'Minus Migration': German AfD Party Pledges to Deport 200,000 Migrants Per Year

Germany's right-wing Alternative for Germany (AfD) has released a draft election manifesto which promises to achieve "minus migration" of at least 200,000 people per year.

The party aims to achieve this with a change to Germany's asylum law and mass deportations. It has also pledges to limit asylum seekers' "social and healthcare support to the strictest degree."

In addition, the AfD wants to strip criminals of German nationality, even if that means they become stateless.

"The expatriation of criminal migrants should be possible: firstly, in cases of serious criminality within ten years of naturalization; Secondly, for migrants in terrorist organizations (for example, IS); thirdly when belonging to criminal clans, even if the deportees thereby become stateless," the AfD wrote.

AfD leader Frauke Petry told German newspaper Die Welt that the measures will only apply to first-generation migrants, who acquired German citizenship after their arrival in the country.

The election pledges are several new additions to the party manifesto AfD released in May last year, which put forward a range of policies.

The Eurosceptic AfD wants "the end of the euro experiment," and demands that the EU returns many of its responsibilities to national governments.

The anti-immigrant party also stated that Islam does not belong in Germany," and proposed banning minarets and the call to prayer, and the full-face veil for women.

AfD called for "more children instead of mass migration," and proposed the formation of a "nationwide system of border protection under the umbrella of the federal police."

The party was formed in 2013 in the aftermath of the European debt crisis, when it opposed the bailout deal which EU creditors struck with Greece.

Germany's federal elections are scheduled for this September, and the party is hoping to build on significant gains in regional elections held in several German states last year. In one, Saxony-Anhalt, the party received 25 percent of the vote. In Berlin in September, the party gained 15 percent of the vote.

2017-03-10 DW: German Bundesrat says Maghreb states not safe for refugees

The German parliament's upper chamber rejected a law that would have allowed quicker deportations to Morocco, Tunisia and Algeria. The decision deals a blow to Chancellor Angela Merkel's refugee strategy.

In the end, the vote wasn't even close. Led by federal states with left-leaning governing coalitions, a wide majority the Bundesrat shot down a law written by the government and passed by Germany's lower parliamentary chamber, the Bundestag. It would have declared the Maghreb states - Tunisia, Morocco and Algeria - "safe countries of origin" and thus allowed for expedited deportations of failed asylum seekers there.

"Never before had it come to mass rapes in our public spaces," governmental parliamentary state secretary Ole Schröder said. "Partly young men from the Maghreb states, some with criminal records, abused our asylum laws." Schröder added that only 2.8 percent of asylum applications by people from the Maghreb countries were granted last year.

"It is absurd to try to declare that Tunisia, Algeria and Morocco are safe countries of origin," Left Party domestic affairs spokeswoman Ulla Jelpke said ahead of the Bundesrat's vote.

"This is a bad day for our efforts to stop illegal immigration," conservative German Interior Minister Thomas de Maiziere said. "And the Greens, especially at the national level, bear the responsibility."

Germany 'spent more than €20bn on refugees in 2016' as crisis outstrips state budgets

Government document seen by The Independent shows Berlin spent almost double budget

German states spent more than €20bn (£17.5bn) on refugees in 2016, government figures have indicated as Angela Merkel continues to come under pressure for her policy on migration.

Statistics seen by The Independent for the states of Bavaria, Schleswig-Holstein, Hesse and Berlin show that the cost of housing and integrating asylum seekers has far outstripped official predictions.

The Bundestag's statistics service has listed a total spend of over €7bn (£6bn) for those four states alone in 2016, meaning the nationwide figure is likely to be far higher.

Johannes Singhammer, Vice President of the German parliament, told Die Welt: "[The figures] show that if the costs are added up for all federal states, around €23bn (£20bn) has probably been spent on migrants and refugees in 2016."

The four states recorded have taken around a third of asylum seekers currently living in Germany, where more than a million have arrived since the start of the refugee crisis in 2015.

