We have long had such a task force. That would mean that on the night even more asylum seekers would stay in public spaces, especially now in the summer. That would bring us more, not less crime. I do not want any massarrests due to the vandalization of shop windows.

In Aargau the discussion focuses on accelerating and increasing criminal penalties. Also talks about this in the Zurich government?
We have discussed this . But the basic problem it does not resolve. Even though the penalties are twice as high: An Algerian asylum seeker who arrives in Switzerland, knows full well that he can not be repatriated because Algeria does not accept return asylum seekers from Switzerland. He has nothing to lose. That is where I do not understand the federal government: They could put far more pressure, and use this  as a lever with Algeria during the route in negotiating free trade agreements and say: We conclude with you a contract, we'll offer apprenticeships in Switzerland, but you take your asylum seekers back.

Since last week, the Canton of Zurich has applied known limitations: An applicant who, for example, is known as a notorious pickpocket may not leave his residence. Why these "curfews" only now?
The containment is a much sharper  measure than the means exclusion. Today we have a handful of asylum seekers who may not leave their communities. The restriction requires that someone threatens public order, the law specifically mentions drug trafficking. With the North African asylum seekers,it is mostly about thefts and burglaries. We assume that the courts a 'change of hearts' has taken place - the judges are now more willing to accept even such acts as the basis for a limitation. Therefore we can tighten this practice.

It is incomprehensible that the asylum authorities know nothing of criminal procedure, which run against asylum seekers.
We can only clarify this by opinion: The exchange of these data is banned today.

That can be changed. The question is: Are you fore (or against) this?
It would of course help if the asylum caregivers would know about this criminality and know who the criminal is. I would welcome. However, I can not imagine  the asylum supervisors themselves as a kind of auxiliary police, as is now required in part. A proportion of asylum seekers is unruly - as I said, these people have nothing to lose. It is the job of the police to enforce the criminal law.

With the federal government you are in dispute over contributions for deportation flights. Why do you want more money?
Our Canton provides these flights with a service for the whole of Switzerland: We organize 85 percent of all flights, to return the asylum seekers to their homeland. For that we get from the federal government 250 francs per flown out asylum seekers. But it does cost us a good 400 francs for normal flights and 1,700 francs for special flights with additional security personnel. The support on the ground is not even counted into that: Around twenty people do nothing more than to take care of the more than 6000 flights per year. This is not a pleasant job. We want to see full compensation for these flights.

You praise the Zurich asylum system and say the cooperation with the communities is outstanding. The citizens do not agree. Each new container settlement caused an outcry at the affected site.
The collaboration with the municipalities is going very well indeed. But the anger of the people because of criminal asylum seekers is understandable - it is absolutely unacceptable for someone to abuse our hospitality that we give him in Switzerland. Such persons  also reflects poorly on the majority of asylum seekers who behave correctly.

The Zurich SVP proposes to accommodate asylum seekers not in the communities but in a major few centers.
This exactly would grow crime. When talking about 1000 young men anywhere on the green grass in a masscenter, different groups would form and there would be conflict. These would be very difficult to control. Also, I know of no municipality in the canton of Zurich, which would tolerate such a center. For me it is totally unthinkable for a municipality to impose such a camp.

Viranomaisiin tyytymättömät sveitsiläiset ovat myöskin tehneet asialle jotain itse.

Dangerous vigilante justice

This is not the only kind of a vigilante group in Switzerland: According to the 'Zürcher Oberländer' [paper], in the Zurich Oberland a patrol service intervenes against burglars. In Geneva, inhabitants chased tricky conmen, of which violent conflicts resulted. That is why Beat Flach, jurist and national GLP [Green-Liberal Party] MoP warns of vigilante justice: 'Simply 'demonstrating presence' is at the legal borderline, the danger for escalation is great.'

They come from Tunisia, Algeria and Morocco. For others - violators, drug dealers and thieves - no asylum procedure is to be performed. In the event that it has already been opened, the person is to be turned away quickly and imposed with a ban of entry into Switzerland. This can make the left-do-gooders scream, but is necessary.

For the 2500 asylum seekers from Tunisia a simple, rapid and graded method is to lead in the way that allows an asylum decision within 48 hours, similar to that of the federal government in terms approved for asylum seekers from the Balkans. Coming out of these safe states people have no reason to seek asylum because they are not under threat in their country.

As in the criminal system, the great difficulty in the asylum system also lies in the identification of persons. I regret that the idea of ??Jura police commander Olivier Gueniat was so easily swept aside by the board of the Conference of Cantonal Justice and Police Directors. A DNA analysis and fingerprints of all asylum seekers would facilitate their identification in the process and be of great help in the fight against crime.

The CVP  is  since several years commited to everyday safety, to an additional 3,000 police officers and the strengthening of the Border Guard. It is our duty to raise their numbers, but also to provide the security forces with the necessary resources to enable them to do their jobs. In this regard, the costs of implementing the idea of ??Gueniat compared to the direct and indirect costs of the asylum system, or in comparison to the advantages offered by this would be modest. Those individuals who behave properly are not concerned, for everyone else, the charter flights stand ready.
