Yhdysvaltojen ulkoministeri John Kerry arvioi, että Britannian ero EU:sta ei ehkä toteudu.

Kerryn mukaan briteillä ei ole aikomustakaan kiirehtiä lähtöä unionista, sillä eroprosessi on erittäin monimutkainen. Britit eivät halua päätyä tilanteeseen, jossa maa ajautuu ulos unionista ilman suhteiden jatkoa koskevaa sopimusta.

Kerry kommentoi tilannetta vierailtuaan eilen Lontoossa tapaamassa eroavaa pääministeri David Cameronia.

- Cameron ei koe voivansa aloittaa neuvotteluja asiasta, johon hän ei itse usko ja josta hän ei tiedä, miten se pitäisi toteuttaa, Kerry sanoi.

Myöskään useimmat EU-eron kannattajat eivät näytä tietävän miten tilanteessa pitäisi edetä. Cameron on sanonut, ettei hän aio käynnistää artikla 50:n mukaista eroprosessia, vaan jättää sen seuraajansa tehtäväksi. Kun prosessi on aloitettu, on eroneuvotteluille kahden vuoden aikaraja.

Kerry sanoi, että brexitin perumiseen on useita eri keinoja.

The Brexit redistributes global geopolitics

While the international press is looking for ways to revive the European construction, always without Russia and now without the UK, Thierry Meyssan believes that nothing can prevent the collapse of the system. People seems to understand the consequences of the British decision to leave the EU. The commentators who interpret politicking and have long since lost the knowledge of international issues, have focused on the elements of an absurd campaign: on one side the opponents of immigration without control and the other " bogeymen "threatening the UK the worst torments.

Now the stakes of this decision have no connection with these themes. The gap between reality and the media-political discourse shows the disease suffered by Western elites: their incompetence.

Neuvoa-antava kansanäänestys on plebiskiitti. Referendum on sitova kansanäänestys.

Tietenkään mikään lainsäädäntövaltaa edustavan tahon teko ei käytännössä sido toimeenpanovaltaa edustavan tahon käsiä. Siinä mielessä se ei ole sitova. Suomessakaan ministerin ei ole mikään pakko noudattaa lakia. Laitonta lain noudattamatta jättäminen tietenkin on. Suomessa lakia noudattamatta jättänyt ministeri voidaan pahimmassa tapauksessa haastaa valtakunnanoikeuteen. Se on eduskunnan muodostama tuomioistuin. Olettaisin, että nykyään myös valtakunnanoikeuden päätöksistä voi valittaa Euroopan Ihmisoikeustuomioistuimeen, joka on kaikissa asioissa nykyään ylin tuomioistuin. Siten ministerin teon laittomuutta tulkittaisiin viime kädessä Eurostoliiton byrokraattien toimesta. Moni laiton toimi saattaisi niissä tulkinnoissa jäädä tuomitsematta.

Britanniakin on periaatteessa sitoutunut Euroopan Ihmisoikeustuomioistuimeen. Sielläkin siten -- juridisesti katsottuna -- ministerit saavat "laillisesti" jättää brexitin toimeenpanematta. Kuningatar voi tietenkin puuttua asiaan -- tai kansa --. Kuningattaren ja parlamentin -- ja siten Eurostoliiton -- valtasuhteesta britanniassa ei ole sopimuspaperia olemassa. Valtasuhde perustuu pelkästään käytäntöihin ja voimasuhteisiin. Kuningatar kannatti brexitiä. Kansa oli hänen puolellaan. Kuningatar on asevoimien komentaja. Hänellä on valtaa, oikeus ja kansan tuki. Brexitin hylkääminen johtaisi helposti parlamentarismin hylkäämiseen koko britanniassa. Se olisi vielä monta kertaluokkaa brexitiä suurempi tapahtuma.

Yhdysvallat onkin aika kova jäsen EU:ssa. Kerry oikein jyrähtää.

Ei-jäsen Yhdysvalloilla on suurempi vaikutusvalta Eukkulassa kuin jäsen Suomella.

Minäkin olen taipuvainen sille kannalle, että esimerkiksi Kreikkaa ei heitetty ulos eurosta siksi, koska Kreikka on NATO-maa.

Britannia on kuitenkin aito demokratia toisin kuin esim Saksa tai Suomi joten täysin yli ei voida kävellä kansanäänestyksen tuloksen mutta jokin kommervenkki keksitään että voidaan jäädä EU:hun.