Berlin set aside €685m (£600m) for accommodation, unaccompanied minors, integration programmes, healthcare, language lessons and other projects but spent around €1.3bn (£1.1bn) in total – almost double the budget.

The state of Bavaria spent €3.3bn (£2.9bn), Hesse €1.6bn (£1.4bn) and Schleswig-Holstein €783.7m (£685.9m).

A spokesperson for the Bundestag's statistics authority said a complete report would be made public when other states had calculated their spending.

An official survey conducted in December 2015 predicted that federal states would spend €17bn (£15bn) on dealing with the refugee crisis in the following year but with a huge backlog of asylum claims and difficulties with deportation, costs have spiralled beyond expectations.

Germany's government has drawn up a new package of refugee funding for state authorities, as well as plunging money into new housing construction to prevent migrants sleeping in emergency accommodation like school gymnasiums and military barracks.

Despite the huge financial cost of the ongoing crisis, Germany's federal government announced a budget surplus of €6.2bn (£5.4bn) last year.

The unprecedented number of refugees arriving in 2015 generated a huge backlog of claims that civil servants are still working to clear, with more than 430,000 cases outstanding at the start of 2017.

Thomas de Maizière, the German interior minister, said about 55,000 migrants returned home voluntarily, compared with 35,000 in 2015, while another 25,000 were forcibly deported.

Last month, the government announced a scheme to offer migrants financial incentives of up to €1,200 (£1,000) each to leave Germany and withdraw their application for protection, with a lower amount of €800 (£700) if they choose to depart after being refused asylum.

Mr de Maizière said StarthilfePlus was intended for those with "very poor chances of success" under the country's asylum laws.

"I appeal to understanding and reason: For all those who have no prospect of staying in Germany, voluntarily departure represents a better way than deportation," he added.

The flow of asylum seekers into the country has fallen dramatically since the implementation of the controversial EU-Turkey deal last March, which aimed to slow boat crossings to Greece by seeing anyone arriving detained under threat of deportation.

The number of new applications plummeted by more than 600,000 last year, standing at less than a third of those at the height of the crisis, when Ms Merkel opened Germany's borders to Syrian refugees amid a series of boat disasters in the Mediterranean and Aegean seas.

Pakolaisten vastaanoton, majoituksen ja ylläpidon kustannukset tulevat mitä todennäköisimmin olemaan huomattavasti suuremmat, kuin mitä liittovaltio ja osavaltiot odottivat. Näin ennakoivat Bundestagin tieteellisen palvelun ilmoittamat luvut, jotka Weltillä on hallussaan. Tieteellinen palvelu oli kysynyt osavaltioilta ns. todellisia kustannuksia.

Nämä on eritelty valtion antaman tuen (staatliche Hilfe) mukaan, joihin kuuluvat turvapaikkakulut, yksintulleiden alaikäisten hoito ja muut sosiaalituet. Tämän lisäksi tulevat vielä kulut integraatiotoimenpiteistä, kuten kielikurssit ja investoinnit mm. rakennuksiin. Aiemmin tiedossa oli neljän osavaltion luvut: Baijeri, Schleswig-Holstein, Hessen ja Berlin.

Königsteinin avaimen mukaan, jolla pakolaiset jaetaan liittovaltion alueelle, nämä mainitut neljä osavaltiota ovat ottaneet vastaan noin kolmasosan kaikista turvapaikanhakijoista. Nämä osavaltiot ovat käyttäneet yhteensä 7,9 miljardia euroa vuonna 2016. Jo viime vuoden lopulla osavaltiot joutuivat korjaamaan alkuperäisiä laskelmiaan. Kulut oli arvioitu noin 17 miljardiin ja ne korjattiin 20 miljardin summaan. Tämä luku tullaan ilmeisesti ylittämään vielä kerran. Nämä nykyiset luvut osoittavat todellisen tarpeen.

