Mitäpä, jos tuo Libyan rannikkovartiosto hoitaisi nuo hommat? Jos sille antaa riittävästi tukea, niin muiden ei tarvitse enää ryhtyä pelastushommiin. Mereen hukkuvien määräkin laskisi sattuneesta syystä radikaalisti. Pelastakaa Lapset järjestöstä elantonsa hankkivat tosin jäisi nuolemaan näppejään, mutta ainahan voi ryhtyä vuolemaan vaikka kaarnaveneitä. Menevät kuulemma hyvin kaupaksi maailmalla. Libyan coastguard intercepts 700 Europe-bound migrants

Tripoli - The Libyan coastguard said on Monday it had intercepted around 700 Europe-bound migrants in territorial waters off Sabratha in the west of the North African country.

"The coastguard intercepted 700 migrants on board two wooden boats on Friday three nautical miles from the town of Sabratha," some 70km west of Tripoli, coastguard spokesperson General Ayoub Qassem told AFP.

He said people smugglers on the beach in the area opened fire on coastguards, without causing any casualties.

"Fire was returned, causing the smugglers to take flight," Qassem said.

He said most of the people detained were from sub-Saharan Africa, but also among them were Egyptians, Syrians, Tunisians and Palestinians.

European countries are trying to curb the flow of illegal migrants, including by boosting their support for the Libyan coastguard.

Since Friday, more than 1 360 migrants have been rescued by the Italian coastguard, and three bodies recovered.

Despite winter conditions, dozens of makeshift boats packed with migrants still set off from Libyan shores bound for Italy.

People smugglers have exploited the chaos gripping Libya since the 2011 uprising that overthrew dictator Moammar Gaddafi to traffic migrants across the Mediterranean.

It is big business for the smugglers who cram migrants into boats that are small and unsafe for the perilous journey to Italy just 300km from Libya.

Thousands of migrants try each year to make the crossing, but many drown when their boats founder.

In the absence of an army or a regular police force in Libya, several militias act as coastguards but are often being accused of complicity or even involvement in the lucrative trade.

Itse olen tyrmistynyt siitä, että veroeuroin rahoitettu väestönsiirtohumanitaarinen vapaaehtoisjärjestö on ainoastaan tyrmistynyt eikä lainkaan pöyristynyt.

Pelastusoperaatiot "teollisen mittakaava ihmissalakuljetusta" – ajatushautomo selvitti, mitä Välimerellä tapahtuu

Eurooppamielinen ajatushautomo Gefira arvostelee kovin sanoin eri kansalaisjärjestöjen ja viranomaisten toimintaa osana Välimeren ihmissalakuljetusbisnestä.

Libyasta on kuljetettu Italiaan 150 000–180 000 siirtolaista vuodessa sen jälkeen, kun EU:n ja Italian rahoittamat meripelastusoperaatiot aloitettiin Välimerellä 2014.

Pelastusoperaatioiden rungon muodostavat vajaan parinkymmenen kansalaisjärjestön alukset, jotka operoivat Italian ja Libyan välillä.

Gefira-ajatushautomon mukaan järjestöjen hyvää tarkoittava toiminta ei ole ratkaisu, vaan osa ongelmaa.

Gefiran mukaan avustusjärjestöjen toiminta aivan Libyan rannikon tuntumassa on käytännössä "teollisen mittakaava ihmissalakuljetusta", sillä se toimii houkuttimena sekä salakuljettajille ja siirtolaisille.

EU-instituutioiden päätökset kuitenkin korostavat, ettei järjestöjä voida syyttää pelastustoiminnasta.

Siirtolaisia merestä pelastavat kansalaisjärjestöt vetoavat auttavansa epäinhimilliseen ja epätoivoiseen asemaan joutuneita ihmisiä.

Ensin ihmettelin Halla-ahon jyrkkää ulostuloa tässä asiassa. Sitten satuin jossain uutisissa näkemään kun näitä pelastajia haastateltiin. He partioivat käytännössä Libyan rannikolla. Pysäyttävät kaikki kumiveneet ja ottavat ihmiset kyytiin ja tyrkkäävät isoihin laivoihin, jotka vievät heidät Maltalle.

Ja väittävät vievänsä ihmiset turvaan ihmissalakuljettajilta. Sen sijaan että torppaisivat ihmissalakuljetuksen, kannustavat vieläkin täydempien ja kiikkerämpien alusten vesille laittoon, kun apu on valonheittimen kantaman päässä.

