Unkari on vahvistanut raja-aitaa ja kouluttaa parhaillaan 3 000 miehen ja naisen vahvuisia rajajoukkoja (határvadászok eli kirjaimellisesti rajametsästäjät) estämään pakolaisten tulon maahan.

Ei, vaan estävät laittomasti maahan tulleiden kauttakulun. Pakolaiset voivat hakea turvapaikkaa raja-asemilta.

Unkarilla ei ole aiettakaan löysätä pakolaispolitiikkaansa. Päinvastoin.

Se on ilmoittanut myös palauttavansa järjestelyn, jossa maahan tulevat turvapaikanhakijat vangitaan pakolaiskeskuksiin hakemuksen käsittelyn ajaksi. Unkari luopui tästä käytännöstä vuonna 2013 YK:n ja Euroopan ihmisoikeustuomioistuimen painotuksesta.

Järjestely on EU:ssa sallittu, mutta kiistaa on siitä, kuinka pitkän aikaa turvapaikanhakijoita voi pitää suljetuissa laitoksissa.

Vahvistusta omille jatkomahdollisuuksilleen kevään 2018 vaaleissa hän sai viime lokakuun kansanäänestyksessä, joka koski Unkarin pakolaispolitiikkaa.

Orbán sai 40 prosenttia unkarilaisista äänestämään haluamallaan tavalla, vaikka itse kysymys oli absurdi ja sen perustelut pääasiassa valheita.

Kysymys absurdi ja perustelut valheita? Kysyttiin, haluavatko unkarilaiset luovuttaa EU:lle päätösvallan siitä, keitä maahan tulee EU:n ulkopuolelta. Kansanäänestyksen kysymys ei paljon tuota konkreettisemmaksi ja tärkeämmäksi voi tulla. Perustelut kansallisen päätösvallan puolesta ovat itsestään selviä muille paitsi federalisteille.

As others asked me for advice on how to claim asylum in Britain, a man from Afghanistan told me that his friends and family sent him cash by Western Union money transfer any time he ran short — but that all he wanted to do was get into Europe via Hungary and then on to London, where food vouchers, accommodation and free health care are provided to those seeking asylum.
'I have people there that I know,' he said. 'I will wait here as long as it takes. One day, the guards will not catch me and I will be gone from here for ever. Maybe I will see you in London one day, my friend.'
I didn't have the heart to tell him, but the truth is that he may never get anywhere near Britain. Not if Mayor Toroczkai has anything to do with it.

Unkari on värvännyt rajavahdeiksi mm. yliopisto-opiskelijoita, mutta jos tuonne aikoo vapaaehtoiseksi Hölmölästä, niin varmaan pitäisi opetella se Unkarin kieli. From this point on, illegal migrants will only be able to leave the transit zone during the period extending to the final and absolute assessment of their applications in the direction of Serbia. Additionally, in the future illegal immigrants will be transported back to the transit zone not only from within a distance of 8 kilometres from the border, but from the entire territory of the country, not including unaccompanied minors under the age of 14 years

The legislative package of the Interior Ministry containing the amendment of the relevant four laws is designed to reinforce the legal closure of the border, and the goal is to ensure that ,,no one of an uncertain legal status (...) should be able to move freely" in the territory of Hungary, the State Secretary said, adding that due to the new regulations, the Government is expecting attacks from both Brussels and pro-immigration organisations, but they are prepared for these.

Hungary: Draft Law Tramples Asylum Seekers' Rights

EU Should Seek To Halt Plan to Hold Asylum Seekers in Transit Zones

A draft bill proposed by the Hungarian government would allow the authorities to automatically detain asylum seekers in transit zones and to summarily return asylum seekers to the Serbian border from anywhere in Hungary, Human Rights Watch and the Hungarian Helsinki Committee said in a February 24 letter to the European Commission calling for it to intervene.

These provisions would apply during under the current immigration "state of crisis," in effect since September 2015 and in force until September 2017, and any such declared emergency in future.

"The European Commission should not stand by while Hungary makes a mockery of the right to seek asylum," said Benjamin Ward, deputy director of the Europe and Central Asia division at Human Rights Watch. "Using transit zones as detention centers and forcing asylum seekers who are already inside Hungary back to the Serbian side of the razor-wire fence is abusive, pointless, and cruel."

