Professional beggars are to be banned from Vienna's streets, says Social Democratic (SPÖ) whip Siegi Lindenmayr.

Speaking yesterday (Weds), Lindenmayr said the provincial parliament would pass an amendment to the provincial security law at its 26 March session that would ban such beggars with a view to cracking down on criminal gangs that had been using them.

The fine for violation of the new law would be 700 Euros or a week in jail, she added.

"There are people who for personal or other reasons do not want to apply for social assistance and instead beg to satisfy their personal needs," she said, adding that such people would be allowed to continue to beg as long as they were not aggressive.

Begging has been punishable for some time in Vienna when it has been done in a brash or aggressive manner or when minors have been involved.

People's Party (ÖVP) city security spokesman Wolfgang Ulm welcomed the news, claiming that the SPÖ had finally agreed to his party's demands.

Freedom Party (FPÖ) official Johann Gudenus called it "the first correct step in the direction of public safety."

Kerjääminen aijotaan kieltää Itävallan pääkaupungissa Wienissä. Tarkoituksena on lopettaa kerjäläisiä käyttävien rikollisjärjestöjen toiminta.

Lain rikkomisesta tulisi 700 euron sakot tai viikko vankilaa.

Hyvä olisi jos Helsingissäkin krimanalisoitaisiin ammattikerjääminen. En usko erään Balkanilta tulevan kansanryhmän lopettavan sitä ennenkuin toimeenpannut rangaistukset tekevät siitä kannattamattoman.

Hollanti Utrecht: Rajoituksia katusoittoon.

Valitusten määrä katusoittajista on kasvanut, soittotaidottomien muusikoiden (jotka silti kerjäävät rahaa) määrä on lisääntynyt. Jatkossa kaupunki myöntää vain 10 kappaletta kolmen kuudauden soitto lupia, muut saavatkin sitten laittaa instrumenttinsa hyllylle.

Utrecht city council is clamping down on street musicians following a growing number of complaints from locals, news agency ANP reports on Monday.

The council is to give 10 street musicians a three-month licence to perform in public. The rest will have to hang up their instruments, ANP says.

'We are getting more and more complaints about musicians who hardly play but still ask for money,' a city council spokesman said. 'It is more like organised begging.'

Van Aartsen already wanted to introduce a begging ban last year, but received no political support for this. Meanwhile, the PvdA is also no longer holding out against the ban and centre-left D66 is milder on the subject.

PvdA council member Marieke Boller says the ban will not apply throughout the inner city. “But only to places where the nuisance is greatest. It is also not something permanent, because it will be lifted again when the nuisance has been reduced.”

Companies in the inner city have been complaining about beggars for some time. This is about a group of about fifty people, mainly from Romania, Poland or Bulgaria, who engage in organised begging.