Stoppi tälle toiminnalle ja keskitytään niihin salakuljettajiin ja niiden vastuuseen saattamiseen. Sitähän kait ne Maltalla oikein EU-tasolla pohtivat.

EU-rajaviraston johtaja: Siirtolaisten pelastaminen Välimerellä rohkaisee ihmissalakuljetusta

EUROOPAN unionin rajaviraston Frontexin johtaja Fabrice Leggeri arvostelee järjestöjä, jotka pelastavat ihmisiä merestä Välimerellä lähellä Libyan rannikkoa.

Hän puhui asiasta saksalaisen Die Welt -lehden haastattelussa.

Leggerin mielestä meripelastustoimia olisi "tarkistettava". Pelastaminen kovin lähellä Libyaa voi rohkaista ihmissalakuljettajia, hän sanoi lehdelle.

"Merellä jokaisella on velvollisuus auttaa ihmisiä, jotka ovat hädässä", Leggeri totesi.

"Mutta meidän on vältettävä tukemasta rikollisverkostoja ja ihmiskauppiaita Libyassa sillä, että siirtolaisia poimitaan eurooppalaisiin aluksiin yhä lähempänä Libyan rannikkoa."

"Tämä johtaa siihen, että salakuljettajat pakottavat vielä aiempia vuosia enemmän siirtolaisia merikelvottomiin aluksiin, ilman riittäviä vesi- ja polttoainevarastoja."

FRONTEX on ennenkin pitänyt järjestöjen meripelastusta ongelmana. Viime vuonna julki vuotaneessa Frontexin sisäisessä raportissa väitettiin, että meripelastus auttaa ihmissalakuljettajia.

TÄNÄ VUONNA Libyan edustalta on ehditty pelastaa merestä vajaat 2 300 siirtolaista, kertoi YK:n siirtolaisjärjestö IOM viime perjantaina. Kuolleina oli löytynyt 131 ihmistä.

IOM:n tietojen perusteella ihmissalakuljettajat jättävät ihmisiä tahallaan pelastettaviksi. Viime viikolla pelastettiin alus, jossa oli 133 ihmistä. Paikalla olleen IOM:n lähteen mukaan ihmissalakuljettajat ottivat aluksesta moottorin ja jättivät aluksen ajelehtimaan sanoen matkustajille, että pelastajat ovat tulossa, kertoo IOM tiedotteessaan.

Ottavat varmuuden vuoksi moottorin talteen, niistä mitä ilmeisimmin on enemmän pulaa kuin merikelvottomista kelluntavälineistä, jotka nekin voidaan myydä uudelleen jos tuuli on suosiollinen.

Itävallan ulkoministeri Sebastian Kurz suomii Välimerellä huseeraavia vapaaehtoisia meripelastusjärjestöjä ja sanoo, että monet niistä ovat käytännössä ihmissalakuljettajien kumppaneita.

Itävallan ulkoministeri: meripelastajat ovat ihmissalakuljettajien kätyreitä

Kurz vieraili perjantaina Maltan pääkaupungissa Vallettassa tutustumassa Euroopan rajavartiovirasto Frontexin toimintaan.

Itävallan ulkoministeri Sebastian Kurz kritisoi jyrkästi Välimerellä meripelastustoimintaa harjoittavia kansalaisjärjestöjä sanoen, että pelastustoiminta aiheuttaa enemmän hukkumisia kuin pelastaa.

Ulkoministerin mielestä jotkut avustusjärjestöt tekevät hyvää työtä, mutta monet ovat käytännössä "ihmissalakuljettajien kumppaneita".

    "Tämän hulluuden on loputtava", hän sanoi.

Frontexin operaatiopäällikkö Klaus Roesler oli samaa mieltä siitä, että avustusjärjestöjen toiminta usein tukee rikollisjärjestöjen ja ihmissalakuljettajien toimintaa.

Laittomat maahantulijat sullotaan entistä huonokuntoisempiin aluksiin ja kumiveneisiin, jotka kuljetetaan 12 merimailin päähän rannasta. Heti kansainvälisille vesille päästyään ihmissalakuljettajat lähettävät hätäsignaalin ja meripelastusalukset käyvät poimimassa matkustajat ja kuljettavat heidät loppumatkan Italiaan.

Kurz kehotti jälleen kerran noudattamaan Australian mallia, jossa laittomien tulijoiden alukset pysäytetään ja matkustajat siirretään saarilla sijaitseviin vastaanottokeskuksiin.