Approx. 7,500 migrants prevented from illegally entering Serbia in past 8 months

In the past several months, the authorities have prevented the illegal entry of approximately 7,500 migrants on Serbian soil. Serbian Interior Minister Nebojsa Stefanovic said Sunday.

"In the past 7-8 months, we have sent back approximately 7,500 migrants who refused to enter Serbia legally. Their first contact with Serbia cannot be by breaking the law," Stefanovic told TV Pink.

He accused some nongovernmental organisations in the country of "encouraging a new climate which alleges that something terrible is happening to migrants in Serbia."

Reception centres in Serbia have some 6,000 beds, but it is estimated that another 1,000-1,200 migrants are outside the system which provides them with accommodation and meals. Several hundred migrants are currently staying in abandoned warehouses near the central bus station.

European Commissioner for Humanitarian Aid and Crisis Management Christos Stylianides said in Belgrade in mid-January that Serbia would receive another four million euros from the European Union to help migrants and refuges, praising the Serbian government for its efforts in managing the migrant crisis so far.

Serbian Labour Minister Aleksandar Vulin said then that Serbia would not increase capacities of its reception centres from the current 6,000 beds, describing the migrant accommodation in that country as the best one on the Balkan route. The aid will be allocated for food in migrant centres across Serbia, he added.

Unkari on ryhtynyt rakentamaan jo toista raja-aitaa eteläiselle rajalleen Serbian kanssa, kertoo maan hallituksen tiedottaja. Tiedon odotetaan kiihdyttävän Unkariin kohdistuvaa arvostelua joiltain Euroopan unionin jäsenmailta, kertoo uutistoimisto Reuters.

Unkarin pääministerin Viktor Orbanin oikeistohallitus pitää maahanmuuttoa yhtenä suurimmista EU:ta kohtaavista uhkista. Brysselissä sekä muualla Keski-Euroopassa puolestaan Unkarin omapäisiä toimia on kuitenkin katsottu huolestuneina.

Unkari pystytti jo vuonna 2015 piikkilanka-aidan rajalleen, kun maa oli satojen tuhansien siirtolaisten ja pakolaisten Eurooppa-reitin pääkulkuväylä.

Unkari tukki tehokkaasti reitin Saksaan, jonne suuri osa siirtolaisista ja pakolaisista oli matkalla. Unkari kuitenkin sanoi jo aiemmin, että toinen aita tekisi esteestä vielä tehokkaamman ja pitelisi turvapaikanhakijoita aloillaan sen aikaa kun heidän turvapaikkapyyntöjään käsitellään.

Orbanin henkilöstöpäällikkö Janos Lazar sanoi viime viikolla, että maan hallitus on korvamerkinnyt noin 123 miljoonaa euroa vastaavan summan aitaa sekä pakolaisia majoittavia leirejä varten.

Lazarin mukaan toinen raja-aita ulottuu toistaiseksi vain Unkarin ja Serbian rajalle, ja se rakennetaan niin pian kuin sää vain sallii. Aidan odotetaan olevan pystyssä kevään loppuun mennessä.

Ihmisoikeusjärjestöt arvostelivat Unkaria kun asia tuli julki. Sekä Human Rights Watch ja Unkarin Helsinki-komitea lähettivät valitukset EU:n maahanmuuttokomissaarille Dimitris Avramopoulosille vallitsevista käytännöistä ja vaativat muutoksia lakiin.

"Euroopan komission ei tulisi vain sallia Unkarin pilkata oikeutta hakea turvapaikkaa", Human Rights Watchin varajohtaja Benjamin Ward sanoi.

"Siirtymäalueiden käyttäminen kiinniottokeskuksina sekä se, että pakotetaan jo Unkarin sisällä olevia turvapaikanhakijoita takaisin Serbian puolelle piikkilanka-aitaa, on väärinkäyttöä, hyödytöntä ja julmaa."

Ihmisoikeusjärjestöt varoittavat myös, että käytäntö, jossa Unkarin hallitus sallii vain 10 ihmiselle päivässä saapumisen maahan, luo vaarallisen pullonkaulan Unkarin ja Serbian rajalle.

Smugglers Take Over the Balkan Route

European politicians want to prevent refugees from entering the European Union through the Balkans. Human smugglers there are doing a booming business.

