Kreikan viranomaiset eivät ole suorittaneet maahanmuuttajien täyttä rekisteröintiä, koska "ohjelmistossa oli bugi". Asiasta kerrotaan EU-komission virallisessa dokumentissa, joka on päivätty 4. maaliskuuta, kertoo BGNES.

"Kreikalla on ohjelmistossa bugiongelma ja sen takia pakolaisten sormenjälkiä ei ole voitu ottaa ja siten heitä ei ole voitu täysin rekisteröidä", lukee dokumentissa.

Käytännössä tämä merkitsee, että EU:n tietokannasta puuttuvat perustiedot maahanmuuttajista ja pakolaisista, jotka ovat viime kuukausien aikana tulleet Kreikan kautta.

Dokumentissa painotetaan, että EU:n rajavalvontaviranomainen Frontexin tulee ilmoittaa tarpeistaan voidakseen toimia Kreikassa mandaattinsa mukaisesti 15. maaliskuuta mennessä.

Asiantuntijat muistuttavat, että pelkästään tämän vuoden aikana Kreikan kautta on Makedoniaan tullut jo lähes 90.000 henkilöä. Ateenan viranomaiset toimittavat systemaattisesti kaikki maahanmuuttajat linja-autoilla ja junilla Makedoniaan Gevgelijan rajakaupunkiin.

Samaan aikaan kun johtajat etsivät ratkaisua kriisiin, niin jännitys kasvaa Kreikan ja Makedonian rajalla. Rajalle on kasaantunut jo päivien ajan tuhansia pakolaisia, jotka toivovat voivansa jatkaa matkaa Saksaan tai Ruotsiin.

Sunnuntaina Makedonian viranomaiset asettivat uuden rajoituksen - maahan päästetään enää vain henkilöitä, jotka tulevat kaupungeista, joissa käydään sotaa.

Vielä äsken Kreikan maahanmuuttoministeri kehui, että kreikkalaiset pärjäävät mainiosti maahanmuuttajien kanssa (kuskaavat Makedonian rajalle) ja sormenjäljet saadaan otettua 70% henkilöistä. Ainoastaan Frontex on syypää, ettei prosenttiluku ole korkeampi. Huumoriveikkoja nuo kreikkalaiset ...

Eurostatin julkaisemasta tiedotteesta ilmenee, että Kreikassa voi olla bugeja myös muualla, sillä Kreikassa on rekisteröity viime vuonna vain 11 370 ensimmäistä kertaa turvapaikkaa hakenutta, vaikka maan läpi on samaan aikaan kulkenut satojatuhansia henkilöitä. Tästä hyvästä Kreikka on saanut vielä EU:lta lähes puoli miljardia euroa. Saksassakin näitä turvapaikanhakijoita on vain reilusti yli 400.000, joten mihin lie muut kadonneet? Maahan kun on kerrottu saapuneen yli miljoona henkeä.

Orpo ja "hallitus" ovat tiedotteen mukaan saavuttaneet kyseenalaisen Euroopan ennätyksen matujen määrän vuosikasvussa.

More than a third applied for asylum in Germany

In 2015, the highest number of first time applicants was registered in Germany (with 441 800 first time applicants, or 35% of all first time applicants in the EU Member States), followed by Hungary (174 400, or 14%), Sweden (156 100, or 12%), Austria (85 500, or 7%), Italy (83 200, or 7%) and France (70 600, or 6%). Compared with the previous year, the number of first time asylum applicants in 2015 increased the most in Finland (+822%), ahead of Hungary (+323%), Austria (+233%), Belgium (+178%), Spain (+167%) and Germany (+155%).

Compared with the population of each Member State, the highest number of registered first time applicants in 2015 was recorded in Hungary (17 699 first time applicants per million inhabitants), ahead of Sweden (16 016), Austria (9 970), Finland (5 876) and Germany (5 441). In contrast, the lowest numbers were observed in Croatia (34 applicants per million inhabitants), Slovakia (50), Romania (62), Portugal (80) and Lithuania (93). In 2015, there were on average 2 470 first time asylum applicants per million inhabitants in the EU Member States.

Pikemminkin tuo bugi taitaa olla kreikkalaisten asenteissa, kuin ohjelmistossa. Ylimielinen kansa, joka kokee olevansa määräänsä suurempi.

Sanoisin, että "epävirallinen perseilyn Euroopan mestari". Ainakin mitä tulee sovittuihin sääntöihin ja niistä kiinni pitämiseen. Maahan ei voi näköjään luottaa juuri missään.