    "Kun käy selväksi, että kaikki tulijat pysäytetään Lampedusalle tai Lesbokselle, muutaman viikon päästä kukaan ei enää lähde yrittämään ylitystä", Kurz sanoi.

Lisäksi Kurz ehdotti vastaanottokeskusten perustamista Pohjois-Afrikkaan. Hänen mielestään Tunisia tai Egypti olisivat realistisempia sijaintipaikkoja kuin tällä hetkellä epävakaa Libya. Aiemmin EU-maat ovat harkinneet leirien perustamista nimenomaan Libyaan.

Ymmärtäähän sen, että ei Frontex esim. voi katsoa vierestä kun ihmisiä hukkuu. Tai sanoa järjestöille, että tehkää niin. Mutta eihän niitä Italiaan pitäisi kuskata! Hyvä että järjen ääniä alkaa tässä asiassa kuulua.

Sopimus jonkun, tai useamman, Pohjois-Afrikan maan kanssa, että rannikon tuntumaan laitetaan leirejä pystyyn. Siellä selvitellään, ja lähes kaikki sählämit paluumatkalle omiin maihinsa. Tai takaisin Libyaan, jos ei muuta keksitä.

Europe Keeps Its Rescue Ships Far From the Coast of Libya — Where Thousands of Refugees Have Drowned

THE RESCUERS PREPARE for the calm days, more than the stormy ones.

On land in small towns near the Libyan coast, refugees from Africa and the Middle East are crowded into safe houses, waiting for good weather. When the sea quiets, the refugees pack onto rubber dinghies or large wooden fishing vessels and set off in the early morning toward Europe.

An average of 3,500 people have died each year while trying to make the journey to Italy from North Africa since 2014. Their vessels are overcrowded, unseaworthy, and have a near-nothing chance of making it to Europe. Most of the boats sink just 20 to 40 miles from the Libyan coast.

These are preventable deaths. Since 2014, the European Union has deliberately chosen to keep their coast guard patrol boats far from where the shipwrecks happen, a decision detailed in an internal letter obtained by The Intercept and other leaked documents. Saving more lives, the logic goes, will only encourage more refugees to come. The result is that rescue boats are kept away from where rescues are actually needed.

The Italian navy used to run patrols near the Libyan coast. Their operation, called Mare Nostrum — "our sea" in Latin — involved a large mobilization of ships, planes, and helicopters in international waters close to Libya, where boats carrying refugees regularly capsized and sank. Mare Nostrum was enormously successful — in the year it ran, it saved over 150,000 people. Still, on October 31, 2014, Italy announced it would phase out the program.

The following day, Frontex, the European Union's border agency, took over with an operation called Triton. In a press release at the time, Frontex said its operation followed in the wake of Mare Nostrum and was intended to support the Italian authorities. There was one key difference from Mare Nostrum, however: Frontex would limit its patrols to just 30 miles off Italy's coast, which was about 130 miles from Libya — at least a 12-hour sail. Frontex was deliberately not patrolling the area where most of the shipwrecks occurred.

What's more, according to an internal letter obtained by The Intercept, the director of operations at Frontex privately told Italian authorities that his ships should not be called on to immediately respond to distress calls from outside their 30-mile patrol area.

"Frontex is concerned about the engagement of Frontex deployed assets in the activities happening significantly outside the operational area," Frontex's director, Klaus Roesler, wrote to the head of Italy's Immigration and Border Police, Giovanni Pinto, on November 25, 2014. The letter has been referenced in Italian newspapers and released with redactions that covered detailed descriptions of how Frontex coordinated its assistance with rescue efforts. The Intercept is publishing the letter in full for the first time.

Like any other vessels at sea, Frontex ships are obligated under maritime law to respond to distress calls when ordered by the relevant national authorities. For the Italians, an overloaded boat with an untrained captain was a distress situation by default. Typically, someone calls the Maritime Rescue Coordination Center in Rome by satellite phone from a boat or from the Libyan coast, and Italy initiates search and rescue.

But for Frontex, at the time, that was not enough proof.

"Frontex is of the opinion that a satellite phone call is not per se a SAR [search and rescue] event and strongly recommends that actions should be taken to investigate and verify and only afterwards, and in case of distress, activate other maritime assets," Roesler wrote, referring to a distress call via satellite phone. "Frontex doesn't consider the [Operational Patrol Vessel] for such initial investigations outside the operational area as necessarily operational and cost effective activities."

He continued: "General instructions to move to an area outside [European Patrol Network] Triton operational area are not coherent with the operational plan and unfortunately will not be considered for the future."