About a year ago, European Union countries Hungary, Slovenia and Croatia, together with Serbia and Macedonia, closed off the refugee route into the European Union. Today, the Austrian government is taking credit for the idea, and Foreign Minister Sebastian Kurz, a member of the center-right Austrian People's Party (ÖVP), calls it a big success in stemming the tide of refugees.

But the one-sided closing of the Balkan route had dramatic consequences. Chaos erupted in Greece because refugees and migrants were stuck there. But most of all, it meant a booming business for smuggler gangs in the Balkans. Last year, organized crime earned about €2 billion ($2.1 billion) with human smuggling along these borders, according to an estimate by Austrian security officials that is based on Europol data.

Since the borders were closed and Turkey began taking back refugees from Greece, the number of migrants on the route has declined from a high of 60,000 a month to the latest figure of less than 2,000. But those who still try to make it through are even more dependent than before on the services of criminals.

"Human smugglers are doing a booming business now, because there are no longer any legal ways to reach Austria or Germany through southeastern Europe," said Markus Koth, who works in Athens as the coordinator for a church welfare group that provides disaster assistance. This has made the illegal route to Germany or Austria through southeastern Europe more expensive. "The voyage from Turkey to Greece costs $600 to $700. Then another €1,500 is payable for the trip from Greece to Serbia, through Macedonia," said Mr. Koth.

Despite Austrian Foreign Minister Kurz's statements to the contrary, the Balkan route is not truly sealed off, said Gerald Tatzgern of the Austrian Federal Criminal Office for Human Trafficking. The migrants' journeys have become "more diverse and dangerous," E.U. border agency Frontex recently found. As a result, more illegal immigrants are remaining undiscovered.

Nickelsdorf is a town in Austria's Burgenland region, near the border with Hungary. Cars crawl westward here along the autobahn between Budapest and Vienna, many of them driven by Hungarian commuters. Austrian border agents randomly check vehicles, especially larger ones. And a route that involves a small detour through Slovakia is monitored even less. The Austrians are not yet using drones, including those with night vision equipment, and the smugglers know this. "Refugees are seeping in every day," an Austrian diplomat concedes.

The gangs operating in the Balkans have become more professional since the route was sealed off, so as to bring their "customers" illegally to Austria and Germany. According to Europol's director, Rob Wainwright, there is a detailed division of labor in the large human smuggling syndicates. "They have specialists to recruit migrants, and specialists for transport, financing and money laundering, and they are very modern in the way they're organized," said the head of the E.U. law enforcement agency.

The migrant smuggling business is booming, and not just in southeastern Europe. According to Europol, the authorities have identified 17,400 new smugglers, out of a total of at least 50,000. Surveys have shown that more than 90 percent of all illegal immigrants have used these services. "These organized crime networks rake in huge profits from massive immigration," said Mr. Wainwright. Human smuggling has become the fastest-growing business for criminals in the last two years, he noted. According to Mr. Wainwright, thousands of criminals, searching for quick profits, have turned from drug to people smuggling.

Hungary's Orban: 'Ethnic homogeneity' vital for economic success

Hungary's Prime Minister Viktor Orban has launched a fresh tirade against the EU's immigration policy. His government has announced it is building a second barrier along its border with Serbia to keep out migrants.

Hungary's Prime Minister Viktor Orban reiterated his misgivings towards ethnic and religious diversity in a strongly-worded speech before Hungarian business leaders on Tuesday.

Speaking before the Hungarian Chamber of Commerce and Industry in Budapest, Orban said that "ethnic homogeneity" was key in fostering economic success and that "too much mixing causes trouble."

Hungary currently enjoys a record-low unemployment rate in the European Union of just four percent. However, it is facing an acute shortage of labor, with many employers complaining that they are struggling to fill positions. The Prime Minister, however, vocally spoke out against importing labor to solve the shortages. Boosting competitiveness, he said, was not the way to bolster economic growth and "enhance the value" of the "homeland."

Hungary's government "cannot risk changing the fundamental ethnic character of the country," he said. "That would not enhance the value of the country but downgrade it instead, and toss it into chaos."

Hungary to arm new 'border hunters' after six-month crash course

Sandor Jankovics is proud to be joining Hungary's new "border hunter" force after a six-month crash course to help police and army units keep out migrants, part of a security clamp down that has raised human rights concerns.

Hungary's southern border with Serbia and Croatia marks the external edge of the European Union's Schengen zone of passport-free travel. Hundreds of thousands of migrants have entered Hungary via its southern frontier since 2015, though most have moved on westward to more prosperous parts of the EU.