Todellisuudessa kustannukset ylittävät vielä tämänkin, koska pakolaisten todellinen määrä ei ole ollut pitkään aikaan tiedossa. Kustannukset tulevat myös olemaan lisäksi huomattavasti korkeammat, koska palautettujen määrät ovat jääneet alle odotusten. Monet maasta poistamiset venyvät pitkiksi ajoiksi, mikä aiheuttaa lisää majoitus- ja muita kustannuksia.

Berliinin esimerkki osoittaa, kuinka paljon alustavat laskelmat poikkeavat todellisesta tarpeesta. Berliinille maksettiin turvapaikkahakijoiden tukia koskevan lain mukaan siirtosuoritteina 480 miljoonaa euroa. Loppulaskelmassa tarve on melkein kaksinkertaistunut 941 miljoonaan.

Kaupunkiliitto: Rahoitus tulee nousemaan taas uudelleen puheenaiheeksi

Saksan kaupunkiliitto (Städtetag) arvioi, että Bundestag-vaalien jälkeen pakolaisrahoitus tulee nousemaan taas politiikan agendalle ja puheenaiheeksi. Helmut Deby [kaupunkiliitto] pelkää, että osavaltioiden lopulliset laskelmat eivät vieläkään kata kaikkia kuluja: "Osavaltiot korvaavat kuntien kuluja hyvin erilaisessa laajuudessa ja lisäksi niitä ei aina kateta täysimääräisesti."

CSU-poliitikko Singhammer varoittaa kustannusnousun johdosta: "Jo pelkästään taloudellisista syistä syksyn 2015 pakolaistilanne ei saa uusiutua."

Vaikka liittovaltio vielä kerran joutuisi tulemaan avuksi ja tukemaan osavaltioita turvapaikkahakijoiden kustannuksissa, niin finanssiministeri Wolfgang Schäuble (CDU) pystyy säilyttämään alkuperäisen budjettitavoitteen. Sen mahdollistavat hyvät suhdanteet ja matalat korot. Pakolaiskriisin kustannuksista huolimatta valtiontalous on tuottanut 23,7 miljardin ylijäämän.

Report: Merkel Invited Refugees Because Border Clashes Would Look Bad On TV

German Chancellor Angela Merkel allegedly decided to keep the border open for refugees in September 2015 because she feared clashes between migrants and police would look bad on television.

Robin Alexander, politics editor at newspaper Die Welt, describes the events that led Merkel to welcome a million refugees in a book released this week. The government reversed a decision to shut the gates last minute despite information that 40,000 migrants could enter in a single weekend.

Alexander claims Merkel changed her mind after Interior Minister Thomas de Maizière asked police what would happen along the border.

"Can we live with the images that will come out of this?" de Maizière asked a senior police official, according to an excerpt from the book seen by The Sunday Times. "What happens if 500 refugees with children in their arms run towards the border guards?"

De Maizière shared the information with Merkel, who called for the border to remain open just hours before it was scheduled to close.

"For historical reasons, the chancellor feared images of armed German police confronting civilians on our borders," Alexander writes in the book.

Alexander said the order was based on the government's unwillingness to assume responsibility for possible clashes rather than humanitarian and ethical concerns. The book further argues Merkel's policies created an "anxiety about migration" that fueled the Brexit campaign in the United Kingdom and Donald Trump's run for president of the U.S.

MOST GERMAN EMPLOYERS HAPPY WITH REFUGEES' WORK: SURVEY

More than three-quarters of employers said they had few or no difficulties with the refugees hired.

A large majority of German companies who have taken on refugees are satisfied with their work, although most hires have been for low-skilled positions, according to a survey conducted last month and published Tuesday.

The first of the estimated 1.2 million people who arrived in Germany in 2015 and 2016 from countries including Syria, Iraq and Afghanistan are starting to enter the labor market. About 14 percent have found a job.

