahtui Melbournessa Victorian osavaltiossa sijaitsevassa asuinrakennuksessa maanantaina.

Surmansa saivat rakennuksessa työskennellyt mies sekä epäilty hyökkääjä, joka oli poliisille entuudestaan tuttu. Poliisi on kertonut ampuneensa aseistetun miehen sen jälkeen, kun tämä oli tullut ulos rakennuksesta ja ampunut poliiseja. Kolme poliisi haavoittui ampumisessa, mutta heidän vammansa eivät ole hengenvaarallisia.

Panttivankina ollut nainen pelastettiin. ABC Newsin mukaan poliisi on vahvistanut, että nainen työskenteli seuralaispalvelussa ja että poliisin ampuma mies oli soittanut naisen paikalle.

Surmansa saanut rakennuksessa työskennellyt mies oli puolestaan todennäköisesti väärässä paikassa väärään aikaan, poliisi on sanonut.

Panttivankitilanne sai alkunsa sen jälkeen, kun viranomaiset saapuivat asuinrakennukselle, josta oli raportoitu kuuluneen räjähdys. Viranomaiset saapuivat paikalle paikallista aikaa neljältä iltapäivällä. Asemies ammuttiin vähän ennen kuutta.

Poliisin surmaamalla Yacqub Khayrella oli pitkä rikosrekisteri. Häntä on myös aiemmin syytetty terrori-iskun suunnittelusta, mutta syytteistä luovuttiin.

Terrori-iskun suunnitteluun todettiin tuolloin syylliseksi kolme muuta ihmistä. He olivat suunnitelleet vuonna 2009 iskua armeijan tiloihin Sydneyssä. Iskua suunniteltiin kostona Australian toimille Lähi-idässä.

Poliisin edustajan mukaan maanantaista tapausta tutkitaan terroritekona Khayren äärijärjestö Isisiin ja al-Qaidaan liittyvien kommenttien takia.

Khayre vapautettiin ehdonalaiseen vankeuteen marraskuussa.

Australian pääministeri Malcolm Turnbull totesi haastattelussa panttivankitilanteen ratkettua, ettei Khayrea olisi pitänyt päästää ehdonalaiseen.