The migrant flow has ebbed greatly since Hungary erected a fence along the southern boundary and the EU struck a deal with Turkey 18 months ago that curbed migration from that country into neighboring Europe.

But nationalist Hungarian Prime Minister Viktor Orban, who on Tuesday described mainly Muslim migrants as a "Trojan horse for terrorism", has cited the risk of a new influx from the Balkans and is beefing up his country's defense.

This week Hungary also passed a law to detain migrants in camps along its border, a step the United Nations said violates EU humanitarian law and will have a "terrible physical and psychological impact" on asylum seekers.

Jankovic, 26, who quit his job as a laborer in nearby Austria last year, will start "border hunter" duty along with almost 1,000 other volunteers within three months.

He is one of dozens undergoing fast-track training at Barcs, a border crossing with fellow EU country Croatia.

Barcs witnessed the apex of the migration crisis in September 2015 when many thousands fleeing war and poverty in the Middle East flooded into Hungary after having passed through Croatia from Serbia.

Now Barcs is eerily quiet, with only a few passing trucks being spot-checked by police. Orban's security plan focuses on the border with Serbia since Croatia has beefed up its boundary with its Balkan neighbor since 2015.

Jankovics said he had never met a migrant, but looks forward to training patrols and to his deployment with great pride since he had always aspired to becoming a police officer.

"We will be sent to the stretch of border where we will be needed," he said. He will get a monthly gross salary of 220,000 forints (£614), well above the minimum of 161,000 forints guaranteed by Hungary for those with secondary education.

Recruits, who must be between 18 and 55 years old, are given training similar to police and learn other skills such as guarding a border fence, detaining large groups of migrants and tracking their paths.

Some multicultural studies are part of the program.

"Initially we started to learn about the major religions of the world, who believes in what," Jankovics said.

Like police officers, border hunters will carry pistols with live ammunition, batons, pepper spray and handcuffs, and will also be equipped with night-vision goggles if needed.

"The defense of Hungary is the most important for us," said Adrienn Heronyanyi, 23, a recruit who previously worked in catering.

Hungarian police aim to recruit up to 3,000 border hunters. Recruiting is continuous, including in secondary schools.

In the classroom, the new recruits assemble their pistols at the order of their officer within seconds. In the afternoon, they learn judo skills and moves to handcuff people.

Asked under what conditions border hunters could use force against migrants, regional police chief Attila Piros said the rules were the same as for police - to "break resistance" but only as a last resort.

He said any force must be proportionate and justified. "One of the most important things in this six-month training that we teach as law but in fact has moral and ethical foundations is that criminals are human beings, everybody has human rights."

MIGRANT "STORM" HAS NOT DIED - ORBAN

At a swearing-in ceremony of border hunters in Budapest on Tuesday, Orban, whose anti-immigrant policies have gone down well with voters, said Hungary had to act to defend itself.

"The storm has not died, it has only subsided temporarily," he said. "There are still millions waiting to set out on their journey in the hope of a better life (in Europe)."

In addition to the razor-wire border barrier, the government has begun installing a second line of "smart fence" along the Serbian border. Border police said they had detained over 100 illegal migrants in the past 30 days.

Nils Muiznieks, the Council of Europe's human rights commissioner, voiced alarm at Hungary's migrant detention plan.

"Automatically depriving all asylum seekers of their liberty would be in clear violation of Hungary's obligations under the European Convention on Human Rights," he said on Wednesday.

Doctors Without Borders (MSF) said its teams in Serbia were treating a growing number of migrants who reported being beaten and stomped on by Hungarian border guards who intercepted them.

Orban's government has denied mistreating migrants. His office said eight cases of alleged mistreatment had been investigated but in none "was it proven that refugees had been harmed by border personnel".

Making a stop in Serbia, part I: The killer journey

Every day, hundreds of refugees enter Serbia. Most of them hope to cross to Hungary and eventually reach the West. Syrians, Iraqis, and Afghans arrive only to get stuck at the border with Hungary. EURACTIV Romania reports.

This small state with European aspirations is simply overrun. The refugee centres are full. The streets are full. Downtown Belgrade looks like a post-war zone.

Tatjana works at Save the Children, in the Serbian capital. She has seen many things, more than most of us can handle in our entire life time.