More than three-quarters of the employers who took part in the survey said they had only few or no difficulties in daily work with the refugees they had hired.

Those who did have difficulties most frequently cited a lack of German language skills, vocational skills, different work habits and uncertainty relating to the length of the employee's stay in Germany.

The influx of migrants has eroded the popularity of Chancellor Angela Merkel and fueled the rise of the anti-immigrant Alternative for Germany party, although support for refugees remains strong in many parts of society.

The survey of 2,200 German employers was carried out by the Organisation for Economic Cooperation and Development (OECD), the Association of German Chambers of Commerce and Industry and the German ministry of labor and social affairs.

Numbers of native Germans entering the German workforce are beginning to slow as the population ages.

Coupled with an unemployment rate of just 5.9 percent, the lowest since German reunification in 1990 and one of the lowest in the OECD, that makes for one of the world's most favorable job markets for new arrivals, the OECD said.

Merkel DESTROYED for failing to deport 500K migrants - with some in Germany for 20 YEARS

PUBLIC confidence in Angela Merkel's administration is being eroded over her failure to deport more than half a million asylum seekers, the Chancellor has been told.

Mrs Merkel, 62, has failed to remove a total of 556,499 migrants who had their asylum applications turned down and have remained in Germany, according to figures released by the Bundestag.

According to the figures, four out of five of those have been in the country for more than six years which means they are now entitled to more rights.

Many of the total are believed to have been living in Germany since the 1990s.

The inaction of Mrs Merkel's Christian Democratic Union (CDU) party, flies in the face of growing pressure on Mrs Merkel to get tough with expulsion policies after an influx of more than a million people to the country seeking asylum since January 2015.

Christian Social Union (CSU) MP Hans-Peter Friedrich, who was a former Interior Minister in Mrs Merkel's Government said: "Allowing rejected asylum seekers to dance around the state like this is destroying the confidence of citizens in the capacity of the state to act."

Rainer Wendt, the head of the German police trade union, said: "There is a deportation prevention industry, which must be changed urgently."

About half of the figure have an unlimited right to stay due to a variety of reasons including being stateless; their native country being unwilling to accept them back or they have a medical condition.

Others though have remained in the country illegally or have claimed they do not have any identity papers, delaying their expulsion.

Some have remained in the country due to being pregnant.

People from Turkey make up the majority of foreign nationals who have had their asylum application rejected and staying in Germany with 76,919 people.

Other large groups include:

Kosovo - 68,114

Serbia - 49,746

Afghanistan - 32,784

A recent survey by the International Organisation for Migration of 8,100 African migrants found that 96 percent of migrants questioned were male, with an average age of 29. And 77 percent were unemployed at the time they decided to migrate.

The survey also found 88 percent of those questioned left their country of origin for economic reasons with only three percent leaving due to war.

The extensive survey also found that the majority did not want to move to Europe with 60 percent saying they wanted to remain in Libya, where the survey was conducted, and look for work.

The migrant figures come after Turkish President Recep Tayyip Erdogan renewed his attack on European leaders and accused Mrs Merkel of "supporting terrorists".

Appearing on Turkey's A Haber TV he said: "Mrs Merkel, why are you hiding terrorists in your country? Why are you not doing anything? Mrs Merkel, you are supporting terrorists."

Mrs Merkel responded by calling the remarks as "clearly absurd".

400 refugees attempt suicide since arriving in Germany, figures show

MORE than 400 refugees have tried to take their lives since arriving in Germany, according to new government figures.

Of the 433 recorded attempts since 2014, 19 ended in death. The government says that the reasons for migrants wanting to take their own lives are "multiple."

The government also says that the true figure could be much higher as some states - such as Bavaria and Berlin - do not record suicide attempts.

Some of the suicides involve people taking drug overdoses in a bid to get improved accommodation. Others involved genuinely distressed people deeply traumatised by their experiences in war torn countries or their journeys to reach safety.

