BUDAPEST, Hungary (Reuters) - Hungary has gone from being a safe haven for thousands of refugees during regional conflicts to a country that imprisons many asylum seekers instead, a United Nations agency said on Tuesday.

"It's a very sad thing that refugees who flee for very good reasons, and may have seen prison bars from inside before, the first thing that happens to them when they cross the European Union's border in Hungary, they end up in detention and see prison bars from inside again," Gottfried Koefner, regional director for the UNHCR, told Reuters.

He spoke on the day the U.N. High Commissioner for Refugees (UNHCR) released a country report saying that Hungary has imprisoned thousands of refugees, who share detention facilities with genuine cross-border criminals.

Since late 2010, it has been legal to detain asylum seekers for up to 12 months, and even families for up to 30 days. Many migrants spend years in lower security centres while their asylum cases are pending. Few get asylum in the end, and fewer still remain in Hungary thereafter.

"It's like Hungary wants to send the message to would-be migrants, we don't want you here," said Marta Pardavi, co-chair of the Hungarian Helsinki Committee, which has represented migrants and contributed to the UNHCR report.

Many of the migrants who arrive here want to reach Western Europe – but under the law, asylum seekers' claims must be processed in the country where they first make contact with authorities, Koefner said.

"Asylum seekers are, for instance, routinely returned to Serbia, which Hungary wrongly regards as a safe third country for refugees. No other EU country considers Serbia safe," Koefner said.

In 2011, Hungary rejected the claims of some 450 asylum seekers – more than a quarter of the total – and deported most of them to Serbia, according to UNHCR data.

Käytännössä Serbiaa pidetään suhteellisen turvallisena maana. Unkari on tuon mukaan yllättävän liberaali serbien suhteen, sillä esimerkiksi Suomi ei antanut viime vuonna 83 hakijasta yhdellekään serbille oleskelulupaa turvapaikan, toissijaisen suojelun tai humanitaarisen suojelun kategoriassa, mutta kylläkin kaksi oleskelulupaa "muilla perusteilla". Ruotsiin sai jäädä noin kaksi prosenttia tulijoista.

These measures are taking place against a backdrop of dramatically decreasing asylum claims in Hungary, a situation which might otherwise provide an opportunity for improved protection standards. In 2011, some 1,700 claims were made – 20 per cent fewer than in 2010, which were in turn 50 per cent lower than the previous year and included repeat applications by those returned under Dublin procedures.

The Hungarian press mostly covers the issue from the perspective of policing foreigners, portraying migrants and refugees as criminals and a threat to national security. On the other hand, there is a lack of reports showing personal stories, the "human side" of migration, success stories and the difficulties refugees face with integration.

Rutinuivaa sakkia
Political measures and practices to counter xenophobia are still in an embryonic state in Hungary. According to a public opinion poll carried out by the TARKI110 polling agency from April to June 2011, 32 per cent of the adult population is "openly xenophobic" and would not allow any refugees in the country; 60% are "implicitly xenophobic" and would allow some refugees, but exclude others and only eight per cent of the population is "tolerant" (i.e., would accept all refugees).