Several days before we met her, a Syrian woman gave birth. The baby is healthy and very relaxed. Tatjana, however, is not. She fears for the refugees. As the winter approaches, she knows that most of them will find shelter in old abandoned warehouses, surrounded by garbage, without windows, with old roofs waiting to collapse on their heads.

We visited them in November, but in January, snow and frost struck Belgrade with a force unseen in the last decade. The landscape was transformed into a post-apocalyptic work of fiction, a frozen hell, with hundreds of people shivering in the cold, wrapped in blankets. Taking a bath has become an extraordinary event, outside, in sub-zero temperatures, in heated barrels.

No one knows how many the refugees have gotten through the winter.

Europe has no clear plan yet. All over the continent, in buildings flying EU flags, time moves at a different pace.

What kind of cases do you have at the centre?

Tatjana: At this moment, we have a 3-day old baby with her mother in the corner (the mother and baby corner of the Asylum Info Centre). The baby was born in Belgrade. This is a family from Iraq. They have been travelling for a long time and the woman was pregnant during the journey. She gave birth when she arrived in Belgrade. Her family was here, with our team, while she gave birth.

She gave birth here?

She gave birth in a hospital and her family was here, with the team. When they learned that she successfully gave birth, and that the mother and baby were both feeling well, the family celebrated, dancing and singing, and they also brought some sweets and juice to share with the team. So, even in these difficult circumstances, life goes on and beautiful things are happening.

The woman who gave birth is very fortunate, because not everybody feels well after arriving in Belgrade, after this terrible journey.

Today, we had another woman travelling from Syria. She is 8 months pregnant, but her baby is actually not well. The family travelled across the sea. They boarded a rubber boat in Turkey, to to Greece, but the boat turned over and three of her children died. She continued her journey to Greece – while being pregnant – with the only child left and her husband.

After spending a couple of months there, they arrived in Serbia, but... There are consequences to these terrible events. Actually, the baby is not feeling well. The doctors will have to terminate her pregnancy. So, the woman had to leave for the hospital. Our team helped her to get to the hospital and the husband and the child are accommodated in an asylum centre, near Belgrade, in Krnjaca.

What about the others?

Most of the people who are now arriving in Serbia are in very bad shape. They arrive wearing dirty clothes, with pain in their bodies, with scars, because they travelled through woods. Many of them have scars on their faces and bruises on their hands.

We can see that many of the people who arrive need medical assistance. They can get it in Micksaliste, or in the regular Serbian hospitals.

What we are seeing now is a huge problem with body lice and scabies. These people have been traveling for a long time, or they have stayed in camps for many months in bad conditions in terms of hygiene. This has become a serious issue in Belgrade, especially with the population that is staying out in the open.

Over a thousand people – mostly men – are staying in the park and in abandoned buildings close to the train station. They don't want to leave the park because they want to stay close to the smugglers, because they rely on smugglers to take them across the border. Many of them are ill.

The worst thing is that there are many children among over a thousand people who are sleeping outside, and they are very vulnerable. Those are the ones who need support and help.

The refugees and the migrants who arrive in Serbia are now staying here for a longer period of time, but most plan to continue their journey. From the beginning of the crisis, this has been the case.

Suomen Kuvalehden Unkari-jutussa kerrotaan rajavartijoita sanottavan "rajametsästäjiksi". Epäilen vahvasti, että rajajääkäri on käännetty unkarista väärin.
Unkarissa oli viimevuonna 30 000 turvapaikka-anomusta. 2017 vain 1000, joista hyväksyttyjä 13.
Unkarissa menee hyvin. Talous vahvassa kasvussa ja työttömyys nollissa.

Unkarin malli: Talous kasvaa, jos kansa on "etnisesti homogeeninen" – Uudet "rajametsästäjät" pakolaisia vastassa

BUDAPEST, UNKARI – Kuuden kuukauden pikakoulutus, pistooli, pamppu, pippurisumutin ja käsiraudat varustevyölle. Toukokuun alussa nämä uudet rajavartioston täydennysjoukot eli "rajametsästäjät", kuten heitä Unkarissa kutsutaan, ovat valmiita tehtäviinsä.

Unkarin tarkoituksena on kouluttaa kaikkiaan 3 000 siviiliä poliisin ja rajavartioiden avuksi turvaamaan maan rajoja.