"If the father made it to Germany, but the family is still in Syria or another country, that has a very strong negative impact on people," he said.

Colleague, psychologist Corinna Klinger, said fear of being turned down for asylum and ensuing forced repatriation was another trigger.

"Also, the general feeling of hopelessness and despair in asylum centres can be a significant factor in leading people to attempt suicide," she said.

According to the nationwide Association of Psychosocial Centres for Refugees and Torture Victims, an estimated 30 to 40 per cent of all refugees arriving in Germany suffered some kind of deep trauma before fleeing, or experienced it on the way west.

Refugees have limited access to mental health facilities to deal with their problems, according to migrant support groups.

Automatic speech analysis software used to verify refugees' dialects

Since the 1990s Germany has used linguistics to verify people's claims of origin, now it wants to automate the process. It uses the same technology that financial firms use to verify people on the phone.

German authorities plan to use automated software to analyze the dialects of asylum seekers to verify their claimed place of origin, national broadsheet "Die Welt" reported on Friday.

It reported the Federal Office for Migration and Refugees (BAMF) planned to start trials of the speech analysis software within two weeks and a full roll out in 2018.

"The idea is to record a separate speech sample from asylum seekers and to carry out an automatic dialect analysis," Julian Detzel, of BAMF's Global Strategy digitization and IT program management told "Die Welt."

The software, which was based on the same voice authentication technology used by banks and insurance companies, would help migration officers review the applicants' sources of origin as one of several "indicators," the paper reported.

Since 1998 Germany has used speech analysis to assess claims of origin. In cases of uncertainty, recorded clips of conversation with the applicant are sent to a linguistic expert who can listen for dialectic variations such as differing names for food.

'Humans and machines can easily be wrong'

Professor Monika Schmid, a linguistics expert who studies "language attrition", particularly among migrants, told Deutsche Welle such analyses can be fraught.

"Identifying the region of origin for anyone based on their speech is an extremely complex task," the University of Essex professor said.

"We have argued that in order to do so reliably, an analyst must have a solid background in linguistic analysis and be able to take into account a wide range of factors. For example, people will adapt the way they speak to the speech patterns of their interlocutors.

"I don't see how automated software can distinguish whether a person uses a certain word or pronounces it in a particular way because this is part of their own repertoire or because they were primed to do so by the interviewer or interpreter."

Her team recently published a study where native German speakers listened to speech samples and decided whether the speaker was a native speaker. All the samples came from native speakers who had lived abroad for at least five years, but the test group identified many of them as not being foreign speakers.

"Crucially, in this context, we also did an acoustic analysis of the pronunciation of each speaker (which, I imagine, must be similar to what automated analysis does). Again, for many speakers the analysis identified non-native pronunciation,"  Schmid wrote.

"So, both humans and machines can easily be wrong, but humans are probably better at realizing this."

BAMF had 45 experts for a total of 80 languages "German daily Süddeutsche Zeitung" reported in 2016. It reported that one third of analyses confirmed the claimed country of origin. In 2015 411 such analyses took place.

9,000 illegal migrants entered Germany in 2017: report

The majority traveled via Austria and Switzerland.

Almost 9,000 illegal migrants have entered Germany in the first two months of this year despite tightened border controls in Europe, local media reported Wednesday.

The federal police registered 8,758 unauthorized entries in January and February, figures show. Some 3,080 of them traveled via Austria, followed by Switzerland with 1,356 entries France with 643.

The largest group of illegal immigrants were Afghans (742), followed by Syrians (658) and Nigerians (529). According to the figures, the share of migrants coming from Africa via the central Mediterranean route is rising. The Balkan route, used by migrants traveling from the Middle East to Western Europe use, is still not fully closed, according to the report.

The federal police reported 167,500 illegal entries in 2016.

Germany is going to accept 500 migrants a month, it has been revealed by Italy's Interior Minister Marco Manetti. The migrants will be from among those who can't stay in Italy, Anadolu has reported.

