Kreikkaan päässeistä Turkki ottaisi vastaan kaikki muut paitsi syyrialaiset.

EU haluaisi että Turkki ottaisi myös syyrialaiset, mutta tämän ehtona Turkki vaatii Hollannin ehdottaman 250 000 syyrialaisen taakanjaon toteutumista Turkista eurooppaan.

The EU and Ankara are close to a deal that would return refugees to Turkey, part of a larger agreement European leaders hope to reach with their Turkish counterparts at a migration summit on Monday.

Under the agreement all Syrian refugees rescued by NATO operations in international waters would be taken to camps in Turkey, said one source close to talks being held this week in the run-up to the summit. NATO vessels last week began patrolling the Aegean Sea in an effort to help Greece and Turkey stop migrant-smugglers.

Other non-Syrian migrants already in Greece would also be returned to Turkey, as agreed in the EU-Turkey Readmission Agreement for third country nationals, which the European Commission wants to come in force starting in June.

European officials are still pushing to go further by returning Syrian refugees already in the EU to Turkey. However, according to another diplomat, Ankara is resisting this option. "Ankara wants first to see a deal on the resettlement, then it's likely it will change its mind on this point," said the diplomat.

EU Migration Commissioner Dimitris Avramopoulos said Friday the summit on Monday "will be decisive."

In exchange for its help in stemming the flow of refugees, the EU has promised to pay Turkey €3 billion in humanitarian assistance, to re-open accession talks and to speed up the visa liberalization process for Turkish citizens.

In a further sign the Commission was seeking to smooth relations with Ankara ahead of the migration summit, the EU executive released a report Friday saying Turkey had made "important steps forward" in fulfilling the requirements for visa liberalization.

"While being on the frontline of the Syrian refugee crisis, the Turkish authorities have showed a renewed determination and commitment to the visa liberalization dialogue," Avramopoulos said.

The progress on the refugee return issue was the result of talks Thursday in Ankara between Turkish Prime Minister Ahmet Davutoğlu, European Council President Donald Tusk and Commission First Vice President Frans Timmermans. The aim is to finalize the agreement with Davutoğlu and EU leaders at Monday's summit.

At the end of the talks in Ankara Tusk recognized the progress made by Turkey in stemming the flow of refugees to Europe, by stepping up coast guard patrols, intensifying police controls to combat human trafficking and tightening visa requirements.

However, Tusk said "we agree that the refugee flows still remain far too high and that further action is needed."

Using unusually blunt rhetoric aimed at discouraging migrants from trying to come to EU countries, Tusk said that "to many in Europe the most promising method seems to be a fast and large-scale mechanism to ship back irregular migrants arriving in Greece. It would effectively break the business model of the smugglers."

The readmission agreement between the EU and Turkey was intended for non-Syrian migrants, the Turks stressed, but the Commission has pushed to extend it to Syrians. Ferrying Syrian refugees back to Turkey is a key element in an unofficial plan put forward by the Netherlands, current holder of the EU's rotating Council presidency.

According to the plan, proposed by the leader of the Dutch Labor party, Diederik Samsom, Syrian refugees crossing into Greece would be sent back to Turkey via ferry and then a resettlement plan for 250,000 refugees from Turkey would offer them a legal way to get into Europe. The idea is to discourage the involvement of smugglers.

With the question of resettling refugees across the EU still a politically thorny one, the focus is now on readmission agreements to send back to Turkey illegal migrants rejected by Europe. Ankara has signaled a willingness to sign bilateral readmission agreements with 14 countries, but Turkish diplomats stressed that finalizing them will be a long process.