Kymmenen miljoonan asukkaan Unkarilla on kaikkiaan seitsemän rajanaapuria. Turvapaikanhakijoita on tullut Unkariin lähinnä Serbian ja Kroatian kautta. Apujoukot aloittavat partioinnin juuri näillä raja-alueilla.

Serbiassa on tuhansia ihmisiä jumissa kurjissa oloissa odottamassa pääsyä läntiseen Eurooppaan.

Täydennysjoukkojen koulutukseen kuuluu muun muassa aseen käsittelyä, judoa sekä rajojen valvonnan perustehtävien opettelua. Koulutettavat ovat pääasiassa nuoria – ikähaarukka on 18–55 vuotta. Heidät on rekrytoitu uusiin tehtäviinsä eri ammateista.

Pääministeri Viktor Orbán osallistui itse 463 uuden "rajametsästäjän" valmistujaistilaisuuteen 7. maaliskuuta. Hän vertasi pääasiassa muslimimaista lähtöisin olevaa pakolaistulvaa puiseen Troijan hevoseen, jonka sisällä terrorismi solutetaan Eurooppaan.

Orbán esiintyy entistä ärhäkkäämmin johtajana, joka suojelee Unkaria muslimeilta ja terrorismilta. Hänen mukaansa paine Unkarin rajoilla ei ole hellittänyt.

"Myrsky ei ole ohi, se on vain laantunut", Orbán totesi. "Miljoonat ihmiset odottavat yhä matkaa parempaan elämään. Emme voi jäädä Brysselin tai EU:n varaan, meidän on itse suojeltava rajojamme."

Orbán käyttää kovaa kieltä perustellessaan politiikkaansa.

Kansainvälisillä areenoilla hän esiintyy kristillisen Euroopan puolustajana vihamielistä ja kostonhaluista muslimimaailmaa vastaan. Kotimaassa Orbán lietsoo pelkoa väittämällä Unkarin olevan puoliksi sotatilassa.

Puhuessaan Unkarin teollisuus- ja kauppakamarin tilaisuudessa 28. helmikuuta Orbán meni ehkä pitemmälle kuin koskaan ennen.

Orbán totesi, ettei kilpailukyvyn parantaminen ole ainoa keino vahvistaa talouskasvua vaan taloudellisen menestyksen edellytys on myös kansakunnan "etninen homogeenisuus". Unkarin talous on kasvanut viime vuodet, työttömyys on ennätysalhaalla, ja monilla aloilla on jopa pula ammattitaitoisesta työvoimasta.

Orbánin ilmaus nostatti ymmärrettävästi myrskyn.

Hallituksen tiedotusosasto yritti korjata tilannetta selittämällä, että liberaali länsimedia taas kerran vääristelee pääministerin sanoja. Hallituksen sivulla tapahtumasta kertovassa tekstissä etninen homogeenisuus on vaihdettu "kulttuuriseksi" homogeenisuudeksi.

"Rajametsästäjien" jalkauttaminen poliisin ja rajavartioston avuksi kenttätyöhön on yksi turvatoimi, jonka avulla Orbánin Unkari haluaa varmistaa, ettei yksikään laiton siirtolainen pääse Unkariin ja sitä kautta muualle Eurooppaan.

Samaan aikaan kun sadat "rajametsästäjät" saivat päästötodistuksensa, Unkari palautti voimaan jo kertaalleen perumansa lain, jonka mukaan kaikki Unkarissa olevat ja sinne tulevat turvapaikanhakijat siirretään etelärajalla sijaitsevalle kauttakulkualueelle  – käytännössä konttileirille – ja heidän on myös pysyttävä siellä hakemusten käsittelyn ajan.

Lakiehdotus hyväksyttiin Unkarin parlamentissa suurella enemmistöllä. Vuonna 2013 Unkari joutui luopumaan turvapaikanhakijoiden sulkemisesta pakolaiskeskuksiin YK:n pakolaisjärjestön ja Euroopan ihmisoikeustuomioistuimen vaatimuksesta.

Unkari rakentaa parhaillaan myös toista, niin sanottua älyaitaa eteläiselle rajalleen. Aitaan asennetaan liikkeen tunnistavia sensoreita ja se sähköistetään. Serbian ja Kroatian välisen rajan aidoittamisen Unkari aloitti jo vuonna 2015, mutta piikkilanka-aitaa on tarkoitus vahvistaa nyt viereen nousevalla sähköaidalla, jonka on määrä valmistua kesään mennessä.

