40 Somali Refugees Killed off the Hodeida Port, Yemen

At least 40 people including women and children were killed aboard a boat carrying Somali refugees in the Red Sea off war-torn Yemen, officials said on Friday.

The United Nations refugee agency UNHCR said 140 passengers were believed to have been aboard the vessel. The refugees were hit by light weapons fire in waters off rebel-held Hodeida, but the boat managed to dock in the city's port, an official there said. It was not immediately clear who was behind the attack.

Despite a war that has cost more than 7,000 lives since March 2015 and brought the country to the brink of famine, Yemen continues to attract people fleeing the horn of Africa. The UNHCR says that Yemen is hosting more than 255,000 Somali refugees.

Several refugee camps in southern Yemen host Somali refugees, although not in the Hodeida area. The UNHCR said that as conditions worsen in Yemen, refugees are starting to use areas further to the north as a transit route. It called on all sides in Yemen's war to protect civilians.

The International Organization for Migration, which has operations in Yemen, said 42 bodies had been recovered.

The port official said dozens of Somalis who survived the attack, as well as three Yemeni traffickers, had been taken to the city's prison. More than 30 wounded were reported to have been taken to hospital.

The attack drew condemnation from UN agencies and the International Committee for the Red Cross, with the ICRC also demanding an immediate investigation.

"UNHCR is appalled by this tragic incident, the latest in which civilians continue to disproportionately bear the brunt of conflict in Yemen," it said.

Seven fishermen were also killed off Hodeida by gunfire from an unidentified source, while a further seven were killed in a car near Mokha, hospital workers said.

The UN's humanitarian chief Stephen O'Brien has called Yemen "the largest humanitarian crisis in the world", with two-thirds of the population in need of aid.

On Friday, an anti-government missiles launched by Houthis attack killed at least 26 members of the pro-government forces in a camp east of the capital Sanaa, officials at a hospital in Marib town said.

3,000 migrants rescued off Libya: Italy coastguard

Around 3,000 migrants were rescued off the coast of Libya on Sunday as they tried to cross the Mediterranean to Europe, the Italian coastguard told AFP.

"After some calm days, migrants are arriving in large numbers, taking advantage of a window of favourable weather," said a coastguard official.

The rescue was undertaken in 22 separate operations coordinated by the Italian coastguard.

One participant was the Aquarius, a humanitarian ship run by the NGO SOS Mediterranean and Doctors Without Borders (MSF), which said it saved 946 people, including 200 unaccompanied minors.

An MSF video showed three young children smiling and dancing on the ship to the sound of drumming.

The migrants rescued by the Aquarius had been found drifting on nine wooden and rubber boats.

According to the Italian government, 16,206 people have been rescued in the sea by Friday -- compared to 11,911 by the same time last year.

Migrant Crisis Summit: Libya Demands €800 Million to Stop Smuggler Boats

European and North African countries met in Rome Monday to discuss the migrant crisis, which saw more than 150,000 migrants land on Italian shores in 2016 and thousands killed in dangerous conditions on the Mediterranian Sea.

The European Union already backs Libya's government with €200 million worth of support to tackle people smugglers – who provide the unseaworthy craft which carry thousands of migrants north into the waiting arms of European coastguards and volunteer 'rescue' missions – but now the country is requesting more.

Libya's fragile, UN-backed "unity government" has now asked for an additional €800 million worth of equipment for their patrol efforts including ships, helicopters, off-road vehicles, and radar. The Italian government is already providing Libya with ten patrol craft, to be delivered before the summer.

The Libya Herald reports Libyan Prime Minister Fayez al-Sarraj flew to Rome with a "shopping list" of demands, including the call for more money and equipment, in the wake of some 20,000 having made the crossing this year alone. An estimated 3,000 migrants were rescued in the Mediterranean in just the past weekend.

The new agreement struck Monday with Italy and other European nations agreeing to help Libya patrol her coast and keep the smuggler boats from setting off was short on actual detail or a plan to improve the situation, but instead showed a will, said the Italian interior minister. Democratic party minister Marco Minniti said of the meeting:

"Naturally we haven't resolved the problem because it's clear no one has the definitive solution to the problem in their pockets.

"But we have common will. And this common will has a common objective: to not chase or suffer illegal migration but govern it."

Austrian interior minister Wolfgang Sobotka praised the movement with Libya, telling press: "We have to do everything we can to stop the illegal migration across the Mediterranean", reports Kronen Zeitung.

The spending of British and European money in Libya has come under considerable criticism this year, as the poor conditions of migrant camps set up in the country courted criticism. Future spending may see camps established in other North African nations.