The German quota was announced during a meeting in Rome between the interior ministers of European and North African states held to discuss the issue of mass migration across the Mediterranean Sea. Manetti described the German move as an indication of the "rapprochement" between Rome and Berlin on the migrant issue.

No date for the start of the deal with Berlin was revealed. However, according to Manetti, Austria and Switzerland have also promised to accept some of the migrants already in Italy.

The ministers decided to form a task group to stay in permanent contact to deal with the challenge of the influx of migrants. On Tuesday, a report for the Italian interior ministry said that 19,582 illegal migrants had arrived in Italy since the start of this year, a 31.88 per cent increase compared to the same period last year.

Survey shows more Muslims help refugees in Germany than Christians

A new report on Monday found that Muslims living in Germany were about twice as likely to say they had helped refugees than Christians.

The poll by the Bertelsmann Stiftung showed that, with 44 percent of Muslim reporting that they had worked to help refugees, followers of Islam were more socially engaged than any other religious group.

About one in five Christians (21 percent) also said that they had helped refugees within the past year. And 17 percent of religiously unaffiliated respondents said they had volunteered their time or efforts.

In total, including all religious backgrounds, one-fifth of Germans said they had worked to assist refugees.

"This voluntary involvement shows that our society sticks together in difficult times, regardless of religion or backgrounds," said Bertelsmann Islam expert Yasemin El-Menouar in a statement.

The survey was part of the third religion monitor report by the Bertelsmann foundation to analyze the role of religion in society.

Bertelsmann experts said that one reason why Muslims are more engaged than other religious groups could be due to their sense of shared origins: many who volunteer came from the same homelands as the refugees they helped, such as Afghanistan, Pakistan, or Bangladesh.

And because it's important to have helpers on hand who share the same language, religious ideas, and culture as refugees, the experts noted that German Muslims can be "important bridge-builders in our society".

"The assumption that Muslims would abuse their positions as refugee helpers to influence them religiously is unfounded, according to the Religion Monitor 2017," the report states.

"At most, one to two percent of these helpers can be said to have the intent of radicalizing refugees. The vast majority of Muslims advocate for having an open attitude towards other religions."

Of unaffiliated respondents who said they had helped refugees, more than a third reported doing so at least once a week. Among Muslims, this proportion was 28 percent, and among Christians, this figure was about 20 percent.

The study also showed a divide between former Cold War East and West Germany: Nearly one in four (22 percent) within the former West said they helped refugees, while just 14 percent said the same in the former East. However, those who volunteered in the East did so more often than those in the West.

Women were also more likely to volunteer than men, and people with better education or money were also more likely to have helped refugees.

Fraud Scandal over Refugee Language Courses

A bitter political row has broken out over allegations of misdirected federal funding for language courses for refugees.

It's a little over a year since the height of Germany's refugee influx, when almost 1 million people entered the country seeking asylum.

Now the Federal Employment Agency is coming in for criticism over mismanagement and wasted federal funds on language courses for the new arrivals.

The Federal Audit Office has accused the employment agency of having wasted millions of euros due to a lack of regulation and monitoring of the providers paid vast sums to provide German language classes for refugees.

"It has to be assumed that a large part of the funds disappeared into thin air because course participant numbers shrank to almost nothing," the audit report says. It noted double charging and incorrect accounting. The €400 million spent on language instruction came out of the unemployment insurance, half of which is paid by employees.

The president of the German taxpayers association, Reiner Holznagel, minced no words in his criticism of this use of unemployment insurance. "Where double funding and double billing happened, that's clearly fraud. I demand sharper monitoring of all measures, and consequences for the providers." Taxpayers must not be cheated like this, Mr. Holznagel added.

While some politicians have voiced understanding for the employment agency, they have sharp criticism for the government.

"It made it too easy on itself to offload language integration onto the federal agency," said Christian Bäumler, the deputy president of the group representing workers in Chancellor Merkel's Christian Democrats.

