Bavaria opens 'Anker' migrant transit center

The southern German state of Bavaria has opened the first controversial center to process migrants arriving through the Austrian border. The facilities are part of a plan to reduce the number of asylum seekers.

The centers are part of the "migration master plan" of Interior Minister Horst Seehofer. The concept behind the centers is that asylum seekers will be kept there until their right to stay is determined.

Bavaria will set up a total of seven "Anker" centers, each holding between 1,000 and 1,500 refugees. The name derives from the German words Ankunft, Entscheidung, Rückführung (arrival, decision, return). The aim is to create a sort "one-stop" center with all the relevant government agencies required to complete the entire asylum process represented on site.

Church groups, refugee advocates and opposition parties have all voiced their concern, describing the centers as deportation camps and warning of the ghettoization of migrant communities. The NGO Save the Children said the centers were "no place for children," as they facilitated "tension and aggression."

The centers are the result of a last-minute political deal between Chancellor Angela Merkel and Interior Minister Horst Seehofer. His initial plan to turn migrants away at the border created a political crisis that could have toppled the coalition government of Merkel's Christian Democrats, their Bavarian sister party the CSU and the Social Democrats.

The decision to create the centers was taken at federal government level, but responsibility lies with Germany's individual states. Bavaria — where Seehofer's conservative CSU faces a crucial state election in October — has taken the initiative. But others have delayed the establishment of the migrant transfer centers or refused to take part in the policy.

Ainakin englanninkielisessä jutussa on käytetty sanaa center eikä camp.

Allergiaa voi silti olla, mutta kun monikulttuuri vaivaa ja järki vaatii.

Halla-aho taisi ehdottaa juuri tällaisia leirejä (parakkikylät rajalla) Suomeen jo pari vuotta sitten, mutta silloin ne olivat kuulemma ihmisoikeuksien ja kansainvälisten sopimuksien vastaisia.

Saksa­n sisäministeri Seehofer vaatii muitakin osavaltioita kuin Baijeria perustamaan suljettuja "ankkurikeskuksia" turvapaikanhakijoille ja haluaa Merkelin panostavan tähän. Lisäksi hän sanoo, että Merkel­in tulisi hoitaa palautussopimuksia kuntoon läpsyttelijöiden lähtömaiden kanssa.

CSU leader and Federal Interior Minister Horst Seehofer has urged CDU leader Angela Merkel to be more involved in migration policy.

Seehofer appealed to the Chancellor and the SPD leader Andrea Nahles to enforce them with the prime ministers of their parties. "The coalition agreement is valid," said Seehofer in the summer interview of the ARD on Sunday.

The CSU-governed Bavaria has already set up the appropriate reception centers. Now, the party leaders of the two other coalition partners "must ensure that what they have agreed as a coalition partner with the CSU, is enforced in the other federal states."

Seehofer wants to take Merkel into the obligation

On the question of the moderator, whether SPD leader Nahles now has to make representations to their heads of government, Seehofer replied: "Yes, among other things. We still have party leader Angela Merkel. "

Seehofer also affirmed the question of whether he expected more support from the Federal Chancellor in this matter. Apart from Bavaria, only Saxony and Saarland, both led by CDU / SPD coalitions, have shown willingness to set up anchor centers.

Germany considers tough response to Spain migration 'surge'

German authorities are considering stronger controls along the French and Swiss borders, Helmut Teichmann, junior minister for migration at the Interior Ministry, told the Bild am Sonntag newspaper.

Teichmann said authorities are alarmed by the increased number of migrants arriving to Spain after Rome prevented boats carrying migrants to dock at Italian ports. Italy had become the main entry point to the EU for irregular migrants after the so-called Balkan route was closed in 2016.

"We fear that many migrants could make their way to France, the Benelux countries and Germany," Teichmann said. He added that German authorities are ready to provide assistance to Spain to better handle a new wave of migration.

Spain has witnessed nearly 21,000 migrants arrive to its shores across the Mediterranean between January and July, according to the International Organization for Migration (IOM). On Saturday, the Spanish coast guard rescued 395 people from nine boats.

"As remarkable as Spain's rise in irregular migration activity has been through 2018, even more important is its recent surge," the IOM stated last week.

"Over the year's first five months, a total of 8,150 men, women and children were rescued in Spanish waters after leaving Africa — an average of 54 per day," the IOM reported. "In the 55 days since May 31, a total of 12,842 have arrived — or just over 230 migrants per day."

The increase coincides with warmer weather on the Mediterranean and the Italian government's new policy targeting irregular migration.

In 2015, Germany allowed nearly 900,000 migrants to enter the country under Chancellor Angela Merkel's open-door policy. Many of them were fleeing war and extreme poverty in the Middle East, Asia and Africa.

But Berlin is hoping to avoid a repeat. Over the past month, the Interior Ministry has established transfer centers at the Austrian border and "Anker" centers to hold and process asylum-seekers.
