Et voi lailla säätää köyhiä varakkaiksi säätämällä vaurautta pois varakkailta. Minkä yksi saa työtä tekemättä, toisen täytyy tehdä työtä sen eteen saamatta sitä. Valtio ei voi antaa kellekään mitään, mitä valtio ei ensin ota pois joltain toiselta. Kun puolet kansasta keksii, että heidän ei tarvitse tehdä työtä, koska toinen puoli pitää heistä huolta, ja kun toinen puoli oivaltaa, että ei ole mitään mieltä tehdä työtä, kun joku muu saa heidän työnsä tuloksen, kyseessä on kansakunnan lopun alku.