Mr. Bäumler argued that the agency had already been understaffed when it only had to cope with its normal workload. "It would have been better to give the funding for language courses to local councils."

Volker Beck, a lawmaker with the Green party, is convinced "that the federal government could have avoided this mess if it had made the integration courses available to all asylum seekers." Mr. Beck said existing integration courses had for years been a long-tested and proven model for teaching German. "No duplicate structures should be put in place without a reason, because that comes back to haunt you."

There was also criticism from the deputy leader of the pro-business Free Democrats, Wolfgang Kubicki. "Federal and state governments often provide senseless funding for the never-never," Mr. Kubicki said. "Of course this futile actionism is also to distract from the self-inflicted state failure during the 2015 crisis; but it's also an expression of helplessness over how to integrate people who should actually only be here temporarily." The harmonization of measures and a common integration concept by everyone working in the field was long overdue, Mr. Kubicki said.

The centre-left Social Democrats, junior partners in the federal government, defended the employment agency. "The agency took action immediately, which the Federal Audit Office acknowledges contributed to discovering and stopping accounting irregularities," noted the party's deputy chairman, Ralf Stegner.

The federal labor ministry, to which the agency is answerable, also defended it. "Given the special situation at the time, the short-notice introduction of the measure and the tight timeframe for the courses, it is understandable that the agency initially set few conditions to start the courses," said a spokeswoman.

Moreover, the audit office had also recognized that the agency had eventually "uncovered and ended irregularities." In addition, the program had deliberately been limited to two months until the end of 2015 and individual measures to eight weeks. "The funding stopped already at the start of 2016."

The agency admitted it had made mistakes. In the meantime, after it had intervened, many course providers had revised their bills, it said. Of 230,000 course participants reported, only 190,000 had in the end actually been charged for.

In a few cases the agency had filed fraud charges, it said. It rejected an allegation that funding was provided for children younger than three years. It said that this had happened in 0.43 percent of cases because either a wrong age was recorded or the providers were able to prove they had a suitable concept for teaching small children.

Germany's Salafist Surge: Islamists Double in 6 Years to Reach 10,000 Followers

The number of Salafists in Germany has doubled in less than a decade, German intelligence officials warn.

Germany's Federal Office for the Protection of the Constitution (BfV) has warned of an alarming rise in the popularity of Salafism in recent years, the German newspaper Rheinische Post reports.

German intelligence has identified 10,000 current followers of the radical Islamist movement, a figure which has more than doubled over the past decade.

There were an estimated 3,800 Salafists in Germany in 2011, a figure which had risen to around 7,500 in 2015, according to the BfV.

The German authorities have been criticized for failing to deal adequately with the threat from Salafism. Last year it was revealed that a 24-year-old Islamic extremist who was "active on the Salafist scene" was allowed to work in the high-security areas of Berlin's two airports for years.

In recent months, German police have cracked down on Salafist cells in Germany. In November, German police in ten different states launched raids on around 200 apartments and two mosques belonging to "Die Wahre Religion" (The True Religion), a Salafist extremist group.

Salafism is a fundamentalist form of Sunni Islam which condemns theological innovation, advocating strict adherence to Sharia law and the institution of a theocratic Islamic state.

The German government has described Salafism as "a particularly radical form of Islamism," with close links to terrorism.

The BfV states that "in Germany as well as at the international level, Salafism is currently being regarded as the most dynamic Islamist movement."

The most influential current within Salafism is Wahhabism, Saudi Arabia's state religion.

Last week a German undercover reporter revealed that "normal mosques" across Germany are fostering parallel societies by preaching the rejection of German society.

Constantin Schrieber attended sermons at which German society was described as a source of danger and temptation for Muslims. He found pamphlets telling worshippers that the Koran rejects parliamentary democracy, that the concept of the nation is a "Western disease" and that God alone is the source of laws."