Rajaturvallisuutta Unkari lisää myös neljällä uudella pienellä sotilastukikohdalla, joista toinen toinen avattiin Hercegszántóssa Serbian rajalla 20. maaliskuuta. Sinne voidaan sijoittaa 100–150 sotilasta, ja se toimii myös alueella partioivien "rajametsästäjien" tukikohtana. Ensimmäinen tukikohta toimii Kelebiassa.

Schengen on natissut liitoksissaan jo pitkään, sillä Unkari ei ole ainoa maa Euroopassa, joka on aidannut rajojaan, aloittanut passintarkastukset ja tutkii maahantulijat perusteellisesti.

Piikkilankaa on vedetty esimerkiksi Slovenian ja Kroatian, Makedonian ja Kreikan sekä Bulgarian ja Turkin välisille rajoille. Espanja on aidannut Afrikan puolella olevat Ceutan ja Melillan autonomiset kaupunkinsa.

Euroopan unioni ja eri ihmisoikeusjärjestöt ovat toistuvasti arvostelleet Unkarin kovaa pakolaispolitiikkaa.

EU:ta harmittaa se, ettei Unkari suostu ottamaan sille aiottua osuutta kiintiöpakolaisista. Pakolliset kiintiöt herättävät vahvaa vastarintaa myös muissa EU:n jäsenmaissa, muun muassa Tšekissä, Slovakiassa, Baltian maissa sekä Ranskassa.

Unkaria on syytetty myös pakolaisten väkivaltaisesta kohtelusta. Esimerkiksi Lääkärit ilman rajoja -järjestön mukaan Unkarin rajalta takaisin Serbiaan palautetut ovat kertoneet, että viranomaiset olisivat pahoinpidelleet heitä.

Virallinen Unkari on jyrkästi kiistänyt pahoinpitelyväitteet.

Unkarin kautta länteen pyrkivien määrä on pudonnut merkittävästi siitä, mitä se oli kriisivuonna 2015. EU:n ja Turkin viime keväänä tekemä pakolaissopimus on pääosin pitänyt, vaikka Turkin presidentti Recep Tayyip Erdoğan on toistuvasti uhannut heittää sopimuksen roskiin.

Pääministeri Orbánin turvallisuusneuvonantaja György Bakondi kertoi lehdistötilaisuudessa Budapestissa 18. maaliskuuta, että alkuvuoden aikana 7 200 ihmistä on yrittänyt päästä Unkariin, heistä lähes 4 500 pysäytettiin ja 2 740 ihmisen maahan tulo estettiin.

Bakondin mukaan Unkari on saanut tänä vuonna runsaat tuhat turvapaikkahakemusta, kun viime vuonna hakemuksia oli 30 000; myönteisiä turvapaikkapäätöksiä on alkuvuodesta tehty 13.

Vuonna 2015 Unkariin tuli Serbian ja Kroatian kautta arviolta 400 000 pakolaista, joista valtaosa jatkoi muualle Eurooppaan.

Euroopan ihmisoikeustuomioistuin määräsi Unkarin maksamaan kahdelle bangladeshilaiselle turvapaikanhakijalle korvauksia laittomasta pidätyksestä.

Miehet olivat säilössä 23 päivää syksyllä 2015. Unkari pitää tuomiota mahdottomana hyväksyä ja aikoo valittaa.

Unkarin päähallituspuoluetta Fidesziä lähellä oleva, nuorista lakimiehistä koostuva perusoikeuksien keskus (Alapjogokért Központ) on esittänyt, että ellei valitus mene läpi, Unkaria tulisi irtautua irtautua Euroopan ihmisoikeussopimuksesta.

Rautaesiripun murros alkoi siitä kun Unkarin uusi pääministeri ryhtyi tervehdyttämään maansa vararikkoista taloutta. Ensimmäisenä säästökohteena oli rajojen vartiointi. Kävi ilmi että neukut olivat lakanneet toimittamasta komponentteja liiketunnistimiin ja unkarilaiset joutuivat ostamaan ne Ranskasta länsipankeilta lainaamallaan länsivaluutalla. Unkarilaiset ratkaisivat absurdin tilanteen alkamalla purkaa aitaa.