Eipä tämäkään ullata krekujen nimbyilyssä. Kreikan kikkapankista ei varmaan nähty vielä kaikkea. Mikseivät esimerkiksi kuljettele matuja salaa seuduille, joissa raja-aita ei niin vartioitu? Lyö Italian lautalle?

Netistä löytyi kreikkalaisen ei-valtiollisen avustusorganisaation Greek Council of Refugees'in selonteko Kreikan turvapaikanhakuun liittyvistä olosuhteista. Näihin joutuu suhtautumaan tietyllä varauksella, mutta raportti kertonee jotakin Kreikan viranomaisten systeemeistä ja mentaliteetista. On kuitenkin syytä muistaa, että näille järjestöille matu on aina uhri, joka seikka voi värittää melkoisesti kertomuksia. Systeemin yksityiskohtaiset kuvaukset kuitenkin pitänevät paikkansa, vaikka järjestön nettisivuilta löytyikin George Soroksen Open Society -järjestön logo.

Old Procedure (applications lodged before 7 June 2013)

Failure of the competent authorities to register asylum applications both in Athens and at points of entry was a major issue highlighted for over 10 years. Regional police departments across the country, competent to receive and register asylum applications, reportedly refused to do so and directed applicants to the Aliens Division of Attica. This practice, combined with the fact that Athens is more promising in terms of labour market, led to a high number of applicants far exceeding the registration capacity of the Aliens Division of Attica. Therefore the majority of asylum seekers, including vulnerable cases, remained outside the asylum procedure, deprived of rights and exposed to the risk of arrest, detention and expulsion from the country. In a report published in July 2012, Greek NGOs claimed that "access to the asylum procedure is almost impossible in Attica". A number of other reports have documented the difficulties in lodging an application for international protection both generally in Greece and more specifically in Athens.

New Procedure (applications lodged after 7 June 2013)

Under the New Procedure, applications for international protection are received and registered by the Regional Asylum Offices (RAOs) and Asylum Units (AUs), depending on their local jurisdiction. The operation of the new Asylum Service since 7 June 2013 is certainly a positive step in reforming the asylum system in Greece, as it entrusted the registration, examination and first-instance decision-making on asylum applications to the jurisdiction of a state body staffed by civil servants instead of the Police.

Difficulties relating to access to the procedure

Despite the efforts made, access to the asylum procedure is still not guaranteed in practice. The staff shortages of the Asylum Service and the non-operation of all RAOs provided by law may result in serious delays in the registration and processing of applications for international protection.

Even if currently the general trend is reported to be for the newly-arrived not to wish to apply for international protection in Greece but to opt for other EU Member States, for reasons mainly related to poor reception conditions, slow asylum procedures and inexistent integration prospects, nevertheless it is not sure at all that the situation remains unchanged, taking into account the added task of the Asylum Service to implement the relocation procedure for 66,400 people within the next 2 years for the initiation of which registering an asylum application is necessary.

Tuon perusteella voi päätellä, että Kreikan linja on ulkoistaa ongelma tai saada matut lähtemään muualla. Nykyinen ihmisvirta Kreikasta vahvistaa tämän arvion.

Järjestö valittaa myös raportissaan, että Kreikka dumppaa rajan yli tulleita takaisin (push back) ja rikkoo siten kv. sopimuksia. Aika vähän noita tapauksia näyttää olleen ja kehnosti tuo näyttää onnistuneen päätellen nykyisestä ihmisvirrasta Eurooppaa. Muutamasta keissistä tuossa raportissa on tarkemmin juttua. Toisessa ainakin tuli kunnolla kakkua ihmissalakuljettajalle.

In the case of the shipwreck near the island of Farmakonisi, on 20 January 2014, resulting in the death of 8 children and 3 women, all 16 survivors have testified before the Prosecutor of the Piraeus' Marine Court that their boat had been towed back to Turkey by the Hellenic Coastguard. After a preliminary investigation on the liability of the coast guard personnel, led by the Prosecutor of the Piraeus' Marine Court, the case was considered to be "manifestly unfounded in substance" and on that ground the file was closed. ...

On 6 February 2015, the Criminal Appeals Court of Dodecanese convicted in 145 years imprisonment a 19 years old Syrian national, survivor of the shipwreck, as the sole perpetrator of the shipwreck resulting in the loss of 11 lives. On appeal his case is pending at second instance before the Dodecanese Appeals Court. One of the survivors has told GCR that one month before the shipwreck he and his family (his wife and their 10 years old son) had tried to enter the Greek territory through the northern border with Turkey, but according to his allegations they were pushed back to Turkey by the Greek Police along with other people. One month later in their second attempt to enter Greece, his wife and son lost their lives in the shipwreck. The survivors of the tragedy have brought their case before the European Court of Human Rights (ECtHR).