While a not insignificant amount of money, the €800 million now discussed will be dwarfed by coming European contributions if a new "African Marshall Plan", an aid package designed to boost African nations, is put into place. President of the European Parliament Antonio Tajani said if the bloc doesn't start pumping cash into the continent immediately, "20 million Africans are going to come to Europe in the coming years".

What you need to know about the refugee crisis in the Mediterranean Sea

Over the weekend, the Italian coastguard rescued around 3,000 migrants off the coast of Libya. Here's a summary of the latest data on refugees and how the crisis is shaping up in the Mediterranean.

How many refugees have arrived in Italy until now this year?

According to the Italian government, 16,206 people have been rescued from the sea until March 18 of this year. Last year, this number was 11,911. According to the Italian coast guard, good weather is the reason for a rise in the numbers.

The International Organization for Migration (IOM) says that altogether, 19,722 migrants have entered Europe by sea in 2017 until now. Eighty percent of the arrivals landed in Italy, with the rest coming to Spain and Greece. Last year by this time, around 154,416 migrants had arrived in Europe through the Mediterranean route, the IOM said.

Where are they from?

According to Flavio Di Giacomo, a spokesperson for the IOM, the composition of migrants arriving in Italy has changed a lot in recent months. In 2015, Syrians made up for the largest contingent of refugees arriving in Italy. They were followed by Eritreans and people from the Horn of Africa. Last year and in 2017, there has been an increase in the arrival of migrants from Western African countries. The number of Syrians and Eritreans has declined. At this moment, most refugees are coming from Guinea, Nigeria, Ivory Coast, Bangladesh, Gambia and Senegal, Di Giacomo told DW.

How do they come to Europe?

There are several routes used by migrants wanting to come to Europe. The Western Balkan route was closed in March 2016 only a few weeks before the EU signed a deal with Turkey, which agreed to stop migrants from crossing over to Greece.

According to Frontex, many criminal networks in Turkey help refugees cross the border. They are very efficiently organized and also tend to focus on specific nationalities like Syrians, Afghans, Pakistanis or Iranians. However, many migrants find the cost too high and therefore cross the sea themselves.

According to the UNHCR, the Central Mediterranean route from North Africa to Italy is now the primary entry point to Europe. This is a particularly dangerous journey. Last year, over 5,000 migrants died in the crossing.

What is the situation in Libya like for refugees?

Di Giacomo of the IOM says that refugees arriving in Italy through Libya usually flee because of conflicts, persecution, poverty and reasons related to climate change. However, most of these migrants don't want to come to Europe. They travel to Libya, which is still perceived as a country where they can find a job and send money home, but the situation in Libya is very dangerous.

Once they cross the borders, they become targets of abuse and human rights violations. They are kidnapped, detained illegally, tortured or raped and even killed. A majority of them don't want to come to Europe, but they see the sea crossing as the only way to save their lives.

What is the EU doing to stop migrant deaths?

The EU's border control agency, Frontex, is responsible for monitoring the waters and often rescues migrants who try to reach Europe in flimsy boats. Its operations, "Triton" in the Central Mediterranean and "Poseidon" in the Aegean Sea, help refugees in distress. The Italian Coast Guard and navies of several countries including Germany are involved in monitoring the waters.

The EU is meanwhile also trying to seal deals with North African countries, including Algeria, Tunisia and Libya, to stem the flow of refugees. Proposed measures, for example, by Libya's UN-backed unity government include a 800-million-euro grant from the EU for equipment to patrol its coast and territorial waters as well as to buy helicopters, radars and boats, according to Italy's Corriere della Sera newspaper.

Rights groups however have launched protests against Libya's detention centers for refugees, home to severe rights violations.

If all goes well - what happens to them once they land?

According to the IOM, refugees arriving by sea to Italy are sent to ports in Sicily or Calabria. There are medical checks which they have to undertake and they are given legal information. Vulnerable groups are identified and then transferred to one of the over 2,000 reception centers in Italy.

According to the European Commission, once the migrants are identified and registered, they are channelled into an asylum procedure. Those not in need of protection are sent back.

Refugees who are caught by the Libyan Coast Guard are taken back to Libya and held in detention centers there.

GENEVA (Reuters) - More than 6,000 migrants have been rescued on the central Mediterranean route from Libya to Italy in the last few days, as greater numbers take to the sea in warmer weather, the International Organization for Migration (IOM) said on Tuesday.

Some 500 migrants are believed to have drown so far this year, including 22 deaths just reported by the Libyan coast guard, as more than 20,000 people arrived in Europe, mainly to Italy, spokesman Joel Millman told a news briefing.

"We have yet to complete March, and we are already racing at a pace of arrivals that has exceeded anything we've seen before in the Mediterranean. This is typical of spring, getting very busy," he said. "But it's not typical to have the numbers be so high this early and the corresponding deaths that go with it."