In other words, Frontex knew it had to respond to emergency calls. But it was deliberately patrolling in the wrong area and quibbling with definitions of distress, meaning that its ships would almost certainly arrive late, if at all.

Frontex's press office did not answer repeated requests for comment on Roesler's 2014 letter. The agency would not clarify if the letter still represented Frontex policy, nor if the agency still believed a distress call via satellite phone was not necessarily a search and rescue event. In mid-2015, the EU tripled Frontex's budget for Triton, matching what had once been spent on Mare Nostrum, and Frontex moved patrols another 30 nautical miles to the south, extending farther from the Italian coast. A Frontex press release at the time hailed an "enlarged Triton helping rescue migrants." But in reality, Frontex was still six to 10 hours away from where most shipwrecks take place.

The withdrawal is consistent with the European Union's overall approach to dealing with refugees drowning in the Mediterranean, marked by a change in emphasis from search and rescue to border security. The shift has created a tension between official EU policy and the efforts of nonprofits still doing rescue work off of Libya.

The argument against proactive rescue operations is that they create a "pull factor" for migrants. With patrols running closer to the coast, smugglers can use cheaper boats, less fuel, and little food, because migrants only have to make it as far as the patrol boats, and not the Italian coast. In turn, this could cause prices to go down and create a perception that the route is safer.

Frontex's director, Fabrice Leggeri, echoed this position in a recent interview with the German newspaper Die Welt. "We must prevent supporting the business of criminal networks and traffickers in Libya by picking up the migrants ever closer to the Libyan coast by European boats," Leggeri said. Frontex's press office would not explicitly state that the agency considers rescue operations a pull factor, but a spokesperson did link NGO presence to increased migration flows.

The pull factor thesis was one reason many European governments were reluctant to fund efforts like Mare Nostrum. "We do not support planned search-and-rescue operations in the Mediterranean," a British foreign minister told parliament in 2014. "We believe that they create an unintended 'pull factor,' encouraging more migrants to attempt the dangerous sea crossing and thereby leading to more tragic and unnecessary deaths."

If proactive patrolling creates a pull factor for migration by making the route safer, then by the same logic, removing those patrols makes the route more deadly. Even Frontex's own internal assessments predicted that when the patrol areas moved north, more people would drown. A Triton concept document from August 2014 states bluntly that it "has to be stressed that the withdrawal of naval assets from the area, if not properly planned and announced well in advance, would likely result in a higher number of fatalities."

Refugee rescue group accuses EU border agency of conspiracy

A Spanish NGO that has been rescuing migrants in the Mediterranean since 2016 accused the EU's border control agency Frontex on Wednesday (12 April) of plotting to discredit private aid organisations in order to put off donors.

Allegations by Frontex that donor-funded rescue vessels may have colluded with traffickers at the end of last year prompted Italian prosecutors to begin an informal investigation into their funding sources.

"The declarations by Frontex and political authorities are intended to discredit our actions and erode our donors' trust," said Proactiva Open Arms head Riccardo Gatti.

"They are trying to say that we support the smuggling or the traffickers themselves," he said.

In a report cited in December by the Financial Times, Frontex raised the possibility that traffickers were putting refugees out to sea in collusion with the private ships that recover them and bring them to Italy "like taxis".

Prosecutors then publicly wondered at the amount of money being spent, though they stopped short of opening a formal probe.

"We feel there's someone who wants to put a spoke in our wheels, though we do not really know who is behind it," Gatti said.

The organisation said it had nothing to hide.

"We have 35,000 donors. Some are well known — like Pep Guardiola, the current manager of Manchester City– others are anonymous," said Oscar Camps, Proactiva Open Arms director.

He said the group had so far received €2.2 million in donations for an operation in the Mediterranean that costs between €5,000 and €6,000 a day.

Pro-Activa also heavily criticised a deal signed in February between Italy and Libya which purportedly hopes to stem the flow of migrants from the coast of North Africa to Italy.

Gatti said the deal was made with only part of the 1,700 militias he said control Libya and would, therefore, be ineffective. Human rights watchers have also warned the accord would put the lives of those fleeing persecution and war in greater danger.

"Everything is controlled by the militias in Libya, even the coast guard, and 30 percent of the financial flows in the country come from human trafficking," he said.

The deal is in doubt after it was suspended in March by Tripoli's Court of Appeal.

Nearly 25,000 refugees have been pulled to safety and brought to Italy since the beginning of the year in a sharp increase in arrivals.