Mitenköhän nykyään teknologia on kehittynyt ja halventunut, kun ei enää kuitenkaan ole tarvetta jopa surmata luvattomia rajanylittäjiä? Luultavasti tehokkaampaa kuin 29 vuotta sitten, ja vaihtoehtoisen politiikan kustannukset olisivat huomattavasti korkeammat.

200 illegal migrants caught in western border town

The Serbian police have carried out an operation in the town of Sid, on Serbia's northwestern border with Croatia, detaining more than 200 illegal migrants.

According to the local Sremska TV, cited by Serbia's state broadcaster RTS, this was "an operation to remove illegal migrants" during which "more than 200 of those who were not in the legal channels have been caught."

At the same time, the local reception center has been "unburdened" - with only migrant families with children remaining there.

The report said that "after the latest unpleasant events that migrants took part in" the local self-government, headed by Municipal President Predrag Vukovic, "undertook every measure to provide full safety to citizens."

"The reception center in Sid will either be relocated or, at the very least, it will no longer be a problem," said Vukovic.

Talking to the Refugees Hiding in Serbia's Abandoned Factories

"They receive you with a heartfelt 'Welcome to Europe, we'll kill you."

It has been a year and a half since Jamal* left his home in Kunduz, Afghanistan. But for the last seven months, he has been stuck in Serbia – behind the border fence that was recently erected by Hungary's Prime Minister Victor Orban. Jamal and about 200 others are waiting for their chance to cross the border, while living in an abandoned brick factory near Subotica, in the north of the country. He isn't sure what feels further away these days – his home, which is 3,700 miles to the East, or the European Union, which starts 12 miles to the North.

Jamal has made several attempts to jump over the fence but got caught by border patrol officers every time. "They let dogs loose on us the last time we tried. They receive you with a heartfelt 'Welcome to Europe, we'll kill you,'" he says, as he shows me the injuries he's suffered while trying to cross the border.

Hamza, 22, is from Pakistan. He's been on the run for three years and four months, ever since his family was displaced by the Taliban. Although spending the last few months at the factory has made him lose hope of entering Hungary, he doesn't think giving up is an option either.

This winter, Serbia received about 100 refugees per day – most of them from Afghanistan and Pakistan. Out of fear of being deported, some of them don't get registered in Serbia – they camp outdoors or find shelter in abandoned factories instead of seeking shelter in the state's refugee camps. All refugees living in or near the abandoned factories at the border are men, and most are travelling alone. They rely heavily on volunteers, who visit often to supply them with food, clothes and blankets.

But even though volunteers bring some of the basic necessities, there's no electricity or running water at the factories – that means no toilets and no showers either. NGOs have criticised the Serbian government for not doing enough for those stuck in the country but, at the same time, there is only so much a country as poor as Serbia can do, in light of their neighbouring country closing its borders. And while Orban has ordered a second fence to be built on the border with Serbia, the EU has yet to come up with a humane plan for those stuck behind it.

Fayaz has also spent the last few months in the same factory as Hamza and Jamal. He's in his mid-twenties and from Afghanistan. "Do you know war?" he asks me after I take his photo. "I have seen war and I escaped it. But that doesn't mean that I'm safe now."

Serbian police have arrested eight people suspected of smuggling migrants from the border with Bulgaria to the European Union.

Serbian Interior Minister Nebojsa Stefanovic says the "criminal group" arrested Wednesday is suspected of smuggling more than 200 migrants for a fee of 250 euros ($270) each "over a long period of time."

Police say that seven Serbs and one Afghan citizen have been arrested. Two additional suspects are on the run.

Thousands of migrants have been stuck in Serbia after its EU neighbors Hungary and Croatia shut their borders to prevent their entry in March 2016.

Many of the migrants arriving in Serbia have turned to people smugglers to try cross into the EU illegally.

Romanian border police say they have stopped 111 asylum seekers hidden in the back of a large truck who trying to illegally leave Romania and head toward Western Europe.

Border police said Saturday statement they discovered the group late Friday crammed into the vehicle at the Romanian-Hungarian border. The migrants, aged 2 to 53, included citizens of Iraq, Syria, Iran, Afghanistan, Pakistan and India.

The Romanian driver, who is being investigated as an accomplice, told police he was unaware that anyone was hiding in the truck.

Police say the migrants were trying to reach the "Schengen zone" which allows for unimpeded cross-border travel.
